That the following members be granted leave of absence from this meeting of the Committee? Mr. J. Hersov, Dr. A.T. Shrock, Advocate H.J.B. Vieyra, Dr. A.B. Xuma.

2. MEMORANDUM BY IBGFEoSOR J .L. GRAY AND IjR, J.R. SULLIVAN.The memorandum written by the Chairman and Mr. J.R. Sullivan after their discussions in Durban was considered. The Chair­man sajd that unfortunately Professor. Batson had been unable to go to Durban to take part in the discussions, but a copy of the memorandum had been sent to the Cape Town- Committe for their consideration.Mr. Murray moved that the suggested emendations contained in the minutes of the meeting of the Social Insurance Sub-Committee held on the 11th December 1942 should be incorporated in Section. Ill of the memorandum. ’"ith regard to Section II on Social Services, he suggested that some reference shoulr1 be made under the heading Education to the necessity for 'religious education, hich implied a training in moral and ethical values. Attention

was drawn to the fact that Bible knowledge was at present taught in schools, and that as there was no State religion in South Africa any extension of the present system of religious teaching in schools might lead to difficulties between the various denominations. It -was finally agreed that a training in moral and ethical values was implied in the last sentence of page 3 of' the memorandum: "It is important that the educational system should includ in its objects training to equip young people for citizenship and to prepare them for the responsibilities of home and family life.”With regard to Section III para.8, the Chairman suggested that a small sub-committee be appointed to draw up recommendations regarding family allowances. Mr. Murray and Mrs. Robertson spoke in favour of an initial system of small family allowances supplemented by child welfare services.

RESOLVED(a) That the suggested emendations contained in the minutes of

the meeting of the Social Insurance Sub-Committee held- on the 11th December 1942 be incorporated in Section III of the memorandum by Professor J.L. Gray and Mr. J.R, Sullivan.

(b) That a sub-cornnittee consisting of Professor J.L. Gray, Professor J.P. Dalton and Mrs. R.F.A.' Hoernle be appointed to draw up recommendations regarding family allowances, such recommendations to replace para.8 of Section III of the memorandum..

(c) That the memorandum as amended be submitted to- a meeting of the full Committee.for consideration.

•3. GENERAL .(a) Resignation of M r s . Hoernle.

The Secretary read a letter from Mrs. Hoernle regretting that she was no longer able to serve on the Committee, as circum­stances had compelled her to give up many of her activities.A letter had been sent to Mrs. Hoernle expressing the Committee’s regret at her resignation.

(b ) Letter from Head of Department of Economics.. Natal University College.The Secretary read a letter from the Head of the Department of Economics, Natal University College, in which he stated that 25 reprints of the article on Social Security published in the S.A. Journal of Economics of September 1-942 had been sent t.o the Committee and asked if the Committee would consider making a ^mall contribution towards the cost of these, reprints.

APPOINTMENT. OF COMMITTEE BY GOVERNMENT.

On the recommendation of the Social and Economic Planning Council, the Government has appointed a committee to investigate and report on the subject of social security. The terms of reference of the committee are:-

"To investigate and report on the--existing social services and social security arrangements and to recommend a scheme ‘ for the future, Involving any necessary extensions of•existing' measures or the introduction of new measures.In such investigation and report the committee shall have due regard to the productive capacity of the Union and its possible increase, to existing facilities for preventive and curative.work and to necessary safeguards to preserve individual responsibility, initiative and thrift."

The Committee will be required to report to the Prime Minister as soon as possible. The members of the Committee are:- Dr. H.J. van Eck, chairman, Professor H‘.R. Burrows, Dr. P.Allan, Mr. G.A.C. Kuschke, Major. D.A. Pirie,'.Mr. W.J.G. Mears, Hon. J.D.F. Briggs and Dr. F.J. van Biljon, secretary.

"We are- preparing stationery for all Action Committees and we submit herewith sample.

"Please furnish me with these particulars at the earliest opportunity to enable me to order the necessary stationery.11

The following letter has been received from the Secretary of*

the Social Security National Executives-

"At a meeting of the Finance Committee held on the 14th December resolutions as per attached list were passed.

"From the resolutions you will see that an official start will be made on the 1st of January when accounts will be opened on the imprest- system to- all Action Committees that have been established and approved.

"The placing of sums on imprest system will require a_ substantial amount and we would be pleased, therefore, if you could see your way clear to your Committee raising funds now, in order to assist; funds received now would be officially acknowledged during Civic Week. _r

"I would appreciate your'advice regarding the amount required by you in imprest in order that arrangements can be made without delay for transference of such a sum.'

"H esolutions in Connection with National Finance.

