Introduction
Development Victoria is considering to develop land at 609-621 Burwood Highway, Knoxfield. The site is currently government owned and controlled by the Department of Environment, Land, Water and Planning for the purposes of a horticulture research station. The site is approximately 19 Ha, bounded by Burwood Highway and Scoresby Road, and is located adjacent to Knox City Shopping Centre and Fairhills High School. It is understood that Development Victoria wish to undertake a Engineering due diligence assessment of the site to inform the rezoning application.

1. Methodology
1.1 Purpose of this Report
GHD conducted a general servicing location enquiry for all relevant services via Dial Before You Dig, and has received existing services plans from all relevant authorities. Upon receipt of these plans, brief discussions were held with each service authority to initiate further advice regarding the proposed future development. Digital copies of services plans were requested and used to create existing services plans shown in Appendix A.
Formal requests for further servicing advice and additional development information were issued to all relevant authorities and subsequent discussions were held with a number of the stakeholder authorities. Phone and email discussions were undertaken to confirm and expand on information relevant to this feasibility assessment.
A review and analysis of the available service authority information was undertaken and broad high level service capacity and road strategy advice was obtained from relevant authorities. Discussions were held with the following service authorities in addition to receiving formal information:
• Multinet Gas
• Ausnet Services – Electricity
• South East Water
• City of Knox
• VicRoads
• NBN
1.2 Service Authorities
The following asset owners and service providers were contacted and are relevant for development approvals:
• Electricity Distribution – Ausnet Services
• Telecommunications – Telstra, Optus and NBN
• Gas Reticulation –Multinet Gas
• Sewer and Water – South East Water
• Internal Road Infrastructure and Stormwater Drainage – City of Knox
• External Road Infrastructure - VicRoads
Available service capacity, infrastructure strategies and indicative high level costings received from the authorities has been gathered and detailed in the following sections.
Generally authorities have advised that further consultation and formal supply applications are required when functional designs are completed to ensure service strategies and detailed supply offers can be ultimately provided.
2. Road Access
2.1 Responsible Authorities
The development site is bound by Scoresby Road on the east side and Burwood Highway on the south side of the development. VicRoads is the responsible authority for both these roads.
All proposed internal roads within the site development would be the responsibility of the City of Knox and would be designed to Council standards
2.2 Proposed Development
The site is serviced well with direct access to the existing road infrastructure. Discussion with both Council and VicRoads has determined that access intersection at Scoresby Road is achievable and would need to be reviewed further upon formal application and further traffic studies.
It is anticipated that typical road cross sections shall be in the form shown in Figure 1.

3. Electricity
3.1 Responsible Authorities
Ownership of power assets in Victoria is split between the transmission network and the distribution network. The majority of the transmission network in Victoria is owned, maintained and operated by AusNet Services and in this case the same authority maintains the distribution assets as well.
3.2 Terminology
The transmission network includes terminal stations and transmission lines, which connect the power stations to the terminal stations.
The distribution network connects to the Terminal Stations and extends to the individual properties.
The distribution network comprises the following components:
• Sub-transmission lines that connect terminal stations to zone substations
• Zone substations
• Distribution Feeders – either overhead or underground lines that connect zone substations to local substations
• Substations – indoor, kiosk or pole mounted
• Low Voltage Power lines – either overheard lines or underground cables connecting the substations to the customers
The components of typical transmission and distribution networks are broadly described in Figure 2.
3.3 Existing Services and Assets
The existing distribution electricity infrastructure for the development area is shown in Plan 1 in Appendix A.
3.3.1 Distribution Network
AusNet Services has numerous high voltage and low voltage cable assets both underground and overhead surrounding the proposed site. An existing 22,000 volt substation – Burwood HRI Burnett, is located at the Burwood Highway frontage, however this asset is not within the development site and facilitates the adjoining Department of Environmental and Primary Industry (DEPI) site and external properties to the south of the development.
