I-710 LONG LIFE PAVEMENT REHABILITATION PROJECT from just south of Firestone Boulevard to just south of Atlantic Boulevard EXTENDED WEEKEND CLOSURES: • Approximately 10 Extended Weekend Closures are scheduled beginning Friday, August 5, 2011 and continuing each weekend through October. No construction work will take place during the Labor Day holiday weekend of September 2 - 5. • Extended Weekend Closures begin Friday at 8 p.m. when Caltrans will close one lane in both directions of I-710 every hour until midnight, (12:01 a.m. Saturday), at which time the FULL FREEWAY CLOSURE is in effect. Motorists will be directed to use alternate routes. • With the FULL FREEWAY CLOSURE in place, crews work throughout the night to install a temporary moveable median barrier system and to re-stripe the lanes within the closure limits. • I-710 will re-open to traffic on Saturday morning at 6 a.m. The temporary median barriers will shift all motorists to one side of the freeway. During each Extended Weekend Closure, two lanes will be available for northbound traffic and three lanes will be open for southbound traffic. With a reduced number of lanes and with a reduced speed limit of 45 mph, motorists can continue their commutes on this segment of I-710 until Sunday at 11 p.m. when the freeway fully closes again to remove the temporary median barrier. • On Sunday at 7 p.m., Caltrans begins to set-up for the second FULL FREEWAY CLOSURE. One lane in each direction will be closed every hour until 11 p.m., at which time the full closure is in effect. The temporary median barrier is removed and the roadway is re-striped in time for the 6 a.m. Monday morning commute. • The Extended Weekend Closure plan allows for continuous 53-hours of construction work on the pavement rehabilitation project with minimal impacts to traffic flow. This plan expedites the construction project, increases the safety of the work crews and of the motoring public, and minimizes the need for weeknight lane closures when traffic volumes are normally higher. • A reduced speed limit of 45 mph will be posted and enforced within the construction zone. • Oversized loads are not permitted due to narrower lane widths. • Motorists can expect delays and are advised to use alternate routes. • Detour signs will be posted. Over 30 Portable Changeable Message Signs will be in place on freeways and local streets to direct motorists around the construction zone. • Scheduled closures are weather-permitting and are subject to change. • Caltrans reminds motorists to please Slow for the Cone Zone and to obey the Move Over Law that requires motorists to slow down or to move over one lane away from flashing amber lights on vehicles belonging to construction crews, emergency responders or tow truck operators who may be working on the roadside. PROJECT DETAILS The California Department of Transportation (Caltrans) is working to rehabilitate the Long Beach Freeway (I-710) pavement in both directions from just south of Firestone Boulevard to just south of Atlantic Boulevard in the communities of Bell, Bell Gardens, Cudahy, Downey and South Gate. The improvements, as part of the I-710 Long Life Pavement Rehabilitation Project, will result in less future maintenance, thereby minimizing traf- fic delays, costs and impacts on surrounding communities and the environment. The work involves rehabilitating aging pavement and providing the roadway with several decades of service life, improved pavement performance and a smoother ride for the traveling public. For the past decade, the I-710 Long Life Pavement strategy has been constructed in stages: the first phase extended from the Pacific Coast High- way (State Route 1) to the San Diego Freeway (I-405) and completed in 2003; Phase 2 stretched from I-405 to I-105, and completed in 2010. During 2009 to early 2011, Phase 3 continued the pavement strategy from I-105 to Firestone Boulevard. Now in Phase 4, Caltrans is continuing similar work to remove the existing pavement and replace it with up to 10½ inches of Long Life Asphalt Concrete. This work requires cracking the existing concrete pavement, then reusing it as a strong foundation base, followed with an Asphalt Concrete (AC) overlay. Traffic management equipment such as fiber optic cables, wire-loop detectors embedded in the pavement, and Closed Circuit TV will be installed to monitor traffic and to provide traffic data to the Los Angeles Regional Transportation Management Center. The project includes safety enhancements such as a heightened concrete median barrier to reduce headlight glare, drainage improvements, lighting upgrades, sign illumination systems, on-ramp and off-ramp improvements and other safety features. Funding for this project was made possible by the American Recovery and Reinvestment Act of 2009 (ARRA), and by Proposition 1B, the 2006 voter-approved state transportation bond. PROJECT STATUS: • From April to July, 2011, extensive work on the drainage system and utility lines took place in the shoulders between Florence Avenue and Firestone Boulevard. • The concrete median barrier installation is complete. • As of July 2011, the project is 30% complete. • The pavement rehabilitation work occurring July through October encompasses the majority of the project. • By late October 2011, the project is expected to be 85% complete. • This segment of the Long Life Pavement Rehabilitation Project is expected to complete by spring, 2012. • I-710willre-opentotrafficonSaturdaymorningat6a.m.Thetemporarymedianbarrierswillshiftallmotoriststoonesideofthefreeway. DuringeachExtendedWeekendClosure,twolaneswillbeavailablefornorthboundtrafficandthreelaneswillbeopenforsouthboundtraffic. Withareducednumberoflanesandwithareducedspeedlimitof45mph,motoristscancontinuetheircommutesonthissegmentofI-710until Sundayat11p.m.whenthefreewayfullyclosesagaintoremovethetemporarymedianbarrier.

• OnSundayat7p.m.,Caltransbeginstoset-upforthesecondFULLFREEWAYCLOSURE.Onelaneineachdirectionwillbeclosedeveryhour until11p.m.,atwhichtimethefullclosureisineffect.Thetemporarymedianbarrierisremovedandtheroadwayisre-stripedintimeforthe 6a.m.Mondaymorningcommute.

PROJECT DETAILS

TheCaliforniaDepartmentofTransportation(Caltrans)isworkingtorehabilitatetheLongBeachFreeway(I-710)pavementinbothdirectionsfromjustsouthofFirestoneBoulevardtojustsouthofAtlanticBoulevardinthecommunitiesofBell,BellGardens,Cudahy,DowneyandSouthGate.

Theimprovements,aspartoftheI-710LongLifePavementRehabilitationProject,willresultinlessfuturemaintenance,therebyminimizingtraf-ficdelays,costsandimpactsonsurroundingcommunitiesandtheenvironment.Theworkinvolvesrehabilitatingagingpavementandprovidingtheroadwaywithseveraldecadesofservicelife,improvedpavementperformanceandasmootherrideforthetravelingpublic.

Forthepastdecade,theI-710LongLifePavementstrategyhasbeenconstructedinstages:thefirstphaseextendedfromthePacificCoastHigh-way(StateRoute1)totheSanDiegoFreeway(I-405)andcompletedin2003;Phase2stretchedfromI-405toI-105,andcompletedin2010.During2009toearly2011,Phase3continuedthepavementstrategyfromI-105toFirestoneBoulevard.
