This report presents the results of an Air Force occupational survey ofthe Telephone and Data Circuitry Equipment (AFSC 362X4) career ladder.Authority for conducting occupational surveys is contained in AFR 35-2. Com-puter products used in this report are available for use by operations andtraining officials.

SUMMARY OF RESULTS

1. Survey CoveraQe: This report is based on data collected from 742respondents constituting 69 percent of all assigned AFSC 362X4 personnel.

2. Career Ladder Structure: Survey data show there are four clusters andfour independent job types in this career ladder. The clusters are TelephoneInstallation and Repair, Combat Communications, Telephone Survey, and Adminis-tration and Supervisory. The independent jobs are Leased Equipment Manage-ment, Quality Control, Training, and Supply.

3. Career Ladder Prugression: This career ladder is typical in that 3- and5-skill level members spend most of their job time performing technical tasksrelated to the installation and repair job. Seven-skill level members arefirst-line supervisors, performing a mixture of technical and supervisorytasks.

4. Specialty Descriptions: The AFR 39-1 Specialty Descriptions accuratelydescribe jobs and tasks performed by AFSC 362X4 personnel in the careerladder.

5. Tra-inin Analysis: Most of the Specialty Training Standard (STS) andPlan of Instruction (POI) are supported by survey data when reviewed usingcriteria set forth in AFR 8-13/ATC Supplement 1 and ATCR 52-22.

6. Job Satisfaction: Job satisfaction for respondents in the present studyis somewhat higher than reported for members of comparative AFSCs surveyed in1988. Overall, satisfaction has increased slightly over the last 8 years.Members of most jobs report they find their job interesting and feel theirtalents and training are being used. Members in the Combat Communicationsjob, however, have the lowest satisfaction indicators.

7. Special Issues: AFSC 362X4 personnel perform a number of tasks common toAFSCs 362XI and 362X3, but only a few are performed by more than 30 percent ofall three specialties. These data suggest there is actually little overlapamong the specialties.

8. Implications: Survey data show the career ladder structure is the sameas it was 8 years ago. Members progress typically through the specialty andcurrent AFR 33-1 Specialty Descriptions are supported. Job satisfaction hasincreased somewhat over the last 8 years, with only members of the Combat Com-munications job showing relative dissatisfaction. Survey data support thecurrent training documents. AFSC 362X4 data compared with AFSC 362Xi and362X3 data show little overlap among the three specialties.

OCCUPATIONAL SURVEY REPORTTELEPHONE AND DATA CIRCUITRY MAINTENANCE CAREER LADDER

(AFSC 362X4)

INTRODUCTION

This is a report of an occupational survey of the Telephone and DataCircuitry Maintenance (AFSC 362X4) career ladder completed by the USAF Occupa-tional Measurement Center in December 1989. This caraer ladder was last sur-veyed in 1981. The present survey was requested by HQ USAF/LEYE to providedata for decisions concerning restructuring the entire AFSC 36XXX careerfield.

Background

The AFR 39-1 Specialty Descriptions state that AFSC 362X4 personnelinstall, remove, test, troubleshoot, and repair telephone subsets, telephonekey systems, and data transmission media systems circuitry2 Personnel enterthis career ladder by attending a 13-week 3ABR36234 course/taught at SheppardAFB TX.

SURVEY METHODOLOGY

'Data for this survey were collected using USAF Job Inventory AFPT90-362-797 (May 1989). The Inventory Developer reviewed pertinent careerladder documents, the previous OSR and job inventory, and then prepared a ten-tative task list. The task list was validated through personal interviewswith four members of an SKT rewrite team TDY to the Occupational MeasurementCenter and 42 subject-matter experts at the following bases ..

The final inventory contains 614 tasks grouped under 18 duty headings,standard background questions asking for DAFSC, organization of assignment,MAJCOM, duty title, TAFMS, time in career ladder, and additional questionsasking respondents to indicate work site assigned to, factory training com-pleted, telephones and telephone systems installed and maintained, and testequipment used. Training personnel will use responses to these questions toevaluate training and determine how AFSC 362X4 personnel are being used.

Survey Administration

From June through September 1989, Consolidated Base Personnel Offices atoperational bases worldwide administered the surveys to AFSC 362X4 personnelselected from a computer-generated mailing list provided by the HumanResources Laboratory. Respondents were asked to complete the identificationand biographical information section first, go through the booklet and markall tasks they perform in their current job, and then go back and rate eachtask they marked on a 9-point scale reflecting the relative amount of timespent on each task. Time spent ratings range from 1 (indicating a very smallamount of time spent) to 9 (indicating a very large amount of time spent).

