Instructor Mitch Goldberg is back by populardemand. Please see information in brochure for requirements to take the course.Class limited to 25 participants.• Incidence Response to Terrorist Bombings (PT 1)This class provides first responders with the skills necessary to recognize andreport a potential incident involving explosives. Morning and afternoon classes.• Fireground Risk ManagementChief James Seavey will focus on the need for firefighter leadership changes inthe face of the cancer issue. He will bring to the seminar information to better en-hance fire training and responses, keeping cancer in the forefront. Chief Seaveyis on the VCOS Board, serves on the National Firefighter a Cancer Alliance andis Co-Chair of the NVFC Cancer Task Force. Jim is a very well know presenteron the national level, and is a member of the Cabin John Park Volunteer Fire de-partment. In 2009 he was named Volunteer Fire Chief of the Year by the Inter-national Association of Fire Chiefs. Chief Seavey, while working for the Districtof Columbia, was cited for having "led his department heroically in times of cri-sis, including administering the department’s staff and operations while his ap-paratus responded to the Pentagon following the September 11, 2001 terroristattacks." In addition, he has cultivated a relationship with the Halsenbek Volun-teer Fire Department just outside of Hamburg, Germany, that has created anopportunity for cultural, educational, and technological exchanges between U.S.and German fire services. • Leading Your Department for Safety SuccessBringing your “A” game to the fight is critical to firefighter survivability and injuryreduction. With the push for green energyand buildings continually immerging,Solar Energy has become a leadingtechnology.

As with all changes encounteredin the Fire Service, hazards exist.Taught by Brenden Dunn, this pro-gram is intended to familiarize fireservice personnel with solar energytypes and the hazards associatedwith it.

Dunn, a retired Deputy Chief ofthe Utica Fire Department, will dis-cuss operational procedures for safepractice and highlight each differentapplication of solar energy.

This program is intended for alllevels of Fire Service personnel.

During his 23 years of serviceChief Dunn worked in engine andtruck companies. As a Captain hedeveloped the curriculum for theUtica Fire Academy and trainedmore than four hundred fifty firefight-ers over a ten year period.

Chief Dunn holds numerous fire-fighting certifications, and has pre-sented at the NYS Association ofFire Chiefs Conference, the OldForge Fire School, Ontario CountyFire Chiefs Training Seminar, and forthe Firemen’s Association of theState of New York.

Chief Dunn has an AAS in FireProtection Technology.

Being a firefighter has nothing to do with earning a paycheck - but has everythingto do with attitude, appearance, commitment and dedication. Students wil learnhow successfully creating and maintaining a professional image can improvemembership recruitment and retention, fundraising, and building political supportwithin the community. Chief Merrill writes a continuing series for Fire Engineeringtitled "The Professional Volunteers Fire Department" as well as host a Fire Engi-neering Blog Talk radio show with the same title.

After the Keynote Speaker the following classes will be offered.• Homemade Explosives (HME)This course provides first responders with the knowledge, skills, and abilities to ef-fectively prevent, interdict, and respond to an imminent threat caused by HMElaboratories and producers.• West Webster On Christmas Eve morning in 2012, firefighters responded to a call in West Web-ster, New York, a suburb of Rochester. The call ended in tragedy with two fire-fighters being shot and killed and two others injured by a man believed to have setthe fire. This presentation deals with the aftermath of a high profile LODD, how toorganize the ensuing chaos, identifying its pitfalls and explaining some of the is-sues that can be faced during the call. Presenters are John Semmler, AlSienkiewicz and Timothy Kohlmeier.• Emergency Services Chaplain - One This is a presentation for firefighters, chiefs, officers and chaplains, or those wish-ing to be a chaplain in the fire, EMS or auxillary departments, and discusses whata good chaplain can offer in an organizations. • SCUBA RecertificationDon Haehl, Master SCUBA Diver Trainer Instructor, (certified by PADI), PublicSafety Diver Instructor and member of the OFFD, will offer the opportunity forthose wishing to recertify in SCUBA.Course will entail academic sessions, tutori-als and in water training. Vehicle Extrication on Friday MorningVehicle extrication techniques and tactics will be the focus of Mitch Goldberg’s

hands-on class offered on Friday morning, September 18, at the Old Forge Fire De-partments’ Fire School. The class will begin at 8:30 a.m. allowing up to 25 partici-pants to take the course.Turn out gear is required. Certificates will be issued. Topicsinclude:

Basic operation and familiarity of hydraulic rescue tools as well as their deploy-ment; How to size up an accident scene, manage it, and to set-up the tools needed;One versus two person tool operation; Cutters, the backbone of your rescue system,making sure they can “cut”; Ascertaining whether your department has a writtenSOG/SOP policy for vehicle accidents; OSHA subjects: firefighter safety, operationalsafety, PPE, equipment safety, hazard management and ICS management.

