A grand farewell to CME Shri Hemant Kumar and warm
welcome to CME Shri Pankaj Kumar was organized by
IRTSA at TTC on 28th Feb.
IRTSA- ICF unit (in collaboration with Bharath
University, Tambaram) organised a motivational
workshop (Easy ways for approaching the exams) for +2
students on 19.02.2012 from 9.30hrs to 14.00 Hrs at
ICF.Hr.Sec.School. This programme was inaugurated by
Shri Hemant Kumar, CME/ICF. Expert faculties educated
the students on ‘How to face the exam & secure good
marks’ and ‘How to keep the physical & mental health
during the exam’. Around 1000 students from nearby
schools participated and all the students were provided
with course material and lunch.

On 25.02.2012 Loco Pilot Mr. Man Singh and Sr.
Assistant Loco Pilot Mr. Sunil Kumar of Ambala were
piloting the train Himalayan Express from Kalka to Delhi,
as the train reached Ganaur station at about 21.15 hours,
they spotted a 2 year old baby boy playing on the track.
They applied Emergency Brakes but Mr Sunil Kumar
feared that the train would not stop and expected the train
to knock down the baby boy, he immediately jumped out
and ran a distance and picked up the child. The engine
traveled about 5 feet from the spot where the child was
playing, thus the innocent 2 year baby boy was saved. It is
sad to state here that Mr Sunil Kumar had lost his 4 month
old baby just 3 months back.
The Best Safety Device Is A Careful Man.
NISSEN SHED by Sri A.Sri Vijayan, SSE/Shop-54
Many of us heard about Nissen Shed and are using the
word shed. But how many of us know the meaning of
Nissen, its history. Actually, its name is Nissen hut,
which is a prefabricated steel structure made from a half-
cylindrical skin of corrugated steel and was used
extensively during World War II.
HISTORY
In April, 1916, Major Peter Norman Nissen, a mining
engineer of the Royal Engineers of British Army
developed the designs of huts and constructed three
prototype semi-cylindrical huts.
Nissen’s design was subject to intensive review by his
fellow officers, Lieutenant Colonels which helped Nissen
develop the design. After the third prototype was
completed, the design was formalized and the Nissen hut
was put into production in August 1916. At least 100,000
were produced during the World War
Nissen patented his invention in the UK in 1916 and
patents were taken out later in the United States, Canada,
South Africa and Australia. Nissen received royalties
from the British government, not for huts made during the
war, but only for their sale after the conflict.
ASPECTS OF HUT
Two factors influenced the design of the hut. First, the
building had to be economical in its use of materials,
especially considering wartime shortages of building
material. Second, the building had to be portable. This
was particularly important in view of the wartime
shortages of shipping space. This led to a simple form that
was prefabricated for ease of erection and removal. The
Nissen hut could be packed in a standard Army wagon
and erected by six men in four hours.

