We are required by our regulator, the Homes & Communities Agency, to provide the information published in this Review, and we aim to give an honest and helpful insight into how well BVT is performing in delivering key services to you.

This year, there’s more than ever to review, and a few things you may not be aware of. As a customer of BVT it’s important you are able to come to a judgement about how we are doing.

Oliver Twist was nine years old, and a resident of the parish workhouse, when he had the nerve to ask for MORE gruel and incurred the wrath of Mr Bumble in Charles Dickens’s famous novel. Poor Oliver then suffered the terrible consequences of his nerve and we all sympathise with his plight as a poor orphan living under a very harsh regime.

The theme of this Annual Review is “MORE” and there are, of course, no parallels with Oliver’s situation, but BVT is working in an environment where we are continually striving to achieve more, notwithstanding the fact that we work with relatively fixed resources. In a sense, that boils down to the debate on value for money, extracting the best possible value for every pound we spend.

Our move to our new offices at 350 Bournville Lane was very much about achieving more (or better) value for money and it has proved a great success. The establishment of our new Customer Services Team has been a similar success story.

On a national level, there remains a significant shortage of good quality affordable homes to respond to need and yet the grants available to help supply them has reduced dramatically over recent years. The provision of “more for less” is a huge challenge for the housing sector and BVT does what it can. The last 12 months have seen continued progress at Lightmoor in Telford where we have now completed some 450 homes. We have also seen good progress on our site at College Green in Birmingham on the Bristol Road where we are developing a new Care Village.

The last 12 months have been quite a challenge with a significant increase in the number of void properties (empty homes), partly fuelled by the Government’s welfare benefit reforms, in particular “The Bedroom Tax”. In addition there has been a huge increase in pension costs as people are expected to live longer, the latter being a good news story in every other respect.

Achieving more from our Community Services Team has been a key issue for us in recent months and that prompted a major review and ultimately a restructure. BVT’s commitment to support our local communities and to involve our local residents has always been important to us and the review enabled us to focus on whether we are delivering the right support in the right areas. We are confident, looking forward, that we have created a new structure that will provide our residents with more support and better partnership working in the relevant service areas.

In actual fact, one project we recently completed involved the word “less” rather than “more” and that involved the transfer of our housing stock in Redditch to another more locally based housing association, namely Bromsgrove District Housing Trust. We believe that we have always provided a good service to our tenants in Redditch but

we pride ourselves on being a community based housing association and we are confident that the transfer of the homes in Redditch to a more locally based provider will be good news for all concerned.

These remain exciting and challenging times for BVT and there is much MORE to do in the months and years ahead but we remain in good shape and, as ever, our thanks go to all our staff, Trustees, Committee Members and residents who work with us to achieve our goals.

Our 12 Trustees, who meet at least quarterly, have overall responsibility for the governance of BVT. Some 11 Committees are responsible for BVT’s detailed policies, and each Trustee serves on two or more Committees. As a landlord, BVT does more than simply provide good quality, affordable homes to people in housing need. We aim to engage with the people living in our communities, in more ways than one.

Our Housing Services Team deliver more services than you may actually be aware of. As well as dealing with applications for our housing – and letting homes to new residents, or those needing to transfer to a different type of home – our Housing Officers give advice, and support, on the best way to manage your Tenancy, and your rights and responsibilities as set out in your Tenancy Agreement.

What’s more, our Community Services Team aim to empower our local communities, facilitate events and provide or facilitate services based on local needs.

What has changed over the last 12 months?For some of our residents, the impact of the Government’s welfare benefit reforms, has been severe. We have strengthened our advice and support within our Housing Team – with the addition of Welfare Benefit Officers – to help maximise tenants incomes, and seek help and support to enable them to sustain their tenancies, and not suffer financial hardship.

Our dedicated Support Services Team has provided a range of services to the community – in addition to our sheltered accommodation, and nursing and learning disability care homes – that enable people to maintain their independence within their own homes, by providing a range of assisted equipment, from small items such as grab rails to level access showers.