Firefighters requirements to take this course:1) Current member of a NYS fire department,2) Letter from chief of department authorizing student to participate,

and3) Full department approved PPE (personal protective equipment).

Participants will not be able to take class without the proper requirementsbeing met. Also, payments, or departmental vouchers are needed to be sent attime of sign-up. It will be a first come - first served selection process.

MITCH GOLDBERG...is the Rescue Products Manager for Harrob Fire located in East Syracuse, New York and Holmatro Rescue Products terri-tory representative since 2003 covering 14 central N.Y. counties. He’s been a volunteer firefighter in Onondaga County N.Y.since 1983 with the DeWitt Fire Department and is a current member of the Moyers Corners Fire Department holding theranks of Lieutenant and Captain respectively in both organizations.

This program will engage chiefs, officers and “wanna be” officers (that means firefighters) in critical thinking and situa-tional awareness. This exciting, interactive program will be loaded with information and convincing evidence. If you are a realleader, show up and have fun with us. Bringing your “A” game to the fight is critical to firefighter survivability and injury re-duction. Program attendees will be challenged to enhance life safety by self-examination, using case studies and prior inci-dents. Participants will work on the “16 Firefighter Life Safety Initiatives” of the Everyone Goes Home® program of theNational Fallen Firefighters Foundation. If you really are interested in reducing line of duty deaths and injuries, you cannotmiss this presentation.

Instructor Paul C. Melfi, EFO, is an Academy/Regional Fire Instructor for the NYS Office of Fire Prevention and Con-trol. Paul retired as a Deputy Fire Chief, Chief of Operations for the City of Olean after 26 years of service. He is the Handson Training Coordinator for the New York State Association of Fire Chiefs Education Program and has worked as a FireService Training Consultant for the National Fire Protection Association (NFPA) in the Electric Vehicle Safety Training Pro-gram. He is also an Instructor for the FDIC (Fire Department Instructor’s Conference, (Fire Engineering Magazine), andFIREHOUSE EXPO (Firehouse Magazine). Paul graduated from the National Fire Academy as an Executive Fire Officerand has a BS in Fire Administration and Community & Health Services. Nationally Certified as Fire Service Instructor 2 anda Nationally Certified Fire Officer 3, Paul’s passion is teaching firefighters and sharing experiences so that firefighters stayalive and go home. Paul represents the National Fallen Firefighters Foundation, EGH/Courage to Be Safe Program asFEMA Region 2 Advocate (NY/NJ), and teaches Firefighter Life Safety Initiatives across the State of New York. He has au-thored several articles for fire trade magazines such as Fire Engineering and Size Up.

This seminar offers the unique perspective from both a Fire Chaplain and a Fire Chief. Topics to be covered include pri-mary and secondary support roles and responsibilities, memorials, leadership, organizational structure, spiritual diversity,stress awareness, training, and a supportive presence at the scene, firehouse and in the community.

Instructors Kevin and Barrie-Lyn Foster are both members of the CNYFA, Aurelius Volunteer Fire Department, fire dis-trict commissioners, certified instructors, and EMT's. Kevin serves as the Town of Aurelius Fire Marshal, on FASNY's Codes& Standards Committee, and was Fire Chief for 8 years. Barrie-Lyn currently serves as Rescue Captain and was ChiefChaplain of the NYSAFC, Inc from 2009-12. They are proudly a third generation fire service family.

Gerry Sheridan has been a policeofficer with the Suffolk County, NewYork Police Department since 1993.For the past 15 years he has been as-signed to the Emergency Service Unit.The unit is responsible for providing re-sponse for bomb/suspicious packagerelated calls, tactical/S.W.A.T. opera-tions, heavy/technical rescue, and haz-ardous material/WMD incidents. Hehas been a certified Bomb technicianfor 10 years and is a member of theFBI’s New York Stabilization Team. Hehas completed numerous advancedcourses offered by local, state and thefederal government. Gerry is a certifiedNew York State General Topics Instruc-tor, has been a contract instructor withAT Solutions since 2013, and was aguest speaker at the CBRNE WorldConferences in Dublin, Ireland and inNew York. He is a veteran of the U.S.Military and has over 28 year’s law en-forcement experience.

