Report of the 6th Joint Co-ordination Committee Meeting of IPPs Granted LTA in WR held on 27.09.2013

High Capacity Power Transmission Corridors – IV (MP+Chhattisgarh), High Capacity Power Transmission Corridors – V (Chhattisgarh) and

Up-gradation of WR-NR tr. corridors with IPPs in Chhattisgarh

1. The 6th meeting of the Joint Co-ordination Committee of IPPs in WR associated with

various high capacity power transmission corridors was held in POWERGRID office, Gurgaon on 27th September, 2013. The meeting was attended by CEA and the representatives of IPPs who have been granted LTA in the Chhattisgarh complex and M.P. The list of participants of the meeting is enclosed at Annexure-1.

2. POWERGRID welcomed the participants and made a presentation about the status of

implementation of transmission system including establishment of pooling stations in these corridors. The location of pooling stations is enclosed at Annexure-2. The land for all the pooling stations is under possession by POWERGRID. It was informed that for implementation purpose, high capacity corridor in Chhattisgarh has been divided in nine sub-projects, out of which 8 sub-projects are already under implementation. For remaining 1 sub project the location of HVDC terminal point has been modified from Dhule, Maharashtra in WR to Pugalur, Tamil Nadu in SR.

3. POWERGRID stated that it has been generally observed that generation developers

implement the interim transmission arrangement and after connecting to ISTS through interim arrangement, they do not focus on implementing the final dedicated transmission lines. It was emphasized by POWERGRID that interim arrangement have been provided as a contingency measure, till the availability of final system. As a result, transmission system constraints may be observed when IPPs are connected to the network through LILO of existing lines. Therefore, to enable power evacuation from the generation project, IPPs should also focus on implementation of final dedicated transmission system along with the commissioning of generating units.

4. The progress of generation project and dedicated transmission system of various IPPs

connected to High capacity corridors which have been granted regulatory approval by CERC, was reviewed by CEA & POWERGRID. The details are given in following paragraphs:

a) Chhattisgarh Complex –14 no. IPPs have signed the BPTA and submitted the BG for this

corridor. List of IPPs in Chhattisgarh Complex is enclosed at Annexure-3.

The review of the progress made by each of the IPP in Chhattisgarh Complex is as under:

(i) RKM Powergen (4x360 MW)

No representative of M/s RKM was present for the meeting however they have send the progress report through e-mail and is as under: – Land: 814.94 acre land already acquired against total requirement of 900 acre.

– Fuel linkage: FSA for Unit-1 signed on 04.09.2013 and for Units-2, 3 & 4 signed on 23.09.2013 with SECL.

– Environmental clearance including consent to establish obtained for all 4 units

and NOC received from forest department. Water linkage is obtained.

– EPC award placed for BTG package in July’07 and for BoP packages in Feb’09.

– Physical works progress at site: Boundary & fencing completed. Foundation work for wagon tippler going on, cooling tower I & II civil work under progress. Drum lifting for all 4 units done. All BOP packages have been ordered, foundation of Chimney –I & II has been completed, shell concreting work of 270meter height of Chimney – I&II is in progress, Unit I, II & III turbine reached site, column work under progress, TG Deck raft concreting work completed. TG hall column work has been done. Switchyard equipment erection 65% completed.

– Financial closure achieved for phase-I in Jan’09 and for Phase-II in June’10.

Amount of loan disbursed is Rs. 1229.92 Cr. out of 1608.80 Cr.(Ph-1) and Rs. 3389.96 Cr. Out of 5038.83 Cr. (Ph-2) as on 31.08.2013

– RKM also informed that they have signed PPA with CSEB and PTC.

– Further, commissioning schedule is as U#1 – Oct’13, U#2-Jan’14, and U #3-

Apr’14, U #4- July’14.

– Regarding dedicated transmission line, 62/69 tower foundation completed and 47 towers erected. 11/19 multi-circuit tower foundations completed.

