413.7 Spring Awards

One week before the annual Presidential Inauguration, every spring semester the Student Senate shall vote on the following four awards. These awards shall be presented during the Presidential Inauguration ceremony to the Senator receiving the most votes for each award.

A. Senator of the Year - The Senator that best served students, Student Senate and the larger university community.

B. The Mores Award (Senate Ethics Award) - The Senator who carried out their duties with the highest sense of personal ethics and honor, exemplifying the greatest level of character on which our university prides itself or “Mores”.

C. The Vires Award (New Senator of the Year) - The best Senator who is serving their first term in Senate (not necessarily a Freshman). The Senator who exhibits strength (“Vires”) through their first term by continuing to persevere in their learning and striving to make a difference.

D. The Artes Award (Chair of the Year) - The best Chair of the Resource for Travel Allocation Committee (RTAC) Programming Allocation Committee (PAC) and Standing Committee Chairs (other than Rules and Calendar, Central Reserves and Sweepings). The Senator awarded The Artes Award demonstrates exceptional work in their committee and has excelled in skill while Chairing the committee.

Sponsored by: Napoli, Gurau, Balducci, Warren, Torres Whereas: The student body senate represents the interests of the student body and, Whereas: all liaisons in the student body senate should be held accountable for the bureaus, agencies, and organizations that they respectively represent and, Whereas: currently there is no minimum for the number of liaison reports that a senator must report in a given term and, Be it resolved by the Seventy-first Student Senate the Florida State University that: Clickortapheretoentertext. 2.8 The President shall have the authority to assign Senators to serve as liaisons to campus entities.

a. During the 2nd Senate after Fall inauguration the Senate President shall announce open liaison and designee positions.

b. During the 3rd Senate after Fall inauguration the Senate President shall assign Senate liaisons to campus entities. Liaisons can be replaced, or added at any time through the authority of the Senate President.

c. The list of all Senators who serve as liaisons shall be published on the SGA website. d. The Senate President at minimum shall assign a liaison / designee to the following

entities: Faculty Senate, College Leadership Councils, SGA Agencies, Campus Security Council, Union Board, Campus Recreation Board, Golden Tribe Lecture Series Committee, Sport Club Distribution Council, Office of Student Sustainability, Office of Governmental Affairs, SGA Bureau, and Affiliated Projects. The Senate President may assign a liaison/designee to any on-campus entities, at their discretion. 1. The liaison to the Faculty Senate shall be from the Student Life and Academic Affairs

Committee, who shall provide a report to the Faculty Senate meeting to the Senate during the Report of the Liaisons.

e. At minimum of once per month, all liaisons must file a report regarding their specific campus entity with the Senate during the Report of the Liaisons., working with the Senate President.

Sponsored by: Senator Denton Whereas: The price of college textbooks has risen at more than 300% the rate of U.S. inflation since 1977, with a 90% increase over the past decade alone; and Whereas: Students increasingly report not purchasing textbooks due to high prices; and Whereas: Textbook publishers have not responded adequately to the concerns of students, faculty, and other stakeholders; and Whereas: Open Educational Resources are published under open copyright licenses that empower teachers and learners to own and control content, use content in a wide range of ways, revise content, combine original content with other material, and share content with others; and Whereas: It is the prerogative of faculty to select the course materials that are most appropriate for a class; and Whereas: It is appropriate to seek and consider low- and no-cost options, including open textbooks, as long as there is no reduction in educational quality; and Whereas: Faculty and students both share a concern about textbook affordability and its impact on student success; and