EMISSION TEST CAR
Pollution control including improvement of environmental
conditions, and moving towards Green earth is a priority
activity worldwide. In this connection World over different
countries have laid down emission standards for their
railroad applications like USEPA standards and UIC
standards followed in America and Europe respectively. On
similar lines Indian Railways is working to lay down
emission standards for locomotives and diesel power cars.
Manufacture of Emission Test Car at a cost of `8.63 crore
is the first step in this direction which will help IR to
measure levels of emission in diesel locomotives and diesel
power cars.
The test car is a mobile vehicle which will move to various
diesel sheds and coaching depots to measure emission
levels. This will enable Indian Railways to maintain
locomotives and power cars to desired emission standards.
Emission Test car manufactured by ICF is houses Emission
Measuring Equipment of latest world standards, supplied by
M/s HORIBA Ltd.,Japan.
Objective :
• To Test the exhaust emission levels
• To analyse the performance of engine
• Improve the fuel efficiency
• Reduce the environmental pollution
Emission measurement equipment consists of
(i) Mexa 7100 D gas emission analyzer - measures
emissions from various engine types. Component gases viz
CO, CO2, NOx, NO, THC (total hydro-carbon), NMHC,
CH4 and O2 can be measured.
(ii) Real time Particulate matter analyzer
(iii) Model Mexa 1230 PM - Continuously measures the
particulate matter in engine emissions
(iv) Celesco opacity meter - for measuring smoke density
(v) Fuel measurement system
(vi) Gas room with 23 gas cylinders for the purpose of
testing the exhaust emission and calibration of the system.
The mass emission measurement system provided on the
coach is capable of measuring:
- Oxides of nitrogen
- Particulate matter
- Total hydrocarbons
- Methane hydrocarbons
- Smoke opacity
- Carbon monoxide and carbon dioxide
Salient features of ETC
� Emission Test Car is manufactured on LHB AC-2 tier
platform and has stainless steel body of grade SS-409M
for sidewall, endwall and SS-304 grade for roof with
corten steel underframe & Bogies with pneumatic
suspension at secondary.
� Maximum speed – 110 Kmph
� Gross weight – 55.548 tonnes
� The Emission test car consists of the following :
� Equipment room
� 50 KVA Diesel Generator set room
� 2-berth compartment
� 4-berth compartment
� Mini pantry
� Toilets
� The Equipment room, 2-berth and 4-berth
compartments are air conditioned with one Roof
mounted AC package unit.
� WIFI system provided for Data transfer
� 2 Nos of 25KW bogie mounted alternators are
provided to cater the AC unit and other auxiliary loads
(lights, fans, LCD TV, etc.)
� One No. of 50 KVA Diesel generator set is provided
to cater power in case of emergency
� The car is provided with CBC type coupler with
transition screw coupling along with side buffers,
compatible to be connected to trains and locos.
� Tool box has been provided on the underframe with
tools and small equipment.
� The sidewall and partition panelling of Equipment
room, pantry, gas room of 1mm Stainless steel striped
finish.
� The 4-berther and 2-berther compartment is paneled
with LP panels backed by 4mm compreg plywood.
� Roof ceiling of Crew room, Equipment room and Gas
room with NFTC panels.
� Mini-pantry consists of equipments viz., Four burner
LPG cooking range, Wall-mounted chimney,
Microwave oven, Refrigerator, RO Water purifier etc.
Work Safely All The While, Go Home With Smile
Enterprise Resource Planning Project (ERP)
The ERP project was made live on 6th February at ICF. Sri
Sanjiv Handa, Member Mechanical, Railway Board
launched the ERP in the presence of GM/ICF, DG/RDSO,
GGM/CRIS, other officers of ICF and staff. The plant
maintenance module was inaugurated with kiosk, personal
digital assistance application and business intelligence
report. Production planning, material management, sales
and distribution, costing modules were launched on 10th
and Human resource management, payroll module on 23rd.
The ICF-ERP project covers complete customization &
development of ERP-based online application package
including management and implementation at ICF. The
project also aims to provide a portal based custom built
application module, housed at CRIS data centre, New
Delhi for providing specified functionalities to user
outside ICF including Railway Board, ICF’s senior
management, Railways’ internal customers, ICF
employees and vendors. The custom built application will
be integrated with ERP-based application. Project is being
executed by ICF-CRIS in association with L&T Infotech.
The main activity includes customization, development
and implementation of ERP based Integral Coach Factory
system for management of coach factory operations.
ICF went live on 6th Feb with its ERP software (SAP ERP
ECC 6.0). The roll out is happening for the first time on
Indian Railways in a production unit. The project includes
installation of state-of-the-art hardware including touch
screen kiosks and hand-field devices, campus-wide
networking including about 10 Km of optical fibre and
about 20 Km of UTP cabling, implementation and
customization of ERP software.