The computer calculated the relative percent time spent on all tasks foreach respondent by first totaling ratings on all tasks, dividing the ratingfor each task by this total, and multiplying by 100. The percent time spentratings from all inventories were then combined and used with percent memberperforming values to describe various groups in the career ladder.

Survey Sample

The final sample included responses from 742 DAFSC 36234, 36254, and36274 members. As shown in Tables 1 and 2, the MAJCOM and DAFSC representa-tion in the sample is very close to that of the total AFSC 362X4 population,with nearly all members assigned to AFCC.

Data Processing and Analysis

Once the job inventories are received from the field, demographic data,such as name, duty AFSC, and time in career ladder, are manually entered toform one computer file. Responses to task statements and background

information, on the other hand, are optically scanned to become another compu-ter file. The two files are merged to form one complete case record for eachrespondent. Comprehensive Occupational Data Analysis Programs (CODAP) thencreate a job description for each respondent, as well as composite jobdescriptions for members of various demographic groups. These job descrip-tions are used for much of the occupational analysis.

Task Factor Administration

Personnel who make decisions about career ladder documents and trainingprograms need task factor data (training emphasis and task difficulty ratings)as well as job descriptions. The survey process provides these data by askingselected E-6 and E-7 supervisors to complete either a training emphasis (TE)or task difficulty (TD) booklet. These booklets are processed separately fromthe job inventories and TE and TD data are used in several analyses discussedlater in this report.

Training Emphasis (TE). Training emphasis is defined as the amount ofstructured training that first-enlistment personnel need to perform tasks suc-cessfully. Structured training is defined as training provided by residenttechnical schools, field training detachments (FTD), mobile training teams(MTT), formal OJT, or any other organized training method. Forty-nine experi-enced AFSC 36274 supervisors rated the tasks in the inventory on a 10-pointtraining emphasis scale ranging from 0 (no training required) to 9 (muchstructured training required). The interrater agreement for these 49 ratersis acceptable.

TE ratings, when used with percent members performing values and TD rat-ings, can help validate the need for organized training and provide insightinto the 3-skill level training codes needed on individual STS elements.

Task Difficulty (TD). Task difficulty is defined as an estimate of thelength of time the average airman takes to learn how to perform each tasklisted in the inventory. Fifty-three experienced AFSC 36274 supervisors ratedthe difficulty of the tasks in the inventory on a 9-point scale ranging from 1(easy to learn) to 9 (very difficult to learn). Ratings are adjusted so tasksof average difficulty have a value of 5.0. Interrater agreement for these 53raters is also acceptable.

Automated Training Indicators (ATI). The computer uses TE and TO ratingsfor each task in the inventory, the percent of first-enlistment respondentsperforming, and the training decision table found in ATCR 52-22 to compute anAutomated Training Indicator (ATI) value for each task. ATI numbers corres-pond to training decisions found on the Course Training Decision Table in ATCR52-22. ATI, TE and TO values, and percent of various groups of respondentsperforming tasks are the data used to make decisions about training require-ments. These data are discussed later in the TRAINING ANALYSIS section ofthis report.

SPECIALTY JOBS(Career Ladder Structure)

The first step in the analysis process is to identify the structure ofthe career ladder in terms of jobs performed. CODAP assists by creating anindividual job description for each respondent based on the tasks performedand relative amount of time spent on the tasks. The CODAP automated job clus-terirg program then compares all the individual job descriptions, locates thetwo descriptions with the most similar tasks and time spent ratings, and com-bines them to form a composite job description. In successive stages, newmembers are added to this initial group or new groups are formed based on thesimilarity of tasks and time spent ratings. This process continues until allrespondents have been included in a group.

The basic group that CODAP uses in the clustering process is a Job, orthose individuals who perform many of the same tasks and spend a similaramount of time performing them. When several jobs are similar, they form acluster. If members of a job perform tasks so different they cannot beincluded in a cluster, they are referred to as being an independent Job.These definitions are used to describe the Telephone and Data CircuitryEquipment specialty and the variations in jobs within the specialty. Inaddition, this information is used to evaluate the accuracy and completenessof AFR 39-1 Speci'ty Descriptions, the Specialty Training Standard (STS), andthe Plan of Instruction (POI) for the entry-level course.