Whereas: In a 2017 engagement survey conducted by FSU Libraries across campus, it was found that 93% of students would use an online textbook if it was free, 97% of students believe that a $30 print textbook would reduce financial strain, 72% of students have decided not to purchase a required textbook due to high prices, and 11% of students have decided not to take a course due to the price of the textbook; and Whereas: FSU Libraries offer Alternative Textbook grants to support faculty and instructors in their efforts to replace commercial textbooks with open alternatives that are available at no cost to students; therefore Be it resolved by the Seventy-first Student Senate at The Florida State University that: The Florida State University Student Senate encourages FSU faculty to consider the financial burden traditional textbooks place on students and, in an effort to improve access and equity, to assign alternatives like open textbooks where available without sacrificing the quality of educational material; and Be it further resolved that: a copy of this resolution is sent to the following: John Thrasher, FSU President Sally E. March 4, 2019 Memorandum: TO: Mr. David Higgins 71st Student Senate President FROM: Ms. Emily Durham Internal Affairs Committee Chair RE: Bureau Recommendations Since the beginning of the second semester at Florida State University, the Internal Affairs Committee has been conducting research and planning for the Bureau Review Process. Chapter 900.5 of the Student Body Statutes require that a review of the different executive bureaus occurs each year. The purpose of this review process is to ensure that the Executive Bureaus are utilizing funding adequately, pushing advocacy and programming of their bureau, connecting to the student body through student engagement, maintaining a proper structure of the bureau, acting in compliance with statutes, and otherwise fulfilling their duties as a bureau. During this process, the Internal Affairs committee and I have gotten to know the leaders of the bureaus and developed a more thorough understanding of all of the hard work that they put into their positions. We hope that, through this process, a stronger relationship will be built with the bureaus and that Senate can be a better supporter for them in future endeavors. On behalf of the entire Internal Affairs Committee, I’d like to extend our gratitude to all bureau leaders. We understand that creating a presentation and standing before us for questioning takes time, so we appreciate your understanding and cooperation throughout this entire process. The presentations were held in the William Johnston building on Tuesday, February 5th from 5:00 pm to 8:00 pm and Thursday, February 7th from 5:15 pm to 9:00 pm. The Office of Entrepreneurship and Innovation, Office of Governmental Affairs, and the Center for Participant Education presented on Tuesday, and the Student Council for Undergraduate Research and Creativity, Office of Student Sustainability, and the Inter-Residence Hall Council presented on Thursday. The Office of Servant Leadership did not present a presentation. Deliberations about the bureaus occurred after the bureaus presentations and during Internal Affairs Committee meetings the last few weeks. Any details discussed during deliberations can be found posted in meeting minutes posted on the SGA website. We appreciate your patience and all the hard work that you have put into your bureaus this past year. For clarification, these recommendations are of the majority of the Internal Affairs Committee and are not binding. The Senate and Executive Branch leaders, such as the Student Body President, Vice President, Treasurer, etc. are able to accept or reject the recommendations - their say is the final decision. Any changes should be acted upon starting in the 2019 Fiscal Year, which gives each of the bureaus a transition period. All recommendations provided should be acted upon with consideration to the effect it may have on the Student Body and the respective organization.

Office of Entrepreneurship and Innovation (OEI)

Purpose: The purpose of the Office of Entrepreneurship and Innovation is to “serve as a resource center for students interested in entrepreneurship and innovation.”, serve as a liaison between students and alumni with industry experience.”, “build relationships with both campus and community partners.”, “serve as an advocate for student-led start-ups”, and “work to bring about more collaborative and developmental space for entrepreneurs.”

Decision: With this information, the Internal Affairs Committee recommends that the Office of Entrepreneurship and Innovation does not remain an Executive Bureau. We believe that the services and responsibilities of OEI are no longer necessary for a bureau to hold but should be absorbed by different entities of SGA. Reasons: The reasons the committee came to this decision are: OEI also does not have any confirmed e-board members except the Director of OEI, in addition to this, technically the Office of Entrepreneurship and Innovation was not a recognized student organization in the fall semester because they failed to re-register through Nole Central at the beginning of the year. It was created in the 66th Student Senate, because there was not a college or entity where students interested in entrepreneurship could go, but now there is, through the Jim Moran School of Entrepreneurship. The leadership of OEI did not present to the Internal Affairs committee means for preparing future members of the E-Board and future student involvement in the Bureau. Next Steps:

1. The powers of OEI will be absorbed in different entities of SGA at the discretion of the Senate, the Student Body President, and Vice President.

