• Write planning policies (to address Issues and fulfil Aims) • Write supplementary planning guidance (if required) • Check policies conform with National Planning Policy Framework • Check policies conform with Local Plan • Liaise with FBC to ensure policies are clear and robust • Identify any specific development projects for the neighbourhood area • Consider specific site allocations • Consider potential for using Neighbourhood Development Orders • Identify any policy options • Consult on policy options (if necessary) (newsletter/web site/press article) –

Draft Plan out for consultation 15th June – 26th July 2015.

6. SUBMITTING THE PLAN • Produce pre-submission draft • Make arrangements for pre-submission consultation. (Newsletter/web

site/press article) • Undertake pre-submission consultation (6 weeks min.) • Amend Plan in light of results of pre-submission consultation • Prepare a consultation statement (identifying results and amendments) • Prepare supporting statement on how Plan meets basic conditions • Consider preparing an Implementation Plan • Submit proposed Neighbourhood Plan (together with supporting documents)

to FBC • FBC announce receipt of Plan (6 weeks for comments) • FBC/Town Council to appoint Independent Examiner • FBC submit Plan to Independent Examiner • Independent Examiner considers Plan • Make modifications to Plan (if necessary) • Submit final Plan to FBC

7. REFERENDUM

• FBC to agree date of referendum • Organise campaign in support of Neighbourhood Plan • FBC to make all information available 28 days before referendum • FBC advertise referendum arrangements 25 days before referendum • Referendum takes place • FBC publish results of referendum
