Observation at Location L
Location: Keep left bollard located on the back of the staggered pedestrian island at the exit from the public transport interchange.
Description: 6.1. It was observed on site that the keep left bollard located on the back of the pedestrian island at the
exit from the public transport interchange is not visible to approaching road users (See Photo 22 below).

Recommendation:
6.2. The Design Team should reposition the bollard so that the keep left arrow is clearly visible to road users exiting the public transport interchange.

Description:
6.3. The offside primary signal head is not clearly visible to road users exiting the public transport interchange (See Photo 23 below).

Location: Stop Line Elmer’s End Road on the eastbound approach to the signalised junction with the public transport interchange and Station Estate.
Description:
6.5. The stop line on the eastbound Elmer’s End Road approach to the signalised junction with the public transport interchange is significantly worn (See Photo 24 below). This could result in road users over shooting the stop line as it may not be clear especially during the hours of darkness.

Location: New Traffic Signal Controller
Description: 6.9. It was observed that the cover access the side of the middle signal controller was not locked and
instead kept closed by a brick (See Photo 26 below). The unlocked controller may represent a hazard to inquisitive pedestrians.

Location: Croydon Road south western arm of the junction with Elmer’s End Road southern end of the central island
Description:
6.19. The southern end of the island located on the south western arm of the junction with Elmer’s End Road signalised junction is provided with a bollard. However, the bollard is provided with a clear aspect which rather than keep left arrow. Clear aspect bollards are normally used when road users can pass either side of an island. The use of a clear aspect bollard could be confusing to road users who may think they pass either side of the island into the oncoming traffic.

Recommendation: 6.20. The Design Team should provide a keep left arrow on the bollard to indicate to road users which
side to pass the central island.

Location: Pedestrian / seating area located between the south western Croydon Road arm and Elmer’s End Road western arm of the signalised junction.
Description:
6.21. It was observed on site that the street lighting provided in the pedestrian / seating area located between the south western Croydon Road arm and Elmer’s End Road western arm of the signalised junction were not lit (See Photo 32). The lack of street lighting leaves the pedestrian route very dark and pedestrians may not feel safe to access the area.

Description: 6.23. The Audit Team considered that the condition of the road markings throughout the scheme was
poor. The majority of the road markings would benefit from being reinstated to improve road users awareness of them.
Recommendation: 6.24. The Design Team should consider refreshing the road markings for the extent of the recently
completed highway works.