2. The Internal Affairs committee encourages students interested in Entrepreneurship and those previously involved with OEI’s mentorship program to seek spaces of involvement with existing RSOs and the Jim Moran school, including the opportunity to become a member of the school’s leadership council.

Office of Governmental Affairs (OGA) Purpose: The purpose of the Office of Governmental Affairs, as stated in Statute 908.1 B, is to “ensure the fair and appropriate representation and participations of the student body in local, state and federal government.” Furthermore they “will offer an opportunity for interested students to participate in legislative and other governmental processes. Furthermore, the OGA will promote civic engagement through mediums such as voter participation, testimony before governmental entities, communication with policy makers, the training of students in areas such as lobbying and organizing and other forms of governmental relations.”, “ shall work closely with the FSU Office of Governmental Relations to ensure appropriate representation of the student body as it relates to the focus of the University, to assist students with information and placement in governmental internship opportunities and to coordinate FSU Day at the Capitol.” and “assist with the creation and oversight of student activist components in major campus entities such as SGA agencies, RSOs, and other student initiatives, for the purpose of organizing and informing students about legislative agenda and governmental endorsements of SGA.”

Decision: With this information, the Internal Affairs Committee recommends that the Office of Governmental Affairs remains an Executive Bureau. Reasons: The reason the committee came to this decision was because of their efficient work in the federal and state level. We also appreciate how effective their members and Board of Directors are with their diversity of influence throughout campus. They also discussed each of their goals and have surpassed them. Also, Noles Engaged in Politics has grown immensely adding many more members of different colleges and have properly prepared these students for lobbying and governmental opportunities in the future. We also commend them for their efforts during this past election season with Garnet and Gold Votes, creating more of an initiative for our student body and Florida State Community to take part in one’s civic duty. Next Steps:

1. Take more time finalizing their Legislative Agenda, finding ways to poll more of the student body so that it can truly be representative of the student body’s wants and concerns. Also, come to Senate to present the legislative agenda before its final form, so that there may be more Senate input into it.

2. Create a larger focus on local government through engaging students with more opportunities related to the City of Tallahassee and Leon County.

3. Find more opportunities to develop relationships with other agencies and bureaus 4. Have a larger presence in the legislature with updates on projects to both the leadership

and members of the Senate. Center for Participant Education (CPE) Purpose: The purpose of the Center for Participant Education, as stated in Statute 906.1 B, is to be “be a forum for progressive and alternative ideas on education, politics, and the arts.”, “provide an area where students and local citizens can initiate and enact new programs that interest them”, “provide guest lectures, movies, classes, and other alternative programs to traditional programs”, and “provide these educational classes and programs without charging a fee for instruction.” Decision: With this information, the Internal Affairs Committee recommends that the Center for Participant Education remains an Executive Bureau. Reasons: Previously, CPE did not fully embody this mission, but the Internal Affairs Committee commends the leaders of CPE for completely revamping the bureau this past year. CPE offered more classes this semester than in the past three years of CPE combined. We also note that there are attainable plans and goals for the future concerning CPE’s projects for classes and the release of their catalog to the Student Body and the Tallahassee community. Next Steps:

1. Expand social media/communication with the student body through Instagram, twitter, etc.

2. Develop relationships with colleges and faculty outside of SGA, so that the members of FSU staff and the Tallahassee community may also contribute to and utilize the opportunities of CPE.

3. Ensure continuation of positive and effective internal leadership in the future. 4. Find more opportunities to develop relationships with other agencies and bureaus.

