    It is a real testimon to

    the leadership of all involvedin local government, labor and

    the private sector that we haverefused to accept failure.

    It was two years ago when the Lansing Regional Chamber o Commerce

    and several executives in the region joined with Lansing Economic Area

    Partnership (LEAP, Inc.) and Michigan State University President Lou

    Anna Simon to begin conversations about how th is region could redene the

    manner in which governmental services are delivered. All o us understood the

    barriers that had prevented regional collaboration in the past. We were alsokeenly aware o the stakes involved and that those required new approaches

    that would result in more cost-eective and ecient government services.

    Failure to achieve that goal would cost the region in its ability to attract

    business investment, jobs and the talent needed to compete in the 21st century

    knowledge economy.

    As this months cover story in FOCUS details, our region is mak ing

    considerable progress in moving towards a more regional approach in

    addressing issues involving how government delivers services to its citizens. No

    one would argue that we are anywhere near our ull potential, however the Fire

    Services Initiative involving six local municipalities oers us a glimpse o whatthat potential could look like in a ew years.

    There are so many obstacles that could derail a complex regional project such

    as the Fire Services Initiative. It is a real testimony to the leadership o all

    involved in local government, labor and the private sector that we have reused

    to accept ailure. Certainly, the economy and the state o governmental budgets

    are orcing some o the discussion along. However, let me oer one other

    critical component that I believe has emerged as a driving orce or progress.

    The dierence is trust. Through the process o having conversations, meetings

    and strategizing, participants in the process began to build relationships where

    there were none beore. The relationships grew stronger, allowing partners to

    have some o the necessary challenging conversations leading to understanding

    and, eventually, change. Out o those tough conversations came a growing

    commitment to work together and knock down barriers. That led to trust.

    I am urther encouraged by desire o others to become involved in the

    conversations around regionalism. The Chamber has been working closely with

    county, township, city and state leaders about a more collaborative approach on

    regional issues. There is also a growing interest on the part o elected ocials

    to participate in roundtable discussions centering on a shared vision or

    regional growth.

    It started with some honest, rank conversation and is now growing into

    stronger relationships and a genuine desire to work together or the good o

    the region. Now that progress is visible, the momentum to create more positive

    change is certain to move orward.

    our region.

    JESSiCA yORKO has served on the Lansing City Council since 2010. Yorko

    is Ingham County s Environmental Justice Coordinator, where she helps residentscreate and obtain healthy housing, clean outdoor air, and resh ood. Previously,

    Yorko was manger o Lansings Westside Commercial Association, president o

    Sustainable Solutions, and marketing and partnership coordinator or Michigan

    Department o Environmental Quality. Yorkos three-tier platorm stresses the need

    or good job creation, an initiative to treat all people with respect by including them

    in Lansings rebirth, as well as an obligation to protect the environment.

    JUDi BROWN CLARKE currently works at Michigan State UniversitysBEACON Center, where she promotes broader inclusion o underrepresented

    students and aculty in science, technology, engineering and math careers. Clarke is

    a rst-time candidate with a long distinguished record o public service including

    current membership on the Lansing Promise Authority Board, Girls to Women

    Conerence Advisory Board, Mildred B. Erickson Fellowship Board o Directors,

    Childrens Central, Michigan Ater-School Partnership, and President o the United

    States Olympian and Paralympian Association, Michigan Chapter. Judi won the

    silver medal in the 400 meter hurdles in the 1984 Olympic Games.

    I elected, Clarke intends to ocus on maintaining adequate delivery o basic city

    services with limited resources, working with key stakeholders to ensure sae

    communities, partnering with the educational community to meet demands or

    a progressive workorce, and promoting collaboration to move Greater Lansingorward.

