The Federal EmergencyoManagement Agencyo(FEMA) will be providing funds authorized under theoRobert T Stafford DisasteroReliefoandoEmergency Assistance Act,oP Lo93-288, asoamended, inoresponseotoothe major DisasteroDeclaration foroFEMA-4335-D R-VI datedoSeptembero05,o2017 andoFEMA-4340-D R-VI, dated Septembero20, 2017. FEMAoproposes tooprovide fundsothrough itsoPublic AssistanceoProgramotoothe VirginoIslandsoDepartment ofEducationo(VIDE;oSubrecipient) via theoVirgin IslandsoTerritorial Emergency Management Agencyo(VITEMA; Recipient).oFEMAoisoconductingoSectiono106oconsultationofor theoabove referencedoUndertaking inoaccordance with 36oCFRoPart 800oand StipulationoII.DoStandard ProjectoReview ofFEMA'soVirgin IslandsoProgrammaticoAgreement executedoonoJuly 14,o2016.o
Undertaking HurricaneoIrma resultedoin powerfulowinds andotorrentialorainothroughoutotheoUSoVirginoIslands duringotheoincident period from September 5 through September 7, 2017. As the territory began to conductoemergency response measures,oHurricaneoMariaomade landfall. Hurricane Maria sentoadditionalowind, heavyorains and flooding toothe VirginoIslandsofromoSeptembero19 through Septembero20, 2017. Theseostormsodamaged schools and facilities owned and maintained byothe VIDE on St. Thomas, St.oJohn and St.oCroix islands. While theo2017-20o18 schooloyearoisoongoing,omany schoolsoareoonodoubleosessions,ocausingoscheduling issues foro schoolo eventso ando a reducedo school scheduleo thato impactso studento curriculumo and busing/transportationoissues.
Inopreparationoforotheo2018-2019oschooloyear,oVIDEoisorequestingotemporaryomodularoclassroomsoand sprung units that will serve as temporary facilities until repairs can be completed to the permanent facilities. The details of the layout and associated siteodevelopmentoare in design and subject toochange, but a list ofopropertieso proposedofor placementoofotemporaryofacilitiesoisoattachedo(seeoTableo1). The Undertaking includes purchase and installation of temporary facilities as well as basic site prep andoutility connections. The modular facilities are proposed to be approximately 30 ft by 60 ft units welded to metaloplates set into poured concreteofoundations.oTheosprungounitsoareoassumedotoobeoof similaroinstallationoandowillohave a footprint ofoapproximately 64 ft by 54 ft.oSite prep may include clearing and grubbing,ominor scraping to
provideolevelosurfacesoforoinstallationoofoconcreteopads,owalkways,oparking andoaccessoroutes.oUtility services will be provided by hooking up to existing service and may be above ground,oor extend between twooand fourofeetobelowoground.oSite plans areoenclosedofor reference asopotentialolayouts but are nototo scaleoandomayobeoreconfigured.oOnceotheotemporaryofacilitiesoareono longeroneeded,oall structures,opads, utilities and etc. at each property will beoremoved and returned to pre-use conditions.
While the proposed facilities are temporary inonature and may be installed on previously cleared land, peroTier I Allowance A.2, not enough information isoknown this time regarding potentialoground disturbance andolocation ofotheounits on eachoproperty. Therefore, this consultation addresses each ofotheonine properties as a whole with anticipation ofominimal ground disturbance from staging, site prep, facility installation and utility connections.
Area of Potential Effects (A P E) Basedoon theoproposedoscopeoofowork,oFEMA hasodetermined that theoA P Eoforothisoundertaking includes theoproperty boundariesofor theonineoschools listed inoTableoI (seeoattached SiteoPlans). ThisoA P Eoincludes any potential temporaryovisualoimpactsoand ground disturbingoactivities.
Identification and Evaluation Architecture Determinations ofEligibility wereopreviouslyoconducted for all publicoschool facilities in St.oCroix, St.oJohn and St.oThomas, to whichoSHPO has provided concurrenceoand recommendationsoforoeligible properties. Whileomanyoof theopropertiesocontain buildingsoof 45oyearsooromoreoage,oonlyoUllaoMulleroElementary School wasonotedoasopotentially eligible by VISHPO.
Archaeology Initialo archaeological sensitivityo waso assessed foro eacho propertyo based ono nearbyo documented archaeologicalositesoandosurveys,oproximityotoowaterwaysooroguts,oterrainoandopreviousoandoexisting development. Initial sensitivity isonoted in Table 1.oAnalysis of currentoconditions,oadditional site data,oand consultationowithoarchaeologicalorecordsoindicate thatotheoproperties haveobeenopreviously disturbedoand there is low probability for intactoarchaeologicalodepositsoto be impacted by the Undertaking.
Determination of Effect The Undertakingoentailsominimaloground disturbingoactivitiesoforotemporaryofacilities,oandotheoproperties willobeoreturnedotootheiropreviousoconditionouponoremovaloof theofacilities.oThe facilitiesoareotemporaryoin natureoandohaveonoodirectoimpactsoto theoexistingobuildingsoonotheoschooloproperties.oAfteroa reviewoof available archaeologicalositeodata,otopographical maps,oandoaerialoimagery,o theoareasoproposedoforodevelopmentohaveobeenodocumentedoasobeingopreviouslyodisturbedoandothereforeodeterminedotoohaveolow probabilityoforointactodepositsoor archaeologicaloresources.
Based onotheoinformation presentedoabove,oFEMAohas determined that theoUndertaking will resultoinoNo Historic Properties Affected that areoeither listedoin,ooroeligibleoforoinclusionoin,otheoStateoor National Register ofHistoric Places.