Student Council for Undergraduate Research and Creativity (SCURC) Purpose: The purpose of the Student Council for Undergraduate Research, as stated in Statute 910.1 B, is to “implement and oversee the Florida State University Undergraduate Research Journal, The Owl, as a means to engage the student body and highlight student research.”, “strive to increase the number of students engaged in research projects at Florida State University.”, and “ serve as a resource for undergraduate students to request funding to attend or present at academic conferences related to their intended research area or creative pursuit.” Decision: With this information, the Internal Affairs Committee recommends that the Student Council for Undergraduate Research and Creativity remains an Executive Bureau. Reasons: The committee came to this decision because the faculty of Florida State has held high praise for the work of SCURC. The E-Board also recognized the steps that were asked of them to take last year with advising appointments and have worked more to engage students outside of the field of STEM. They successfully follow this mission through giving travel grants, publication of their peer-reviewed undergraduate research journal (the OWL), research presentations, their newsletter The Researcher, peer advising, and workshops. They have taken the initiative to connect with 21 student organizations this academic year and building more connections with different entities of SGA and the student body as a whole. Next Steps:

1. Sustain the present level of interaction and communication with the Student Senate and its leadership concerning events and projects related to CPE.

2. Find more opportunities to develop relationships with other agencies and bureaus. Office of Student Sustainability (OSS) Purpose: The purpose of the Office of Student Sustainability, as stated in Statute 911.1 A and B, is to “Coordinate and promote engagement sustainability within student centered issues including, but not limited to conservation, social justice, and environmental service opportunities.”, “Educate students about pressing issues and current affairs related to sustainability through inclusive programming and reflection-based service experiences.”, “Recommend changes to the Student Government Association to promote a more sustainable Student Government Association and University.”, and “serve as a collaborative organization, uniting several student groups around campus that maintain a focus on sustainability 196 including conservation, social justice, environmental service opportunities, or any other fields that falls within these areas.” Furthermore, they must implement their mission “to preserve and cultivate the sustainability efforts of the Florida State University by providing a forum for students to network and collaborate; offering support and encouragement to student organizations with similar missions; and organizing and implementing informative events that aim to enhance students’ awareness of social issues.” Decision: With this information, the Internal Affairs Committee recommends that the Office of Student Sustainability remains an Executive Bureau. Reasons: The committee came to this decision because we have seen the track record of their vocalization for the student body with sustainable opportunities. Illuminate their distinct role on campus as an umbrella for sustainable/environmental RSOs and being a positive force for

environmental issues and opportunities on this campus. Based on the presentation that they gave, we understand that OSS has shown that they are working towards becoming a better bureau. Next Steps:

1. Find more opportunities to develop relationships with other agencies and bureaus. 2. Host student-lead events that allow for environmentally conscious students to engage in

volunteering/service opportunities as stated in the Student Body Statutes Chapter 911.1 A. 1.

3. Develop better marketing/advertising strategies for OSS events so that the student body may be more engaged in environmental sustainable events.

4. Work with SGA on more legislation and discussions of ideas with the sustainability ad hoc committee, to try and be more student-centered.

5. Host events with nearby State Forests and Parks. 6. Generate better dialogue with Sustainable Campus to ensure there is a clear means of

differentiation between the two entities, but to still ensure that FSU effectively advocates for Green Policies and practices.

7. Have a larger presence in the legislature with updates on projects to both the leadership and members of the Senate.

Inter-Residence Hall Council (IRHC) Purpose: The purpose of Inter-Residence Hall Council, as stated in Statute 907.1 B and C, is to “coordinate programs and activities for the enhancement of student life in the residence halls, to represent the views of residents, and to enhance communication between residence halls. This is achieved through campus-wide programming and the creation and governance of Hall Councils, individual leadership boards of elected students with each residence hall complex,” while also working to “engage students in the on campus living experience through leadership development, community involvement, and peer advocacy.” Decision: With this information, the Internal Affairs Committee recommends that the Inter-Residence Hall Council remains an executive bureau. Reasons: The committee came to this decision because they have actively interacted with students on campus, worked as a catalyst for freshmen students to get involved in leadership positions and other on-campus activities. IRHC has been exemplary using funding and fulfilling their mission statement and statutory duties. They have connected a lot with students with different events such as Karaoke Night (which brought in around 300 students) and Lord of the Wings. Student engagement is high, influencing the 6,700 students who live on campus, in addition to those who live off campus but are still involved in the bureau. Next Step:

1. Find a way to make it clear what IRHC is to students and faculty in contrast to Campus Housing; set up a meeting with SGA executive and legislative branch leaders on how to properly execute this.

