Cyber Ops Development
Provide a trusted “Net-Centric” environment to accelerate the development,
evaluation and delivery of capabilities to the warfighter
• A rapidly composable testbed for
evaluating systems during source
selection, development, and prior to
fielding
• Provide integration of multiple
ground and airborne network assets
• Integrate the private sector into AF
operational planning, reqts and
execution cycles to enable real-time
delivery of cyber solutions
• Foster collaboration, innovation,
and best-practices sharing between
cyber experts, operators, and
acquirers

Program Description Dollar Amount RFP Date
Enterprise Service Unit (ESU) Core Services Management
(CSM): ESC-CSM provides centralized, remote management
of AF core services across the entire AF enterprise for the
base Network Control Centers (NCC) and Area Processing
Centers (APC) at the Integrated Network Operations and
Security Centers (I-NOSC). ESCU-CSM standardizes and
integrates the core service management tools, while
providing Situational Awareness (SA) to the I-NOSCs.
(ITES - 2 contractors only)
Air Force Modeling and Simulation Training Toolkit
(AFMSTT): AFMSTT provides a simulated constructive-level
air warfare environment. It allows the U.S. Air Force to
execute training exercises and mission rehearsal activities
using the same Command, Control, Communications,
Computation and Intelligence (C4I) tools that are used
during actual conflicts.

Deployable Instrument Landing System (D-ILS): Build a
deployable instrument landing system that can meet certain
transportability and deployability requirements and operate
in all environmental conditions.
Deployable Radar Approach Control (D-RAPCON): Build a
deployable radar approach control system that can meet
certain transportability and deployability requirements and
operate in all environmental conditions.
The Joint Precision Approach and Landing System (JPALS):
Build a differential Global Positioning System (GPS)-based
precision approach system that provides complete
Department of Defense (DoD) interoperability and will be a
single replacement for a variety of systems throughout the
DoD to include: sea-based operations on any aviation
capable platform; land-based operations at all DoD airfields
in an expeditionary environment to respond to real world
crisis; and transportable down to a man-pack capability for
special operations.

Moving ForwardGovernment and Industry Actions
• State requirements for interoperability and
net-centric capabilities more clearly in our
RFPs (govt)
• Don’t deliver proprietary products, data or
services that inhibit interoperability (industry)
• Leverage experimentation venues (JEFX,
CWID, EC) for in-line program events that
support real milestones (govt/industry)
• Build in security… design our systems to
operate through Cyber attacks (govt/industry)
• Deliver end-to-end solutions: Requires
cooperative relationships between the various
system providers (govt/industry)