Overview

Survey data show most members of the career ladder perform telephoneequipment installation and repair, while smaller numbers have one of sevenother distinct jobs (Figure 1). Relative time members of the jobs spend onduties is presented in Table 3 and selected background information on thesemembers is presented in Table 4. A listing of the clusters and independentjobs follows. The Stage (STG) number beside the job title is a group refer-ence number assigned by CODAP, and the letter "N" refers to the number ofrespondents in each job.

VIII. SUPPLY INDEPENDENT JOB (STG071, N=15)

A description of each job is presented below and representative tasksperformed by members of each job are listed in Appendix A.

I. TELEPHONE INSTALLATION AND REPAIR CLUSTER (STG034, N=507). Fivehundred seven respondents, or 68 percent of the sample, are in this cluster.These are the more junior members of the career ladder, averaging 62 monthsTAFMS, with 54 percent in their first enlistment, 73 percent in paygrades E-2through E-5, and 68 percent holding the 5-skill level. As part of the Instal-lation and Repair cluster, these AFSC 362X4 personnel spend 17 percent oftheir duty time performing tasks related to general maintenance; 13 percentmaintaining handsets, headsets, and telephones; 11 percent maintaining cablesand wires; 11 percent isolating malfunctions in Pquipment and circuits; and 9percent maintaining key telephone systems. Members in this cluster have thebroadest job in the career ladder as they perform an average of 178 tasks, andin terms of time spent, are distinguished by the performance of the followingtasks:

terminate jumpersterminate cables with punch-on devicesremove or replace jumpersconnect or disconnect inside cables to or from connectingblocks or junction boxes

remove or replace inside wiringtest or verify base cable pairsterminate cables by constructing amphenol connectorsremove or replace multiline telephonesisolate malfunctions within IA2 KTSS

Survey data show there are three jobs within this cluster. Members ofall three jobs perform common installation and repair tasks, but differ by thenumber of tasks performed, the amount of time spent on common tasks, or anemphasis on different tasks. There are 461 AFSC 362X4 personnel who have thecore installation and repair job. Twenty-six others are NCOICs who performboth the core installation and repair tasks, as well as supervisory tasks.Finally, there are six members who are distinguished because they perform anaverage of only 56 tasks and indicate they are part of an Engineering andInstallation Team.

II. COMBAT COMMUNICATIONS CLUSTER (STG052, h[2. The Combat Communica-tions cluster constitutes 4 percent of the sample. AFSC 362X4 personnel inthe cluster are more senior to installers and repairmen, as they average 114months TAFMS and only 9 are in their first enlistment. Members of this clus-ter spend 26 percent of their time performing or practicing combat communica-tions tasks; 12 percent performing general maintenance; and 12 percent

maintaining handsets, headsets, and telephones. Nineteen of the 32 indicatethey have supervisory responsibility. Members of this cluster are distin-guished by the time they spend performing the following tasks:

Survey data show there are two jobs within this cluster. One is a ratherlimited job with 17 airmen who spend half their time performing only 20 combatcommunications tasks. The other job is much broader as it includes not onlycombat communication tasks, but also supervisory responsibilities.

III. TELEPHONE SURVEY CLUSTER (STG053, N=62). Members of this clustermake up 8 percent of the sample. Fifty-nine percent hold the 5-skill leveland 39 percent hold the 7-skill level. They spend 23 percent of their dutytime performing survey or job control tasks, 19 percent performing administra-tive or supply tasks, 16 percent organizing and planning, 13 percent perform-ing general maintenance, and 12 percent processing leased or government-ownedtelephone equipment. AFSC 362X4 personnel in this cluster perform an averageof 48 tasks and are distinguished by the time spent performing the followingtasks:

Survey data show there are three telephone survey jobs included in thecluster, differing only by the number of tasks members perform or the timespent on common tasks. There are 18 Telephone Surveyors who spend half theirtime performing only 14 telephone survey tasks, a second group of 33 memberswith a somewhat broader survey job who spend half their time performing 30survey tasks, and a final group of 5 surveyors who have additional administra-tive responsibility.