AusNet Services has advised that existing high voltage assets exist along Scoresby Road and Burwood Highway. The proposed development can be supplied from these assets without the need for any external high voltage substation/conductor upgrades.
3.4 Proposed Servicing Advice
3.4.1 External Development Infrastructure
As previously mentioned, no external works are required to facilitate electrical supply to the development.

3.4.2 Internal Development Infrastructure
As a residential development the electrical distribution must be underground supply with kiosk reserves required within the development area. It is expected that all proposed electrical conduit and cable assets will be within road reserves and new kiosk substation - potentially 2 No 500 KVA kiosk substations would be need to be positioned preferably in the open space areas.
For the commercial/mixed use development a kiosk substation or an indoor substation will be required and the size will depend on final loadings, however it may be in the order of a 500 KVA substation.
A proposed network of low and high voltage cables will need to be installed within the subdivision with high voltage links between the various substation sites and surrounding high voltage network at the development frontages.
The existing overhead lines within the subdivision, specifically along the western boundary will need to be removed and undergrounded as part of the proposed reticulation network.
AusNet Services have advised that for residential developments high voltage reimbursements at scheduled rates are available following the construction of the infrastructure within the subdivision. However this cannot be determined at this point in time as it’s defined by the authority and the calculated rate of return to AusNet Services. Relevant low voltage reimbursements where assets are constructed within road reserves are at a rate of $980 per lot ex GST.
4. Telecommunications
4.1 Responsible Authorities
Telstra and Optus are the authorities responsible for the existing supply and reticulation of telecommunication services within the area of the proposed development site.
The NBN Co network has been rolled out in this area with completion scheduled in 2017.
4.2 Existing Services and Assets
Existing telecommunications infrastructure is shown in Plan 2 in Appendix A.
4.2.1 Telstra
Plans provided by Telstra indicate that there are Telstra assets along Scoresby Road and Burwood Highway. The majority of existing conduits are 100 dia in size in varying material and Telstra has advised existing copper and optic fibre cables are present to service the site.
There is a minor existing network supplied from Scoresby Road that will need to be decommissioned and removed to facilitate the new development network.
4.2.2 Optus
Plans provided by Optus indicate that there are Optus assets along Scoresby Road and Burwood Highway. The majority of existing conduits are 100 dia in size in varying material and Optus has advised existing copper and optic fibre cables are present to service the site.
There is a minor existing network supplied from Scoresby Road that will need to be decommissioned and removed to facilitate the new development network.
4.2.3 NBN
NBN assets are currently being installed with completion scheduled in 2017.
4.3 Proposed Servicing Advice
4.3.1 External Development Infrastructure
The surrounding roads consist of adequate telecommunication assets, therefore no external works are required to facilitate supply to the development. Please refer to Section 4.3.4 for further details.
4.3.2 Internal Development Infrastructure
4.3.3 NBN
NBN is wholly government owned, with the role to design, build and operate the infrastructure. NBN will become the wholesale provider of fixed line telecommunication through a network of fibre optic cables to be rolled out over the next 10 years.
However as NBN is yet to complete services in this area, the option of other service providers is available to supply telecommunication to the development. NBN has advised that at this point in time backhaul charges apply at $41,000 with deployment contributions based on lot numbers at $280,000. Backhaul charges apply to the distance of infrastructure required to connect the development to the NBN access infrastructure. These are subject to change depending on the final supply loading of the development and the extent of the NBN at the time of application.
4.3.4 Telstra
If Telstra is chosen by the developer as the telecommunication provider, then Telstra has sufficient existing assets surrounding the site which consists of both copper and optic fibre that can supply the site. Telstra advised that further information and plans would be required to be submitted and registered as a new project for the authority to complete a thorough assessment. This will determine the extent of new works and alteration of existing assets which are allocated to different departments within Telstra.
