Overview of Flexi EDGE BTS license management

• Licence-based feature management means that the use of certain features is controlled by licences.• Licence management is handled in the BSC as in previous generation BTSsLicence types:• Capacity licence defines the allowed capacity that the feature can use or

provide. Capacity licences permit the capacity to be increased stepwise by installing more capacity licences i.e. capacity increments for the same feature(s). The capacities of these licences are then summed up to get the total capacity that the feature is allowed to use or provide.

• On/off licence (non-capacity feature licence) allows the feature to run without capacity limitations

Both licence types above can be time-limited. This means that the licence covering the feature has a pre-defined expiration date, which is stated in the licence file.

Licensed Flexi EDGE BTS features

In EP1:• Flexi EDGE TRX capacity management

– Name of the licence in the purchasing tool: ‘Flexi EDGE Operating SW’ (also known as ’Flexi EDGE TRX SW support’)

• Flexbus 2 interface on the FIFA card

In EP2:

• DPTRX i.e. Double Power TRX: DPTRX&2UD, DPTRX&4UD, IDD&2UD and IDD&4UD, Interference Rejection Combining (IRC)• Transmission features


Flexi EDGE TRX capacity management

• Flexi EDGE BTS EP1 Software license management feature introduces BTS TRX capacity management based on the operator needs. This feature enables flexible usage of the base station in the network based on the capacity requirement.

• Each BSC has a pool of TRXs that can be allocated to its BTSs.If the required TRX cabling is already done in Flexi EDGE BTS, it is possible to take an extra (unused) TRX into service without a site visit.

• The usage of Flexi EDGE TRX software is controlled by a Flexi EDGE TRX capacity licence. The licence sets a limit for unlocked Flexi EDGE TRX count under a Flexi EDGE BTS. Operator cannot unlock or modify Flexi EDGE BTS without the licence.

• Each EXxA DTRX module provides two GSM/EDGE carriers. Each TRX within EXxA can be separately activated with the SW licence key -> one carrier increments possible.


DPTRX management

• DPTRX feature will be supported in EP2.0 & BSS13.• DPTRX is a SW-licensed feature controlled by the BSC.

Description:• The amount of TRXs that can use Double Power TRX is licenced. Only the TRXs which

are unlocked (TRX operative state is something else than BL-USR) are counted. Double Power TRX feature is controlled by Double Power TRX for FlexiEDGE and Flexi EDGE TRX licenses, i.e. Flexi EDGE TRX licence is also needed for DPTRX to work.

• Double Power TRX for FlexiEDGE licence is checked in BCF, BTS and TRX unlock. • If the licence expires, Double Power TRX usage is still possible for a WO object – but no

new unlocks possible for TRXs which use Double Power TRX.• If Double Power TRX is used, max amount of TRXs in one Flexi EDGE BTS is reduced –

one DPTRX reduces the amount by one, two DPTRXs reduces the amount by two and so on.

• This licence covers DPTRX&2UD, DPTRX&4UD, IDD&2UD and IDD&4UD for DTRX configurations.


Licensed transmission features

Licensed transmission features• Licensed Flexi EDGE BTS integrated transmission features will be supported in EP2.0.

Integrated transmission licenses other than MWR licenses will be managed in the BSC, but the configuration must be done locally at the BTS site.

• If the feature state is ON in Licence and Feature management in BSC, user is able to enable transmission features usage in BCF creation and modification by setting values of the new BCF parameters.

• Transmission interface units i.e. submodules start with basic functionality with two E1/ T1 interfaces or one Flexbus interface. Further functionality can be easily added later on by additional software licence. The protection of these functionalities will be integrated with the next software releases.

• The licenced features (SW licences) are:– Abis termination via Pseudo-wire Emulation (FlexiEDGE Abis over IP/ Ethernet)– Abis termination via E1/T1 in blocks of 2 (FlexiEDGE Additional 2 E1/T1)– Cross-connection (FlexiEDGE TRS Abis Grooming)– Loop Protection (FlexiEDGE TRS Loop Protection)– additional blocks of two E1/T1s– second Flexbus


Activating and testing licensed Flexi EDGE BTS featuresOverview• A network operator who wants to acquire a licensed feature buys the licence,

installs it in the BSC can then activate the feature. One licence file may, in practice, cover one or more features.

• BSC controls that used capacities do not exceed the licenced capacities. Separate feature code for each feature is used.

• User can enable/disable each feature online separately for every BCF via MML/FBPP/Q3. BSC check if the feature state is on and feature has enough capacity in BCF creation and modification when the user tries to enable the feature.

• Configured capacity values for a BCF are stored into Radio Network Database in BSC. When user enables or disables the feature or changes the feature capacity, BSC updates the new values to BTS.

Flexi EDGE TRX SW licence control in BSC

• The licence is a long term licence and it sets a limit for unlocked Flexi EDGE BTS TRX count.

• Operator cannot unlock or modify Flexi EDGE BTS without the licence. If the Flexi EDGE TRX licence does not exist or feature state is OFF, then Flexi EDGE-specific options are not shown to the user in MML commands.

– When the licence has expired, operator cannot unlock TRXs• If the user has had the licence in CONF or ON state and created Flexi EDGE

BTS, then Flexi EDGE-related parameters are shown to user even if the licencestate is OFF.

• BTS site type name used in MML commands is Flexi EDGE.


Licence control in BSC

• BSC checks that the licence is valid and that operator cannot have more Flexi EDGE TRXs in use than the licence allows.

• Operator can also check the amount of Flexi EDGE TRXs that are in use.• The current capacity level usage is requested with service

fmn_capacity_usage_inquiry_as from BSC software that has registered itself as capacity manager (PUBDAT).

• Note: Do not change a bit in the licence file or it will not work!
