In October, the month after the 4th Annual Cybersecurity Summit, NIST is scheduled to release a draft of its cybersecurity framework—a series of voluntary standards, best practices and guidelines aimed at reducing cybersecurity risks for critical infrastructure. Presidential Executive Order 13636 tasked NIST, which Dr. Patrick Gallagher leads, to develop this new cybersecurity framework. This puts Dr. Gallagher in the very center of shaping the future of cybersecurity in our country. Come hear him chart the future.

Ms. Plunkett oversees the Information Assurance (IA) Directorate at the NSA, which is the focal point for cybersecurity, cryptography, and information systems security for all national security systems. Specific responsibilities include research and development activities to generate IA techniques and solutions, ensuring the availability of IA products and solutions and understanding the threat to and vulnerability of national security systems.

Mr. Michael Daniel leads the interagency development across the entire Federal government of national cybersecurity strategy and policy and he oversees the agencies’ implementation of those cybersecurity policies. Prior to coming to the National Security Staff, Mr. Daniel served for 17 years with the Office of Management and Budget (OMB). From September 2001 to June 2012, he served as the Chief of the Intelligence Branch, National Security Division. Last

month, Mr. Daniel in a White House blog cited 8 recommended cybersecurity incentives included cybersecurity insurance, grants, liability limitation, streamlined regulations and cybersecurity research.

Continuous monitoring is fast replacing periodic certification of government information systems as the federal standard for information security, and DHS is planning to commit about $6 billion for continuous monitoring security tools to be used by federal, state and local agencies. In addition, by the end of this year, the OMB will update OMB Circular A-130, which was first crafted in 1980 to help agencies manage information resources, and will build on an earlier memo that encouraged agencies to develop continuous monitoring programs.
