1.0 ScopeThis environmental management plan derives the framework and action plan to manage the
all environment related activities of the 52.2 MW Dual Fuel (HFO/Gas) Fired Power Plant at
Comilla (Jangalia), Bangladesh. The environment related activities include identifying
environmental aspects resulting from the project activities, evaluation of the environment
impact of those aspects, identify the mitigation measures and ensure implementation of the
mitigation measures, monitoring the effectiveness of the controls implemented and the
overall environmental monitoring of the power plant. This plan covers the all environment
aspects during the construction and the operational phases of the power plant.
This plan ensures the establishing measures for controlling and reducing of adverse impacts
during construction and operational phases of the power plant, the actions needed to
implement these measures, a monitoring plan to assess the effectiveness of the mitigation
measures employed. This environment management plan will set out the strategies and
management processes that must achieve compliance with these environment requirements.
This environment management plan ensures compliance with all applicable environmental
laws, and will meet the requirements of all relevant governmental agencies of Bangladesh.
This plan is a dynamic document and might be updated/ modified as per the situational needs
and considering the requisite environmental aspects and their impacts to be incorporated.
2.0 Environment Management System2.1 Environment CommitteeThe environment requirements stipulated in this plan shall be strictly met and maintained by
the respective environment management organizations during the power plant construction
phase and the operations and maintenance stage. The Lakdhanavi Bangla Power Limited
(LBPL) will form an Environment Committee during the construction stage of the power
plant. The typical environment committee during the construction stage of the power plant
will consist with LBPL’s Assistant Project Manager, LBPL’s site Health, Safety &
Environment Officer, Work Superintendents and the representative of the Work Groups/
Operators.
LBPL will act compliance to relevant national and international environmental and social
compliances and standards and will try to maintain all relevant compliances during
construction and operational phases.

The duties of the Environment Committee will include,
· Ensure environmental and social safeguard compliances.
· Coordinate environmental monitoring process.
· Act as liaison with the public, local organizations and government.
· Ensure and supervise record keeping, data storage for follow-up actions.
· Monitor hazardous materials storage and handling.
· Promote environmental awareness and safety measures.
Also within the site, Environment Committee will monitor and ensure the implementation of
environment practices according to the environment plan. Also the Site Environment
Committee will direct, coordinate and orient the environment related activities.
The Site Environment Committee shall be responsible to make awareness of the power plant
employees on the policy, objectives, rules and/or regulations of the LBPL. The Site
Environment Committee will also look for, detect, and identify negative environment impacts
while performing a thorough investigation of all environment incidents and reviewing the
recommendations to avoid any repetition of the accidents occurred.

Once the construction phase of the power plant completed, a new organization structure will
come in to effect during the operations and maintenance phase. The designation names will

change according to the requirements of power plant operations and maintenance. The
responsibilities of the Assistant Project Manager shall be transferred to the plant manager
during the operations and maintenance phase. Health, Safety & Environment Officer will
continue to operate in the operations and maintenance phase. A representative to representing
the Operators shall be joined the Plant Environment Committee.
The operations and maintenance engineers shall be delegated with some responsibilities of
the plant manager in their respective work areas. Operations and maintenance engineers will
also attend the Power Plant Environment Committee meeting during the operations and
maintenance phase. The LBPL will ensure smooth transition of the responsibilities from the
construction phase to the operations and maintenance phase.

Assistant Project Manager/ Plant Manager
During the construction phase of the power plant the Assistant Project Manager and during
the operations and maintenance phase the Plant Manager has the prime responsibility for
ensuring the minimum impact on the environment from the power plant activities. Assistant
Project Manager/ Plant Manager will chair Environment Committee meetings. Assistant
Project Manager/ Plant Manager will promote the setting up of power plant environment

