Heavy smoke that blanketed Raeford and other parts of the county over the last week can be attributed to a series of wildfires on the Fort Bragg military instal- lation, according to Fort Bragg spokesperson Christina Douglas. “We had multiple fires on the western part of the installation this weekend, which burned about 1,300 acres. The north/northeast- ern wind over the past three days pushed the smoke into Raeford. The dry conditions contributed to the fires,” she said. Wildfires aren’t uncommon on the base, though the current conditions have made them more of a possibility, officials reported. The forestry and fire department teams on Fort Bragg often partner with local fire departments from surrounding communities to re- spond to the fires. “Over the course of Saturday and Sunday, our Forestry Branch teamed with Hoke County NC Forest Service, Fort Bragg Fire Departments and Hoke County Fire Departments to safely re- spond to the fires,” Douglas said. Hoke County and many other parts of the state were under an increased fire danger statement from the National Weather Ser- vice over the weekend. The NWS issues a fire danger statement when winds are gusting above 30 miles an hour and when relative humidity is below 25 percent, conditions that are favorable for fires to catch and spread. The winds were lighter Mon- day, so the region was not under a warning Monday morning, but officials are still keeping an eye on the conditions, NWS meteorolo- gist Katie Dedeaux said. “It’s really dry out there,” she said. The North Carolina Drought Management Advisory Council designated Hoke County and much of the Sandhills and Pied- mont regions as abnormally dry over the last month. She accepted it, thanked me and proceeded to the balcony. A few minutes later, she returned. “Somehow I got an old bul- letin,” she said. “Oh, I’m sorry,” I replied, and handed her another one that was about three months old, and watched her return to the balcony. And you thought the Method- ists, playing with their sign, were having all the fun.v County was split between District 2 and District 7. Hoke voters who are either registered as Republicans or unaf- filiated voters who choose to vote on the Republican ballot will have the chance to select a candidate for the United States House of Repre- sentatives from North Carolina’s District 8. Hudson, the incumbent, is running for reelection against Hoke County businessman and veteran Tim D’Annunzio. The winner of the Republican primary will go on to face Thomas Mills, a Democrat, in the General Election in November. The June primary election will also include a statewide primary for N.C. Supreme Court. Some elections officials are concerned that the unusual date for the election, and the small number of contests on the bal- lot, could result in low voter turnout. “The State Board of Elections is encouraging voters to consider participating by mail in what is expected to be a low-turnout election. The state’s stand-alone congressional primary in 1998 drew only 4% of registered vot- ers,” state elections officials said in a statement. Citing the unexpected nature of the June Primary, members of the State Board ordered counties to carry-forward absentee ballot requests from the March State- wide Primary. County officials are now mailing more than 55,000 ballots, with more requests ex- pected before the civilian deadline on May 31. and adults that will incorporate the forest as a living classroom. “We have an environmental educator on staff so we do group activities with them occasion- ally,” Talton said. “We hope to be able to work with Hoke County Schools in the fall and work in some science curriculum activi- ties with them.” There has been a lot of inter- est in conducting activities at the forest later this year, she added. SALT already conducts classes in Moore and Cumberland coun- ties and hopes to expand those programs to Hoke County. One example is using the forest as the perfect location to teach adult landowners how to manage their forested property. “It’s a longleaf pine ecosystem and we have a new grant for the enhancement for the longleaf pine, and this tract of land is particularly appropriate for us to use that as a demonstration tract for the education of landowners owning or wishing to manage longleaf pine,” Talton said. That could include conduct- ing demonstrations of controlled burns, planting pine trees and inspecting trees at various stages of growth, she explained. “Everyone seems to be very supportive of this tract being open access and having a num- ber of educational and outreach programs there,” she said. Additionally, the forest works well as a sort of “buffer zone” for the U.S. Army. The property is near the Fort Bragg military reservation, and as it will never be developed – and instead will be preserved as forested land in the future – that helps the military’s mission, too, Holman said. “It’s helping the Army mini- mize conflicts with incompatible development with their training,” she said. The Hoke Community Forest is located off of Vass Road outside of Raeford, with parking available just off the road. There are gates at the trail entrances typically kept closed to prevent illegal dumping on the property, but visitors are welcome to walk around it or to contact Hoke County Parks and Recreation to obtain access. Bathroom facilities are available at the parking lot. Hunting is not permitted on the property. Recent dry weather combined with low humidity and high winds have created conditions that are ripe for wildfires to catch and spread in the Sandhills.

WHEREAS, the City Council of the City of Raeford considers it advisable to conduct a public hearing for the purpose of giving consideration to the closing of a portion of Rhodes Street begin-ning at its intersection with W. Sixth Avenue and continuing in a northerly direction for a length of 400 feet more or less and con-sisting of 0.46 acres more or less, as shown more particularly on the map marked “Exhibit A” hereto and available for inspection in the office of the City Clerk, City Hall, Raeford, North Carolina.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Raeford that:

(1) A meeting will be held at 7:00 p.m. on the 2nd day of May, 2016, in the James B. McLeod Council Chambers of Raeford City Hall to consider a resolution closing a portion of Rhodes Street between West Sixth Avenue and West Eighth Avenue.

like the North Carolina Values Commission and the American Family Association, but has seen businesses like PayPal and Deutsche Bank drop plans to cre-ate jobs in the state, while some cities and states penned legislation banning state personnel from all nonessential travel to North Caro-lina in protest of the bill.

