(i) Ensure ramps facility in 1:12 gradient ratio and repair well before elections, where ever ramps are damaged.

The Chief Electoral Officer welcomed the gathering and explained the

steps taken so far for conduct of accessible elections as envisaged by the

Election Commission of India.

The Deputy Director, Commissionerate for the Welfare of the

Differently Abled Dept.(CWDA) informed that the details of categorywise

disabled persons are available with the respective District Differently Abled

Welfare Officers and furnished the list. The Chief Electoral Officer

instructed that the list may be sent to all District Election Officers with a

request to get the compl8te details from the respective DDAW0s so as to

flag the PwDs in the electoral roll database. In this connection, the Deputy

Director, CWDA has also required to contact the Census Directorate to

obtain the data of differently abled persons. It has also been informed that

more than 8000 wheel-chair's are available for use on the poll day. CEO has

instructed to explore the possibility of procuring more number of wheel

chairs. The Deputy Director, Commissionerate for the Welfare of the

Differently Abled has consented to contact the Health Department to know

the availability of wheel chairs in that Department.

The other Members of the Committee from Higher Education

Department, School Education Department, Commissionerate of Social

Welfare and the Public Works Department have assured that necessary

action would be taken to provide disabled friendly Assured Minimum

Facilities in all the Polling Stations. The Chief Electoral Officer observed

that the ramps in some polling stations are not in gradient ratio of 1:12

and it should be rectified. Wherever the ramps are damaged, they should

be repaired well before the elections.

Thiru T.Raghava, Member, put forth the following suggestions for

consideration:

• Sign language interpreter should be provided in the Polling Stations

to help the deaf and dumb voters.

• Basic sign language to be taught to all polling personnel.

• Disability of the elector to be mentioned in the EPIC.

• Due publicity to be made about the facilities provided for the

differently abled voters

• Deaf and dumb electors are also to be treated on par with the other

differently abled electors.

• In this internet age, the possibility of voting through mobile phone

may be explored.

Thin A.K.Arunachalam, Member, put forth the following suggestions:

• Camps should be held for issuing IDs for the PwDs which should be

well publicised.

• Braille signage in EVMs

• In Polling Stations, priority should be given to the differently abled

persons in queues.

• Wheel Chairs to be provided in all polling stations

• Proxy voting by differently abled electors should be considered

Thiru P.Selvaraj who represented Thiru Shankar Raman, Amar Seva

Sangam, put forth the following suggestions:

• A short film of about 20 minutes duration on the facilities provided

to the differently abled electors to be made;

• ICDS workers should be involved;

• State Level Access Audit of all polling stations should be allowed;

• At least two wheel chairs in polling stations to be provided;

• Polling personnel should be trained to help differently abled electors;

• Thiru Shankar Raman, Amar Seva Sangam, the State Icon has made

a CD about the Differently Abled Persons. It may be made use by the

election department.

The Chief Electoral Officer finally concluded the meeting thanking all

the Members for their active participation. He also informed that all efforts

should be taken to ensure that the Election Commission of India's initiative

of "NO VOTER TO BE LEFT BEHIND" breaking all barriers of disabilities is

achieved 100%.

the Election Commission of India.

I thank you for calling a meeting at the Secretariat today. I wish to state that :

1. This is a bold step taken by the Election Commission In view of the

recently passed Rights of Persons with Disabilities Act 2016.

2. The Persons with Disabilities should be protected and the necessary_

accessories provided to th_emto involve them in the election process.

3. I have submitted a detailed note in the last meeting held at Rippon

Buildings on 4-2-2019. A copy of which is enclosed.

4. At the instructions of Ms. R.Laiitha IAS Dy Commissioner j at, angeLa

meeting exclusively for the Hearing / Speech impaired persons on

9-2-2019 at Rippon Buidings, Chennai in which around 75 disabled deaf

persons attended. Detailed discussions were held and demonstration of

voting machines and VVPAT was held. This was followed by a mock voting

also which was well received and duly published in The Hindu (Tamil) .

5. The deaf persons have communication gap and need assistance by shay of

±alrnaesiga; I do agree it is difficult to identify which "A\f't

disabled deaf person in which pooling booth needs assistance. Providing

sign language interpreters in all pooling booths is difficult task as

availability of interpreters is negligible.