(ii) Athena Chhattisgarh (2x600 MW)

No representative of M/s Athena Chhattisgarh (ACPL) was present for the meeting however they have sent the progress report through e-mail and informed the status as under: – Land: 911 acres of the required 930 acres is under possession. – Fuel linkage: For unit-1 LOA received from SECL for 70% of coal requirement.

Signing of FSA awaited. For 2nd unit, they have joint coal block allocation of Fatehpur (East) coal block, which has been jointly allocated to ACPL and is being developed by a joint venture company with ACPL as a partner. Letter of allotment of coal block has been received from MoC, prospective license executed at Raigarh collectorate, mining lease application has been submitted on 30.07.2010 within the time stipulated by MoC. Secretary, Revenue dept., has given the permission for Pvt. Land acquisition, Geological reports have been submitted to CMPDIL & GSI, hydro-geological study of the mines has been

completed and NOC for mining operations obtained from all four villages falling under the coal block. Mine plan approval received from MoC on 27.04.12. Appointed M/s SRK Mining as Technical Consultant and M/s CRISIL as commercial & Legal Consultant to appoint MDO. Scope of MDO finalized, EOI published, Inviting prospective MDO’s. Qualification documents received and are under review. Route detailed survey completed and detailed project report (DPR) is ready for submission to SECR for approval. Application for TOR submitted to MoEF. MoEF approved TOR. EIA, EMP & Field studies completed. EIA report submitted to Chhattisgarh Environmental Conservation Board. State approved the Mining Lease Prior approval application for Fatehpur East Coal Block and forwarded to MOC for prior approval on 13.09.2013.

– Environmental clearance obtained and no forest involved. Water linkage is

obtained. Consent to establish obtained.

– EPC award placed for BTG/BOP package.

– Financial closure achieved for Rs. 4650 Cr.

– Athena informed that they have signed PPA with PTC for 1100MW who in turn have signed PPA with CSPTCL (444 MW) and received LoI from UPPCL for 300 MW and PPA signed with Nepal electricity Authority for 150MW.

– Commissioning schedule as provided is U#1 – Oct’14 & U#2– Jan’15 (U#1 –

Jun’14 & U#2– Sep’14 as per 5th JCC).

– Regarding physical works at site: Boundary wall is nearing completion, drum lifting for Unit-1 on 7.4.2013 and Unit-2 is scheduled in Oct’13, BoP packages have been awarded and their work is under progress, turbine related activities are in progress, hydraulic test is scheduled in Dec’13 for Unit-I and in Jun’14 for Unit-II.

– For dedicated Transmission system: Length of the dedicated line is 25km for

which Sec-68 has been received and Sec-164 application has been submitted in Sep’12. 52/56 foundation completed for D/c and 10/19 foundation completed for multi-circuit portion. Tower erection completed for 29/56 towers. At switchyard, most of the equipment foundations are completed, tower erection completed, gantries completed. Equipment erection almost completed and testing of the same is in progress. Conductor stringing, IPS tube erection, cable laying work etc. in progress.

(iii) SKS Power Generation (Ch) Ltd (4x300 MW)

The representative of M/s SKS informed the status report and is as under:

– Land: 536.443 acres of the required 568.668 acres is under possession. Govt. land of 19.26 acre and Pvt. Land of 517.18 acres under possession. The plant switchyard changed from AIS to GIS.

– Fuel linkage: FSA signed with SECL for Unit-1 on 28.08.2013 and Unit-2 on

24.09.2013.

– Environmental clearance including consent to establish obtained for all 4 units and no forest is involved. Water linkage is obtained.

– EPC award placed for Main Plant (BTG) and BoP.

– Financial closure achieved and SBI is the lead banker. Rs. 2310.67 Crores spent as on 30.06.2013.

– M/s SKS have signed PPA for 37.5% of the project capacity with CSPTradeco and for 550MW with Tata Power Trading Co. Ltd. They have also participated in case-I bidding of RVPNL for 100MW. LOI is yet to be received.

– Commissioning schedule is U#1 – Dec’14, U#2-Mar’15, U#3-Dec’15, U#4-Mar’16 (U#1 – June’14, U#2-Sep’14, U#3-Dec’14, U#4-Mar’15 as per 5th JCC).

