Dr. Peter Major is Chair of the twenty-fourth session of theCommissionforScienceandTechnologyforDevelopment.HehasbeenworkingattheRadiocommunicationBureau(BR)oftheInternationalTelecommunicationUnion(ITU)for23years.HewasthefocalpointoftheBRforinternetgovernance.Presentlyheisvice-chairmanoftheUNCommissiononScienceandTechnologyforDevelopment(CSTD).HehaschairedtheCSTDWorkingGrouponImprovementstotheIGF.Heis co-coordinator of the Dynamic Coalition on Accessibility andDisability (DCAD) and was involved as panellist in workshops

organizedbyDCADandtheITUinIGF-sinHyderabad,SharmelSheik,VilniusandNairobi.Heactivelyparticipated in thepreparationof theseeventsattending theOpenConsultationsandworkingwithMulti-stakeholderAdvisoryGroup(MAG)membersinshapingtheprogramsoftheIGFs. He has been nominated asmember of theMAG in 2012. Peter is vice-chairman of theRadiocommunicationAdvisoryGroupoftheITUandheischairmanoftheCorrespondenceGrouponBRInformationSystems. Panellists

Karen Abudinen, is the Minister of Information andCommunicationTechnologiesofColombia,apositioninwhichsheisinchargeofdesigning,adoptingandpromotingpolicies,plans,programsandprojectsinthesector,aswellasincreasingandfacilitatingaccesstotechnologiesforalltheinhabitantsofthenationalterritory.Sheisalawyer fromtheUniversidaddelNorte fromBarranquilla,Colombia.Her professional career began at the Inter-American DevelopmentBank(IDB)andtheWorldBank.In2016,sheassumedthepositionofSecretaryofEducationintheMayor'sOfficeofBarranquilla.In2017,

shewasappointedastheNationalDirectoroftheICBF,wheresheworked24/7forthewelfare,careandprotectionofchildren,adolescentsandtheColombianfamily,ingeneral.In2018,shewasappointedbyPresidentIvánDuqueasPresidentialAdvisorfortheRegions,wheresheledtheBuildingCountryWorkshops,managingtoguaranteethepresenceoftheStateinallcornersofColombianterritorythroughcoordinatedworkwiththecountry'sgovernorsandmayors.

H.E.AnaMendesGodinhoisMinisterofLabour,SolidarityandSocialSecurityofPortugal.Shewasbornin1972,ismarriedandmotherof3children.SheholdsaPost-GraduationinLabourLawandaLawdegreefromtheLisbonUniversity(UniversidadedeLisboa).Before joiningtheGovernmentasSecretaryofStateforTourismbetween2015and2019, she was Vice-President of the Portuguese National TourismAuthority (Turismo de Portugal), member of the Board of TurismoCapital (venture capital company) and member of the Board ofTurismo Fundos (real estate fund company), among other leading

positions.ShewasalsoCoordinatorofthepostgraduatedegreeonTourismLawattheLisbonUniversity.AnaMendes Godinho is a Labour Inspector and directed the Department for theSupportofInspectionActivityatthePortugueseAuthorityforWorkingConditions(ACT).

H.E.SilvanaEugeniaVargasWinstanleyisMinisterofDevelopmentandSocial InclusionofPeru. She is a sociologist graduated from thePontificia Universidad Católica of Peru (PUCP),with a PhD in RuralSociologyandDemographicsbythePennsylvaniaStateUniversity.Sheworked as External Consultant in Monitoring and Evaluation forHumanDevelopmentareaoftheWorldBank.Mrs.VargaswasthefirstGeneral Director of Policies and Strategies at the Ministry ofDevelopment and Social Inclusion of Peru. She has been a VisitingProfessorat theNationalAgrarianUniversityLaMolina(Peru)since

2004andDirectoroftheMasterinSociologyandExecutiveDirectoroftheDevelopmentInstituteHumanofLatinAmericaofthePontificalCatholicUniversityofPeru.Sheisalsotheauthorof22books.Herlatestpost,entitled"DialoguesonHumanDevelopmentinTimesofCOVID-19inLatinAmerica:towardsanewagendaofresearch,policiesandsocialresponsibility"waspublishedinOctober2020,duringthepandemic.

