Dr.Xu was appointed in June 2005 as a member of Chinesegovernment delegation to attend the 20 diplomatic conferenceof the I-Iague Conference on Private International Law to negotiatethe Convention on the Choice of Court, he also attended the ist,the 2nd, the 3rd and the 4th Meeting of the IntergovernmentalNegotiating Special Commission on the Convention on Recognitionand Enforcement of foreign Judgments of the Hague Conference onPrivate International Law in February of 2016, February of 2017,December of 2017 and May of 2018. He was also a member of Chinesedelegation to the 22 diplomatic conference in The Hague onwhich the 2019 HCCH Judgments Convention was adopted.

Dr.Xu is fluent in Chinese, German and English. fle has contribut—ed many practice—oriented and academic articies on internationalcommercial arbitration and comparative law in world—renownedprofessional Journals, such as the Journal of InternationalArbitration, the International and Comparative Law Quarterly, theLloyd‘ s Maritime and Commercial Law Quarterly, and others. Dr.Xu has extensive experience as a practicing attorney. In1989 1w worked as an assistant lawyer in Dusseldorf, Germany, andfrom 1991 until 1994 was employed at a firm in Hamburg. At thebeginning of 1995 he returned to China to establish a representativeoffice für a German law firm, where he subsequently worked untilthe end of 1997. During this period, he provided legal servicesfor many foreign enterprises, especially enterprises from Germanyand other German—speaking countries, f‘or their investments in andtrade with China. From January to December 1998 he practiced at aChinese law firm in Shanghai, China. At the end of 1998, heinitiated the establishment of the law firm Boss & Young, whichmerged with the law firm Joinway in January 2014. Dr. Xu is themanaging partner of the newly merged law firm Boss & Young.

Dr.Xu‘ s main fields of practice include foreign directinvestment in China, international merger and acquisitions,technology transfer,intellectual property rights and internationalcommercial arbitration. us clients include muitinationalcompanies, China sate owned enterprises, banks and insurancecompanies.

Dr. Xu is one of the leading arbitration practitioners in China,having represented clients from China, USA, UK, Germany, Switzerlandand other countries, and handled numerous international commercialarbitration cases reiated to the application of the ICCA, UNCITRAL,SIAC und CIETAC arbitration rules. During his Director, therewas massive increase in case bad from a mere 22 arbitration casesin 2010, 52 arbitration cases in 2011, 135 arhitration casesin 2012 (118 domestic and 17 international proceedings),156 arbitration cases in 2013 (128 domestic and 28 internationalproceedings), 282 arhitration cases in 2011 (221 domestic and 61international proceedings), 103 arbitratbon cases in 2015, 62arbitration cases, 12 domain disputes including 8 internationalcases, 5 dornestic mediations in 2016, 126 arbitration cases(109 domestic and 17 international), 6 domain disputes with 2international cases as weil as 2 administered mediations, one ofwhich was international in 2017. The adjudication cases staried in2015 with 84 cases, 207 cases in 2016, 765 cases between l6thApril 2017 to l5th April 2018, 764 cases between l6th April 2018to l5th April 2019. The total number of persons who haveattended its events and trained in its courses since 2010 isin exeess of 16,000 with many speciality courses. By 2017,the Centre was organising about 50 events a year. In 2018, AIACmoved into dispute prevention by offering the first freestandard form building contracts, a first for an arbitrationinstitution.

In early July 2015, the Supreme People‘ s Court (SPC) set upfour institutes for judicial studies on the Belt and RoadInitiative in collahoration with four academic institutions,i.e. Tsinghua University, China University of Political Scienceand Law, China Acadcmy of Social Sciences and SHUPL. TheSPCSHUPL institute‘s main task is to assist the SPC to doresearches on the major legal problems in practice and providethe SPC with the proposed text of judicial interpretations tobe issued by the SPC and applied nationwide.

SFIUPL is committed to international exchanges, partneringwith universities and institutions, such as the WashingtonUniversity in St. Louis, Temple University, University of SanFrancisco, University of New Ikiven, Niagara University,University of Montreal, University of Sydney, QueenslandUniversity of Technology, University of Leeds, University ofIlertfordshire, University of Macerata, University of Brescia,University of Graz, University of Szeged, Stockholm Universityand the Ilague Conference on Private International Law. FromSeptember 2010 onwarös, over 800 students have partici)atedin nverseas study and internship programmes of SHUPL.