1. That the books of the Durban Social Security Action Committee be officially closed on December the 31st and the balance be transferred to the National Fund after which £200 will be placed on imprest. .....2. That the National Fund be established ,and a banking account opened in the name of "National Social Security Organisation Fund."3. That the City Treasurer o r .his deputy Councillor R. Ellis-Brown or Mr. J.R. Sullivan be authorised.to sign cheques.4. That amounts be immediately transferred on imprest to Committees already established and approved of by the Provincial National Council. • ■'5. That the imprest funds of these Committe-es already established and approved of by the National Council be operated upon by the Secretary and Chairman of each suchCommittee. •6. That instructions be immediately issued to Committees regarding the passing of disbursement vouchers for refunc1.7. That where payment from imprest fund be made by cheque the voucher must be supported by a receipt; and any disbursements by cash must be supported by a voucher similar to that operating in Durban.

GREETINGSThe Round Table Conference which met in Pretoria on the 17th January, 1943

convened by Messrs. J. L. Ntshudishane and S. S. Maloka, who foresaw the ’future difficulties of the Congress as long as the Transvaal was divide*!, and that no substantial advancement in the political scope of the Province could *, be achieved, has brought about unity in the Province.

v • n o < ;At this meeting of responsible leaders, held at Pretoria, on the 17th January,

1943, it was unanimously agreed that we should bury the past and come back to the original spirit of mutual understanding which formally existed throughout the Trans­vaal Province.

Chiefs, Branches, Members and Africans, are hereby notified that the Transvaal African Congress is to-day united and one. It has one voice, one view and marches for­ward as one.

It was also agreed that the Transvaal shall follow the Bye-Laws in the Consti­tution o f the Province. The main agreement was based on section 9 of the Provincial Constitution of the Transvaal African Congress.

Our usual clarion call to you is this: are we waiting to get old, sick and die, but leaving our progeny without a Parliament o f our own, namely: The Transvaal African Congress? Without our properly constituted organisation, who shall represent the in­terest of the African communities in the coming Peace Conference of the world?

The leaders of the Transvaal African Congress appeal to the African community of the Transvaal Province to come forward and pay their 2/6 membership fees.

My dear Xuma,My motion stirred a hornets nest in which I stood alone and

received the onslaughts of about fifteen other people, with the result that the Institute refuses to come out with a definite political policy but has reiterated its somewhat nebulous state­ment adopted by Council on the 9th July 1 9 3 appearing on page 4 of R.R. 1/43. This was the first item dealt with at the meeting of the full Council.

The letter that you asked to be placed before the Council and Executive was never put before either and as your wire requested me not to use the letters you sent me I was a bit handi­capped in my action.

FromJ|hen onwards the Council found itself in difficulties and procea^l to depute a number of matters to the Executive for politicnLJ^tion. For instance, all the recommendations.of the Interdepaf^nental Commission. This is rather amusing as the item appealing on page 20 of the R.R. 54-3 is exactly the first portion of your first question in your letter of the 1st July 1942.

As I have been re-elected to the Executive I shall press there for direct answers to be sent to you, but I have come to the conclusion that Race Relations cannot be looked upon as a positive force so far as reforms to assist the Africans are concerned, particularly in the near future. I am so convinced of the urgency of the times that I feel all people of goodwill whether Africans or Europeans must unite in doing their best to obtain immediate remedial action by the Government if the present unfortunate situation is not going to deteriorate further.

Dear Dr. Xuma,Broadcasts to Africans re Anti-Waste.

I have been asked by the National Anti-Waste Organization to form a Sub-Committee of that Organization to consider ways and means for broadcasting to African people information regarding Anti-Waste. A Sub-Committee is being formed with Mr. Cope, the Editor of THE FORUM, and one or two others from the European Committee, together with three or four Africans, to discuss ways and means for accomplishing this purpose. It has been suggested that you should be invited to become a member of this Committee, and should attend, if possible, a meeting at 11 a.m. on Friday morning, 29th January, in the offices of the National Anti-Waste Organization, 7th Floor, Howard House, Cor. Loveday and Main Streets.

This National Anti-Waste Organization is an extremely well organized body, under the Chairmanship of Colonel Dr. J. H. Dobson, and with representatives of Industry and Commerce as well as the National Broadcasting Corporation. Will you kindly give this matter your consideration, and make an earnes^attempt to meet the other members of this Sub-Committee on Friday morning.

The Congress forking Committee in the Transvaal intrites members of Congress, Trade Unionists, Ministers, Teachers and others to a Mass Meeting to be held at the Bantu Men’s Social Centre on SUNDAY, 23rd JANUARY 1943, at 10.30 a.m.

At this meeting you will hear first hand reports by Trans­vaal delegates to the recent Annual Conference of the African National Congress, some of the decisions taken and plans for organisation. Congress attitude to Pass Laws and discriminatory legislation.