More than this, in direct response to the needs expressed by local people, BVT has set up a housekeeping service which is flexible to the needs of the individual householder. It can offer help for one hour a month or several times a week, there is no lengthy contract – and the service can be cancelled at any time. In 2015, we will also be setting up a new home support service for people with learning disabilities.

At Bournville Village Council’s 2013 Bournville Festival, BVT’s Community Services Team joined forces – with the Busy Parents Network, Street Associations and the Selly Oak Live at Home Service – to promote their services.

The Bournville-based Busy Parents Network encourages families with children to get to know each other and live more sustainably. They were joined at the event by our gardening partner, Matthew Berry, our Volunteer Bureau and our Handyman Service.

BVT participated in ‘Spring Online’, an initiative designed to offer free training in computing and the internet. As a result of the initiative’s success, we are developing a long term ‘digital inclusion’ strategy to help local people wishing to gain the skills they need to get online. The strategy also delivers the ‘My Work Search’ computer package which helps residents, either individually in their own homes or through our community facilities, to build a CV and search for a job that matches their skills and experience.

In 2014, we also encouraged people to ‘get in touch, get involved and help to make a difference’, by volunteering in their local communities – either by committing to an on-going project, helping to run a single event, joining a Trust panel or simply sharing a skill.

How are we performing?Our Lettings Teams, in Birmingham and Shropshire, aim to let our homes to residents as efficiently as possible, ensuring we are helping those most in housing need, whilst contributing to the building of communities that are balanced and stable. During 2013/14, we provided homes to 167 households.

All new residents are asked whether they are happy with how we dealt with the process of providing a new home, and we are pleased to say that everyone who responded felt that their experience was a good one.

What is going to change over the next 12 months?We will work towards the Government’s delivery of the Universal Credit benefit system, by continuing to provide advice and support to tenants facing challenging financial issues. We will also continue to review our resident engagement framework, to offer a wider range of opportunities for involvement.

We are delighted to be part of the College Green Care Village, on Birmingham’s Bristol Road, and to be working with the ExtraCare Charitable Trust to let extra care apartments to existing or new BVT tenants.

The Care Village will include an independent living scheme for people with learning disabilities, and BVT will be providing the care services and tenancy management to the residents.

To enable residents to live independently in their homes for longer, we are developing our Home Care service, which takes care of housework and provides companionship.

to repairs & maintenance

BVT is more committed and better equipped to provide you with a high quality, fast and efficient repair service than ever before.

We know that, as a BVT resident, you regard the quality of our repairs and maintenance service as one of the top priorities for us to get right. We are also committed to delivering – as quickly as our financial resources allow – improvement programmes to keep our properties up-to-date, warm and comfortable to live in.

What has changed over the last 12 months?In the last 12 months we have made a range of key improvements in the way property repairs and improvements are carried out.

We continue to expand the use of our mobile working technology in connection with our day to day repairs service – improving both the cost-effectiveness of repairs, and enhancing the way in which we communicate with you. We have also appointed two additional full-time electricians, so that we no longer need employ external contractors.

When major planned improvements are due to your home, you will naturally have lots of questions. This year we have launched our own channel on YouTube, where you can view actual footage of improvement works taking place in BVT homes, to help you to effectively prepare.

In response to increasing need for bespoke bathing solutions when carrying out bathroom improvements, our Asset Management team are now able to arrange for independent assessments from an occupational therapist. Solutions to ensure you remain safe in your bathroom can then be agreed.

Ensuring our flats and apartments comply with fire safety regulations is a key priority. In the last 12 months, a structured regime of inspection has been implemented for all of our blocks. Intended to identify and remove fire hazards from communal areas, we will work with you to ensure risk of fire is minimised.

Over the last 12 months, across BVT, we have invested heavily to reduce the number of metal windows, and this has improved the domestic environment in hundreds of homes across our estate.