– Regarding physical works at site: Boundary wall and fencing has been

completed. Drum lifting completed in May, 2013 for two units, GIS is in advance stage of completion. Chimney works are under progress (upto 150meter completed). Turbine deck work is under progress. Hydraulic test will be completed in Nov’13.

– Regarding dedicated transmission system: Contract for 27.5km 400kV D/c line

has been placed and is scheduled to be completed by December 2013. They have awarded bays contract as well as GIS construction contract with Alstom. Bays will be completed by end of Nov 13.

(iv) Korba West Power Co. Ltd (1x600 MW)

Representative of M/s Korba West submitted status report as under:

– Land: For Ph-I, 100% land is under their possession (486.94 acre).

– Fuel linkage: FSA signed with SECL on 23.08.2013. – Forest clearance obtained and water linkage is also available.

– For Ph-I TOR, EC and CTE have been received.

– Financial closure achieved. Loan of Rs. 2150Cr. disbursed.

– Regarding PPA, they have submitted that for PH-I letter of comfort for 35% from CSPTCL has been received. Medium term, Short term sale of power (210MW) tied up with Reliance Energy Trading Co. Ltd.

– Commissioning schedule is U#1 – Sep’13.

– Regarding physical works at site, M/s Korba West Power Co. Ltd. informed that

boundary wall and fencing has been completed. Roads, gate complex, field hostel are operational. Drum lifting has been done, BOP packages have been ordered and their work is in progress. Shell construction is completed and flue can erection completed. All 4 turbines have been placed on their respective pedestals and Hydraulic test has been done.

– M/s Korba West informed that they are connected to ISTS through interim arrangement and drawing start up power. The length of their dedicated line is 16.78km. 22/42 tower casting completed, 16/42 tower erected, stringing work yet to start.

(v) DB Power Ltd (2x600 MW)

Representative of M/s DB Power submitted status report as under: – Land: already 100% land under possession (630 acre).

– Fuel linkage: Coal block allotted is Durgapur-II/Sariya. Permanent coal linkage is obtained for 2.497MTPA from SECL. FSA signed on 29.08.2013. Tapering coal linkage is obtained for 2.497MTPA form SECL. Stage-I forest clearance achieved on 23.11.12. Stage-II forest clearance under progress.

– Environmental clearance including consent to establish obtained. Water

linkage obtained. Forest clearance not applicable.

– EPC award placed for BTG package to BHEL and BoP Packages to L&T.

– Financial closure achieved. Loan of Rs. 4153 Cr. disbursed. – Civil works are under progress. Boundary wall and fencing is completed. Drum

lifting for both the units have been done. Foundation and erection of chimney has been completed. Turbine erection for unit-I &II on advanced stage of completion. TG box up done for unit 1 on 30.06.13. Condenser flood test done on 25.09.13. TG box up for unit 2 is planned on Nov 2013. Hydraulic test for both units is completed. Boiler light up for 1st unit is done whereas for 2nd unit, it is planned in Oct’13.

– Commissioning schedule is U#1-Nov/Dec’13, U#2- Mar/April’14 (U#1-June’13,

U#2- Oct’13). M/s DB Power Ltd. informed that they have charged 11kV and 6.6 kV switchgear systems.

– DB power informed that they signed PPA with CSPTradeco for supply 30% of capacity and 5%/7.5% net power generated at Busbar of power station. They have already signed PPA for 208 MW with TANGEDCO. They have participated in case-I binding of UPPCL for 203MW & RVPN for 311MW. Bids are under evaluation.

– DB Power is connected to ISTS through LILO of Raigarh-Raipur 400 kV line since

May ’13.

(vi) Visa Power Ltd (1x600 + 1x660 MW)

Representative of M/s Visa Power Ltd. submitted status report as under:

– All land acquired except 23 acres of Govt land and 67 acres of court case land which is also under process.

– Fuel linkage: Fatehpur east Coal Block had been jointly allocated to them by Ministry of Coal. However, fuel (coal) supply agreement signed with Indonesian coal supplier in case domestic coal availability is later than COD of Unit#1. No coal linkage for Unit#2.