IV. ADMINISTRATION AND SUPERVISION CLUSTER (STG078, N-47). The Adminis-tration and Supervision cluster contains the most senior AFSC 362X4 personnelin the career ladder, as members average 186 months TAFMS. Forty-four holdthe 7-skill level and all but one indicate they are supervisors. In theirrole as supervisors, members of the cluster spend 25 percent of their timeorganizing and planning, 22 percent inspecting and evaluating, 18 percent per-forming general maintenance functions, and 12 percent directing and implement-ing. They are distinguished by the time they spend performing the followingtasks:

V. LEASED EQUIPMENT MANAGER INDEPENDENT JOB (STG132, N-7). Memberswith this job constitute only 1 percent of the sample. They average 137months TAFMS and only one is a first-enlistment airman. They differ from mem-bers of other clusters and jobs because they spend 47 percent of their timeprocessing leased or government-owned telephone equipment, only 13 percent ongeneral maintenance, and 10 percent performing administrative and supplytasks. The Leased Equipment Manager job is the most restrictive as membersperform an average of only 16 tasks, including the following:

coordinate telephone installation activities with baseunits or commercial telephone companies

coordinate leased equipment charges with appropriateagencies

VI. QUALITY CONTROL INDEPENDENT JOB (STG065, N=9). Only nine AFSC 362X4personnel indicated they have this specific job. Four hold the 5-skill leveland the other five hold the 7-skill level. They are distinguished becausethey spend 27 percent of their duty time on tasks related to inspecting and

evaluating, 24 percent of their time performing administrative or supplytasks, and 12 percent of their time (more than any other group) performingcorrosion control tasks. All nine members have the job title of QualityControl/Quality Assurance Inspector and all are assigned to a quality controlfunctional area. Members with this job perform an average of 54 tasks includ-ing the following:

VII. TRAINING INDEPENDENT JOB (STG070, N=5). This small group of AFSC362X4 personnel includes one resident course instructor and four others thatspend their time in the training functional area. Members with the trainingjob are the second most senior group averaging 136 months TAFMS and 102 monthsin the career field. They spend 49 percent of their time performing tasksrelated to the training duty and 13 percent inspecting and evaluating. Train-ers perform an average of 65 tasks and are distinguished by the time theyspend on the following tasks:

VIII. SUPPLY INDEPENDENT JOB (STG071, N15). Fifteen AFSC 362X4 personnelindicated they are Supply Monitors. What distinguishes them from members ofother jobs is they spend 60 percent of their duty time performing administra-tive or supply tasks and 13 percent on tasks related to maintaining handsets,headsets, and telephones. The job is rather limited as members perform anaverage of only 49 tasks. Survey data show they spend the largest amount oftime on the following tasks:

Comparison to Previous Survey

Jobs identified in the present survey were compared to those reported inthe 1981 OSR (see Table 5). There has been very little change in the careerladder structure over the last 8 years even though there have been some majorchanges in equipment. The slight differences in job names shown in Table 5are a result of the way tasks were grouped in the latest job inventory and useof the CODAP task clustering process which identified groups of coperfermedtasks which, in turn, helped identify the jobs performed in the career ladder.

Summary

The analysis of the jobs performed by AFSC 362X4 personnel accounts for91 percent of the total sample. The remaining 9 percent (75 respondents)either perform such a variety of tasks or have such an unusual emphasis oncertain tasks that the CODAP programs could not include them in any groups ofmeaningful size. The jobs identified above support the current classificationstructure of the career ladder.

CAREER LADDER PROGRESSION

Analysis of DAFSC groups, together with the analysis of the career ladderstructure, is an important part of each occupational survey. The DAFSC analy-sis identifies differences in tasks performed by members of the various skilllevel groups, which in turn may be used to evaluate how well career ladderdocuments such as AFR 39-1 Specialty Descriptions and the STS, reflect whatmembers of the various skill level groups are doing.

The distribution of skill level members across the specialty jobs is dis-played in Table 6, while relative amounts of time members of the various skilllevel groups spend on duties is shown in Table 7. These data show 80 percentof 3- and 5-skill level members are assigned to the Installation and Repairjob. Seven-skill level members, on the other hand, are not as concentrated inthis one job, but are assigned to a a variety of jobs in the career ladder.Descriptions of the skill levels follow.