plan, regulations, rules, trainings and etc. Also he will organize and preside over
Environment Committee.
Assistant Project Manager/ Plant Manager will direct the Health, Safety & Environment
Officer, Operations and Maintenance Engineers (only in Operations & Maintenance Phase),
Technical Officers, Site Superintendents, representatives of the Work Groups/ Operators, and
other site employees in carrying out their duties and responsibilities with related to
environment aspects.
Health, Safety & Environment Officer
Health, Safety & Environment Officer will coordinate the occupational health & safety and
environment protection activities of the power plant. Health, Safety & Environment Officer
will conduct periodic environment audits to ensure that the established environment
procedures are being implemented and maintained as planned in the power plant.
Health, Safety & Environment Officer will report power plant management of compliance
and conditions requiring attention on environment. Responsible to check on the use of all
types of environment related aspects, emergency preparedness plans, and recovery actions
planned. In addition, Health, Safety & Environment Officer shall be responsible for all
environment protection activities, including fire prevention during the project lifecycle.
The major responsibilities of the HSE Officer are as follows:
· Monitor the environmental, health, safety, fire protection and emergency response
matters.
· Ensure the compliance of the environment legislative bodies.
· Ensure the compliance of other external stakeholders.
· Monitor the implementation of the environment management plan.
· Develop standard operational procedure (SOP) for environmental aspects.
· Conduct environment & safety inspections and provide environment & safety training
to promote a safe working environment for the employees.
Technical Officers/ Superintendents
Superintendents will organize the power plant sites, so that the work is carried out in
accordance with the environment standards required for the minimum impact to the
environment. They shall be provided with precise instructions as to the requirements for
correct work method while coordinate with the work groups to avoid any confusion about
areas of responsibility.

They are responsible to make the awareness of employees on environment practices available
and in use. Also need to ensure that new employees are properly instructed in precautions to
be taken before they are allowed to start work.
2.3 Environment Aspects & Impact EvaluationBefore establishing the environment plan for the power plant, environment aspects & impact
evaluation procedure shall be carried out by the LBPL before commencing the construction
phase and as well as the operations and maintenance phase.
The LBPL will identify environment aspects and their impact on the environment. After that
it will determines the severity level of each impact. Subsequently, appropriate operational
controls will also be identified in order to eliminate or minimize those hazards to acceptable
level.
The LBPL considers these identified environment aspects and associate impact when
establishing, implementing and maintaining environment plan and setting related objectives.
All above information are documented and keep it up to date through the aspect impact
register of the power plant project.
2.4 Environment AuditsEnvironment related aspects of the power plant project shall be audited periodically at pre
agreed intervals during the entire life cycle of the project. Environment audits shall be carried
out, to determine the conformance to environment standards and to ensure the effectiveness
of the environment management system. More frequent environment audits will plan
depending on the status and the requirements of the power plant at different stages of the
project and depending on the results of previous audit evaluations.
The audit criteria, scope, frequency, and methods for each audit is defined and communicated
to the audit team prior to the audit. Personnel assigned to carry out environment audits are
independent of those having direct responsibility for related activity. The relevant process
owner will ensure that corrective actions are taken without undue delay to eliminate detected
non-conformities and their causes. Follow up audits are conducted to verify the actions taken
and to report verification results.
2.5 Environment Reports, Meetings and Notices
2.5.1 Environment Incident ReportsAll adverse environmental impact situations, all the damages to the power plant’s properties,
all emergencies including fires & natural disasters and their impact on environment, all

