Waipa rates increases cut backCouncil’s Policy Committee has
approved a draft 10-year Plan con-taining average rate increases of5.6%, 6.6%, 5.9% and 8% over thenext four years.
When councillors sat down atlast week’s Policy Committee meet-ing, they faced a draft plan withproposed average increases of 7%for 2009/10 and almost 10% thefollowing year, the latterpredominantly due to the impact of
the proposed new Cambridge Poolon operating expenditure (estim-ated at up to $1.5 million perannum).
Councillors felt those increaseswould have been unpalatable toratepayers, particularly in the cur-rent economic climate/
‘‘The draft plan we have settledon strikes a balance betweenmaintaining levels of service andensuring affordability for rate-
payers,’’ Waipa Mayor AlanLivingston told the Courier.
There was much debate anddeliberation about how to achievethat balance.
There have been cutbacksacross the board, but significantchanges are the rescheduling of theconstruction of the CambridgeCommunity Pool from year two toyear three, and a reduced roadingprogramme (for example reduced
frequency of sealed pavementmaintenance and unsealed roadmaintenance, reduced budget forstock underpass subsidies etc)
Major items still in includeKarapiro Development, SealExtensions, Infrastructure, TeAwamutu Cultural Centre (sched-uled to start in the fifth year of the10-year plan) and MaungatautariEcological Island.

Stolen car crashed

Police are seeking wit-nesses to a driver’s erraticbehaviour shortly beforethe stolen car he was driv-ing crashed about 100metres north of the Te PahuRoad turnoff on KakarameaRoad about noon yesterday.
Waikato District oper-ational support groupmanager Inspector PaulCarpenter said a HighwayPatrol vehicle had seen theToyota Caldina car headingtowards him on SH39 southof Pirongia.
‘‘The officer saw some-thing amiss about the carand turned around to fol-low it, heading in the direc-tion of Pirongia. At thisstage he did not have theToyota in view.
‘‘Approaching Pirongiathe officer turned his lightsand siren on and a shortdistance north of the vil-lage he saw the car passingtraffic on a corner. Inaccordance with standardoperating procedures, henotified the Northern Com-munications Centre he wasinitiating a pursuit,’’ saidMr Carpenter.
As he passed the BellRoad intersection he foundthe Caldina had collidedwith a power-pole.
The driver was trappedand required cutting out ofthe wreckage by firefighters.
The male driver sufferedmoderate injuries in thecrash and was taken toWaikato Hospital by ambu-lance. His injuries includeda broken pelvis and leg

down in the crash requiredthe road being closed for ashort period, however SH39was reopened to single lanetraffic an hour after thecrash.
A male front seat pas-senger was shaken butunhurt in the crash andwas arrested at the secene.
Mr Carpenter saidPolice had earlier receivedcalls about the way theToyota had been driven at
high speed and weaving inand out of traffic in front ofoncoming vehicles.
‘‘Investigators are par-ticularly keen to hear fromthe driver of a southboundtruck who they believe willbe able to offer them insight
into the driver’s behaviourleading up to the crash.
‘ ‘The IndependentPolice Conduct Authoritywill be notified of the inci-dent and the crash subjectto investigation by the Seri-ous Crash Unit.’’

In presenting the proposed draft plan tothe Policy Committee meeting, groupmanager policy and strategy Ross McNeiloutlined a number of issues that made it achallenging exercise.
The three-yearly revaluation requiredfor depreciation funding would see asignificant increase in asset values gener-ating a 3% increase in rates for 2009/10.
There were compliance costs for meet-ing increasing environmental standards,in areas like water and wastewater. Aslowdown in development meant reducedrevenues from development levies.
Mr McNeil said all sectors were experi-encing cost pressures, but local govern-ment had been particularly effectedthrough the cumulative effect of increased
energy, fuel, construction, labour andfinancing costs.
Mr Livingston says budgets had beenexamined extremely closely by staff latelast year, but the worsening economicsituation worldwide meant councillorshad to go through them even more closely.
He says at the same time, they had to beconscious of the risks associated withdeclining levels of service as a result ofdeferred maintenance, increasing levels ofservice interruption, limited improvementprogrammes/capacity upgrades anddelayed compliance with environmental/public health standards.
‘‘Council was also aware of the import-ance of continuing to encourage the localeconomy and not closing the chequebookcompletely.’’
Projects Council is seeking communityfeedback on include the Cambridge Pool,Cultural Centre for Te Awamutu, publictransport (bus services), seal extension,Maungatautari Ecological Island Projectand Cambridge Refuse Transfer Station. Akey feature of the draft plan is aligning thetiming of the construction of the proposedCambridge Pool with securing a minimumof 75% of the required community funding.On this basis construction is anticipated tocommence in 2011.
After the plan has been audited, it willbe released for public consultation onMarch 16. A summary will be delivered toevery Waipa household. Copies of the fullplan will be available on Council’s websiteand for viewing at either Council libraryor reception.