Skill-Level Descriptions

DAFSC 36234/54. DAFSC 36234/54 respondents constitute 73 percent of the sam-ple and have a 77 percent-time-spent overlap on common tasks, indicating theyperform essentially the same job. Because of the high overlap, a combined jobdescription was created and used in further analyses. As shown in Table 6,

most 3- and 5-skill level members have the Installation and Repair job, withsmaller percentages working in Telephone Survey, Combat Communications, andSupply. There were 32 3- and 5-skill level members that were not grouped intoany cluster or independent job because of the diversity of tasks they perform.Representative tasks DAFSC 36234/54 members perform are listed in Table 8.Most of the tasks listed are core to the Installation and Repair job.

DAFSC 36274. Seven-skill level personnel constitute 17 percent of the sampleand, as shown in Table 6, are involved in most of the jobs identified by sur-vey data. Representative tasks performed by 7-skill level members are listedin Table 9 and include a mixture of technical and supervisory tasks. Table 10lists examples of tasks that best differentiate between AFSC 36234/54 and36274 personnel. Figures in the top portion of the table show a greater per-centage of 3- and 5-skill level personnel perform the technical tasks, whilefigures in the lower half clearly show more 7-skill level personnel performthe supervisory and administrative tasks.

Summary

Survey data show Telephone and Data Circuitry Equipment personnel pro-gress typically through the skill levels to the 7-skill level. Three- and5-skill level personnel typically have the installation and repair job whichinvolves the more technical tasks, while 7-skill level members perform a mix-ture of technical and supervisory tasks.

AFR 39-1 SPECIALTY JOB DESCRIPTION ANALYSIS

The current AFR 39-1 Specialty Descriptions for the career ladder werecompared to job descriptions for each job identified and for each DAFSC group.Survey data support the jobs and tasks included in the current AFR 39-1 Spe-cialty Descriptions.

TRAINING ANALYSIS

Occupational survey data are a source of information used to reviewtraining documents for the specialty. The three most commonly used types ofdata are: (1) percent of first-enlistment personnel performing tasks, (2)ratings of how much training emphasis tasks should receive in the basic resi-dent course, and (3) ratings of relative difficulty of tasks. These data wereused to evaluate the STS and the POI for the basic course taught at SheppardAFB.

Secondary factors (TE and TD) may be used in conjunction with percentmembers perfoiming figures to determine what tasks should be emphasized inentry-level training. Tasks with high TE and TD ratings and performed by mod-erate to high percentages of firsL-enlistmerz personnel normally are taught inresident courses while tasks with high TE and TD ratings and low percentagesof first-enlistment personnel performing may be more appropriate for OJT.Tasks rated low in TE and TD generally are not included in any formal trainingunless their inclusion can be justified by percent members performing, commandconcerns, or criticality. Products in the Training Extract contain severallistings of tasks with accompanying TE and TD ratings, ATI (discussed previ-ously), and percent members performing figures. Training personnel will findthese listings extremely helpful for reviewing training requirements for theAFSC 362X4 career ladder.

Table 11 lists tasks with the highest TE ratings, with accompanying firstjob (1-24 months TAFMS), first enlistment (1-48 months TAFMS), and TD ratingsshown. These tasks are core to the irAallation and repair job, most are per-formed by fairly high percentages of respondents, have fairly high TD ratings,all but four are matched to to POI learning objectives, and all but three arematched to STS elements.

Tasks rated highest in task difficulty are listed in Table 12. Becausenearly all deal with fiber optics and are performed by very small percentagesof AFSC 362X4 personnel, they have low TE ratings and are not matcheJ to theSTS and POI.

The Training Extract contains complete listings of all tasks in descend-ing TE and TO order, as well as a listing of the nonelectronic principles STSwith tasks matched to elements, percent first-enlistment personnel performingthe tasks, and TE and TO ratings for matched tasks. A separate extract hasbeen prepared showing Electronics Priniciples Inventory (EPI) data matched toelements of the electronics principles STS. Copies of these extracts havebeen forwarded to technical school person i2l for their use in reviewing train-ing documents for the career ladder. A summary of that information is pre-sented below.

First-Enlistment Telephone and Data Circuitry Equipment Personnel

Three hundred and three survey respondents indi..ated they are in theirfirst enlistment. As shown by Figure 2, the largest percentage of first-enlistment AFSC 362X4 personnel have the Installation and Repair job, withsmaller percentages in a few of the othe, jobs. The relative amount of timespent by first-enlistment AFSC 362X4 personnel on the duties is presented inTable 13, while representative tasks performed are listed in Table 14. Thesedata confirm that most first-enlistment personnel are involved with telephoneinstallation and repair.