releases or spills of hazardous materials considered to be an environment incident. All
Incident/Accident shall be immediately reported orally to the immediate supervisor by the
employees who will first observe any one of the cases described above and shall be followed
by a written report.
A written environment incident report will describe in detail the circumstance, and include
the results of the environment incident investigation and analysis. Written environment
incident reports shall be then submitted to power plant management by the Health, Safety &
Environment Officer.
2.5.2 Environment Committee Meeting
An Environment Committee meeting shall be held periodically at a pre agreed frequency and
chaired by the Assistant Project Manager during the construction stage and the power plant
location manager during the operations and maintenance stage. The all Environment
Committee members will participate in this. LBPL’s Manager - HSEQ will participate for
this meeting time to time as appropriate. All Environment Committee members prior to
holding a meeting may conduct a joint site environment inspection and the inspection results
shall be discussed at the meeting.
2.5.3 Notifications for Corrective Actions
Assistant Project Manager during the construction stage and the Plant Manager during the
operations and maintenance stage will issue notices of instruction for corrective actions to the
work groups/ operators. The work group leaders will fulfill environment related
responsibilities and correct unsafe conditions or practices which are harmful to the natural
environment, as notified by the power plant management.
The necessary instructions for environment practices shall be described in the work permits
issued by the management. The work which is harmful to the natural environment shall be
stopped immediately. The work will not be allowed to commence again until corrective
action has been taken.
Daily Tool Box meetings and daily environment inspection tours shall be arranged by Health,
Safety & Environment Officer who will record and will submit them to the power plant
management.
2.6 Environment Orientation & TrainingTraining is an integral part of a preventive strategy. Environmental and disaster management
training will be required to ensure proper implementation of effective environmental
management and monitoring plan, and disaster management plan.

However, training shall be organized by LBPL involving power plant project staff.
Important training modules includes,
· Training on fire fighting.
· Training on environmental regulations and standards.
· Staff training on environmental monitoring.
· Training on environmental health and safety measure.
It is mandatory for each employee to attend the environment awareness orientation program
on the first day of his/her work. No worker shall be permitted to work in the power plant
without attending the environment awareness orientation program and other requirements.
The orientation shall be given by the Site Health, Safety & Environment Officer and will
typically include a brief explanation of the programs, environment control policy, outline of
applicable regulations and requirements for the power plant, emergency response and
environment recovery procedures. The records shall be maintained on all employees of the
environment trainings given time to time according to the training schedule.
3.0 Compliance with Legal RequirementsThere are several legal requirements exist in Bangladesh for conservation of the environment,
improvement of environmental standards and control and mitigation of environmental
pollution. The LBPL shall also adhere with those requirements to protect the environment.
The main legislative references for environmental impact evaluation in Bangladesh are,
· Environmental Policy 1992
· Environmental Conservation Act 1995 (ECA-95)
· Environmental Conservation Rules 1997 (ECR-97)
Department of Environment of Bangladesh, under the Ministry of Environment and Forest, is
the regulatory body responsible for enforcing the ECA 95 and ECR 97.
4.0 Power Plant EnvironmentThe workers shall be instructed to use the waste bins to put waste. The waste bins shall be
segregated to different waste types. They are colour coded to identify the correct waste bin
before putting waste in to the waste bin.
At the end of the days’ work collect workers shall be instructed to collect all scrap, generated
from the work at their work locations & segregate those waste materials. Those waste

materials shall be disposed as appropriately as per rules and regulations of the local
government authorities. The workers shall be instructed always to keep the work locations
free of obstacles & without any scrap or litter around.
The employees are responsible to adhere to the environmental control specified for the job
site including all equipment and machines used. The employees shall be instructed not
dispose of any used oil or liquid waste direct to the ground, pit or storm drain. Dispose of
these materials only in properly labeled containers.
5.0 Environment MonitoringEnvironmental monitoring shall be an essential component of this environmental
management plan, as it provides the basic scenario of the impact of the project on baseline
condition.
The prime objectives of environmental monitoring includes:
· Assess the effectiveness of proposed mitigation measures.
· Monitor results with baseline data/environmental standards.
· Identify the extent of environmental impact.
· Determine project compliance with regulatory requirements.
· Adopt remedial action and further mitigation measures if necessary.
5.1 Pre-Operation Phase (Construction Phase)During the construction phase, the LBPL will ensure that activities such as land leveling,
clearing work, access road construction, putting proper traffic signals etc. are being carried
out properly to minimize the level of impact. This in turn shall be monitored by the Health,
Safety & Environment Officer of LBPL.