To support customers who wish to carry out improvements in their own home, our kitchen and bathroom replacement grant scheme has been enhanced, with up to £750 now available for bathroom improvements and up to £1,050 available for kitchen improvements, subject to conditions.

Continuing our tradition of ensuring environmental sustainability, BVT has continued to invest in renewable solutions. Inspired by the outstanding success of the solar panels fitted at Christopher Taylor Court, installation of solar panels at Alder Lane has recently been completed.

How are we performing?In the last year, the maintenance service provided by BVT has attracted recognition from a range of national organisations.

It was certainly an excellent year for our Shropshire maintenance operation. Having replicated the policies and procedures that have proven successful in Birmingham, January 2014 saw the National Housing Maintenance Forum give BVT their ‘Most Improved Asset Management Service’ award, acknowledging the progress made in Shropshire.

Also at this event, our window replacement strategy was a finalist in the ‘Best Contract’ category. Noting the strong organisation of this programme, judges were impressed that Sellywood House nursing home received new double glazing throughout – funded purely through efficiencies in the maintenance programme.

Bournville PropertyCare Services was also shortlisted as a finalist in the category ‘Best In-House Maintenance Provider’. Recognising excellent levels of customer satisfaction, particular reference was made to how effective our apprenticeship programmes have proven.

The last twelve months have also been exceptional for Bournville PropertyCare Services’ apprentices. Our own Gerard Finnegan was named South & City College’s ‘Apprentice Carpenter of the Year’, the CITB (Construction Industry Training Board) named Bournville PropertyCare Services ‘UK Apprentice Employer of the Year’. Having beaten off stiff competition from some of the most prestigious construction firms in the UK, our whole community can take credit for the achievements of our local young professionals.

The successes of our approach of investing in our young people kept on coming. In April, our apprenticeship scheme won a place in the national finals of the Celebrating Construction Awards, and we look forward to November, when the National Champions will be announced, in London.

Responsive RepairsWe pride ourselves on making sure we carry out your repairs within the target time set out in our standards. We had 1,050 emergency repairs reported from the beginning of July 2013 to the end of June 2014, and every single one was completed in less than 24 hours. We are also very pleased to tell you that all but a single one of our other repairs – due within five working days (urgent), or 20 working days (routine) – were completed by their target date during this period.

Asset ManagementResults from the Annual Satisfaction Survey have shown that, out of all those surveyed who had planned work carried out to their home, 94% of you told us that overall you were extremely happy with the way the work was carried out.

More to compareThough there is a whole lot more to compare, when we do compare ourselves with other organisations, your satisfaction with our repairs and maintenance service is higher than the average. We also complete your repairs much more quickly than most other organisations.

We believe, more than anything, that you should have the right to enjoy your home, and the area in which you live – and that you should be able to live peacefully alongside your neighbours and within your local community.

Our commitment is to provide, and maintain, an environment which is a safe and attractive place for you to live. The way in which we manage your neighbourhood, deal with anti-social behaviour and look after the environment, is central to meeting that commitment.

In addition, BVT manages an agricultural estate of almost 2,500 acres, including five farms, in the green belt between Birmingham and Bromsgrove.

What has changed over the last 12 months?In 2014 BVT created a Wildlife Policy which sets out the Trust’s intentions, and highlights our approach to various types of suburban wildlife, including birds, bats, insects and the management of green spaces.

As mentioned in our last Annual Review, we have already begun to play our part in increasing the bee population, by installing bee hives in the grounds of our new offices at 350 Bournville Lane. Our colony consists of around 50,000 worker bees and up to 200 male drones. Each hive was structured to allow bees to deposit honey stores in such a manner that any excess can easily be harvested.

At Shenley Green, new and updated directional signage has been installed for the shopping parade to improve the appearance of the area and draw attention to the available facilities.