– Mine plan for Fatehpur East block approved in Apr’12 by MoC. TOR granted by

MoEF for conducting EIA- EMP study. Letter received from Secretary (Revenue Dept, Raipur) for acquisition of private land. Application of mining lease submitted. Forest Diversion proposal is currently with state Govt. Socio – economic survey completed and R&R plan has been prepared & submitted to MRD, Raigarh. MDO selection is in process, RfQ floated on 14.02.2013. Draft EIA report prepared and submitted to Chhattisgarh Environment Conservation Board.

– Environment clearance received from MoEF. Water linkage obtained. Forest

clearance not required. Consent to establish received.

– They have recently signed PPA with WBSEDCL for 200 MW with an option to increase upto 510 MW and also signed PPA with CSPTCL (424 MW).

– Financial closure is achieved and loan of Rs. 610 Cr (as on Dec’2011) disbursed.

– EPC award placed on BHEL for BTG and on L&T for BoP for Unit-1 for Unit-2

– Boundary completed. Boiler erection is under progress and drum lifting expected in Mar’14, Switchyard foundation is completed, and Major equipments received, TG building erection is under progress. Water treatment plant civil work is under progress. CHP Civil work is under progress at site. Chimney raft civil work completed. Turbine deck civil work is under progress and hydraulic test is expected by Nov’14.

– M/s Visa Power have indicated that their commissioning schedule is U#1-Sep’15 and U#2- Sep’17 (as against U#1-Mar’15 and U#2- Mar’17 as per 5th JCC).

– For dedicated transmission system, 50% of civil foundation work for 400kV

transmission line completed and 40% tower erection work completed. 90% of civil foundation work for 400kV Bay extension work is completed. Structure erection has started for both equipment & towers.

(vii) Jindal Power Ltd (4x600 MW)

Representative of M/s Jindal Power submitted status report as under;

– Land: 100% land for main plant, for green belt 75% land is available and balance 25% is under acquisition. Off-site facilities : Ash dyke 212 Ha- land required for Lagoon 1 available.

– Fuel linkage: Coal linkage has been received for 2 units i.e. for 2x600MW, LOA

from SECL and Mahanadi Coal fields Ltd. have been received. FSA signed between MCL and JPL on 28th Aug 2013 for unit 1 & 2. Also, FSA singed between SECL & JPL on 29th Aug 2013 for Unit 1 & 2. MoP has recommended Coal ministry for coal linkage of balance 2 units. JPL shall use imported coal from m/s JSPL Mozambique minerals LDA till the time domestic coal linkage is available.

– Environmental clearance: received for all four units from MoEF. No forest is

involved. Water linkage available. Consent to establish received.

– EPC award placed for BTG package on BHEL. Award placed for BoP.

– Financial closure: Achieved for all 4 units.

– PPA of 400 MW signed with Tamil Nadu Generation & Distribution Corporation Limited on 23rd August 2013 for 15 years. Participated in Case-1 bids of UP and same under evaluation.

– Commissioning schedule indicated by the developer for synchronization of

units is U#1-Sep’13, U#2- Jan’14, U#3-Mar’14, and U #4- Sep’14 (as against is U#1-Aug’13, U#2- Nov’13, U#3-Jan’14, and U #4- Jul’14 as per the 5th JCC).

– Regarding physical works progress at site, M/s JPL informed that Boundary wall has been competed, drum lifting done for 3 units, chimney-1 completed and for chimney -2, Shell completed. Hydraulic test completed for unit 1 & 2. TG on Barring gear completed for 1st unit. TG erection commenced on 5th Jan13 for 2nd unit. TG Erection commenced on 16-08-13for 3rd unit.

– Stringing completed for 3 nos. circuits; stringing of 75mtr span pending in the

4th circuit. 4 nos. bays at pooling station are being constructed by PGCIL as

consultancy work. Construction of 2 nos. Bays completed and test charging of the transmission line planned on 30th Sep13. Balance 2 nos. bays expected to be completed by 15th Oct’13. 2 nos. line bays at JPL end completed and 3rd line bay will be ready by 30th Sep ‘13 and 4th line bay by 31st Oct ’13.