Jeff Falconer sees similarities in roles
A career change from schoolprincipal to church pastormight seem like a quantum leap,but Jeff Falconer sees strongparallels between the roles.
Mr Falconer resigned fromhis position as principal at TePahu Primary School last yearin order to take up the positionof pastor at Te Awamutu BibleChapel for the new year.
He says both roles are abouthelping people overcomechallenges and to achieve.
Hanging on the wall of hisoffice at the Bible Chapel is theethos he tries to live by, from thewords of Jesus: ‘‘To love Godwith all my heart, soul and mindand love my neighbour asmyself.’’
Mr Falconer says if he can‘‘get close to hitting that mark’’he will feel he is successful inhis new job.
‘‘If I can do that and helpothers achieve the same in theirlives I will be happy.’’
With a congregation ofaround 250 at church eachSunday and double that number
who count the Bible Chapel as‘their church’ there is plenty todo.
The church has a fulltimeadministrator, the front-of-houserole is shared, there is aninformation technology person, aperson who co-ordinates youthactivities, a counsellor and aproperty manager.
Mr Falconer says preaching isone area of his role that is amarked change from his previousoccupation and he is working atdeveloping his skills in that area.
That aspect of the role anddelivering church programmesare shared with others, while MrFalconer’s key task is ensuringcomprehensive planning is inplace and co-ordinating the pro-grammes.
He says he has had strongcollegial support from otherchurch leaders in Te Awamutuand is looking forward to work-ing with them on new initiativesaimed at helping members of thecommunity to have strongmarriages and raise families, andto budget in difficult economictimes.
Mr Falconer says he enjoyed
his teaching years immensely —all 22 spent in the Te Awamutuarea at Pekerau (seven years) ,Arohena (three and a half years)and Te Pahu (eleven and a halfyears), the last two schools asprincipal.
He has been a member of TeAwamutu Bible Chapel for 35years, the past 14 as an elder. Heand his family have lived atPuahue for the past six years.
Mr Falconer and the otherelders were looking to appoint apastor for 2009. He had notthought about applying for therole himself, until a consultantworking with the elders’ teamasked if any of them wouldconsider taking it up.
Mr Falconer realised the roleof pastor closely matched hisinterests and passions.
He prayed about it and dis-cussed the change of career withhis wife, Anne and their childrenEmma (21) and Matt (19) — whoare also members of the churchand were happy with thedecision.
‘‘I believe it will be a challeng-ing but rewarding role,’’ Mr Fal-coner says.

The Earth, Ocean and Environment Trail fromHamilton to Raglan runs from 10.30am-4pm onSunday March 1, giving the public the chance toexplore and learn about the region’s environment.

The fitness programmes wereindividually set by Stef Dowie ofXtreme Nutrition. A wellnesscoach, personal trainer and bodyconsultant, she is ensuring thatparticipants remain safe whilstundergoing exercise that sheprescribes.
‘‘Regular exercise has manyhealth benefits,’’ she says.
‘‘Not just for the individualsbut for the companies as well.’’
Miss Dowie and many of theparticipants have contact withchildren with Cystic Fibrosiswhich is what inspired the fund-raising side of the challenge. Thechallenge is not intended to be aone off but an annual event with agoal of reaching $10,000 in fundsfor Breath4CF.
Using the fundraise online siteevery single dollar raised will beused to ensure people with CysticFibrosis lead a physically activelife, something that is essential topreserve their lungs.
Cystic Fibrosis (CF) is a lifethreatening genetic condition forwhich there is currently no cure.It primarily affects the lungs andcauses chronic and debilitatingchest infections that result inirreversible lung damage. How-ever physical activity is one waythat people with CF can helpthemselves to stay well and tolive longer.
It is Breath4CF’s stated visionthat all people with Cystic Fibro-sis participate in physicalactivity as part of their daily lifeand that the cost of such activityis not a barrier to participation.