A range of environmental improvement work has been carried out at Rowheath Park, in particular around the main pool, to enhance the experience for residents and visitors.

As part of an on-going programme of improvements, we continued to invest in our agricultural estate, which also saw the successful conversion of a disused cow shed to a residential dwelling.

What is going to change over the next 12 months?On the Bournville Estate we will be identifying and undertaking repair and renewal programmes to maintain, and wherever possible improve, the standards of appearance and amenity. In addition, Bournville Village Landscapes will build on their service standards to deliver high quality grounds maintenance.

Our commercial stock will be managed to maximise the value of the investment, whilst providing for the needs of our community.

Opportunities will be considered for investment and diversification by ensuring that our agricultural stock is put to best use.

for your moneyBVT is committed to offering you MORE for your money, and recognises its responsibility to do much more with it.

BVT managed to generate a relatively modest surplus in 2013 of £626,000. This was lower than the surplus we achieved in 2012 due to two main factors. The first was due to the centralisation of a number of offices. We reduced the number of our offices in Bournville from five to just two, and we also closed an office in Telford. Whilst this will inevitably save us money in the future, there were some additional costs incurred during the transitional period. The second key factor was that we experienced a higher level of void properties in 2013 than we have seen for some time. One of the key factors here was the introduction of the welfare benefit reforms by the Government. These reforms encourage people to downsize in order to avoid the so-called “Bedroom Tax”. BVT is helping where we can, but this is resulting in more void properties which not only means a loss of rental income, but also expenditure in ensuring properties are in a good standard, ready for re-letting.

Nevertheless, our finances remain in good shape. But we can never rest on our laurels, particularly as we know there are further welfare benefit changes to come. We therefore need to ensure that we, as well as our tenants, are ready for these changes. We also need to maintain a keen eye on our costs. We have already been doing so of course, but we do recognise that we have further work to do. Whilst our office restructuring should help us to reduce costs going forward, we also know there are other areas of our business where we spend more than other housing associations.

This is particularly the case with some of our repair costs, but the key is to get a clear understanding of why this is the case. Clearly the fact that a number of our properties were built in the early 20th century, well before most associations even existed, is going to be an important factor, but we need to see whether there are other factors and whether we can save money whilst still delivering a high quality repairs service, as we do at present.

Bournville Works Housing SocietyBWHS continues to generate a reasonable surplus and in 2013, this turned out at £268,000. This surplus was boosted by the sale of one of its properties and the liquidation of its investment portfolio. Some of the funds generated from these sales were used to repay £500,000 of the £2m loan taken out in 2011 to finance the window replacement programme.

Your feedbackThe more you come to expect, the more we aim to provide you with services that exceed your expectations and our own high standards. The best way of assessing if this is happening, is by listening to your views and ideas.

There are now more ways than ever for you to provide us with positive and negative feedback; for example, through surveys, Facebook, the BVT website, the new OpenView forums, by sending us emails and letters – or even a formal complaint.

Once again, via our Annual Satisfaction Survey we received lots of useful information from you. A report was produced, using all the information we collected, that looks at all the areas where we could make improvements. Our teams are currently working with residents in order to follow up on these areas, and to help deliver these improvements.

What has changed over the last 12 months?Over the last 12 months we have been working hard to make improvements to our website, which was launched at OpenView 2014. It now includes a range of new features, including an interactive timeline which, by way of images, outlines the history of BVT from its foundation.

On the new site, residents have their own area where they can access all the information they need – whether that be on making a payment, reporting a repair or managing a tenancy.

In August 2014 BVT employed a dedicated PR and Communications Manager to not only raise the profile of the work of BVT, but also to ensure our communications provide best value for money for residents and to ensure that our online presence is relevant and up-to-date.