More than 130 companies in-cluding IBM, American Airlines and General Electric signed a letter to Gov. Pat McCrory seek-ing a repeal of the bill, while Bruce Springsteen, Cirque du Soleil and Pearl Jam canceled performances scheduled for North Carolina. Duke University and the American Academy of Pedi-atrics recently joined the list of organizations calling for Gov. Pat McCrory to repeal HB2.

Constituent support from rural areas was a big factor in why the Democrats supported the Republican-led bill, Pierce said, but added that HB2 was a “one-day” bill and that he would have liked more time to get input from voters.

“If you look at the vote, all of us who voted for it come from rural areas,” he said.

Pierce voted for the bill, which would not have needed Democratic support to pass in the House, because of “privacy and safety” concerns.

“I looked at the privacy and the safety issue—that bill was loaded with a lot of different things, no doubt, but the overwhelming fac-tor for me was the privacy and the safety issue,” he said.

Supporters of the bill have

raised concerns about it being unsafe for transgender women to use the same bathroom as women who are not transgender. Keep NC Safe, a group that sup-ported HB2 and campaigned to have the Charlotte city ordinance overturned by state law, stated in a petition that Charlotte’s ordinance “violates the constitutional right to privacy of children, women, and men by allowing members of the opposite sex to view a person while engaging in activities such as undressing, using restrooms, or showering.”

Groups like the LGBT rights-focused Human Rights Campaign argued that, instead of protecting children and adults, HB2 puts transgender individuals at height-ened risk for discrimination and violence.

“The nearly 30,000 transgen-der students in North Carolina shouldn’t have to suffer the con-sequences of a discriminatory law that will lead to even higher rates of harassment, bullying, and even suicide,” Stephen Peters of the Human Rights Campaign wrote in a statement against HB2.

Goodman said that he support-ed the bill because his constituents “overwhelmingly” supported it.

“I voted for the bill for the same reason that most Democrats in this part of the state voted for the bill,” he said. “We believe in the principle of privacy in restrooms and it seems our constituents overwhelmingly support the bill in this part of the state.”

However, he does have con-cerns regarding possible econom-ic impact from companies pulling back on plans to create jobs in North Carolina. It’s possible the legislature could reexamine the bill to find a compromise in the future to mitigate that, Goodman said.

“I think there’s some ways we can go back and address this when we get back to session. I hope we can find a way to find something that most people can live with,” he said.

Pierce said he would have to look carefully at any changes to the law before deciding how to vote on a revision to it, and that he would want to get input from the public before doing so.

“It depends on what the prod-uct looks like,” he said.

Pierce, who leads the Leg-islative Black Caucus, said the Caucus did not have time to form a position on the matter.

“We did not have ample time to have a position paper on it; I don’t think anybody really had…it was a quick-moving bill,” he said.

The representative did not vote on the bill with the intent of being discriminatory, Pierce added.

“My only driving issue … I just don’t believe men should be in women’s bathrooms,” he said.

As for the potential economic impact from the bill, it’s possible it could go both ways and start an “economic war” between people and companies on either side of the issue.

Fund balance by 10 percent, com-missioners approved Monday a budget amendment in the amount of $668,932 to keep more than two dozen county departments from going over budget.

“This amendment appropri-ates for salaries and wages that will be paid after June 30th, 2016 but will relate to the 2016 fiscal year amounts are based on the April 8th payroll for the following departments,” according to the amendment document included in the consent agenda for the meeting.

The departments included governing body, administration, human resources, finance, tax administration, tax collections, license plate agency, elections, register of deeds, information technology, central garage, pub-lic buildings, grounds keeping maintenance, sheriff’s office, communications, jail, emergency management, animal control, transportation, planning and zoning, cooperative extension, soil and conservation, health administration, social services administration, veterans services, senior services, library, literacy and recreation.

“This will prevent over spend-ing,” the amendment stated.

The amounts ranged from an increase of $1,006 for veterans services to $146,365 for social services administration, and also included $145,302 for the sher-iff’s office, $80,261 for the jail and $72,721 for health administration.

Another budget amendment increased the appropriations for the governing body by $74,000, for administration by $20,000 and added $8,000 for tax administra-tion, a total of $102,000.

The budget amendments passed without public discussion by the commissioners as part of the consent agenda. The funding will come from ad valorem tax revenue.

Lane, 299 Purcell Drive and 252 Branchwood Lane; heard updates from the tax collection and tax assessment offices; approved a change order for the Scurlock pump station for the county’s sewer system; and approved the

community transportation pro-gram’s FTA certifications and assurances and Title VI policy for the Hoke Area Transit System’s 2016-17 operations.

The board did not hold a sched-uled closed session and adjourned.