Former Te Awamutu Collegestudent Hayden Hockley will beperforming alongside fellowmusicians from the CentralBand of the Royal New ZealandAir Force as part of the band’sannual tour which includes aHamilton concert tonight.
‘‘At school I was a member ofthe school’s concert band andjazz band and in the auditionedchoir, Flying Start. I guess youcould say I enjoyed music a lot,’’says Hayden.
A versatile saxophoneplayer, Hayden joined the AirForce band in 2004. In 2005 hecompleted his Bachelor of Musicin performance saxophone, atMassey University in Welling-ton.
Hayden is also a member ofSaxcess, a saxophone ensemble,which has taken the sax soundto all corners of New Zealand forover 10 years.
He is a member of the Vic-toria School of Music Big Bandand also the tenor saxophonistof The Duvel Saxophone Quar-tet, of which he has been amember of since its formation in2002.
Hayden returns to the AirForce band after spending thelast 18 months playing in bandson cruise ships in the Bahamas.
‘‘The cruise ships were heapsof fun but it is also great beingback with the band,’’ he says.
The 65-strong band of theCentral Band of the Royal NewZealand Air Force will beperforming a jam-packed con-cert with musical varietyranging from Tchaikovsky toABBA at 7.30 tonight at theFounders Theatre.

Preparations for thefirst hihi (stitchbird)translocation toMaungatautari arenow in full swing toensure the transfer of60 birds from TiritiriMatangi, planned forMarch, runs smoothly.
Some additionalbirds (probably 10-20)will also betranslocated fromLittle Barrier Island, tomaximise geneticdiversity in the newMaungatautari popula-tion.
The capture andtransfer from LittleBarrier will take placeless than a week afterthe Tiritiri Matangioperation.
Leading the oper-ation is seasoned trans-location expert andTrust ecologist ChrisSmuts-Kennedy whohas managed pro-longed operations onvarious islands aroundNew Zealand includingRaoul Island.
Volunteers will becentral to the translo-cation and one group isalready building fiveeasy-to-assemble port-able aviaries for hold-ing the birds on theislands until they areready to be transportedto Maungatautari.
The aviaries havebeen specially designed
so that they can betransported in a kit-setform, assembled onsite, and thendismantled and easilydisinfected against dis-ease. They will also bevaluable for futuretranslocations of sev-eral species.
Volunteer chef JanOlsen has been giventhe task of buyingenough food for 11people for a week ormore as well as the
logistics of getting itonto, and stored, onTiritiri Matangi.
Along with the hihithe Trust also plans totranslocate 60 white-heads from Little Bar-rier, as the catchingtechnique used thereshould work for bothspecies. This will alsoeliminate the cost of aseparate translocationof this species fromanother site.Whiteheads became
locally extinct onMaungatautari about20 years ago.
Maungatautarishould be large enoughand have sufficienthabitat to hold whatmight well become theonly self-sustainingpopulation of thenationally endangeredhihi on mainland NewZealand.
The success of thetranslocation will beintensively monitored.

