Gerardo Smith Chavez Jr., 15, passed away on Wednesday, June 13, 2012 in Show Low, AZ. Gerardo was born on July 27, 1996 in Tucson, AZ the son of Gerardo and Elvira (Smith) Chavez. He grew up and attended school in Mammoth and later moved to Show Low. Some of Gerardo’s favorite things were track, basketball, volleyball, volunteering at the San ta Rita Church in Show Low, fi shing

and a religious dancing group called the Matachines. Gerardo is survived by his parents Gerardo and Elvira Chavez; brother Israel Chavez; grandparents Rita and Fedrico Smith and Eleazar and Rosa Chavez; and many uncles, aunts and cousins. Editor, Copper Basin News: Although I am not a member of either of the Baptist churches here in Kearny, I am beyond saddened by the news that Kearny will be losing a ‘Class A’ citizen in Steve Yurek. Pastor Steve is someone who has invested and continues to invest his time, heart, and family into this town. When he moved here, he immediately jumped into researching the town’s past, and proposed ideas of activities we could bring back to Kearny to inspire the youth and the town alike. Steve was constantly talking about what could be done to enhance our lives, and not only did

he propose and talk about ideas, he inspired and led by example in carrying them out. Who was standing in Pastor Steve’s corner, and fought for this man to stay here? Let me remind some of you the kind of man and citizen that this man is to this town. Steve started writing an uplifting column in the newspaper each week to inspire each of us. He organized and carried out town cleanups. He was instrumental and set up booths at town activities, and re-started the Pioneer Day Jail. Just recently he tried to bring a ‘Friday night at the movies’ night for the community. These are just a few of the things that this great man has accomplished in less than a year as a member of this community. Not only has he done these things, but Steve tried to connect all religions here rather than creating segregation. He preferred to have a strong community bond fi rst, reaching out to others around the community; he tried to love more, while judging less. The town of Kearny is concerned about its future, yet somehow there are individuals here who are trying to push out a citizen that has done nothing but break down barriers and improve the atmosphere of this small town. Who knew what was happening and even worse, who was the instigating force behind this fall out? Again I ask, ‘Who tried to save this one man and his family that have done so much in so little time?’ When I look at what we would want in a citizen in this town, Pastor Steve is a model citizen. Not only is he a model citizen here, but he will be that citizen in ANY town out there. Pastor Steve is someone that

looks at a situation and tries to see how he can contribute and potentially make it better. Pastor Steve is not a dreamer, he is a visionary that actually DOES something by combining work with his thoughts and dreams; and not just WISH for it. So I ask you, the town of Kearny, and those involved with this decision, ‘Why wouldn’t you chose someone who loves this town, is invested in this town, and who chooses to make this town better, to STAY HERE? Whether or not you feel that Pastor Steve did exactly what you think should be done, it pains me and I am disappointed by what has happened to him. ‘Don’t you want amazing citizens to move here and invest their time, and raise a family here?’ I know that the ‘new generation’ tries to change things, and that some people are not always open to that change and want things to stay the same forever. However, would you accept some change knowing that you may have to adapt and learn as you go? Do you want this church and religion to still have a church service in this town at all? Whatever your faults were with this man or his actions, driving this man away is not a Christian act and is defi nitely not something that your Lord has taught. ‘He that is without sin among you, let him fi rst cast a stone…’ This is a sad, sad day. This town is going to lose one amazing man, and a great family. It is amazing to see what one man can do when he puts his heart and soul into something, and how much of a ripple affect takes place. When one man gives his heart, countless people can be and will be touched and affected by Pastor Steve’s love and charity. According to state law, there are two methods by which police may arrest suspected offenders. The suspect may be physically taken into the department and booked into jail, or the arresting officer may write a citation and release the suspect to appear in court later. Department and reflect information available at the time of the report.June 3 Cody E. Partain, 29 of Casa Grande, was arrested for shoplifting at Minit Market in Winkelman. He was cited and released. HPD was dispatched for a citizen assist.June 4 HPD assisted KPD with the execution of a search warrant at Rio Vista Trailer Park in Kearny in reference to a burglary. Search of area located items that could have been used in the commission of

the crime.June 5 HPD assisted with a civil matter in reference to a subject parking an RV on property.June 6 Two windows of a business building located on Highway 177 were reported to be shattered. Report was taken of an animal resembling a lynx that was seen crossing Griffin near Quarelli in Winkelman. A hit and run to a parked vehicle was reported at the Hayden Town Hall parking lot.

