LONG-RUN SUSTAINABILITY
Every period the government runs an overall deficit, its debt increases—when spending plus interest payments on the existing stock of debt exceeds tax revenues, the stock of debt will rise. But it does not follow from this that governments cannot afford to run deficits for long periods.Let D denote the stock of government debt and let GDP be denoted Y The debt/GDP ratio is D/Y.A change in the ratio of debt to GDP can result from any of three factors:1. It rises because of interest on existing debt. This adds r (D/Y) to the debt to GDP ratio2. It falls because of growth of GDP. This reduces the debt to GDP ratio by g(D/Y)3. Finally, debt changes by the size of the primary deficit relative to GDPChange in D/Y = (r - g) D/Y + Primary Deficit/GDPTherefore the debt/GDP ratio is constant when:(r - g) D/Y = Primary Surplus/GDP

The lower panel of Table 10.5 shows that if the deficit–GDP ratio were initially 1%, then although the stock of debt would continue to rise (because the government would consistently be running a deficit), the stock of debt to GDP would remain constant at 50%.
Governments with existing debt will need to run primary surpluses at some point to keep the debt-to-GDP ratio from exploding

THE INTERTEMPORAL BUDGET CONSTRAINT
The links between the stock of debt and future surpluses are easier to understand with a simple example.
Imagine a two period model where the government has to balance its books at the end of two periods.
Debt at end of first period (denoted period 0) is:
D(0) = G(0) - T(0)
where G(0) is government spending in the first period and T(0) is tax revenue in the first period.
To pay off the debt in the second period we need:
T(1) - G(1) = [G(0) - T(0)] x (1 + r) = D(0) x (1 + r)
so that debt equals the present discounted value of future primary surpluses:
D(0) = [T(1) - G(1)]/ (1 + r)

THE INTERTEMPORAL BUDGET CONSTRAINT
The intertemporal budget constraint means that the current stock of debt should equal the present value of future primary surpluses. If that is not true, default will occur at some point.
The intertemporal budget constraint tells us why it is problematic to have similar numerical targets for debt levels across countries.
The intertemporal budget constraint has different implications for different economies, depending on the purposes for which they run deficits and their future prospects for growth.

OPTIMAL BUDGET DEFICITS
Budget deficits can be a problem or a blessing. First, governments may be running deficits to finance investment.
Keeping tax rates smooth avoids excessive distortions in economic behavior, we argued that governments should avoid rapid tax changes, aiming to balance deficits and surpluses over an entire economic cycle, rather than in each budgetary period.

adalah kendaraan roda 4 berupa sedan dan MPV 4X2, dengan kapasitas silinder antara 1.000 cc dan 1.200 cc, serta antara 700 cc dan 999 cc, dengan konsumsi bahan bakar (JC-08 atau UN-ECE R101-02) lebih besar atau sama dengan 22 km per liter untuk cc sampai dengan 1.000 cc, dan lebih besar atau sama dengan 20 km per liter untuk cc sampai dengan 1.200 cc dan emisi gas buang adalah Euro II atau sesuai peraturan yang berlaku di Indonesia.

Tujuan meningkatkan kelancaran arus barang dan mobilitas orang di metropolitan, dan meningkatkan aksesibilitas masyarakat dan ke daerah tertinggal.
Cetak Biru Transportasi Antar Moda/Multimoda Tahun 2010-2030, melalui peraturan perhubungan No KM 15 tahun 2010.
Sesuai Regulasi, tarif PPnBM yang seharusnya dikenakan pada mobil LCGC (tanpa insentif):
• Sedan sampai dengan 1500cc: tarif PPnBM = 30%
• MPV 4x2 sampai dengan 1500cc: tarfi PPnBM = 10%
REGULASI TENTANG PPnBM SEBELUMNYA3.1
Undang undang RI No. 42 tahun 2009:
“… bahwa disamping dikenai Pajak pertambahan nilai (PPN), dikenai juga Pajak Penjualan atas Barang Mewah (PPnBM) terhadap:
1. Penyerahan Barang kena pajak (BKP) yang tergolong mewah yang dilakukan oleh pengusaha yang menghasilkan barang tersebut di dalam Daerah Pabean dalam kegiatan usaha atau pekerjaannya;, dan
2. Impor Barang Kena Pajak (BKP) yang tergolong mewah
Yang termasuk Barang Mewah:• barang yang bukan merupakan barang
kebutuhan pokok;• barang yang dikonsumsi oleh masyarakat
tertentu;• barang yang pada umumnya dikonsumsi oleh
masyarakat berpenghasilan tinggi; dan/atau• barang yang dikonsumsi untuk menunjukkan
status.