St Patrick’s Parish kicked offa year of CentenaryCelebrations in style on Sunday.
After 10am mass around 200people moved across to theschool grounds to enjoy a picnicand fun day.
For some of the older mem-bers of the parish it was a returnto the ‘old days’ when thechurch picnic was a highlighton the social calendar.
For the younger members itwas a chance to take part in thenovelty races, join karaoke sing-ing, swim in the pool and playgames.
Centenary CommitteeConvenor Patty Dudson says theevent went off without a hitchand was enjoyed by young andold alike.
‘‘It was great to spend a lazysummer’s day together as achurch in a social setting -catching up with each other andenjoying the entertainment pro-vided.’’
The picnic was the first offour major events planned forthe Centenary year.
‘‘Next event is the StPatrick’s Night Shindig onMarch 21 in St Pat’s Hall. Irishentertainment is provided in theform of music and a talent quest,people are encouraged to weargreen and there will be a ‘green’supper, so it should be a night toremember.’’
A pot luck Mid-WinterChristmas will be held on June27 (also in the St Pat’s Hall)where parish cultural groupswill be preparing their Christ-mas food specialities.
The major CentenaryCelebrations will be held overLabour Weekend (October23-25). This will consist of a meetand greet on Friday evening,activities, photos etc on Satur-day and a Centenary Dinner onSaturday evening.
On Sunday a Centenary Massand shared lunch will completethe weekend.
The final event on the Cen-tenary calendar is a mass onDecember 19 which officiallymarks 100 years of the StPatrick’s Parish in Te Awa-mutu.

‘‘I want to put tosomething back intothe sport that I havederived so muchpleasure out of for somany years.
‘‘I want to help thegirls out. I’m not doingit for any profit, moreas a service to givewomen confidence onbikes.’’
The WilksbrookeSuzuki sponsored ridersays she often getsasked if she givescoaching, can helpsomeone to ride or cangive some pointers.
‘‘I know of instanceswhere some womenhave bought a bike,gone out once, got grieffrom peers and neverridden again. The bikesjust sit in the shed.’’
Those interested intaking up the offer ofsome coaching will getthe opportunity to ridein a paddock withoutpressure from parentsor partners (sorry, noboys allowed) underWilks’ tuition.
After tonight’sinitial coachingsession at Rountree’sTe Kawa property, theriders will get to put

The 19-year-old played for the NorthernDistricts Colts side, beaten 5-4 by CentralDistricts Colts, prior to the New Zealand vArgentina Coronel Suarez second test.
Chloe has polo in her blood.Her father Stephen, grandfather Tony,
great grandfather Jim and uncle Paul allplayed the sport.
Stephen, Tony and Paul went on torepresent New Zealand.
‘‘I got hooked on polo after startingplaying last summer,’’ says Chloe.
‘‘It’s a thrilling sport to play and I lovebeing an equal on the playing field with themen.’’
The teenager’s ambition is to emulatethe feat of Nina Clarkin (New Zealandcaptain John-Paul Clarkin’s wife) who hasdeveloped into one of the top femaleplayers in the world.
Tony Kay was among the spectatorswatching Chloe play in the Coltscurtainraiser at Nga Rakau ground.
‘‘She’s a determined young rider, notafraid to give it her all,’’ says the proudgrandfather.
After starting riding at an early age, sheworked her way through to pony clubranks. She captained the Te Awamututeam at the North Island ShowjumpingChampionships at Cambridge.
Her involvement as a Pony Club Gamesrider gave her a good grounding in hand/eye skills, balance and team work.
The victorious Central Districts Coltsteam comprised Campbell Davis, LucasSimox, Ben McKelvie and Phil Hodge.
Playing alongside Chloe Kay in theNorthern Districts Colts side were LoganThompson, Matt Fitzpatrick and WillHunt.
Farmlands took out the annual Kihikihi10-goal tournament beating Goldpine 10-8in the final.
The champion Farmlands sidecomprised an all-Waimai line-up of Rich-
ard Seavill, Baden Broughton, Bud Sorbyand Matt Pitts.
Broughton was player of the final, whileSorby won champion pony with his mare‘Edna’ (kindly loaned to him by the Parrottfamily of Te Akau).
The Goldpine team comprised RodCameron, Dean Geddes, Dave Allen andAaron Vowles.
The eight goal tournament resulted inan 11-8 win for Worker Contracting overKihikihi.
The Working Contract team recoveredfrom a disastrous start, having Kit Brooksinjured in the first chukka from a nastyfall. He was replaced by Nick Pepper.
Daniel Worker, James Worker, LaneWatson and Pepper made the most of theirscoring opportunities.
The Kihikihi team of Ashley Christian,Stephen Kay, Lanto Sheridon and ThomasNicholson were unlucky to have the balldeflect off the goal posts a number of times.