2. Keeping up with minutes for meetings by posting them on the SGA website and being more transparent with your decisions.

3. Have a larger presence in the legislature with updates on projects to both the leadership and members of the Senate.

Office of Servant Leadership (OSL) Purpose: The purpose of the Office of Servant Leadership, as stated in Statute 909.1 A and B, is to “Promote awareness of diverse service and service-learning opportunities to the student body, through areas including but not limited to environmental, international and domestic service.”, “Create and support worthwhile campus programs and philanthropies that engage a large population of students and enhance the Florida State University.”, and “Educate students about pressing issues and current affairs related to social justice through inclusive programming and reflection-based service experiences.” Furthermore, the bureau must uphold their mission “to preserve and cultivate the spirit and action of service, philanthropy, advocacy, social justice, and leadership at the Florida State University by providing a forum for students to network and collaborate; offering support and encouragement to service focused student organizations on campus; and organizing and implementing informative events that aim to enhance students’ awareness of important social issues.” Decision: With this information, the Internal Affairs Committee recommends that the Office of Servant Leadership does not remain an Executive Bureau. Reasons: The Internal Affairs committee came to this decision because there was no active board and that none of their statutory missions could be met. With research, we found that their last event was meant to be in February of 2018, but was canceled and never rescheduled. It was also found that their funding from last year was put into sweepings, because of a lack of spending. The committee believes that their purpose could not be fulfilled based on these findings. We still find a need for the responsibilities and goals of this bureau, but believe that those should be absorbed by other entities at FSU. Next Steps:

1. The powers of OSL, including the purview of the Service Council in Statute 811.2 and 811.3, will be absorbed in different entities of SGA at the discretion of the Senate, the Student Body President, and Vice President.

What Senate/Student Government Association can improve on with relationships with bureaus Throughout the Bureau Review Process, the Internal Affairs Committee had the honor of meeting and reviewing the bureaus that encompass the different aspects of Florida State University. During this process, we have found that the bureaus have expressed concerns about their relationship with the rest of the SGA entities, feeling as though they need additional support from the Senate and the leadership of SGA to fulfill their duties. It is the opinion of the Internal Affairs committee that we, as senators, must assist these entities and solidify their legitimacy as lawful executive bodies to the FSU administration and FSU student body. Whereas the Constitution of the Student Body of Florida State University, Article 1, Section 5, Chapter A, states that the purpose of Florida State University Student Government Association shall be, “To ensure the greatest participation by students in the immediate governance of and policy development for the Florida State University at all levels.” The Internal Affairs committee believes that “all levels” includes the functions, internally, of the Student Government.

Below we have listed several recommendations to the Senate and other SGA entities to ensure there is future participation:

• The current, and future, Senate President(s) should make greater strides to have the members of the Senate become liaisons to existing bureaus and to ensure existing/future liaisons actively report to the Senate, the ongoing activities, and opportunities made by the bureaus. The bureaus shall commit to the responsibility of keeping in contact with their liaisons that have been appointed for their organization.

• The SGA bureaus are encouraged to take part in an SGA Staff led training day with the e-board of each of the bureaus, much like what the SGA Agencies take part in each year.

• During Senator Orientations, it is encouraged that the structure of the Student Government Association, including agencies and bureaus, is discussed, so that the senators have a better knowledge regarding other entities of SGA.

• The other entities of SGA, including but not limited to the Identity Agencies and SGA Affiliated Projects work to further communication and transparency with the bureaus through different projects and ideas.

• The SGA Bureaus should work with the FSU SGA Offices and Staff to improve their online presence within the SGA website, and for their official documents and minutes to be presented in an official format on par with that of other SGA entities to ensure their equal standing as a governing body.

• Future iterations of the Internal Affairs committee should hold their bureau review processes as a means to continue advocacy for the advancement and refinement of leadership, representation, and goal setting of the SGA Bureaus within the bounds of Student Body Statutes and the interests of the Student Body.