5.2 Operation PhaseDuring the operation phase the preventive maintenance shall be carried out to identify and
resolve problems related to cooling oil, gaskets, circuit breakers, vibration measurements, and
other monitoring activities at regular intervals. Monitoring of oil water separation and
sanitary waste treatment shall be done periodically to avoid water pollution. Other
environmental good practices include noise abatement, maintaining hygienic conditions,
maintenance of fire and safety equipment etc. and clearing of grass shall be done periodically
and medium height tree plantation around the boundry wall shall be done at the plant areas as
appropriately.

6.0 Implementation of Environment Controls6.1 Air PollutionAir pollution can occur due to many reasons. They are due to dust generation and due to
emissions from power plant vehicles and machinery. Mitigation measures shall be
implemented to minimize the air pollution due to dust generation through maintaining the
access roads and power plant premises area in wet condition by sprinkling of water daily.
And also soil with low level of dust particles can be used in the construction of the access
roads and the surrounding areas of the site. Mitigation measures which shall be implemented
to minimize air pollution due to emissions from power plant vehicles and machinery are
inspection of the vehicles and machinery for emission levels before deploying in the power
plant work and the periodic maintenance of the vehicles and machinery. The LBPL will carry
out regular inspections on site vehicles and machinery. During power operations and
maintenance the air emissions from the engines and through the boiler operations shall be
monitored and shall be control it if beyond the stipulated emission limits.
6.2 Land PollutionSoil erosion can be occurred in nearby lands due to the obstruction of natural rainy water
ways due to earth moving and removing of inhabitant vegetation. As the preventive measure
the power plant management will create alternate rainy water ways appropriately to the site
condition. The trees and major vegetation of temporary areas such as labour camp area will
not be removed. Planting of grass shall be carried out at some locations to strengthen the soil
as appropriately.
Land pollution will also occur due to oil spills from equipment & machinery. To prevent
these incidents the site management will carry out regular inspections on site equipment &
machinery and shall be done necessary maintenance as required.
6.3 Water PollutionAir pollution can occur in many ways. They are water pollution due to sewage disposal and
water pollution due to effluent water disposal. The water pollution due to sewage disposal
shall be prevented through the construction of sewage and septic tanks as appropriate to the
conditions of the power plant sites. The water pollution due to effluent water disposal shall be
prevented through the septic tanks and sand pits were constructed to minimize impact of
effluent water disposals. The LBPL shall be working in conformance as per the waste water
rules and regulations of the local government authorities as appropriately. Waste concrete

shall be disposed as per the instructions of the local government authorities and through
approved waste contractors.
6.4 Noise PollutionNoise pollution will also occur due to high noise generated from equipment & machinery. As
a mitigation measure the equipment & machinery shall be checked for the availability of
necessary vibration & noise controlling parts in place before using in the site they were being.
The power plant management will carry out regular inspections on equipment & machinery.
Usage of ear mufflers shall be provided for high noise work for the power plant employees.
6.5 Oil and Chemical SpillagesBefore handling any Oil and Chemical the employees are instructed to know its properties
and follow the proper precaution and procedure. All Oil and Chemical shall be stored in
appropriate containers with proper labels. Hazardous chemical shall be effectively isolated to
avoid contamination. Incompatible materials will not be stored in the same area.
The Material Safety Data Sheets (MSDS) shall be maintained to get information once the
materials get spilled. Spill response mechanisms shall be implemented with the required tools
to prevent further spreading of spilled material once an emergency situation occurred. The
power plant shall be designed with required facilities to response major oil spillages from the
tank farms. The small oil spillages shall be responded immediately with oil collection trays
and using cotton absorbents. The necessary preventive measures shall be taken to avoid any
contamination with the natural environment such as water bodies and ground. Oil collection
trays and dry cotton absorbents shall be kept at the stores in-order to use during a spillage.
The oily waste and sludge shall be disposed as accordance with the standard process of the
client’s country.
6.6 Vehicle MovementsTransport of construction material & equipment will cause a nuisance to the nearby people
due to the frequent noise of vehicle movement. As a mitigation measure the power plant
management will control the number of vehicles arriving per particular period and restricted
transportation only during the day time.
6.7 Waste ManagementThe LBPL shall be concerned about the impact of land pollution due to solid waste disposal.
The waste shall be collected in to a one location of the power plant. Some of them shall be
reused while others disposed. Waste disposal shall be done as appropriately as per rules and