A record 1650 children agedseven to 15 years participated inthe Hamilton Weet-BixTryathlon at the Waikato Uni-versity Grounds.
The turnout was the largestthe Hamilton event has seen todate, with children from as faras Rotorua coming along to bepart of the Tryathlon action.
Te Awamutu Primary SchoolYear 6 student Callun Purchasewas one of about 50 childrenfrom Te Awamutu and sur-rounding districts to enter.
He competed in the 10-year-old age group individual event,completing the 100m swim, 4kmride and 1.6km run in around 25minutes.
Callun is one gutsy youngathlete, having had two openheart surgery operations to tryto rectify a valve problem.
‘‘If I can do the tryathlonanyone can,’’ the youngstersays.
‘‘I saw a boy with only one legcompeting too. He was inspira-tional.’’
Callun trained up for theevent regularly swimming 20lengths of the LivingstoneAcquatics pool at the TrustWaikato Te Awamutu EventsCentre, as well as cycling andrunning at the Velodrome.

Weet-Bix Senior BrandManager, Tanne Andrews, sayshis team was extremely happywith the turnout and support ofthe event.

The Hamilton Tryathlonevent launched the 2009Tryathlon series, whichfeatures a total of 11 eventsacross New Zealand (seewww.weetbix.co.nz for fulldetails and dates).

Te Awamutu rugby leaguefans had an opportunity to reflecton the Kiwis fantastic World Cupwin when the trophy hit town lastweek.
Although none of the 2008champions of the world were inattendance, having the Cup herefor half a day created huge inter-est.
SPARC’S Rugby Leaguedevelopment officer for SportWaikato, John Devonshire wasstunned when he took the Cup toTe Awamutu Intermediate
School, accompanied by Te Awa-mutu Sports Firehawks RugbyLeague Club chairman RichardClark and club administratorsArlene Clark and Moana Ratima.
‘‘I couldn’t believe my eyeswhen a full assembly came to geta glimpse of the World Cup,’’ saysDevonshire.
‘‘It just goes to show everyonelikes a champion and each andeveryone of those Kiwis becamehousehold names overnight afterclinching the Cup for the firsttime.’’
Arlene Clark says the kidswere ‘over the moon’.
‘‘They were so excited. Theyhad a million and one questionsfor us.
‘‘They wanted to know thelikes of ‘how much the World Cupcost?’ and ‘how much itweighed?’’
When the opportunity came tohold the World Cup there was nostopping the student’s enthusi-asm. They looked at themselvesin it, they kissed it and theyhugged it.
Why not? It has taken us 54years to finally win it, who’s tosay we may never win it again.

Bibb was born in New York. His father Leon is asinger in musical theatre who made a name forhimself as part of the 1960s New York folk scene. Hisuncle is the jazz pianist and composer John Lewis ofthe Modern Jazz Quartet. He was given his firststeel-string acoustic guitar aged seven, and growingup surrounded by talent, he recalls a childhoodconversation with Bob Dylan, who, on the subject ofguitar playing, advised the then 11-year-old Eric toKeep it simple, forget all that fancy stuff.
Bibb has appeared on major TV and radio showsincluding Later with Jools Holland and The LateLate Show and, with his band, has played at most ofthe world’s major festivals including Glastonburyand the Cambridge Folk Festival in the UK.
He has been recognised with a Grammy Nomina-tion (for Shakin’ a Tailfeather) and four W. C.Handy nominations.
In recent years, the international troubadourhas definitely not been travelling on the ‘SlowTrain’.
In 2005 Eric released A Ship Called Love(nominated for Acoustic Album of the Year in the2006 Blues Music Awards) and toured the world asever, including a major US tour with John Mayall &The Bluesbreakers and Robben Ford.
Diamond Days was released in 2006 and hasbecome the biggest selling album of the Bibb’slengthy career, receiving universal criticalacclaim.
2008 saw the release of Bibb’s latest album GetOnboard. He and producer Glen Scott produced analbum which, those who have heard it feel, is hisfinest set of recordings to date. The album wasrecorded in Nashville and completed in Stockholm.Bonnie Raitt and Ruthie Foster are featured guestperformers.
He was nominated for Acoustic Artist of theYear in the 2008 Blues Music Awards.