(viii) KSK Mahanadi Power Co. Ltd (6x600 MW)

– Representative of M/s KSK informed that 100% land of 2135.38 acres is under possession.

– Fuel linkage: Fuel supply and investment agreement with GMDC has been

signed, FSA with GIDC has also been signed and tapering coal linkage is assured by SECL.

– Environment clearance obtained. Water linkage obtained. Forest clearance

received. – EPC award placed for BTG and BoP packages.

– Financial closure: Achieved with PFC as the lead banker and loan of Rs. 10215

Crs. disbursed as on 31.08.2013.

– M/s KSK informed that they have signed PPA for 1010 MW with GUVNL, 235 MW with CSPTCL. They have to supply 250 MW to Goa, as per Coal Supply Agreement. They have signed PPA with Discoms of AP for 400MW under Case-1 medium term bid. MTOA for 400MW is operational from 16.06.2013 to 15.06.2016. Participated in Case-1 bids for UPPCL (1000MW), RRVPNL (475MW) and TANGEDCO (500MW).

– M/s KSK informed the commissioning schedule as U#1: Aug’13, U#2: Dec’13,

U#3: May’14, U#4: Sep’14, U#5: Jan’15, U#6: Mar’15, (as against U#1: Apr’13, U#2: Aug’13, U#3: Dec’13, U#4: Apr’14, U#5: Aug’14, U#6: Dec’14 indicated in 5th JCC). COD scheduled 2 months after synchronization.

– Regarding physical works at site, M/s KSK informed that Boundary wall for the

generation project has been completed, Drum lifting has been done for 3 units and for remaining 3 units drum lifting is under progress. BoP work is under progress. Chimney shell casting completed for 2 nos. of chimney, flue can fabrication completed for 1 no. and under advance stage for 2nd Unit. Turbine for Unit#1 under operation and for balance units activities are under progress. Hydraulic test has been done for units 1 & 2 also for balance in advance stage.

– Regarding dedicated transmission system, M/s KSK informed that under

interim arrangement LILO of ckt #1 charged. For ckt #2 81/83 foundations completed and stringing of 17.5 kms completed out of 27 kms. Under permanent arrangement part of the LILO lines shall be used and the remaining portion 18/98 foundations completed. Switchyard back charged on 27 Aug 12.

Bays for 4nos line, 2nos station transformer & 2 nos Generating transformer completed.

(ix) Bharat Aluminium Co. Ltd (4x300 MW)

Representative of M/s BALCO did not attend the meeting but submitted their status report as under;

– Land: 100% land under possession. – Fuel linkage: Coal linkage has been obtained and FSA is under final stage of

approval. – Environmental clearance including consent to establish obtained. No forest is

involved. Water linkage obtained.

– Financial closure achieved.

– PPA has not been yet signed.

– For U#1 and U#2- commissioning activities have been completed. For U#3, steam blowing completed. For U#4 steam blowing and turbine rolling completed.

– Regarding dedicated transmission system, M/s BALCO informed that under

interim arrangement is operational since Oct’11. Under permanent arrangement, contract has been awarded, work is under progress, 20/70 foundations are completed till date.

(x) Vandana Vidhyut Ltd (2x135+1x270 MW)

Representative of M/s Vandana Vidhyut Ltd (VVL) did not attend the meeting but submitted their status report as under;

– Land : 100% land under possession (261 Ha) – Fuel linkage: Ministry of Coal, Govt. of India has allotted Fatehpur East Coal

Block jointly. Ministry of Coal has granted tapering Coal linkage for 2x135 MW. Milestone as per LoA achieved. FSA executed for 2x135 MW Capacity on 13.08.2013 with SECL.

– MoEF has granted Environment clearance. No forest is involved. Water linkage

obtained.

– EPC award placed for BTG package

– Financial closure achieved.

– PPA: With Chhattisgarh State Power Trading Co.Ltd. for 35% of net power generated, for rest they are waiting for case-1 bid of Discom for

participation. At present medium term LoI received from power trading companies.