During the course of implementation, ICF,CRIS and L&T
team had to overcome a number of challenges, in terms of
functionalities that can’t be mapped directly in the
standard SAP. One such challenge is to accommodate the
multiple and mid month wage period adopted by ICF,
whereas standard SAP provided only for single calendar
month wage period. Special efforts were put in by both
M/s.L&T infotech Ltd, and also by SAP India, in
resolving this important issue, through a project-specific
solution.
Highlights of this project:
1. Development and implementation of a central portal
application for the user located outside ICF like users of
various zonal railways, outside suppliers, Railway
Ministry etc. This will further be integrated with
ROAMS (Rolling asset management system) being
developed by CRIS.
2. E-library of all drawings used in manufacturing of the
coaches.
3. Implementation of Business intelligence (BI) generating
high level analytical reports, for the use of top
management.
4. Touch screen-based applications for the shop floor
5. Handheld personal digital assistant (PDA) for mobile
users.

• Detailed capture of business transactions at the point of
generation
• Effective tracing of business situations
• Greater visibility of work in process, to the management
for better control
• Shift from batch processing to online progressive model
• Inbuilt integration between the various modules-an
attempt to bring multiple legacy islands of information
into one integrated system
• Cycle time reduction for certain processes
• Real time visibility of stocks in Stores depots and shop-
floor
• Greater insight into maintenance activities relating to
plant & machinery- with online monitoring, SMS alerts
on break-down etc
• Dynamic user friendly reports for internal consumption
• Systemized working environment and culture.

Railway worker finds box of ornaments in train toilet
When Channabasappa, 50, while cleaning the coaches of
the Dharwad Express, came across a steel box in the
toilet. The honest worker handed it over to his superiors.
The box contained gold ornaments worth Rs 10 lakh. The
railway officials ensured that it reached its owner. The
prompt and swift action by railway officials helped
Nissara get back her ornaments within 90 minutes after
she realized it was missing. The box had 350 grams of
gold ornaments, which has now been handed over to the
owner by the Senior Divisional Commercial Manager.
Tailor-made IIT course to train rail engineers
IIT-Madras has started a postgraduate diploma
programme in metro rail engineering and management in
association with CMRL. The first batch of students of this
customised course will pass out in a few months and join
CMRL. The one-year course will help CMRL to get a
talented workforce.
Current Reservation Counter Facility
Railways has advised the passengers travelling on a short
notice to use the facility of Current Reservation Counter
situated at the train originating main stations. The vacant
seats available on train after preparation of reservation
charts can be booked at the Current Counters of the train
originating stations before departure of the train.
Report by expert group on Modernisation of IR
The Expert Group for Modernisation of Indian Railways,
constituted by the Ministry of Railways under the
Chairmanship of Shri Sam Pitroda, Advisor to the Prime
Minister, presented its report to the Minister of Railways.
Some of the major recommendations of this Report are: ·
Modernisation of 19,000 kms. of existing tracks.
Strengthening of 11,250 bridges to sustain higher load at
higher speed.
Eliminating all level crossings.
Implementation of Automatic Block Signalling on A and
B routes.
Deployment of on board train protection system with cab
signalling on all other routes
Introduction of GSM based mobile train control
communication system on A, B and C routes.
Introduction of new generation locomotives – electric
locomotive of 9000 and 12,000 HP and High horse power
diesel locomotives of 5,500 HP.
Introduction of high speed potential LHB coaches with
160/200 kmph.
Introduction of train sets for high speed inter-city travel.
Introduction of heavy haul freight bogies.
Installation of green toilets on all passenger trains.
Modernisation of 100 major stations.
Development of 34 multi modal logistics.
To set up Real Time Information System.
Provision of internet access at 342 railway stations (58 A1
class and 284 at A class)
Development of PPP models and policies in various areas
of Railways to attract private investment to augment core

vendors and protocols for Railways.

15 focus areas, namely, track and bridges, signalling,
rolling stock, stations and terminals PPPs. Land, dedicated
freight corridors High Speed Trains, review of existing