June 7 HPD assisted KPD with two arrests for underage consumption. A burglary was reported in the 400 block of Fourth Street in Winkelman. HPD was dispatched to the 500 block of Mt. View in reference to a subject attempting to steal items from a carport area. Geofrey M. Elkins, 25, was arrested on a misdemeanor warrant out of Kearny. He was transported and seen by Judge Orzell and released. A possible robbery in progress was reported

at the Minit Market in Winkelman. The suspects fled without incident before officers arrived. A non-injury accident was reported on Highway 177 at Velasco. A verbal warning was issued for equipment violation.June 8 Jack Darby, 49 of Hayden, was arrested for burglary, possession of burglary tools and criminal trespass. He was transported to Globe and booked into the Gila County Jail. In the same incident Hector Ruiz, 63

of Tucson, was arrested for resisting arrest, burglary, possession of burglary tools and criminal trespass. He was also transported to Globe and booked into the Gila County Jail.June 9 An alarm drop was responded to at Eddie Tire. Pablo Ricardo Mariscal, 25 of Kearny, was arrested for driving on a suspended license. He was cited and released.June 10 A suspicious vehicle was reported parked on Highway 77 near the

By John Hernandez After a long drawn out and at times hostile meeting, the Dudleyville Fire District Board voted

unanimously to deny a request to circulate petitions to change district boundaries. Under ARS § 48-262,

anyone seeking to change the boundaries of the fire district must file an impact statement to the fire district board. The board then

If the board determines that the proposed change will promote the public health, comfort, convenience, necessity or welfare will be promoted, it shall approve the impact statement and allow the persons proposing the change to circulate petitions. The petitions must be signed by more than one half of property owners living within the boundaries of the proposed change. The Heller, Stambaugh and Brownrigg families submitted an impact statement with the Dudleyville Fire District on April 16, formally requesting that areas encompassing their property be allowed to withdraw from the boundaries of the Dudleyville Fire District. “We hereby declare

that we have NO CONFIDENCE in the ability of the Dudleyville Fire District, or it’s Governing Board as Administrator, to adequately protect our health or our properties, both held individually, or as caretakers under long-term agricultural lease. Since we hold both real property and extensive long-term agricultural leases in the area defined, from the north boundary change requested at MM 128 southward to MM 121.5 on AZ 77, on both sides of the highway, we formally request the Dudleyville Fire District relinquish this area so that we may arrange other more adequate protection that is already in place and available through Pinal Rural Fire Rescue, Inc.,” the impact statement said. “We have an alternative fire rescue service (Pinal Rural Fire Rescue, Inc.

or PRFR) to which we already contract for our controlling interests in agricultural leases outside the Dudleyville Fire District which provides faster response times and a significantly higher quality level of service. This applies to Table Mesa Farms real and leased properties,” the statement continues, adding, “PRFR also has much more fire apparatus and rescue vehicles available. This alternative service (PRFR) provides a much higher level of Emergency Medical Services that far exceed your capabilities since they have both Basic (EMT) AND Advanced Life Support (Paramedic) level of services. As an agricultural entity, emergency medical care is paramount due to the fact we deal with heavy machinery, agricultural chemicals, etc. The

By John Hernandez What the U.S. Fish & Wildlife Service sees as a chance for government and ranchers to work together to protect the San Pedro River, ranchers and others who live in the area see as government interference. On Thursday, June 14, the U.S. Fish & Wildlife Service held a public meeting at the San Manuel High School cafeteria. Around 90 people were in attendance to listen to a proposal about the Lower San Pedro Collaborative Conservation Initiative. The Collaborative Conservation Initiative (CCI) is exploring the idea of a collaboration among interested landowners,

land managing agencies, local communities, non-profit organizations, businesses and the public in managing and preserving the Lower San Pedro River. They are also looking at establishing a national wildlife refuge extending from an area known as “The Narrows”, approximately 15 miles above Benson up to an area near Winkelman. The refuge would follow the San Pedro River and be two miles wide on each side of the river. Most of the people in the audience were against the proposal. The ranchers were concerned about over regulation of their lands and even condemnation of privately

owned property to take it over. It was clear that many of the land owners/ranchers did not trust the government and they voiced their concerns at the meeting. The Wildlife Service staff tried to explain to those in attendance that they did not have to hold the public meetings but wanted the public to know they wanted to work in collaboration with the ranchers and land owners along the San Pedro. They said they had no plans for condemnation or to regulate the land of the ranchers or private owners. Pinal County Supervisor Pete Rios was in attendance and spoke

the river. More than a million dollars was spent in a legal battle. Thursday’s meeting was the first step in the planning process for the initiative and wildlife

