56th NMML Annual ConferenceTaos Convention Center • August 27-30, 2013

Today, Taos is a hub of acti vity – one of two mountain towns to host the top Grammy award winning band Mumford & Sons, home to the newly designated Rio Grande del Norte Nati onal Monument, sti ll known as one of the original art colonies in the United States, and so much more...

And looking back, our history spans centuries. From the 1,000+ year-old sacred Taos Pueblo to the Hispanic heritage that infl uences everything from our architecture to our customs; to the Old West embodied in our stories of Kit Carson, Governor Bent and Long John Dunn, to the birthplace of the Western Art movement at the turn of the last century, everything in our tri-cultural heritage is authenti c and waiti ng for you to experience.

Locally, the Town of Taos is on the move, with a fi scally sound government poised to respond quickly to the challenges of the current economic environment. We’re moving ahead with expanding our airport, high alti tude training; distance learning and entrepreneurial development; and the revitalizati on of the Taos art and writer’s colony through our state designati on as an Arts and Cultural District. Close by, you’ll fi nd a revitalized and re-energized Taos Ski Valley.

The 100% solar-powered Klauer Campus of UNM Taos (a fi rst in the nati on) has expanded and consolidated south of town. In additi on to improvements in organic farming and ranching practi ces, Taos is becoming a center for alternati ve energy technologies and sustainable building. Taos is also working to att ract fi lm and TV producti on as well as post producti on in conjuncti on with the New Mexico Film Offi ce.

So experience our unique Adventures de Taos during the New Mexico Municipal League’s 56th Annual Conference for the fun, learning, networking opportuniti es, and the opportunity to experience the sides of Taos that will have you returning to your own community with fresh thinking and new ideas to implement!

You’ll Love Our Adventures de Taos

56th NMML Annual ConferenceTaos Convention Center • August 27-30, 2013

Imagine what it would be like to have the United States’ 16th President visit our 56th Annual Conference. “Lincoln Live: The Wit and Wisdom of Abraham Lincoln” will be the opening keynote presentati on on Wednesday, August 28 in Taos. Performed by Dr. Gene Griessman, an award-winning author and performer, the presentati on will bring the wisdom, eloquence and humor of our nati on’s most respected President to life. Imagine what it would be like to hear the 16th President share secrets he learned about leadership, diversity, communicati on, self-improvement, will power and persistence.

Dr. Griessman has received standing ovati ons in every venue he presents. This will be an exciti ng, fun-fi lled, poignant performance. Lincoln was not stuff y. He was a wonderful storyteller. You’ll love his jokes, and you may even brush away a tear. Don’t miss this memorable presentati on!

In these ti mes of economic challenges and parti san stand-off s in Washington D.C., local government leaders conti nue to lead the way in the areas of innovati on, Best Practi ces and problem solving for their residents. Ideas and strategies that city leaders need to employ to conti nue to lead in these diffi cult ti mes is the main goal of Clarence Anthony’s leadership. Mr. Anthony’s career is rooted in municipal leadership. He served as the Mayor of South Bay, Florida, for 24 years, where he was known as a creati ve and thoughtf ul leader. He is considered an expert in citi zen engagement and techniques that build a “sense of community” within citi es. He was selected to lead the Nati onal League of Citi es (NLC) as its new Executi ve Director on January 1, 2013. His politi cal and corporate experience provides him with unique skills to lead the nati on’s oldest and largest membership organizati on for municipal offi cials, representi ng more than 1,600 citi es and towns and 49 state municipal leagues.

Charles Marshall is one of the most popular humorous moti vati onal speakers speaking today and has over 20 years experience speaking to audiences all over the United States.

In this session “Real Heroes Don’t Wear Spandex”, Charles will show us how to positi vely impact the lives of others without wearing a costume. In real life, heroes aren’t rock stars, movie stars, or sports fi gures. Real-life heroes are people who make a diff erence by believing in, and investi ng in, the lives of those around them. In this thoroughly inspiring and uplift ing program, Charles defi nes heroism and discusses the four traits every real hero possesses.