Sources of total funding of Rs. 822,671 crore in the next
five years will be Rs. 250,000 crore from Gross
Budgetary Support, Rs. 201,805 crore from Internal
generation, Rs. 101,000 crore from leasing/borrowings,
Rs. 229,024 crore from PPPs Rs. 24,000 crore from
dividend rebate and Rs. 16,842 crore from Road Safety
Fund.
Railway to deploy women RPF personnel on trains
New coach factory in Kerala (a)
Taking a serious note on the incidents of harassment faced
by women passengers in trains, women RPF personnel
would be deployed in trains for their safety, Hon’ble
Railway Minister said after laying foundation stone on
21st Feb for a ` 550 crore Rail Coach Factory at
Kanjikode, Kerala, to manufacture 400 coaches per
annum.
Advance Reservation Period made as 120 Days
The Ministry of Railways has decided to increase the
advance reservation period for booking reserved train
tickets from existing 90 days to 120 days on an
experimental basis (excluding the date of journey) w.e.f.
March 10, 2012. However, there will be no change in case
of certain day-time express trains like Taj Express, Gomti
Express etc. where lower time limits for advance
reservations are at present in force. There will also be no
change in case of the limit of 360 days for foreign tourists.
� The Mumbai monorail was tested successfully for the
first time in the country on 18th Feb. The test run was
conducted from Wadala depot to Mysore colony
covering a distance of approximately 4 kilometers
� A formal MoU was signed on 1st Feb for setting up a
Special Purpose Vehicle (SPV) namely “Railway
Stations Development Corporation Limited” to take up
work of redevelopment of railway stations along with
station maintenance across India in a dedicated manner
as a part of the continuous process of augmenting and
improving amenities at the railway stations. The MoU
was signed between the IRCON and RLDA for
formation of this new SPV.

General Budget March 16, Railway Budget on 14
Union Finance Minister will present the General Budget
on 16th March, while the Railway Budget will be
presented on 14th March by Railway Minister. The
Economic Survey 2012-13 will be released on 15th March
Report by High Level Safety Review Committee
High Level Safety Review Committee, constituted by the
Ministry of Railways under the Chairmanship of Dr. Anil
Kakodkar, presented its report to the Minister of
Railways, Shri Dinesh Trivedi, at a function in Delhi on
17th Feb. Addressing a gathering on the occasion, Shri
Trivedi complimented all members of the Committee and
said passengers’ safety is given highest priority by the
Indian Railways. Speaking on the occasion, Dr. Kakodkar
said that though data of consequential train accident over
the years has been showing declining trend despite
phenomenal growth of traffic, safety on Indian Railways
remains to be a mater of serious concern. He said that
while preparing this Report, the Committee held
interactions and meetings with Divisions, Zones, Railway
Board, RDSO, Commissioner of Railway Safety, some
retired railway officials and representatives of recognized
staff federations. He said that the Committee members
also visited some of the Zonal Railways for having the
first hand experience of the field conditions and also
invited suggestions for general public through Railways’
official website. He said that a total of 53 suggestions
were received from Railway personnel and general public
which have been appropriately considered by the
Committee. Dr. Kakodkar said that in the process, the
Committee noted that Railway officials at all levels are
dedicated, committed and have deep passion to work
Some of the recommendations of this Report are:
� · Implementation of Advanced Signaling System
through Special Purpose Vehicle and an expert group
for technical issue with an estimated cost of Rs. 20,000
crore for 19000 route kilometers on trunk route.
� · Elimination of All Level Crossings (manned and
unmanned both) with an estimated coast of Rs. 50,000
crore over five years.
� · All new coaches to be only of LHB design which are
much safer for present speeds and train lengths, with a
total cost of Rs. 10,000 crore over five years.
� · Maintenance of safety related infrastructural and other
items with total cost of Rs. 20000 crore.
� · The total financial implication over the five year
period would be Rs 100,000 crore.
� · The committee also suggested mode of funding, which
includes safety cess on passengers, deferred dividend,
road cess, matching grant by the Centre.

o The Railways has decided to modernize the 150-year-
old railway workshop at Jamalpur at an estimated cost
of Rs 117.46 crore. The workshop which was started in
1862 celebrated its 150th year on 8
th Feb.
o India is going to build a 15-km railway track linking
Tripura’s capital Agartala with Bangladesh's
southeastern city of Akhaurah.
o A model of Mysore division spread over 200 sq. ft,
showcasing landscape and miniature working models of
trains was inaugurated at the Mysore station on 17th
Feb.