Telstra outlined that 3 distinct departments would need to be

involved in assessing and designing supply to the proposed development:
• The Network Integrity Team
• The Optic Fibre Team
• The Smart Communities team.
The process in determining capacity/level of supply available will require a field operative going on site to evaluate existing conditions, assets to be abolished and what can be retained. Consultation would then be required with the fibre optic team to get a better understanding of the fibre optic supply to the site and then registering the project with Telstra Smart Communities, who can determine the additional infrastructure. Telstra indicated that this is approximately a 12 week process.
Typically upon formal application to Telstra, the project is registered on their system for provision of underground cable supply. The developer as part of the subdivision would construct the pit and pipe network in readiness for Telstra to accept the assets and use for their cabling network. As this is an essential service no contributions are warranted.
It is anticipated that any costs incurred for the supply of the development will be in terms of alterations to existing external assets. At this point in time Telstra will require a formal application for the development in order to understand the scope of this works.
4.3.5 Optus
In the same manner as Telstra, if Optus is chosen by the developer as the telecommunication provider then Optus has sufficient existing assets surrounding the site that can supply the site.
The relevant application and further information would need to be submitted to Optus for further assessment. It is anticipated that any costs incurred for the supply of the development will be in terms of alterations to existing assets. At this point in time Optus will require a formal application for the development in order to understand the scope of this works.
At this stage in the feasibility, indicative costings based on providing pit and pipe networks to NBN standards have been completed.
5. Gas
5.1 Responsible Authorities
Ownership of gas assets in Victoria is split between the transmission network and the distribution network. The transmission network in Victoria contains the higher pressure mains which are reticulated into the distribution network.
The transmission network is owned, maintained and operated by
APA Group while Multinet Gas own, operate and maintain the distribution network for east and south eastern Melbourne.
Multinet Gas was consulted as part of this assessment and was able to assist in providing relevant information for both transmission and distribution networks.
5.2 Existing Services and Assets
Existing transmission and distribution gas infrastructure is shown in Plan 3 in Appendix A.
5.2.1 Transmission and Distribution Networks
The development site is currently surrounded by high pressure gas mains which minimises the need for gas augmentation for the development – 150 mm dia along Scoresby Road and 200 mm dia along Burwood Highway. Multinet Gas has advised that as this site is large, connection to high pressure mains may be achieved from these assets.
The existing site has provision for a 50 mm high pressure connection point from Scoresby Road with a regulator kiosk with the site. These assets will need to be decommissioned and removed to facilitate the new development network.
5.3 Proposed Servicing Advice
5.3.1 External Development Infrastructure
No external works are required to facilitate gas supply to the development.
5.3.2 Internal Development Infrastructure
It is expected the proposed development may be sufficiently serviced by the existing gas infrastructure surrounding the site. However Multinet Gas has advised that a formal development application and System Planning assessment would need to be completed in order to confirm this arrangement and determine if there is any degree of pipe augmentation.
The proposed development loadings may be accommodated by the existing assets, however Multinet Gas needs to complete the relevant modelling to determine how this additional load will affect the surrounding gas reticulation network.
It is expected that the gas authority will provide a gas reticulation network within the subdivision as an essential service, therefore no contributions are relevant. The developer will only incur costs relating to the trenching and provision for the reticulation which is generally coordinated as joint trenching with the water reticulation.

6. Sewerage
6.1 Responsible Authorities
South East Water is the authority responsible for the provision of reticulated sewerage within the proposed area. Discussion was completed with South East Water to understand their existing infrastructure within and around the site and their strategic servicing plan for the proposed development site.
6.2 Existing Services and Assets
Existing sewerage infrastructure is shown in Plan 4 in Appendix A.
Sewerage plans provided by South East Water indicate the following existing assets in the vicinity of the proposed site;
• Blind Creek - north of the site 675 mm dia CONC
• Eastern boundary 225 mm dia UPVC
6.3 Proposed Servicing Advice
6.3.1 External Development Infrastructure
The development site is serviced with external existing infrastructure along the downstream boundaries. Therefore it appears that no proposed external infrastructure is required.