Gerry and Kevin will be teaching In-cident Response to Terrorist Bomb-ings (IRTB) which was developed bythe New Mexico Institute of Mining andTechnology (New Mexico Tech) andprovides first responders with the skillsnecessary to recognize and report a po-tential incident involving explosives.

The course provides participants withan understanding of the terrorist threat,information on recognition and capabil-ities of energetic materials (explosivesand incendiaries) that could be used ina terrorist attack, and appropriate re-sponse protocols.

Topics covered include but are notlimited to: weapons of mass destruc-tion, terrorism and the acquisition of in-formation, materials and tools,recognition of energetic materials, de-vices and device components, incidentresponse scenarios and response,scene control, safety and evidence col-lection.

Kevin M. PowerCommanding OfficerArson/Bomb Squad

Kevin Power is a Detective Lieu-tenant and Commanding Officer of theArson/Bomb Squad for the NassauCounty Police Department, NY. His re-sponsibilities include supervising the in-vestigation of fires of incendiary,suspicious and undeterminedcause/origin in conjunction with theNassau County Fire Marshal Officeand, as an F.B.I. certified hazardous de-vices technician, he oversees the squadas they conduct investigations associ-ated with CBRNE explosive-specificthreats.

Kevin has spent close to 30 yearsin law enforcement and has held posi-tions of patrol officer, crime scene de-tective, patrol supervisor and precinctsquad detective supervisor. Serving for

the last 15 years in his current positionas Arson/Bomb Squad Commander atthe County level, he plans, directs andsupervises the activities of squad de-tectives and applies his experience andknowledge of County and State law tofacilitate successful criminal case man-agement. As a NYS General Topics In-structor, Kevin is a regular presenter atthe Nassau County Police Academy, aswell as a contract instructor for PAE(formerly A-T Solutions). He is also amember and team leader of the De-partment’s Crisis Negotiation Team. Ona State level, he belongs to the NYBomb Squad Symposium. He alsoserves as a select member of the FBI’sNew York WMD Stabilization Team andrecently completed the Master’s Degreeprogram at the Naval PostgraduateSchool Center for Homeland Defenseand Security.

Topics covered include but are notlimited to: Basic explosive physical/chemi-cal properties and hazards; variablesthat influence explosive effects; HMEprecursors; indicators of HME/IED man-ufacturing; distinguishing between aHME lab and a clandestine drug lab;HME scene safety and security; casestudies of recent HME incidents andcommunity awareness and education.

Today’s Emergency Vehicle Operations are more demanding than ever, are you ready to take on the challenge. Thisprogram is an overview of the new 2016 VFIS EVDT-I (Emergency Vehicle Driver Training Program). The EVDT-I Train theTrainer program is designed to give today’s emergency services drivers and their agencies the tools they need to addresstrue risk management. This is an overview of compliance with industry standards in relation to Emergency Vehicle DriverTraining and the confidence and competency needed when operating emergency vehicles.

Instructor Tim Boel Education Specialist for VFIS, Past Chief, President, Commissioner and a 40 year veteran of the EastGreenbush FD in upstate New York has instructed a number of Emergency Command and Management, Live Fire and RiskInterdiction programs at various levels for Police/Fire and EMS for the last 30 years throughout the Northeast. He’s a mem-ber of numerous emergency service organizations/associations including NYSAFC and FASNY also Past President of theNYS Association of Fire and Life Safety Educators. Tim’s been a member of the NYS Association of Fire Chiefs for over 30years, served as Pub Ed Chairman for 10 years and is currently Vice-Chairman of the State Chiefs Pub Ed Committee.

This presentation will benefit volunteer emergency response personnel of all ranks and experience levels, specificallythose currently responsible for recruiting, motivating and retaining responders and those who may be responsible in the fu-ture. The future of the fire and emergency services requires that everyone be involved in the process in some form, espe-cially in retaining our peers and recruiting our replacements. This leadership presentation, taught by Tiger Schmittendorf,offers insight that can be applied in any volunteer fire department or emergency services agency – opening hearts and mindsto changing the way the participants look at their perceptions, challenges and solutions.

Schmittendorf is a chief storyteller and frequent presenter on the subjects of leadership, safety, command, recruitmentand retention. He serves Erie County (Buffalo, NY) Department of Emergency Services as Deputy Fire Coordinator.