Workshops Highlights

56th NMML Annual ConferenceTaos Convention Center • August 27-30, 2013

There are no more excuses for ignoring social media. If you are new to the social media scene and unsure where to begin, then this workshop is perfect for you! In this session, parti cipants will receive an overview of social media tools and learn WHY they should be used and HOW best to uti lize the opportuniti es provided. Join us to learn the basics, follow through examples and discuss together concerns and questi ons about this new and powerful form of communicati on.

I. Making it Happen: Social Media For Cities David DeLorenzo, CIO, National League of Cities

This session will explore the rising importance of civility to our personal well being and why it could be a major factor determining whether our community prospers or declines.

V. Civility: The Linchpin to Health, Happiness and Civic Morality Mark Lautman, CEcD, CELab

Many elected offi cials are seemingly overwhelmed and confused by the budget document presented by the staff . This session is intended to provide elected offi cials with the tools to seek clarifi cati on and certainty about the municipal budget.

II. Understanding Your Municipal Budget: Questions your Manager, Finance Director/Treasurer or Department Head Should be Able and Willing to Answer. Ed Zendel, Risk Services Director, NMML

Are you prepared for the future? Are you drowning in the sea of apps, nooks, and new generati on smart phones? Let your local library throw you a life preserver as they assist you in your educati on of this ever changing technology and discover new things in an old familiar place.

III. 411 For the Future Anne Hughes, MLS Library Director, Glen Carbon Centennial Library, II

The enti re State of New Mexico has been designated by the USDA as a Primary Disaster Area due to the Drought. With New Mexico’s drought levels at severe, extreme and excepti onal, what are the predicti ons for future water supply and demand for our municipaliti es? State Engineer Scott Verhines and Estevan Lopez, Director of the Interstate Stream Commission, will be presenti ng this workshop and will bring you up to date on Junior vs. Senior Water Rights, long-term water availability, the opti ons available for municipaliti es and how costly are the soluti ons being considered.

IV. Strategies for the Improvement of Water Resource Management – Are We Doing Enough?

With technology at every public employee’s fi nger ti ps, public employers are faced with concerns about the explosion of social media and its use by public employees. This presentati on will discuss the special issues facing municipaliti es with regard to social media use by public employees including First Amendment issues, on-duty vs. off duty use of social media, privacy issues and other considerati ons such as the Nati onal Labor Relati ons Act.

VI. Social Media in the Public Workplace: Balancing Privacy and PolicyLori Lein, General Counsel, Alabama League of Municipalities

The importance of knowing how to uti lize municipal economic development fi nancial tools may make the diff erence in competi ti on for scarce public funding and att racti ng businesses. Revisiti ng the Local Economic Development Act (LEDA) to update your local ordinance and plan to include retail business, metropolitan development, cultural faciliti es, and the new “claw back” provisions.

VII. Leading Revitalization with LEDA (Designed for smaller municipalities). Panel Discussion.Panel: Rich Williams, Director, NMMS; Elmo Baca, Cultural Resources, NMMS; Charlie Deans, Urban Planner, NMMS; Antoinette Vigil, Financial Team Lead, EDD

In this hilarious and fun-packed presentati on, Charles shows how implementati on of The Seven Powers™ can create success in the life of any individual or organizati on. Through the use of humor and real-life examples, Charles relates inspirati onal stories of everyday underdogs who have used The Seven Powers™ to overcome obstacles and achieve success.

VIII. The Seven Powers: How to Harness, Develop, and Apply your Seven Powers™ to Enrich Every Area of Your Life. Charles Marshall

By following ti meless principles of good communicati on, Lincoln achieved amazing results, advancing from the lowest ranks of American society to the White House. If a backwoods boy on the fronti er can pick up and master these principles, so can you. In this seminar, Dr. Gene Griessman shows how you can immediately start using the communicati on secrets that Lincoln used. In additi on, you will learn communicati on tacti cs that professional speakers, actors, and highly successful sales people use to negoti ate, persuade and infl uence people.

IX. Vocabulary of Leadership: How to Communicate Like Lincoln Dr. Gene Griessman

In this day and age, city offi cials must understand various state and federal laws and regulati ons before taking any employment acti on, whether that acti on is adverse or not. This session will focus on some basic legal principles and practi cal advice on improving your city’s human resources documents and will give you ti ps for reviewing your ordinances, resoluti ons, policies and handbooks. It will also help you avoid traps that might cause you and your city to spend some “uncomfortable” ti me in lawyers’ offi ces and courtrooms!

