▪ Vertical hierarchical structures in public as well as in private sectors influence the decision-making process:

• there are no clear distribution of rights to make decisions

• most decisions are maid by the big boss personally

• middle management has very limited authority in decision making and is ready to undertake only collective responsibility.

▪ Few local clients with international experience in development. Few international clients with local experience.

▪ Few local architects with international experience. Few large construction companies with international experience.

▪ Limited availability of modern equipment and materials on the local market.
