Conference of Chairmen

The chairmen of the Federal Reserve Banksare organized into the Conference of Chair-men, which meets to consider matters ofcommon interest and to consult with, andadvise, the Board of Governors. Such meet-ings, attended also by the deputy chairmen,were held in Washington on May 31 andJune 1, and on November 29 and 30, 1995.

The members of the Executive Commit-tee of the Conference of Chairmen during1995 were Jerome H. Grossman, chairman;Cece Smith, vice chair; and A. WilliamReynolds, member.

On November 30, 1995, the conferenceelected its Executive Committee for 1996;it named Cece Smith as chair, A. WilliamReynolds as vice chairman, and John F.McDonnell as the third member.

Conference of Presidents

The presidents of the Federal Reserve Banksare organized into the Conference of Presi-dents, which meets periodically to considermatters of common interest and to consultwith, and advise, the Board of Governors.

Robert D. McTeer, President of the Fed-eral Reserve Bank of Dallas, served as chair-man of the conference in 1995, and ThomasM. Hoenig, President of the Federal ReserveBank of Kansas City, served as its vice chair-man. Helen E. Holcomb, of the FederalReserve Bank of Dallas, served as its sec-retary. David A. Sapenaro, of the FederalReserve Bank of Kansas City, served as itsassistant secretary until September 18, 1995,and Esther L. George, of the same ReserveBank, served as its assistant secretary for thebalance of the year.

Conference of FirstVice Presidents

The Conference of First Vice Presidents ofthe Federal Reserve Banks was organized in1969 to meet periodically for the consider-ation of operations and other matters.

Tony J. Salvaggio, First Vice President ofthe Federal Reserve Bank of Dallas, servedas chairman of the conference in 1995, and

Sandra Pianalto, First Vice President of theFederal Reserve Bank of Cleveland, servedas its vice chair. Joanna O. Kolson, of theFederal Reserve Bank of Dallas, served as itssecretary and Martha Maher, of the FederalReserve Bank of Cleveland, served as itsassistant secretary.

On October 10, 1995, the conferenceelected Sandra Pianalto as its chair for 1996and Colleen K. Strand, First Vice Presidentof the Federal Reserve Bank of Minneapolis,as its vice chair.

Directors

The following list of directors of FederalReserve Banks and Branches shows for eachdirector the class of directorship, the direc-tor's principal organizational affiliation, andthe date the director's term expires. EachFederal Reserve Bank has a nine-memberboard: three Class A and three Class B direc-tors, who are elected by the stockholdingmember banks, and three Class C directors,who are appointed by the Board of Gover-nors of the Federal Reserve System.

Class A directors represent the stockhold-ing member banks in each Federal ReserveDistrict. Class B and Class C directors repre-sent the public and are chosen with due, butnot exclusive, consideration to the interestsof agriculture, commerce, industry, services,labor, and consumers; they may not be offi-cers, directors, or employees of any bank orbank holding company. In addition, Class Cdirectors may not be stockholders of anybank or bank holding company.

For the election of Class A and Class Bdirectors, the Board of Governors classifiesthe member banks of each Federal ReserveDistrict into three groups. Each group, whichcomprises banks with similar capitalization,elects one Class A director and one Class Bdirector. Annually, the Board of Governorsdesignates one of the Class C directors aschairman of the board and Federal ReserveAgent of each District Bank, and it desig-nates another Class C director as deputychairman.

Federal Reserve Branches have either fiveor seven directors, a majority of whom areappointed by the parent Federal Reserve

Bank; the others are appointed by the Boardof Governors. One of the directors appointedby the Board is designated annually as chair-man of the board of that Branch in a mannerprescribed by the parent Federal ReserveBank.

Conference of ChairmenThe chairmen of the Federal Reserve Banksare organized into the Conference of Chair-men, which meets to consider matters ofcommon interest and to consult with, andadvise, the Board of Governors. Such meet-ings, attended also by the deputy chairmen,were held in Washington on May 29 and 30,and on December 4 and 5, 1996.

The members of the Executive Commit-tee of the Conference of Chairmen during1996 were Cece Smith, chair; A. WilliamReynolds, vice chairman; and John F.McDonnell, member.

On December 5, 1996, the conferenceelected its Executive Committee for 1997;it named Judith M. Runstad as chair, John F.McDonnell as vice chairman, and Donald J.Kennedy as the third member.

For the election of Class A and Class Bdirectors, the Board of Governors classifiesthe member banks of each Federal ReserveDistrict into three groups. Each group, whichcomprises banks with similar capitalization,elects one Class A director and one Class Bdirector. Annually, the Board of Governorsdesignates one of the Class C directors aschairman of the board and Federal ReserveAgent of each District Bank, and it desig-nates another Class C director as deputychairman.

Federal Reserve Branches have either fiveor seven directors, a majority of whom areappointed by the parent Federal ReserveBank; the others are appointed by the Boardof Governors. One of the directors appointedby the Board is designated annually as chair-man of the board of that Branch in a mannerprescribed by the parent Federal ReserveBank.