I am parti cularly excited about this year’s Community Project. This year we will be assisti ng the Dream Tree Project. The Dream Tree Project provides at-risk youth with a respectf ul, loving and safe place to become independent, positi vely-involved members of the community. The Dream Tree Project operates an Emergency Youth Shelter as well as a Transiti onal Living Program where they educate youth with basic life skills and help them to complete school, maintain employment, att end therapy, and transiti on to being independent, self-suffi cient members of the community. We will be assisti ng the Dream Tree Project in three ways: painti ng a couple of their apartments and cleaning out and inventorying their storage space and gardening. We plan to have lunch with a few of the residents prior to beginning work. Please bring your grubby clothes and meet me in the parking lot right in front of the Sagebrush Inn main entrance at 11:30 am, August 27. We will carpool over to the facility, have lunch and then engage in some very meaningful and helpful work. Hope to see you all there.Randy Van Vleck, NMML General Counsel

While in Taos...

Tiwa-speaking Indians established the Taos Pueblo roughly 1000 years ago. The Pueblo is adobe - an earth, straw, and water mix, poured into forms or shaped into bricks. (This constructi on predates the adobe brick that were introduced by the Spanish.) The Indians generally lived in the Pueblo village in the winter and out in their fi elds in the summer. The buildings were home and fortress, complemented by 12 foot walls providing crucial protecti on over ti me and when the Spanish Conquistadors arrived in 1540. The cost to visit the Pueblo is roughly $15.00 per person, includes an entry fee and a $3.00 per person ti p. The guided tour by a Taos Pueblo Indian is really worth it. If you want to see the world from a diff erent point of view, take the tour, purchase some homemade bread, and sit next to the river to experience Taos Pueblo, which means “the red willow village”. Locati on: The Pueblo is on the north side of town. Call in advance to fi nd out if the Pueblo is open, 575-758-1028.

Taos Pueblo

Millicent lived hard and fast in the world. Her marriages numbered three: an Argentine playboy, an American businessman, and a count. She came to Taos in 1947 and became a real patron of Indian artists. Her collection of Indian-made pieces that she designed herself is all housed at the museum. Look for the Barella door. There were once six of the Barella doors in the Sagebrush Inn and now one is displayed at the Millicent Rogers museum. Barella sculpted in the style of Picasso though he was never exposed to the European modern art form. Location: north of town, off the main highway, on Millicent Rogers Road. Open Tuesday thru Sunday, November through March, 575-758-2462.

Millicent Rogers Museum

Stop your car at the bridge and walk over it. It is a breathtaking view of the Rio Grande River. Be on the lookout for golden and bald eagles. In spring and summer you will spot raft ers. The bridge is located roughly 10 miles west on Highway 64.

The Rio Grande Gorge Bridge

They call it Biotecture, and in Taos, they have been doing it for over 40 years! Earthships are buildings that will take care of you while sti ll being sustainable, aff ordable, strong and meeti ng your local building codes. Take a scenic drive to the Rio Grande Gorge Bridge just 10 minutes west of town, conti nue another couple of miles and you will see the Earthships’ Visitors Center on your right. Go and experience what these most interesti ng and beauti ful homes are like amidst incredible mountain vistas!

Taos Earthships Visitor’s Center

The church is traditi onal adobe mission-style built in 1815 in the shape of a cross. It sits in the plaza of Ranchos de Taos. The plaza was where the fi rst line of defense was to fi ght off Indian att acks. When you heard the bell tolling and it wasn’t for church, you herded your catt le and sheep into the square and took a defensive positi on on the walls of the buildings. The church has a cistern underneath it to provide water. Inside the church, view the altar boards (reredros): the one in front with the oil painti ng is nice, but the true gem is the original altar board to the side, painted by the locals when the church was fi rst built. Georgia O’Keeff e did the most famous painti ng of the church. Locati on: 1 mile from the Sagebrush Inn, south on Highway 68, to Ranchos de Taos, on the left .