    Signaling their strong desire to work collaboratively to help move the City o

    Lansing orward, UAW Region 1-C and the Lansing Regional Chamber o

    Commerce (LRCC) jointly announced their support or candidates in the Lansing

    Mayoral and Lansing City Council elections on the August 6 primary election

    ballot. Endorsed candidates by the two organizations are:

    Kathie Dunbar, City Council, At-Large Councilmember

    Judi Brown Clarke, City Council, At-Large Councilmember Candidate

    Tina Houghton, Second Ward, Councilmember

    This is a special occasion that labor and business can come together to support

    candidates who want what is right or the City o Lansing said Norwood H. Jewell,

    Director, UAW Region 1-C. The UAW is proud o our long, rich history with

    Todays joint announcement by the UAW and the Lansing Regional Chamber

    o Commerce refects the level o collaboration that is badly needed i the City o

    Lansing is to overcome its challenges and reach greatness, said LRCC President &

    CEO, Tim Daman. We believe this group o candidates has the potential to oster

    an exciting new era where the Mayor and City Council are working cooperatively to

    move the city orward.

    viRG BERNERO, Mayor o the City o Lansing, is seeking reelection to histhird term in oce. Under Mayor Berneros leadership, Lansing has leveraged more

    than $1 billion dollars in new investments that have retained and created morethan 10,000 jobs, including major expansions by General Motors, Accident Fund,

    Jackson National Lie and Emergent Biosolutions. Despite serious revenue losses

    and rising costs, Bernero has made the tough decisions necessary to balance eight

    straight budgets, erasing more than $60 million in city budget decits. Some o

    Mayor Berneros current key initiatives include implementing the recommendations

    o the Financial Health Team, regional cooperation toward a metro re department,

    redevelopment o the Red Cedar Gol Course and implementation o the citys new

    Financial Empowerment Center.

    KATHiE DUNBAR is a current At-Large Councilmember or the city whereshe was rst elected in 2005. Dunbar serves the Lansing community as executive

    director o the South Lansing Community Development Association and as race

    director or the Hawk Island Triathlon. In 2010, Dunbar was named South Lansing

    Business Associations Community Service Person o the Year. Dunbar helped

    residents and business owners create a strategic plan or revitalizing REO Town,

    including design ideas or the new South Washington streetscape. Among other

    accomplishments, Dunbar led the eort to install rain gardens along Michigan

    Avenue to reduce harmul contamination o the Grand River.

    TiNA HOUGHTON currently works or University Outreach and Engagement,

    the Center or Service-Learning and Civic Engagement at Michigan StateUniversity. Houghton is active in a number o community services and organizations

    as a P TA board member, co-ounder o Lansing Stars Athletic Club, Southside

    Community Center Citizen Action team member, ormer Lansing Parks board

    member, and co-chair o Able to Play Playground Community Build Project.

    Houghtons top three priorities or the city are to create good paying jobs, preserve

    On July 2, 2013, the Obama Administration delayed the implementation o three

    important Aordable Care Act (ACA) requirements aecting employers:

    PLAy OR PAy EMPLOyER MANDATE Under the Play or Pay

    employer mandate o the ACA, large employers must oer aordable, minimumvalue health coverage to thei r FTE (ull-time equivalent) employees and their

    children or risk paying a penalty. This requirement had been eective January 1,

    2014, but the delay states that no penalty will be imposed or any months prior to

    January 2015.

    The postponement came ater business owners expressed concerns about the

    complexity o the laws reporting requirements, the Treasury Department said in

    its announcement. Under the Aordable Care Act, businesses employing 50 or

    more ull-time workers could be penalized as much as $2,000 per employee i they

    dont oer them aordable health insurance.

    NOTiFiCATiONS OF HEALTH COvERAGE Under the ACA, healthinsurers and group health plans must notiy the IRS o who is covered under

    health coverage during each month o the year. Coverage inormation statements

    must also be provided to the aected individuals detailing the inormation

    reported to the IRS about the individual. This requirement originally applied to

    the 2014 calendar year, with reporting required in January 2015, but it is now

    delayed to the 2015 calendar year, with reporting required in January 2016.

    NOTiFiCATiONS REGARDiNG FULL-TiME EMPLOyEES ANDOFFER OF COvERAGE Under the ACA, large employers must notiythe IRS o who their ull-time employees are or each month o the year and

    whether they were oered a ordable, minimum value coverage. Large employers

    are also required to provide statements to their ull-time employees detailing

    the inormation reported to the IRS about the employee. This requirement also

    originally applied to the 2014 calendar year, with reporting required in January

    2015, but it too is now delayed to the 2015 calendar year, with reporting required

    in January 2016.