Conference of ChairmenThe chairmen of the Federal Reserve Banksare organized into the Conference of Chair-men, which meets to consider matters ofcommon interest and to consult with, andadvise, the Board of Governors. Such meet-ings, attended also by the deputy chairmen,were held in Washington on May 28 and 29,and on December 3 and 4, 1997.

The members of the Executive Commit-tee of the Conference of Chairmen during1997 were Judith M. Runstad, chair; John F.McDonnell, vice chair; and Donald J.Kennedy, member.

On December 4, 1997, the conferenceelected its Executive Committee for 1998;it named John F. McDonnell as chair,G. Watts Humphrey as vice chair, and JoMarie Dancik as the third member.

EachFederal Reserve Bank has a nine-memberboard: three Class A and three Class B direc-tors, who are elected by the stockholdingmember banks, and three Class C directors,who are appointed by the Board of Gover-nors of the Federal Reserve System.

Class A directors represent the memberbanks in each Federal Reserve District.Class B and Class C directors represent thepublic and are chosen with due, but notexclusive, consideration to the interests ofagriculture, commerce, industry, services,labor, and consumers; they may not be offi-cers, directors, or employees of any bank orbank holding company. In addition, Class Cdirectors may not be stockholders of anybank or bank holding company.

For the election of Class A and Class Bdirectors, the Board of Governors classifiesthe member banks of each Federal ReserveDistrict into three groups. Each group, whichcomprises banks with similar capitalization,elects one Class A director and one Class Bdirector. Annually, the Board of Governorsdesignates one of the Class C directors aschair of the board and Federal Reserve Agentof each District Bank, and it designatesanother Class C director as deputy chair.

Federal Reserve Branches have either fiveor seven directors, a majority of whom areappointed by the parent Federal ReserveBank; the others are appointed by the Boardof Governors. Conference of ChairmenThe chairmen of the Federal Reserve Banksare organized into the Conference of Chair-men, which meets to consider matters ofcommon interest and to consult with, andadvise, the Board of Governors. Such meet-ings, attended also by the deputy chairmen,were held in Washington on May 27 and 28,and on November 19 and 20, 1998.

The members of the Executive Commit-tee of the Conference of Chairmen during1998 were John F. McDonnell, chair; G.Watts Humphrey, Jr., vice chair; and JoMarie Dancik, member.

On November 20, 1998, the conferenceelected its Executive Committee for 1999;it named G. Watts Humphrey, Jr., as chair,Jo Marie Dancik as vice chair, and ClaudineB. Malone as the third member.


Thomas M. Hoenig, President of the Fed-eral Reserve Bank of Kansas City, served aschair of the conference in 1998, and Jerry L.Jordan, President of the Federal ReserveBank of Cleveland, served as its vice chair.Esther L. George, of the Federal ReserveBank of Kansas City, served as its secretary,and Stephen J. Ong, of the Federal ReserveBank of Cleveland, served as its assistantsecretary.

For the election of Class A and Class Bdirectors, the Board of Governors classifiesthe member banks of each Federal ReserveDistrict into three groups. Each group, whichcomprises banks with similar capitalization,elects one Class A director and one Class Bdirector. Annually, the Board of Governorsdesignates one of the Class C directors aschair of the board and Federal Reserve Agentof each District Bank, and it designatesanother Class C director as deputy chair.

Conference of ChairmenThe chairmen of the Federal Reserve Banksare organized into the Conference of Chair-men, which meets to consider matters ofcommon interest and to consult with, andadvise, the Board of Governors. Such meet-ings, attended also by the deputy chairmen,were held in Washington on June 2 and 3,and on December 1 and 2, 1999.

The members of the Executive Commit-tee of the Conference of Chairmen during1999 were G. Watts Humphrey, Jr., chair;Jo Marie Dancik, vice chair; and Claudine B.Malone, member.

On December 2, 1999, the conferenceelected its Executive Committee for 2000;it named Jo Marie Dancik as chair, John F.Wieland as vice chair, and Peter G. Petersonas the third member.

Conference of Presidents

The presidents of the Federal Reserve Banksare organized into the Conference of Presi-dents, which meets periodically to considermatters of common interest and to consultwith, and advise, the Board of Governors.

Jerry L. Jordan, President of the FederalReserve Bank of Cleveland, served as chairof the conference in 1999, and J. AlfredBroaddus, Jr., President of the FederalReserve Bank of Richmond, served as itsvice chair. Stephen J. Ong, of the FederalReserve Bank of Cleveland, served as itssecretary, and Claudia N. MacSwain, of theFederal Reserve Bank of Richmond, servedas its assistant secretary.

For the election of Class A and Class Bdirectors, the Board of Governors classifiesthe member banks of each Federal ReserveDistrict into three groups. NOTE. Under the original Federal Reserve Act, theFederal Reserve Board was composed of five appointedmembers, the Secretary of the Treasury (ex-officio chair-man of the Board), and the Comptroller of the Currency.The original term of office was ten years; the five originalappointed members had terms of two, four, six, eight, andten years. In 1922 the number of appointed members wasincreased to six, and in 1933 the term of office was raised