regulations of the local government authorities. The LBPL will take necessary measures to
prevent land pollution through the disposal of reinforcement material off cuts. During the
construction period power plant management shall be instructed to collect all the
reinforcement material off cuts in to a one location of the site. Some shall be reused while
some shall be disposed as appropriately as per rules and regulations of the local government
authorities. Land pollution due to the disposal of waste concrete shall be minimized. Excess
concrete shall be reduced through accurate measure of quantities during the planning stage.
3R System(1) Reduce
(2) ReuseThe reuse of the waste shall be considered as the next most desirable option. It is any
operation where products or materials that are not waste are used again for the same purpose
for which they were intended. The reuse procedure will comprise with checking, cleaning,
repairing, and/or refurbishing, entire items or spare parts.
(3) Recycle
Recycling of waste shall be the next step in priority. The waste shall be segregated as used,
reused, or unused items. Recycling will involves in sorting and processing the recyclable
products into raw material and then remanufacturing the recycled raw materials into new
products.
The reduction of waste is the most vital point in the waste
hierarchy. The environment management programmes
will be implemented to reduce waste generation by it’s
source. Reduction minimizes the generation of waste
products in the first place by it’s source.

7.0 Environment Mitigation PlanThe environmental management programs are being carried out as an integrated part of the
project planning and execution. This plan interacts dynamically as project implementation
proceeds, dealing flexibly with environmental impacts, both expected and unexpected.
7.1 Pre-Operation Phase (Construction Phase)The environmental management during the construction phase primarily focused on
addressing the possible negative impacts arising mainly from:

7.3 Post - Operation PhaseThe environmental management during the post-operation phase primarily focused on
addressing the possible negative impacts on the environment. The major environmental
impacts during post-operation or decommissioning phase of a thermal power plant includes,
Generation of solid waste and disposal, oil spillages, generation of dust, generation of noise.
Solid waste generated will be collected and disposed properly through the approved waste
contractors. In-order to minimize the leakages of spent lube oil from plant equipment, the oil
collection trays and cotton absorbents will be used. Some dust will be generated during
demolition works of the power plant. To address the dust generation due to demolition work,
daily watering of bare areas will be carried out. The other major environmental impact during
post-operation of a thermal power plant is noise and vibration. As the demolition works are
likely to lead to significant deterioration of the acoustic environment, the demolition work
will be carried out only in the day time as a mitigation measure.
During decommissioning movement of trucks carrying heavy demolition equipment and
demolished materials will cause adverse impacts. For mitigating the risk of human health and
property damage, the operation of vehicles during the demolition work will be monitored to
operate them with due care.
8.0 Emergency Preparedness, Response & Recovery PlanSo, the LBPL shall ensure to take necessary actions to prevent any un-wanted disaster in the
plant. Disaster could also be occurred if any sudden flood, earthquake and fire occur or if the
equipment/ machinery fail to work at normal condition. In this regard provisions shall be
made to stop the ongoing activities immediately during any emergency situation. The
preventive measures shall be taken during the following situations.
· Address soil erosion during and after heavy rainfall
· Formulation and strict implementation of safety codes and measures
· Periodic inspection of safety valves and equipment
· Preventive maintenance
· Precautionary measures for electro-magnetic wave or electrical interference
· Prohibit smoking in the site premises
· Mock firefighting drills
· Provision & inspection of firefighting equipment and fire hydrant system periodically
· Proper training of the employees about the environment compliances
· Training the employees and the residents of the surrounding villages about the actions
to be taken during an accident, disaster etc.