Dr.BorisZürcher(*1964),Dr.rer.pol.,hasbeenHeadoftheLabourDirectorateattheStateSecretariatforEconomicAffairs(SECO)since2013.TheDirectorateforLabourisresponsiblefortheentirelabourmarketpolicy,namelyunemployment insurance,publicemploymentservices,occupationalhealthandsafetyaswellaslabourrelationsandthe protection of working conditions. Previously, he was ChiefEconomistandDirectorofBAKBaselEconomicsAGinBasel.Between2007and2012,BorisZürcherwasChiefEconomistandViceDirectoratAvenirSuisse,ThinkTankforEconomicandSocialIssues,inZurich.

From2002to2007,hewaseconomicpolicyadvisor toFederalCouncillorsPascalCouchepin,Joseph Deiss and Federal Councillor Doris Leuthard in the Federal Department of EconomicAffairs.From1999to2002hewasheadofthelabourmarketpolicydepartmentatSECO.Afteranapprenticeshipasamechanicaldraughtsman,hecompletedhisHigh-schoolcertificateonthesecondeducationalpathandthenstudiedeconomicsandsociologyattheUniversityofBern.HehasbeenalecturerattheUniversityofBernsince2003.

Ms.ElsaMarieD’SilvaistheFounder&CEOofRedDotFoundation(India)andPresidentofRedDotFoundationGlobal(USA).ItsplatformSafecity, crowdsources personal experiences of sexual violence andabuse in public spaces. SheservedasambassadortoNigeria(2018-2019)andFrance (2013-2016) and was seconded to the Organization ofAmerican States (OAS) Mission to Support the Peace Process inColombia from2016 to2017. Dr. Megumi Muto is Vice President (development finance,mobilization, partnership) of the Japan International CooperationAgency(JICA).PriortoherappointmentasVicePresidentinFebruary2021, Dr.Muto has held leadership roles at Ogata SadakoResearchInstituteforPeaceandDevelopment,GlobalEnvironmentDepartment,and France office. Ms.CristinaDuarte is theUnitedNationsSpecialAdviseronAfricaandUnder-SecretaryGeneralofOSAAsince1August2020.Sheisthestrategic adviser to the Secretary-General on the interlinkagesbetweenpeaceanddevelopmentinAfricaandthefocalpointinUNHQfor relations with the African Group with regard to Africa’sdevelopment.AstheheadofOSAA,shesupportstheSecretary-GeneralinpromotingcoherenceintheUNsystem’sengagementinAfricaandchairstheInter-DepartmentalTaskForceonAfricanAffairs(IDTFAA),andadvocatesandmobilizestheUnitedNations,itsMemberStatesand

Mr.JeremyMillardhasanMScinSocialSciencesandGeographyfromLondon University and is a Chief Consultant at the DanishTechnologicalInstituteaswellasaVisitingResearchFellowatseveralUKandoneIrishuniversity.Hehastaughtgeography,socialsciences,scientificandresearchmethodsaswellasdigitalgovernanceatbothUKandDanishuniversities.Hehasoverfortyyears’globalexperienceworking with governments, development agencies, and with theprivateandcivilsectors,includingwiththeEC,UN,OECDandWorldBank. He currently focuses on issues related to socio-economic andsustainable development; social, inclusive and open innovation;

harnessing innovationswith nature and nature-based solutions; good governance and digitalgovernance; the so-called fourth industrial revolution and its social implications; the societalimpactsoftheCovid-19pandemic;foodsystems;smartgreencitiesaswellasissuesrelatedtourban,ruralandregionaldevelopment.

