ThefirstUP-PGHDepartmentofSurgeryPostgrad-uatecoursedatesback in1969whenDr.AlfredoT.Ram-irez, then the executive officer of the department initiatedshortintensivepostgraduatecoursesinsurgery.Sincethenit became a regular educational postgraduate activity ofthedepartment.Inthelastfifteenyears,theUP-PGHpost-graduatecoursewas titledMastery inSurgery tohighlightexceptional surgical issues as topic contentwith resourcespeakerswhoareexperts in theirownfieldsaskeycom-ponentofthisevent.Yearly,thescientificprogramvariesinits content and strategy depending upon its theme.WhentheFoundationfortheAdvancementofSurgicalEducation,Inc.(FASE)wasformedin2003,throughtheinitiativeofDr.JoseC.Gonzales,thentheChairoftheDepartmentofSur-gery,UP-PGHandDr.EduardoR.Gatchalian,thefirstFASEPresident,itregularlyhelpedsponsorthisactivitytorealizethedepartment’scommitmentinhelpingsurgicalpractition-ersnationwideinadvancingtheirknowledgeandexpertiseinthecomprehensivemanagementofthedifferentsurgicaldisorders.
MasteryinSurgery2015themeis“OptimizingOut-comes inSurgery.”Proceedsof thiseventwillbedonatedtotheFoundationfortheAdvancementofSurgicalEduca-tion(FASE),whichwillthenhelpfundtheindigentsurgicalpatientsoftheDepartmentofSurgery,UP-PGH;trainingofsurgicalresidents tohelpthemachievethehighestqualityof surgical training responsive to theneedsof theFilipinopeople;andassistanceintheprofessionaldevelopmentpro-gramsfortheconsultantstaffofthedepartment.

Message from the Chancellor My warm greetings to themembers of the Foun-dation for theAdvancement of Surgery, College of Medi-cine-Philippine General Hospital, UP Manila, on the con-ductof the51stPostgraduateCourse“Mastery inSurgery2015.” I welcome the surgeons from all over the Philip-pines who are participating in the plenary lectures andotheractivitiesput togetherby theOrganizingCommittee.
I commend your dedication to the advancement of yourprofession and your constant desire to improve patientcare through your attendance in this forum. Today’s Sur-gical education is marked by rapid and vibrant changesin knowledge and understanding of surgical approach-es, and new procedures and technologies. Novel edu-cational and training paradigms are necessary to meetthe challenges of the 21st century and ensure that pa-tient outcomes are optimized through constant educa-tionand trainingofmorecompetentandskillful surgeons.
This makes the theme of the course, “Optimizing Out-comes inSurgery”more relevantand timely.The increas-ing range of diseases that are treated surgically and thedevelopment of new therapies impel surgeons to learnand adaptmore to the growing demands and challenges.

Once again, on behalf of the UP College of Medicine I would like to congratulate the Foundation for the Advancement of Surgical Education (FASE) and the UP-PGH Department of Surgery on your 49th Postgraduate Course, Mastery in Surgery 2013 with this year’s theme “Back to Basics: Preventing Complications, Improving Outcomes.”
I am glad that your Foundation and Department continue to strive to be relevant to the changing times. With our theme last year being “From Simple to the Spectacular,” you attempted to present the latest and pioneering developments in your field. This year’s theme, however, “Back to Basics” has the clear intention of emphasizing what has always been significant in yours as well as in other specialties, that of preventing complications and improving outcomes. This is particularly important in the light of the very limited resources allotted to healthcare but with the expectation of a more cost-effective treatment option. Improved outcomes, therefore, becomes a goal for all management modalities to strive for.
Again, congratulations to FASE and more power in your future activities.

This year’s scientific program will commence with a veryinspiring ChancellorAlfredo T. Ramirez Memorial LecturefromthePGHDirectorDr.JoseC.Gonzalesandbyanen-couragingorationbytheChairoftheDepartmentofSurgeryDr.WilmaA. Baltazar.Thiswill be followed by interactivesessionsthataredesignedtoprovideinsightsonoptimizingandimprovingthequalityofsurgicalcareforourpatients,inordertoachievefewercomplicationsandbetteroutcomes.Expertfacultymembersofthedepartmentwillusedidacticandcase-based formats toaddress topicswithinessentialcontentareasinbothGeneralSurgeryaswellasSubspe-cialtySurgery.This year,we have added aPre-CongressLiveSurgerythatwilldemonstratecommongeneralsurgeryprocedureswithemphasisontechniquesthatpromoteopti-malsurgicaloutcomes.Weencourageyoutoparticipateinthefoursimultaneous“MeettheProfessorDinners”forthechancetohaveacloseandinformalsmallgroupdiscussionwith four General Surgery Professors. Four simultaneousshortcoursesonthethirddaywillagainbeofferedtopar-ticipantswhoareinterestedtohaveanadditionalcourseonanyofthetopicsdesignedtohelpthemadvancetheirknowl-edgeandskillsneededintheirday-to-daypatientcare.