6. It is advisable to teach the election officials to learn basic sign language

with special reference to words connected with election process.

7. Other facility they expect is out of turn voting -priority in voting.

8. Free transport on the date of election to the pooling booth from place of

residence is expected for PWID's.

be arranged through the140.51Ile NGO's — they will be happy. 16. Audio visual trainings and awareness content materials requested. 17. How an Election officer should conduct themselves with PWD should be

appraised. 18. Frequently asked questions can be explained. 19. Larger attempt to make the voting process more accessible for the

Physically Handicapped persons to be ensured. 20. Disability co-ordinators may be appointed. .

Sub: Request to call a special meeting of Persons With Disabilities — Deaf/ Speech Impaired Category of voters.

We thank you for the nice meeting held at your office on 4-2-2019. As instructed in the meeting we need to sensitize PWD's in getting them involved in the forth coming elections under your kind control.

As a representative and a Committee Member I seek the following to implement the matter further.

1. To give an appointment to hold a separate meeting of the disabled Deaf and Speech Impaired Persons.

2. To fix a suitable date to hold a meeting 3. To allot to us the Conference Hall at Rippon Building for three hours. 4. We request you to Chair the meeting and guide. S. We may be able to mobilise 50-75 such disabled deaf persons to attend

the meeting — they are good social workers and will be able to canvas more deaf persons in their network who are not yet in the voters list.

ORDER.:

In the letter first read above, the Election Commission of India has directed to constitute State, District and Assembly Constituency level committees to carry out the various works to facilitate the persons with disabilities in the enrollment and voting process as the Commission has announced 'Accessible Elections' as the central theme during National Voters Day, 2018.

2. The Commission has directed that the State Steering Committee on Accessible Election (SSCAE) shall be formed to make the entire electoral process accessible and inclusive for all persons with disabilities.

3. As per the structure indicated by the Election Commission of India, the State Steering Committee on Accessible Election (SSCAE) is constituted as follows:

4. The Election Commission of India has stipulated the Terms of Reference of the Committee as follows:

Scope of Work of the Committee:

I. To ensure that Polling Station wise mapping of PwD electors is carried out in the State, and data is maintained and updated regularly.

II. To ensure that PwDs who are not enrolled are identified and facilitating their enrolment in the electoral roll.

III. To create an enabling barrier-free environment for efficient and effective electoral participation of Persons with Disabilities (PwDs) in the State/UT.

IV. To ensure that action is taken on the various directions issued by the Commission regarding inclusion of PwDs in the electoral process.

V. To ensure that trainings for election functionaries include a component on sensitizing them on special needs of PwDs, and prepare a module on the same and share with the districts.

VI. Plan special camps for enrolment and sensitization of PwDs in the State.

VII. Develop modules for capacity development of Civil Society Organisations in consultation with Districts and share with the districts. •

VIII. Assess recommendations of District Monitoring Committee on Accessible Election (DMCAE) on further steps to be taken to enhance the electoral participation of PwDs and appointment of State Icons from among PwDs.

IX. Facilitate exchange of good practices among districts.

X. Recommend steps that can be further taken to enhance the electoral participation of PwDs to the Commission.

Xt. Give periodic reports to Commission.

XII. Any other recommendation that the Committee may like to make.

Meeting

Meetings will be convened once in two months, six months ahead of the completion of the term on Legislative Assembly/ Lok Sabha, During rest of the period, SSCAE shall meet once in six-months.

Non-Government Members

Travelling and boarding/ lodging facility may be provided to non-govt members or reimbursement of their expenses may be done as per existing norms.

Duration

The Committee will remain in place for a period of two years or until such time as the Commission authorizes an alternative structure.

Amending the Terms of Reference

The Terms of Reference may be revised by the Commission upon the recommendation of the National Advisory Committee, based on inputs from Steering Committee.

In the letter third read above, all the District Election Officers have been requested to take action to constitute District Monitoring Committee on Accessible Election (DMCAE) and Assembly Constituency Committee on Accessible Election (ACCAE) as per the directions of the Election Commission of India.

The Principal Secretary / Secretary of the concerned Departments are requested to issue necessary instructions to the officers who are the members of State Steering Committee on Accessible Election (SSCAE), in order to coordinate with the Public (Elections) Department, to a carry out the various works to facilitate the persons with disabilities.