Dr. David Smith is the Director of the Centre for EnvironmentalManagement and Coordinator of the Institute for SustainableDevelopmentatTheUniversityoftheWestIndies.Hewasamemberof the Independent Group of Scientists that produced the UnitedNations Global Sustainable Development Report for 2019 andcurrently is on the Science and Policy Advisory Committee of theInteramerican Institute for Global Change Research. His work onSustainable Development focuses on managing disaster risk,environmental management and the effects of climate change onhumanwellbeing,mainlyinSmallIslandDevelopingStates.Dr.Smith’s

Ph.D.inZoologyisfromtheUniversityoftheWestIndiesandhelecturedtherepriortomanagingthe Jamaica Conservation and Development Trust an NGO that worked on environmentalconservation.While there, he helped to establish the Jamaican system of National Parks andProtectedAreas,establishedanenvironmentalfundingmechanism,servedontheboardoftheCaribbean Conservation Association and was a Regional Councillor for IUCN, the WorldConservationUnion.FollowingthisheworkedatUNDPasAssistantResidentRepresentativeinthe Jamaica Office in charge of UNDP’s Environment, Energy, Climate Change and DisasterManagementandresponseactivitiesintheBahamas,Bermuda,TheTurksandCaicosIslands,TheCaymanIslandsandJamaica.

Ms. Victoria Tolosa Paz,President of the National Council for theCoordination of Social Policies, Argentina. She is a National PublicAccountant;AdHonoremCouncilwoman in the cityofLaPlata; andPresident of the National Council for the Coordination of SocialPolicies, a body which, among other functions, is in charge ofcoordinating the Argentina Against Hunger Plan, announced byPresident Alberto Fernández. The Council is also Argentina's leadagency for the monitoring and evaluation of the SustainableDevelopment Goals (SDGs), to which Argentina subscribes andpromotesasamemberstateoftheUnitedNations.

Ms.AliciaBárcenaIbarraisExecutiveSecretaryoftheUnitedNationsEconomicCommissionforLatinAmericaandtheCaribbean(ECLAC). She served as the Chef de Cabinet to the former Secretary-Generalbefore serving as the Under-Secretary-General for Management. Earlier in her career, she served as Deputy Executive Secretary ofECLAC, and in this capacity she contributed substantively andincreasedinteragencycollaborationtoprovidearegionalperspectiveon the Millennium Development Goals and on Financing forSustainable Development, connecting issues of inequality, poverty,economic development and sustainability with the required fiscal

policiesneededtoaddressextremepoverty. AsChiefoftheEnvironmentandHumanSettlementsDivisionofECLAC,sheheightenedtheprofileoftheRegionalCommissionintheareasofclimatechange,sustainableenergy,fiscalpoliciesandenvironment.ShepreviouslyservedasCoordinatoroftheUnitedNationsEnvironmentProgramme(UNEP),aswellasAdvisertotheLatinAmericanand Caribbean Sustainable Development Programme in the United Nations DevelopmentProgramme (UNDP). Previously, she served in the Government of Mexico as the first Vice-MinisterofEcologyandasDirector-GeneraloftheNationalInstituteofFisheries.

Ms.ArmidaSalsiahAlisjahbanaisExecutiveSecretaryoftheUnitedNations Economic and Social Commission for Asia and the Pacific(ESCAP). Since 2005 she has been a Professor of Economics atUniversitas Padjadjaran in Bandung, Indonesia. Since 2016, she hasservedasDirectorfortheCenterforSustainableDevelopmentGoalsStudies atUniversitas Padjadjaran andVice Chair of the IndonesianAcademyofSciences.From2009to2014,shewasMinisterofNationalDevelopment Planning and the Head of the National DevelopmentPlanningAgency(BAPPENAS),Indonesia.SheservedasCo-chairoftheGlobalPartnershipforEffectiveDevelopmentCooperationfrom2012

to 2014. From 2009 to 2014, shewas Alternate Governor of theWorld Bank and AlternateGovernoroftheAsianDevelopmentBankrepresentingthegovernmentofIndonesia. In2016,shewas amember of the High Level Independent Team of Advisors to support the ECOSOCDialogueonthelongertermpositioningoftheUnitedNationsDevelopmentSysteminthecontextofthe2030AgendaonSustainableDevelopment.

Mr. Houlin Zhao is Secretary-General of the InternationalTelecommunicationUnion(ITU).Hewasfirstelected19thSecretary-GeneraloftheITUattheBusanPlenipotentiaryConferenceinOctober2014.Hetookuphisposton1January2015.ITUMemberStatesre-electedHoulinZhaoasITUSecretary-Generalon1November2018.Hebegan his second four-year term on 1 January 2019.