How are we performing?Over the last 12 months, in addition to the information provided at our annual OpenView event, and through our Annual Satisfaction Survey, we have received over a thousand pieces of feedback on the services we provide and nearly all were positive. In all, 12 formal complaints were made throughout 2013. This has much to do with our introduction of a new approach to complaints, which allows our front-line staff to deal with any dissatisfaction as soon as they are made aware of it, and without having to raise a formal complaint.

There were no complaints made by a tenant to the Housing Ombudsman in the last 12 months.

What is going to change over the next 12 months?We will continue to develop new and innovative ways to make it easier for you to tell us what you think and share ideas with us, particularly through our new website – at www.bvt.org.uk – on Facebook and Twitter.

in shropshireBournville Village Trust is currently involved in a number of developments across Birmingham. We are also doing more and more in Shropshire.

Lightmoor Village has continued to grow and flourish. Through the Joint Venture with the Homes and Communities Agency (HCA) we have secured more land to the north of the village and, when completed, Lightmoor will consist of around 1,000 homes.

More houses to buy and rent have been built over the past 12 months, lots of open space has been created and passed into BVT’s management. More of the infrastructure has been put in place and the commercial units are thriving – with a day nursery, doctors’ surgery and a not-for-profit coffee shop. In addition, many successful community events have taken place.

Particular attention has been given to preserving areas of wildlife and we have been working closely with the Shropshire Wildlife Trust to maintain and enhance areas of the village. Residents and local children have been encouraged to participate in looking after these areas.

What’s happening in the next 12 months?Three new areas of parkland, which include children’s play areas, will be created and managed by BVT. The play areas have been designed in conjunction with local residents and children, and will provide a valuable resource for the local community

Lightmoor Village contains several industrial heritage sites, in conjunction with local partners and residents, lots of work will be taking place next year to protect and preserve these fantastic areas of national history and maintain the links with Lightmoor’s role in the industrial revolution.

The central hub of Lightmoor Village, the Oak Tree Community Centre, will continue to host an array of community events and activities over the next 12 months, building on the community spirit evident within Lightmoor.

to look forward toIn the last Annual Review we outlined our plans for Bournville’s new care village, College Green, on the Bristol Road site of the former Bournville College. This £60m project continues to make good progress.

• Phase 1 is the large Extra Care project in partnership with ExtraCare Charitable Trust (ECT). This will provide 212 apartments of mixed tenure, plus a range of fantastic facilities for the over 55’s. The project has been on site for several months now, through Galliford Try, and anyone travelling along Bristol Road can see that it is making quite a statement in terms of its scale and design. Our partners at ECT held a ceremony in March to mark the laying of a foundation stone. The next milestone will be the opening of show apartments. The project will complete in summer 2015, and it will certainly be a landmark building for the surrounding area. ECT are reporting record levels of interest from people keen to buy or rent, and that says a lot about the attractions of living in such a pleasant area as Bournville.

• Phase 2 will be a specialist nursing & dementia home, providing 80 beds and state-of-the-art care through a quality provider. BVT has recently exchanged contracts with the provider, and the site already has a planning consent. Work is expected to start on site in October.

• Phase 3 will be 35 apartments for a special needs group, focusing on learning disability, with the care and support being provided by BVT. We are about to submit a planning application and with good luck and a following wind, we should be on site later this year to finish, again, in summer 2015. Next summer is going to be very busy!

• Phase 4 is the slowest ship in the convoy, being a proposed Health & Wellbeing Centre. Our aim is to attract a GP and good progress is being made on that front. We should also attract an optician, a pharmacy and a range of healthcare services to be provided by partner agencies plus residential accommodation on the upper floors. We are currently in discussion with a number of organisations including NHS England and a Clinical Commissioning Group.

It’s fair to say that this project has become the most complex to pull together but the challenge is a welcome one because the building can play a key role in the integration of housing, health and social care services across the College Green site as a whole.

All four phases are placed in a wonderful landscaped setting and we look forward to achieving something truly special which can be testament to BVT’s forward thinking and our ability to work in partnership with others to meet the needs of our local community.