Specialty Training Standard (STS)

For the purposes of reviewing the STS and POI for this specialty, OMCpersonnel met with 3750th Technical Training Group personnel to match taskslisted in the job inventory to STS line items and POI learning objectivesdealing with topics not included in the electronic fundamentals portions ofthe two documents. The end product of the match was used to produce listingsof the nonelectronic tunaamentals portion of the STS and POI with job inven-tory tasks matched, percent members performing the tasks, TE and TD ratings,and ATI values for each matched task. These listings are included in theTraining Extract sent to the school for review.

The portions of the STS and POI dealing with electronics fundamentalswere included in the EPI administered to AFSC 36254 personnel betweenSeptember 1987 and April 1988. Listings of these portions of the trainingdocuments were produced showing EPI statements matched to individual lineitems and objectives and percentage of AFSC 36254 personnel responding. Theselistings are included in a separate extract for training personnel to review.

Because the first seven paragraphs of the AFSC 362X4 STS deal with thegeneral topics of career progression, security, AFOSH, graduate evaluation,technical publications, supervision and training, and maintenance, they werenot reviewed. Technical aspects of the career ladder, on the other hand, arecovered in paragraphs 8 through 20.

Criteria set forth in AFR 8-13, AFR 8-13/ATC Supplement 1 (Attachment 1,paragraph AI-3c(4)), and ATCR 52-22 Attachment 1, were used to review therelevance of each STS element that had inventory tasks matched to it.

Using these criteria, most elements in the STS are supported by OSR data,meaning individual line items have tasks matched that are performed by morethan 20 percent first-job, first-enlistment, 5-, or 7-skill level members.There were, however, some exceptions. Most elements in paragraph 18 - fiberoptics and element 19c(1) - coaxial cables, were not supported. These areasshould be examined by career field managers and training personnel to deter-mine if they should be retained in the STS. These individual STS elements,with matched tasks and survey data are included in Table 15 for school review.

There are several tasks with high TE ratings, performed by more than 20percent of criterion group members, and not matched to STS elements (Table16). These tasks were reviewed to determine if they concentrate around anyparticular function or are related to a specific job. Those dealing withbench checking appear to be in-shop functions while the rest appear related tothe typical outside shop installation and repair function. Training personneland subject-matter experts need to review these unmatched tasks to determineif they suggest material that should be added to the STS.

Electronic Principles Specialty Training Standard

Responses of the 180 AFSC 36254 personnel who completed the EPI in 1988were matched to the AFSC 362X4 Electronic Principles/Applications STS.Results show the subjects listed in Table 17 are not supported, meaning lessthan 20 percent of the AFSC 36254 personnel taking the EPI responded with a"yes" to questions asking if they use the related principle, skill, or equip-ment. School personnel need to review these data to determine if these sub-jects should be retained in the basic course.

In addition, EPI data show more than 20 percent of AFSC 36254 EPIrespondents indicated they use the principle, skill, or equipment for the sub-jects listed in Table 18. As these topics are not being currently taught,school personnel should review the topics in Table 18 to determine if theyshould be included in the course.

Plan of Instruction (POI)

The same 3750 TCHTG personnel also matched inventory tasks to learningobjectives of the Telephone and Data Circuitry Equipment POI, dated Jun 89. Acomputer product was created for the POI listing the learning objectives,tasks matched, percent first-job, first-enlistment and 5-skill level membersperforming, TE, TD, and ATI values.

Blocks I through 14 cover introductory materials and were not reviewed,while blocks 15 through V14, dealing with technical topics, were. Each learn-ing objective with tasks matched to it was reviewed using criteria found inATCR 55-22, Attachment 1 (Feb 89). Any objective matched to tasks performedby less than 30 percent first-job or first-enlistment members is consideredunsupported and should be taught by OJT, unless there is sufficient justifica-tion (i.e., criticality) to keep it in the entry-level course.

Using the criteria set forth in ATCR 52-22, all learning objectivesmatched to tasks were supported. There were several objectives, with nomatched tasks, that could not be evaluated. These deal with analyzing keytelephone circuits, 1A2 circuit cards, and key system expansion. Survey datashow more than 30 percent of first-enlistment AFSC 362X4 personnel install ormaintain these items, which suggests these topics are appropriate for theentry-level course. School personnel and subject-matter experts should reviewthese unmatched objectives to ensure they are appropriate for the POI.