    WHATS NExTThe notice indicated that the Pay or Play delay does notimpact any other part o the Aordable Care Act, such as the individual mandate

    (i.e., the requirement that each person purchase health insurance coverage by

    January 1, 2014), the insurance exchange initiatives, or the premium tax credits

    available to help individuals purchase insurance.

    Other responsibilities NOT impacted by the recent delay are:

    SummaryofBenetsandCoverage(SBC)distributionrequiredduringopen

    enrollment and initial eligibility;

    DistributionofNoticeofExchangetoallemployeesbyOctober1,2013;

    W-2reportingofhealthcarecostsforemployersissuing250ormoreW-2sor

    more in the prior year;

    Timelydistributionofcarrier-providedMedicalLossRatio(MLR)rebatesto

    plan participants.

    In the meantime, employers should continue to comply with those requirements

    already in eect and prepare to comply with other healthcare reorm-related

    requirements that are set to take eect in 2014 and uture years. Employers also

    should consider how the delay impacts any planned communications to employees

    about healthcare reorm generally.

    Furthermore, while a one-year delay is welcome news to most employers, it

    does not mean they should cease eorts to prepare or the Play or Pay Mandate.

    Businesses need to continue to develop and implement strategies related to

    healthcare reorm and may even have more options to consider that were

    previously unavailable. Bottom line this extra year is a git. Lets not waste it.

    Ifsomeonedoesnthaveairconditioning,theyshouldchooseplacestogoto

    or relie rom the heat during the warmest part o the day (schools, libraries,

    theaters, malls).

    HEAT ExHAUSTiONExcessive heat can lead to sunburn, heat cramps, heat exhaustion and heat stroke.

    I someone is experiencing heat cramps in the legs or abdomen, get them to a

    cooler place, have them rest, lightly stretch the aected muscle, and replenish their

    fuids with a hal a glass (about 4 ounces) o cool water every 15 minutes.

    HEAT STROKE iS LiFE-THREATENiNGSigns include hot, red skin which may be dry or moist; changes in consciousness;

    vomiting and high body temperature. Call 911 immediately if someone shows

    signs of heat stroke. Move the person to a cooler place. Quickly cool the persons

    body by immersing them up to their neck in cold water i possible. Otherwise,

    douse or spray the person with cold water, or cover the person with cold, wet

    towels or bags o ice.

    geographic markets a successul example o the

    type o well-developed internship program that helps

    retain local college graduates, as Lansing Regional

    Chamber President Tim Daman encouraged in a

    recent news article.

    Michigan State University interns get intense

    training as sales executives at the 78-year-old

    coee roasting and wholesaling company that is extending its reach well beyond

    Michigan.

    Paramount President Steve Morris says the six-year-old internship program has

    bolstered the companys sales orce into new territory in the Midwest, Northeast

    and Southeast.

    Its been a great program or Paramount, he says. We learn rom them, and they

    learn rom us.

    Students begin the paid internships in their junior year knowing that the potential

    or permanent employment exists. In the meantime,

    they get a true sense o what the job entails.

    They travel, sta booths at trade shows and make

    presentations to potential customers.

    I got rontline, real-world experience, says Chris

    King, a 2013 MSU communications grad. I was

    working alongside the president and vice president

    and I was interacting with national companies.

    His proessors readily excused him rom class so he could accompany Paramount

    executives on sales calls to national retailers.

    Theyd say thats too good o an opportunity to miss, King recalls.

    King now oversees the companys campaign to market its Joe Coee program to

    convenience stores throughout the Southeast rom a new oce in Charlotte, N.C.

    Other ormer MSU interns who have joined Paramounts sales ranks are Zach

    Olsen, who manages the Chicago oce, and Lindsay Penberthy, who handles

    national retail sales.

    Davenport Universitys (DU) new Lansing Campus at the

    corner o Allegan and Grand Ave. The beacon displays

    the DU logo atop the new nine-story campus .

    The remodeled nine-stor y, 50,000-square-oot structure

    is designed to eventually support an increased enrollmento up to 2,000 ull- and part-time students pursuing

    undergraduate and graduate degrees through Davenports

    colleges o business, technology and health proessions.

    The completed project will eature a library, public

    historic dedication o the Lansing Board o Water and Lights (LBWL) REO Town