South East Water have confirmed that the existing 225mm diameter UPVC sewer main and 675mm diameter RC sewer main have sufficient capacity to service the proposed development.
Written permission for access and construction will be required for connection to the sewer mains from the effected property owner prior to commencement of the works.
6.3.2 Internal Development Infrastructure
In order to service the proposed site, it appears that the existing 225 mm dia sewerage main along the eastern boundary of the development has available capacity for this development.
The expected internal sewerage network will be aligned within allotment easements and road reserves all in accordance with South East Water standards. The system will grade towards the north east corner of the development to discharge into the existing sewerage system.
7. Potable and Recycled Water
7.1 Responsible Authorities
South East Water is the authority responsible for the provision of reticulated water within the proposed area. Discussion was completed with South East Water to understand their existing infrastructure within and around the site and their strategic servicing plan for the proposed development site.
7.2 Existing Services and Assets
Existing water infrastructure is shown in Plan 5 in Appendix A.
Existing potable water reticulation infrastructure is in the vicinity of the proposed site;
• Burwood Highway - 150 mm dia CICL and 450 mm dia MSCL
• Scoresby Road - 150 mm dia UPVC on both sides of the road
The initial information supplied by South East Water does not indicate that Class A recycled water network is available to this area.
7.3 Proposed Servicing Advice
7.3.1 External Development Infrastructure
South East Water have confirmed that the development site is serviced with external existing infrastructure. Therefore it appears that no proposed external infrastructure is required.
The development will be serviced from two distribution zones as shown on the attached ‘Potable Water Plan’:
• Boronia Reservoir zone (HGL 185m), south of the 90m contour
• Knox Reservoir zone (HGL 130m), north of the 90m contour
Boronia Reservoir zone
The existing 150mm diameter potable water main located in Burwood Highway and the 150mm diameter potable water main located on the eastern side of Scoresby Road have sufficient capacity and are to be used to supply the properties south of the 90m contour as shown on the attached ‘Water Plan’.
Knox Reservoir zone
The existing 150mm diameter potable water main located on the western side of Scoresby Road has sufficient capacity and is to be used to supply the properties north of the 90m contour. The proposed water main will need to be constructed through the Boronia Reservoir zone. No tappings or connections are to be made on this main below the 90m contour and must be constructed on the opposite side of the road to the tappings water main for the Boronia Reservoir zone as shown on the attached ‘Water Plan’.
The proposed potable water mains located at the interface of the two zones are to be constructed with a Hydrant-Valve-Hydrant arrangement.

7.3.2 Internal Development Infrastructure
In order to service the proposed site, it appears that both the existing 150 mm dia mains along Burwood Highway and Scoresby Road have available capacity for this development.
The proposed internal water network will be aligned within road reserves all in accordance with South East Water standards. The system will be reticulated with connections points at the Scoresby Road and Burwood Highway development intersections.
8. Contributions and Fees
Developers are required to make standard regulated development contributions as well as fund the construction of the infrastructure network within developments. The contributions and fees are established to allow authorities provision to fund the capital works within their region. Service authorities and developers must provide services in accordance with Essential Services Commission’s Guidelines as detailed below
• Service authorities are responsible for providing shared distribution assets and temporary shared works
• Developers are responsible for providing reticulation assets and temporary reticulation works
• Developers are responsible for the financing costs associated with bringing forward the provision of shared distribution assets and temporary shared works
• Developers are responsible for the cost of connecting their development to the water retailer’s shared infrastructure assets
• Developers are responsible for the installation and financing of dedicated assets to service their development
It’s expected that this development will fall under Point 4 and 5 where the developer is responsible to fund the works to facilitate supply for the proposed development. However this arrangement can be defined and confirmed upon formal application and negotiation with the relevant service authority.