There are also a number of tasks having high TE ratings, performed bymore than 30 percent of first-job or first-enlistment personnel, having moder-ate TD ratings, that were not matched to the POI (see Table 19).

Summary

Most of the STS and POI are supported by survey data using criteria setforth in AFR 8-13/ATC Sup 1 and ATCR 52-22, Atch 1. Training personnel mayneed to review the two learning objectives not supported by survey data todetermine if material covered by these two objectives should be taught in theentry-level course.

JOB SATISFACTION

Respondents were asked to indicate how interested they are in their jobs,if they feel their talents and training are being used, and if they intend toreenlist. Satisfaction indicators for TAFMS groups in the present study werecompared to those of members of 17 related AFSCs surveyed in 1988 (Table 20).Overall indicators are higher for AFSC 362X4 personnel than those expressed bymembers of related mission equipment maintenance specialties. Fewer careerAFSC 362X4 personnel, however, feel their talents and training are used betterthan their counterparts in the related specialties.

Satisfaction indicators for TAFMS groups in the present study were alsocompared to figures reported in the 1981 OSR (Table 21). While overall indi-cators for both studies are quite similar, a slightly higher percentage offirst-enlistment personnel in the present study find their jobs interestingand feel their talents and training are being used. Reenlistment intentions,on the other hand, are noticeably higher for members in the current study.Overall, satisfaction indicators have remained quite stable over the last 8years.

Satisfaction indicators for members of the clusters and independent jobsare shown in Table 22. Most respondents find their work interesting, exceptthose in the Combat Communications cluster, who find their job least interest-ing and feel their talents and training are used the least. Respondents withthe training and supply jobs also feel their talents and training are notbeing used as well as they could. Reenlistment intentions for all groups,however, are fairly high.

Summary

Satisfaction of AFSC 362X4 personnel and members of similar AFSCs sur-veyed in 1988 were compared and data show AFSC 362X4 personnel have somewhathigher satisfaction indicators than their counterparts in other AFSCs. Over-all, satisfaction has increased slightly over the last 8 years. Members ofmost clusters and jobs find their work interesting, feel their talents andtraining are used, and plan to reenlist, with the exception of those in theCombat Communications cluster who have the lowest satisfaction indicators.

ANALYSIS OF COMMON TASKS

A joint survey was originally requested and developed to evaluate commontasks performed by AFSC 362XI, 362X3, and 362X4 personnel. Subsequently, theschool requested individual surveys of each career ladder due to equipmentchanges in each specialty. Many common tasks, however, were retained in eachof the three job inventories. These common tasks were identified and percentmembers of each specialty performing were compared (See Appendix B, Table BI).

Survey data show very few common tasks are performed by high percentagesof members of all three AFSCs. Some tasks appear to be more specific to onespecialty than the others, or are tasks members of two specialties perform.Some corrosion control tasks arE performed by similar percentages of membersof the three AFSCs, while fiber optic tasks, on the other hand, are performedby almost no one. School and functional personnel should review these commontasks before making decisions about restructuring the career field.

IMPLICATIONS

Overall, there have been no changes in the structure of the career ladderover the last 8 years. Survey data show most AFSC 362X4 personnel are tele-phone installers and repairmen, with smaller numbers in other jobs. Personnelprogress normally through the career ladder with 3- and 5-skill level membersperforming mainly technical tasks and 7-skill level members performing a mix-ture of technical and supervisory tasks. This career ladder merges withothers at the 9- and 00-skill levels. Survey data support the current AFR39-1 specialty descriptions.

Job satisfaction indicators for this specialty are somewhat higher thanthose of related AFSCs surveyed in 1988. Overall, satisfaction has increasedslightly over the last 8 years. Members of most clusters and jobs report theyfind their job interesting and feel their talents and training are used. Mem-bers in the Combat Communications cluster, however, have the lowest satisfac-tion indicators.

Most of the STS and POI for this career ladder are supported by surveydata. There are a number of topics covered in the Electronic Fundamentals/Applications STS that are not supported by EPI data. School personnel need toreview these unsupported topics to determine if they should continue to beincluded in the training program.

AFSC 362X4 personnel perform a number of tasks common to AFSCs 362X1 and362X4, but only a few are performed by more than 30 percent of the three spe-cialties. These data suggest there is little overlap between the specialties.School and functional personnel need to review these tasks when consideringrestructuring the three specialties.