– Commissioning schedule is indicated as U#1: Oct’13, U#2: Feb’14, U#3: Oct’15 (as against #1: Mar’13, U#2: Sep’13, U#3: Mar’15 as per 5th JCC)

– Regarding transmission system, M/s VVL informed that they are already

connected through interim arrangement. The dedicated line has not been awarded yet.

(xi) Lanco Amarkantak Power Ltd (2x660 MW)

Representative of M/s Lanco Amarkantak Power Ltd. submitted status as under;

– M/s Lanco informed that out of total requirement of 832 acres, 547 acres is under possession which is sufficient for main plant. Balance land needed for green belt, township etc.

– Environmental clearance is received, consent for establishment is available and

water approval has been received.

– Fuel linkage: FSA signed for 80% requirement for both units on 28.08.2013 subject to PPA.

– Financial closure has been achieved on 25.03.11. Loan of Rs. 3579 Cr. disbursed as on 15.09.2013.

– M/s Lanco indicated commissioning schedule for U#3 as Dec’14, U#4 as Mar ’15 (As against U#3 as Jun’14, U#4 as Oct’14 as per 5th JCC)

– 5% PPA to be signed with CSPTCL.

– Regarding dedicated transmission line: M/s LANCO informed that construction

work of dedicated line is in progress for 46KM long line, structural and conductor supplied at site. Foundation work is under progress. Out of total 151 towers, 51 foundations completed, 15 tower erection completed. Transmission line shall be completed by Sep ’14. Termination bay in substation is being implemented by PGCIL on consultancy basis.

(xii) GMR Chhattisgarh Energy Pvt. Ltd. (2x685 MW)

– Representative of M/s GMR informed that 100% land for the project (850 acre) is in possession.

– Environmental clearance obtained. Water linkage obtained. No forest land

involved. Consent for establishment available. – Financial closure achieved. Axis bank is the lead banker. Loan of Rs. 4435 Crs.

– Fuel linkage: FSA is signed between GCEL (buyer) & GEL (seller) for supply of imported coal. For domestic coal, Govt of Chhattisgarh, CEA & MoP has recommended to MoC for allotment of coal linkage for the said project.

– EPC for main plant placed on M/s Doosan, Korea. Total expenditure incurred

till 31st Jan’13 is 7906.61/8290 Cr. – PPA signed with Chhattisgarh for sale of 35% of power.

– Commissioning schedule indicated by the developer is U#1 synchronization-

Apr’14, COD -Aug’14, U#2 synchronization - Sep’14, COD - Jan’15. (as against Oct’13, COD -Jan’14, U#2 synchronization - Feb’14, COD - May’14 indicated in 5th JCC).

– M/s GMR also informed that Boundary is complete. Chimney shell completed, Hydraulic test for U#1 completed. Transmission line will be ready by 15th Oct’13. Switchyard will be completed by 15th Oct’13.

(xiii) TRN Energy Private Limited (2x300 MW)

Representative of M/s TRN energy submitted status report as under: – Land: Out of total 548 acre of land, 501 acres is in possession.

– Fuel linkage: LOA has been received from SECL for supply of 2.6 MTPA ‘F’ grade

coal. FSA to be signed shortly.

– Environmental clearance obtained. Water linkage is obtained. No forest is involved. Consent to establish received.

– EPC award placed for BTG package as well as for BoP packages.

– Financial closure achieved (Lead Banker-Axis Bank Ltd). Rs. 2975 + LC opened for USD 135 million to cover entire supplies of BTG.

– M/s TRN also informed PPA for sale of 390 MW power has been signed with UPPCL through PTC on long term basis and have entered with Chhattisgarh State Power Trading Company Limited for sale of 35% Power in accordance with MOU with Govt. of Chhattisgarh .

– Commissioning schedule is U#1 – Aug’14, U#2-Feb’15 (As against U Mar’14, U#2-Jun’14 as indicated in 5th JCC).

