49 March 31, 1953 u The Board of Trustees, Arkansas State Teachers College, met in Little Rock, Arkansas (Albert Pike Hotel) at 10 A.M., Tuesday, Uaroh 31, 1953 pursuant to legal call of the meeting by the Chairman. The following members were present: Dr. J. H. Flanagin, Chairman; 0. H. Parhamj Mrs. Rufus W. Morgan, Jr.} Carl H. Brown; Harry S. Ashmore and Louie H. Polk. President Irby met with the Board. The minutes of the last meeting were read and approved. Chairman Flanagin presented the new member of the Board of Trustees, Mr. Louie H. Polk of West Memphis, and welcomed him on behalf of the Board, faculty, and students of Arkansas State Teachers College. Mr. Polk expressed his pleasure at the opportunity to serve as member of the Board. The Chairman called for items of old or pending business. There was general discussion of the report made by the Legislative Committee which investigated alleged mismanagement of the cafeteria. President Irby reported that the present management is moving toward compliance with recommendations made by the Committee. President Irby made official report of his appearance before the Board of Review of the North Central Association and quoted the Board of Review as giving the college a good rating and complete acceptance by the North Central Association. There were no other items of pending business and the Chairman called for such new items as might legally be acted upon at this meeting of the Board of Trustees. The Board of Trustees, Arkansas State Teachers College, met in Little Rock,Arkansas (Albert Pike Hotel) at 10 A.M., Tuesday, Uaroh 31, 1953 pursuant tolegal call of the meeting by the Chairman. The following members werepresent: Dr. J. H. Flanagin, Chairman; 0. H. Parhamj Mrs. Rufus W. Morgan, Jr.}Carl H. Brown; Harry S. Ashmore and Louie H. Polk.

President Irby met with the Board.

The minutes of the last meeting were read and approved.

Chairman Flanagin presented the new member of the Board of Trustees, Mr.Louie H. Polk of West Memphis, and welcomed him on behalf of the Board,faculty, and students of Arkansas State Teachers College. Mr. Polk expressedhis pleasure at the opportunity to serve as member of the Board.

The Chairman called for items of old or pending business.

It is recommended thatjThe President of the college shall reside in the president's home, rentfree, for the convenience of the Board of Trustees; that the manager ofthe cafeteria be required to eat his meale in the dining room and that heand his family receive in part pay quarters and mealsj that the Dean ofWomen receive rent free quarters and reside on the campus for the /—^convenience of the Board of Trustees; that dormitory hostesses be requiredto reside rent free on the campus for the convenience of the Board ofTrustees and that they receive in part pay meals for self and immediatefamily when eaten in the cafeteriajrthat"'ther college dietitian -be Requiredto takei'hBr meals in the college dining hall for the convenience of theBoard of Trustees, and that she receive quarters in part pay; that thefireman and assistant fireman be required to live on the campus for theconvenience of the Board of Trustees; that the supervisor of buildingsand grounds be required to reside on the campus for the conveniovoe of theBoard of Trustees.

Trustee Ashmore made the motion that the recommendations be approved.Trustee Parham seconded the motion which carried unanimously.

President Irby presented the following letter to the Board of Trustees!

To the Board of TrusteesArkansas State Teachers College

After a long period of consideration and with the adviceof my family, I am asking that I be given emeritusstatus July 1, 1953.

It is ny opinion that the college should have theleadership of a younger man, one who has the physicalstamina to carry the rather heavy burdens of collegeadministration today.

I hope that I do not sever my connections completelywith the college. The twelve years of my administrationhave closely identified me with faculty and students,and established a persona-1 relationship which would bepainful to sever.

Trustee Brown made the motion that President Irby be elected PresidentEmeritus for the two year period beginning July 1, 1953 and be given suchassignments and duties as the President of the College would make and thathis salary be $400.00 per calendar month for the month of July and as astnymonths thereafter as funds are available. Trustee Ashmore seconded themotion which carried unanimously.

Trustee Parham made the motion that Silas D. Snow be elected President of theCollege for the two year period beginning July 1, 1953, and that his salarybe $708.33 for the month of July and for as many months thereafter as fundsare available. Trustee Polk seconded the motion which carried unanimously.

Chairman Flanagin read a letter from R. J. DeSalvo asking that he be paidhis former salary from January 31, 1953 to March 5, 1953, this timerepresenting the period from his resignation January 31, 1953 to the lastof the investigation made by the committee of the legislature charged withthe investigation of alleged mismanagement of the college cafeteria. question of legality of the payment was raised and the President wasauthorized to learn if the payment might be paid and to make such paymentif legal to do so.

Trustee Ashmore made the motion that Jewell Moore's request for an extensionof leave for study be extended from June 15, 1953 to August 21, 1953.Trustee Parham seconded the motion which carried unanimously.

Trustee Brown made the motion that Balph Behrens1 request for leave withoutpay for graduate study beginning September 21, 1953 be granted. TrusteeAshmore seconded the motion which carried unanimously.

Chairman Flanagin read a letter from K. E. Golden representing the NationalCash Register Company describing his estimate of needs for new machines onthe campus. Trustee Brown made the motion that one National Cash RegisterMachine or equivalent in service be purchased. Trustee Parham secondedthe motion which carried unanimously.

Mr. Eidson, Business Manager of the College, reported on the financial con-dition of the dining hall, stating that there is a net profit, as ofFebruary 28, 1953, of $7083.56. He also presented the trial balance as ofthe same date, and the tentative budget for 1953-54. Estimated expendituresare $871,200.00 and income is $887,450.00. Anticipated excess of incomeover expenditures is $16,250.00. Mr. Eidson estimated that surplus in cashfunds and state funds guarantees adequate funds for operation and undercertain conditions will allow a limited amount of building.

Chairman Flanagin stated that the election of officers for the next yearwas in order. Trustee Ashmore made the motion that Dr. J. H. Flanagin bereeleoted Chairman of the Board of Trustees. Trustee Brown seconded themotion which carried unanimously. Trustee Parham made the motion thatCarl H. Brown, Sr. be elected Vioe-Chairman. Trustee Ashmoreseconded themotion which carried unanimously. Trustee Polk made the motion that Mrs.Rufus W. Morgan, Jr. be elected Secretary. Trustee Parham seconded themotion which carried unanimously.

Mr. Snow was invited to sit with the Board during the later deliberations. TheBoard members assured him of their aid during his presidency. Mr. Snowstated that he had had a long time ambition to serve as President of theCollege and that he appreciated the confidence shown in him by his election.He promised an active administration and that he would move to continuethe growbh and development of the college.

The Board adjourned to meet at 10 A.M. May 24, in the President's office.
