Internal Resettlement Monitoring Report

1. Consultation As the contract has been awarded to the Sinohydro for execution and implementation of the project, the final phase of consultation was started. On December 01, 2015, through the Chairman of Affectees Committee, all Affected Families (AFs) were informed to gather at a common place or at Chairman dera. The project team comprising Director ESU-PMO Barrages and Sociologist, TBP Consultants (TBPC) conducted the meeting with the (AFs) on December 9-10, 2015. The meeting was started with project introduction and objective to make the APs be serious to remove from the existing place. For more details, pamphlets showing project introduction, objective, project impact, degree of impact, number of affected families of Basti Muhammad Bakhsh and relocation compensation were distributed amongst the participants and explained in detail in their native language. The participants asked many questions regarding final plan of relocation and compensation. The project team answered all the queries to satisfy

the APs. (snaps and participants signature are provided in Annexure-I.

During the consultation, the committee was revised due to death of one committee member and included new member with the consent of all present AFs. Main points of the consultation are provided as below:

Receiving compensation for lost assets at replacement cost, without depreciation or deduction for the salvaged materials based on the detailed measurement surveys they themselves participated in.

A self-relocation allowance for persons losing their dwelling equivalent to one year's income. This allowance will be sufficiently adequate to buy at least 7-10 marlas of land by present prices in the area which is more than double the size of what is usually provided in government housing schemes for the landless.

A transportation allowance sufficient to cover the shifting of their belongings. The provision of a transition allowance to cover living expenses for 3 months. A vulnerability allowance for households for poor and vulnerable households in addition to

the above allowances. For persons losing their agricultural holding, a rehabilitation allowance in addition to crop

compensation and a severity of impact allowance if losing more than 10% of total holding. For people losing shops, loss of business allowance and a rental agreement for location

comparable to the lost location and similar in proximity to the barrage.

2. Finalization of Compensation Cases/Files

To complete AFs cases regarding compensation, the required documents and papers including bank accounts and photographs were collected from each (AFs). All papers were arranged and documented as per check list. According to LARP document, total 116 files were duly arranged and submitted to the Client for further process of the payments etc.

3. Relocation of PARCO Oil Pipeline and others Optical Fiber Cables (PTCL, Multi Net and Mobilink) crossing from Trimmu Barrage

During site survey of Trimmu Barrage, it was observed that PARCO Oil Pipeline and other three Optical fiber cables are crossing over the Trimmu Headworks are creating hindrance in the construction activity of 13 additional bays of the barrage. To relocate these fixtures, all concerned departments/Organizations were contacted by ESU-PMO Barrages in person to have a joint visit of site to plan to remove these cables and pipe well in time. The said visit was managed by ESU-PMO Barrages at site on January 07, 2016. After site visit, a meeting was arranged by ESU-PMO on Jan.13, 2016 in the Consultants office Lahore and they were

explained to relocate these fixtures. (Photo attached in Annexure-II). 4. Application of PAPs for Employment with the Contractor A contract clause support the AFs that the Contractor will hire AFs skilled, preferably unskilled laborers from the affected community. For this purpose, AFs were explained the criteria to apply by the ESU-PMO Barrages and consultants, Sociologists. Total 45 applications included AFs themselves and their sons of 18 years and above were received during December, 2015 and January, 2016. These applications were verified from the LARP document that there is no false case. After compiling the data, these applications were also submitted on Jan.20, 2016 to the Client for further processes. On commencement of work of contractor, he will accommodate these applicants in different jobs keeping in view their age, health and education. The list is

provided in Annexure-III. 5. Identification of Affected Persons Residential Structure The site was visited by the Sociologist TPB Consultants for the identification of existing residential condition of each AF. For this purpose, the Chairman committee of affected community was informed to ask all AFs loosing residential structures must be present in their house on Jan. 18, 2016. The team visited each AFs house and taken photograph of each house. The same identity code mentioned in the LARP document was displayed on each house or carrying by each AF standing in front of his residential structure. The purpose of doing so that after relocation of each AF, survey will be conducted to compare their living condition as pre-project and post project that the project stress upon that AFs should be better and not worse off. The photographs of all AFs are provided in Annexure-IV. 6. Gender Consultation A Gender consultation was conducted on Jan.18, 2016 in Basti Muhammad Bakhsh, Union Council No. 85, Tehsil Athara Hazari, and District Jhang. Group meetings were arranged at two places in the Basti, where seventy women were gathered regarding consultation for Trimmu Barrage Improvement Project. The resettlement plan was discussed in detail for the purpose to satisfy the community and various questions were asked about their settlement at new location, distance, facilities and the problems they visual face in relocation. During group discussion, it was observed that most of the population is extremely poor. They did not decide yet about new location. Reason behind their issue, they could not arrange money/resources to purchase land for relocation due to non-affordability. They are seeking for the compensation amount to buy a small piece of land to relocate. The women participants were informed about the financial and other incentives to be paid as compensation, which could be

It is believed that an economic growth, poverty reduction, human development including population planning and sound management of natural resources and environment cannot be fully achieved without increased investments in women and greater attention in their needs, concerns and contribution. Investing in health and education of females not only results in positive returns to women themselves, but return to the society is even larger and last for generations. So their basic needs must be considered to improve their social status. Income generation opportunity was another major problem for women headed families.