Chhattisgarh (Bilaspur) & MP Complex – 5 nos of IPPs has been granted LTOA in the Chhattisgarh (Bilaspur) & MP complex. List of IPPs in Chhattisgarh (Bilaspur) & MP Complex is enclosed at Annexure-4. All of the above IPPs have signed BPTA and submitted BG.

– Amelia(North) and Dongri Tal II Coal Blocks allotted respectively to JV company

of Jaiprakash associates Ltd & MP state mining corporation Ltd. FSA for Amelia(North) and Dongri Tal II has been signed. Mining activities have been started.

– Environmental clearance has been obtained. Consent for establishment

received. Water linkage available. No forest involved.

– EPC award placed on L&T for BTG. Award for BoP packages also placed.

– PPA has been signed with GoMP for supply of 37.5% power to them. Balance is for the merchant sale.

– Financial closure (ICICI bank-lead banker) achieved. Amount of Rs. 5,496.18 Cr.

has been disbursed. – Commissioning schedule indicated by them was U#1 – Jan ’14 and U#2-Jul ’14. – Site activities are under progress. Boundary wall completed. Chimney has been

completed upto 275 meter height and flue duct work is in progress. Hydraulic test is completed for U# 1. Order for major BoP packages has been placed and their work is under progress, drum lifting is not required as this project is based on super critical technology.

– Dedicated transmission line is 161 km long. 408/439 nos. foundations

completed. 375/439 nos. towers erected. Stringing complete for 109/161 km complete. Line is expected to be completed by Dec ’13.

(ii) Bina Power Supply Co. Ltd (2x250 MW)

– Plant commissioned along with dedicated transmission system.

(iii) Maruti Clean Coal & Power Ltd (1x300 MW)

Representative of M/s Maruti Clean Coal submitted status as under: – Land: about 408 acres (95%) land under possession against requirement of 428

acre. – Fuel linkage: Fuel Supply Agreement (FSA) singed with M/s. SECL, Bilaspur on

28.08.2013. – Environmental clearance including consent to establish obtained. No forest

involvement. Water linkage obtained.

– Their dedicated transmission system has been modified to LILO of one circuit of

ACB TPS- Bilaspur pool 400kV D/c line at MCCPL switchyard.

(iv) Dheeru Powergen Pvt Ltd (3x350 MW)

– Representative of M/s Dheeru did not attend the meeting and status of their project was also not submitted.

(v) Aryan MP Power Gen. Pvt Ltd. (2x600 MW)

– Representative of M/s Aryan MP Power Gen did not attend the meeting but submitted status report as under:

– Land: 100% land under possession. – Fuel linkage: Domestic Coal linkage yet to be available. Applied to MoC for long

term coal linkage on 12.06.08.

– Environmental clearance: TOR issued on 10.02.09. Public Hearing held on 07.10.09. Final EIA report submitted on 05.11.2009. EC deferred due to want of coal linkage. Forest clearance not applicable. 44MCM allotted from Banas River. NOC for construction of Chimney received from Ministry of Defence.

– EPC award is under finalization.

– Financial closure under process.

– PPA for sale of 5% power on variable cost to MP has been signed.

– COD schedule is indicated as U#1: Mar’17, U#2: Sep’17.

Transmission system strengthening in WR-NR transmission corridor for IPPs in Chhattisgarh – High capacity HVDC corridor between WR and NR (Champa Pool- Kurukshetra ±800 kV, 3000 MW HVDC Bipole) is proposed to be up-graded to 6000

MW with IPPs in Chhattisgarh. 3 nos of IPPs have been granted LTA with this strengthening. List of these IPPs in Chhattisgarh is enclosed at Annexure-5. Subsequently, Lara TPS (2x800MW) of NTPC has been granted LTA with the above transmission system strengthening. LTAA with WR constituents for the same have been signed/ are being signed.

(i) Karnataka Power Corporation Ltd. (2x800 MW)

Representative of M/s Karnataka Power Corporation Ltd. submitted status report as under:

– Land: 1016 acres of land has been acquired against total requirement of 1260 acres. Possession of land in progress.