The 257 Fire, which started on Sunday, June 10, burned heavily for about six days and burned approximately 2,860 acres, is now 85 percent contained. The fire began about three miles south of Superior just east of State Highway 177. The fire grew and spread northeast and crested the top of Apache Leap on Monday, June 11. Once the fire reached the top of the mountain crews were then fighting the fire closer to the Oak Flat Campgrounds and Resolution Copper operations. On Friday, there was very little fire activity in the 257 fire area, firefighters stayed in the area patrolling and continuing mop up and rehabilitation of lands disturbed during the fire suppression efforts. With the fire dying down and reaching containment, the crews began to demobilize and break down their command center at the Superior Unified School District. Crews leaving the 257

fire were being dispatched to the Poco Fire in the Pleasant Valley Ranger District on the Tonto National Forest. Arizona Central West Zone Incident Management team returned the management of the 257 fire to the Tonto National

Forest Globe Ranger District on Saturday morning. Some firefighters will remain in the area monitoring the fire and continuing the rehabilitation efforts. Residents may continue to see smoke in the area until

monsoon rains begin. The smoke it not a cause for concern. During the course of the fire there were three crews, approximately 306 personnel, four engines and three water tenders deployed to the fire as well as two helicopters

and three air tankers. The air arsenal provided quite

the air show for local residents.

By Mila Lira About a dozen residents from the Copper Corridor gathered to hear a presentation on water adequacy a proposed change to the County’s subdivision code by the Pinal County Planning and Development office. If the change is approved by the Board of Supervisors the new code will require any new subdivision that has more than six lots to demonstrate that the development will have adequate water to serve the proposed lots. This amendment would only affect areas that are not in an Active Management Area (AMA). Currently this amendment would only affect the eastern side of Pinal County including the incorporated communities of Kearny, Mammoth and Winkelman (the Pinal County portion) and the

unincorporated areas of the Copper Corridor. Should the Board of Supervisors approve the amendment the incorporated communities will also have to amend their subdivision codes. If approved the adequate water supply amendment will require the developer of six or more lots to do a hydrological study to determine if there was a 100 year supply of water to sustain the development. Hydrological studies generally cost $15,000 to $50,000. The costs could increase if a study well has to be drilled to complete the process. The Arizona Department of Water Resources determines whether or not a subdivision has an adequate water supply based on physical water availability, legal water availability, financial capability to build the necessary systems and water

The amendment would also give the Pinal County Board of Supervisors the ability to grant an exception to the amendment if the property meets the following criteria: There are no feasible alternatives and there is no significant risk to health or safety. If water will be trucked in from a municipality, the municipality must consent. If the water being trucked is groundwater, the source must meet all state laws, and any additional requirements of the board. When the incorporated communities amend their subdivision codes, they will be able to create their own exemption code. Dedrick Denton, a Planner II from the Planning and Development office, conducted the meeting. He explained that this change if approved would only apply to new subdivisions that have not already been recorded at the county. He reviewed several examples on how this proposed amendment would apply. For instance those subdivided properties who are already recorded no matter how large will not have to go through this amendment process, however if that same property is subdivided again and into 6 separate parcels for a development then the developer would have to complete a adequate water hydrological study. The study would not be required if the parcels were split five or fewer ways. The hearing was part of the process to approve the amendment.

The next step for the amendment will be for the Planning and Zoning commission to review the amendment then make recommendation to the Board of Supervisors. It is expected that the Board of Supervisors may be ready to vote on the amendment by late summer or early fall. Mammoth Public Works Director David Garcia expressed his concerns on behalf of the town that this amendment could hurt potential development because of the added cost to build a subdivision.

He explained that the amendment if approved would cost the proposed Cielo subdivision another $60,000 to $80,000. He also explained that based on his experience Mammoth has at least a 200-year supply of water. Supervisor Pete Rios was in the audience to hear the presentation and to hear from the residents in attendance. Rios explained that these hydrology studies help the developers to determine if there would be an adequate amount of water to serve the development. In the event that a proposed development did not have enough water the developer would have to truck the water in at a much higher cost than the initial hydrology study. Developers who develop in communities that are in an AMA are not only required to meet the 100 year requirement but they are also required to return a percentage of water back

to the aquifer. The Pinal County amendment would not require the return of water to the aquifer.The amendment will also not affect economic development as far as commercial operations unless the business subdivides their commercial property. Commercial developments are required to submit necessary permitting to the Arizona Department of Water Resources to ensure there is a sustainable water source for the business and ensure that the business would not hurt the current supply of water. This amendment was recommended by the Pinal County Water Element Citizens Task Force. The task force recommended that the county consider a water adequacy amendment. The County’s comprehensive plan was amended to prompt the board to consider this amendment.

By Georgie Wood([email protected]) This short article is in reference to my May 2, 2012 “Georgie Digs” article in the Copper Basin News in which I had written about how some people use the social network “Facebook” to share some outrageous things. (Especially during this election year!) For those who didn’t read the article, I had also included the following Nelson Mandela quote: “No one is born hating another person because of

the color of his skin, or his background, or his religion. People must learn to hate and if they learn to hate they can be taught to love, for love comes more naturally to the human heart than its opposite.” It surprised me when I received a comment from a lady visitor who evidently believed my article had been written for political reasons, because the only thing she said after the subject had been brought up was, “You must be a Democrat!” In a polite way, I explained

to her that my article had nothing to do with politics. I have decided to not discuss politics or religion with certain people because of their attitudes when they think we don’t have the same beliefs. I believe it is a good thing to be open-minded and to be able to disagree, but in a respectful way. One man commented,”Nice article, Georgie. I suspect that most people ‘learn to hate’ mainly because they are fearful. Fear and arrogance are the

Georgie Digs ...product of ignorance.” One lady commented,”Great article, Georgie. All the hateful political rhetoric and vitriol

between people/groups that happen to think or hold different political views, to me, is wrong.” I like the following

Franklin D. Roosevelt quote: “I am neither bitter nor cynical but I do wish there was less immaturity in political thinking.”

The Little Blazers were host to the Mammoth Lightning Thurs with the Blazers edging out the Lightning 11-9, in six innings of play.

Leading the Blazers offense for the night were Emma Alvarado 3-4 (triple, HR, 3 runs scored), Niki Baldenegro 2-4 (1 run scored), Daniella Hinojos 2-4 (double, 3 runs scored), Julie Meza 2-4 (2 runs scored) and Jada Zaragoza (2 runs scored).

Pitching for the night were Daniella Hinojos 11 batters (5 strikeouts, 1 walk, 2 hits, 0 ER), Niki Baldenegro 9 Batters (5 strikeouts, 1 walk, 2 Hits, 2 ER), and Emma Alavarado 14 batters (3 strikeouts, 5 walks).

Meanwhile, the 16u Blazers faced off against the Venom of Coolidge in a Fri. night game.

The first four innings were tough as the Blazers only managed one hit off the Coolidge pitcher. The fifth inning the Blazers bats warmed up scoring three runs during that inning. With bases full, one out and the top of the batting order coming up during that same inning the lights timed out, ending the game for the night at 9:30 p.m. with the score 6-3.

On the mound for the Blazers was Annie Hinojos (11 strikeouts, 1 walk, and 4 hits). Leading the offense for the Blazers were Sam Zaragoza 1-3, Elisia Romero 1-3, and Stephanie Encinas 1-1.

The Blazers played well enough to receive an invitation to play in a “Friendly Round Robin” (four game guarantee) on Sat. June 23, 2012 in Coolidge.

District Board Chairperson Olivia Morales recuse herself from the vote because her property lies within the borders of the secession area. Approximately 60 people including firefighters from the Dudleyville Fire District and Pinal Rural Fire Rescue attended the hearing. Everyone who wanted to speak was allowed to do so. Comments were limited to five minutes. Arguments broke out between individuals during the meeting. People from both sides were hostile to each other. Becky Stambaugh walked out of the meeting. Pinal Rural Fire Rescue Chief Bud Paine at one point called Board Chairperson Olivia Morales a “liar.” One new property owner in the area Jack Mann stood up and spoke and admonished those that had verbally attacked each other, noting, “We should be ashamed of the way we treated each other,” he said. “Let’s get this resolved.” After listening for more than two hours to the crowd argue with each other and trying to speak over each other, the Board finally voted to deny the request to circulate petitions. The Dudleyville Fire District Board is made up of members Dolly Giorsetti, Patricia Morales and Chairperson Olivia Morales. Those people seeking a change in the district boundaries will be able to resubmit another request in six months.