– Fuel linkage: Applied to MoC.

– Environmental clearance: Application has been filed with MoEF for clearance

along with DPR & REIA. No forest is involved. Water linkage available. Consent to establish applied.

– LOA for EPC contracts will be issued after MoEF clearance.

– Regarding PPA they informed that Power to be consumed by Karnataka state. – Financial closure: After MoEF clearance. Total expenditure made on the project

by the company till Jan’13 is Rs. 3200 Crore.

– Commissioning schedule indicated by the developer is U#1- 48 months from the date of issue of LOA for BTG package, U#2- 54months from the date of issue of LOA for BTG package.

– Civil activities at site are to be started after MoEF clearance.

(ii) Sarda Energy and Minerals Ltd. (2x150 +1x50 MW) Representative of M/s Sarda Energy did not attend the meeting but submitted their status report as under; – Land: 102.665 acres is in possession against total land requirement of 208.409

acres. – Fuel linkage: Captive coal mine at village Karwahi, Raigarh. Capacity

enhancement in progress. – Environmental clearance: EC issued by state level environment impact

assessment authority, Chhattisgarh, GoI, MoEF. Forest clearance under process. Water linkage available. Consent to establish after EC.

– EPC award yet to be placed. – Financial closure: IDFC has agreed in principle to finance the project and

detailed appraisal is under progress. Initial expenditure will be financed by the company from internal accruals towards its equity contribution for the project.

Apr’18.

(iii) Jayaswal Neco Urja Ltd. (2x300 MW) Representative of M/s Jayaswal Neco did not attend the meeting but submitted status report as under;

– Land: Already 227.0 acres out of total requirement of 498.817 acres is in possession.

– Fuel linkage: 1.8 MTPA is being sourced as middling from the own mines of JNIL

and for balance 1.1 MTPA, application has been submitted to MoC for coal linkage. Application is pending with MoC.

– Environmental clearance: Final EIA submitted and presented before the EAC.

Compliance on certain observations is in progress and is expected to be completed shortly. There is very small patch of forest land i.e 8.06 acres. For the diversion of this patch application has been filed with DFO Raigarh and is in process. 10MCM of Water has been allotted by the WRD of GoCG and additional allotment of 7.88MCM had been recommended for allocation by Water Resource Department to the GoCG for allotment. This is likely to be allotted shortly. Consent to establish after EC.

– EPC specs finalized. Global tenders are expected to be floated by March-April

2014 and EPC award would be finalized by Sept 2014.

– Financial closure: Achieved through PFC as lead banker in February 2011. However is to be restored.

– As per MoU with state Govt., GoCG shall purchase 37.5% power and no other

PPA has been signed yet.

– Commissioning schedule indicated by the developer is U#1-Sep’17, U#2- Dec’17.

– Regarding physical progress at site, M/s Jayswal submitted that boundary marking work is being taken up on the acquired portion of private land.

Transmission system for connectivity of MB power (M.P) Limited (2x600MW) – Representative of M/s MB power informed that 100% land of 996 acres is

under possession.

received. Consent to establish received. – EPC award placed for BTG and BoP to M/s Lanco Infratec Ltd.

– PPA signed with PTC for 420 MW, PPA for 30% power signed with MPPTCL and

DISCOMS and 5% power signed with GoMP. Long term PPA for 428MW signed with PTC India Ltd. They also informed that they have participated in case-I bidding invited by the states of UP & Rajasthan and submitted its bids for sale of 361MW and 200MW respectively.

– Financial closure: Achieved. Loan of Rs. 3200 Cr. disbursed.

– Commissioning schedule for U#1: May ’14 and U#2: Sep ’14.

– Regarding civil works at site, M/s MB power stated that boundary wall

including fencing has been completed. Drum lifting for Unit-I & Unit -II is done. All BoP packages are awarded and their work is in progress. Chimney Shell construction has been completed. Chimney completion expected by November 13. TG erection work under progress. Hydro test is expected to be completed within September 13. All major works like switchyard, cooling tower, chimney, CW system, DM plant, PT plant and CHP are progressing as per schedule.
