4249 April 1, 2019 Minutes April 1, 2019 The Board of Commissioners of Franklin County, North Carolina, met for its Regular Meeting at 7:00 P.M. in the Commissioner’s Conference Room located in the County Administration Building with the following Commissioners present: Chairman Sidney E. Dunston, Vice- Chairman Shelley L. Dickerson, Commissioners Michael S. Schriver, David T. Bunn, Mark Speed, Cedric K. Jones and Harry L. Foy, Jr. Chairman Dunston called the meeting to order and asked the Board to consider amending the agenda to include the following item on the consent agenda. Extension of cellular contract at Franklinton Water Tank location and reconvey the old easement subject to receipt of satisfactory frequency interference test results Commissioner Foy made a motion to approve the addendum, seconded by Commissioner Bunn. The motion duly carried approval with all present voting “AYE.” Chairman Dunston then asked the Board to consider approval of the consent agenda. Commissioner Jones made a motion to approve the consent agenda, seconded by Commissioner Speed. The motion duly carried approval with all present voting “AYE.” The following item was approved. 1. CONSENT AGENDA A. Extension of cellular contract at Franklinton Water Tank location and reconvey the old easement subject to receipt of satisfactory frequency interference test results 2. COMMENTS FROM THE PUBLIC This was the time set aside by the Board of Commissioners to allow individuals five minutes to address the Board on issues concerning the county. Lucy Allen, 312 North Main Street, Louisburg, NC Ms. Allen stated she was in attendance in support of the Library Comprehensive Development Plan that would be presented later in the evening. Logan Harrison, 470 Clubhouse Drive, Youngsville, NC Mr. Harris again asked the Board to consider creating a Youth Advisory Board. He stated 17 youth are prepared to serve. 3. VANCE GRANVILLE COMMUNITY COLLEGE UPDATE College President Dr. Rachel Desmarais and Bobbie Jo May, Dean of the Franklin Campus, provided an update. The college will host an open house at all campuses on April 6, 2019 from 9-12pm. Information about courses and enrollment will be shared at that time. No action was requested or taken. 4. BUDGET UPDATE County Manager Angela L. Harris provided an update on the budget for FY 2019/2020. Mrs. Harris noted a total of 14 budget meetings with department heads had been conducted so far. The remainder of departments are expected to meet this week prior to sessions with

The Board of Commissioners of Franklin County, North Carolina, met for its Regular Meeting at

7:00 P.M. in the Commissioner’s Conference Room located in the County Administration

Building with the following Commissioners present: Chairman Sidney E. Dunston, Vice-

Chairman Shelley L. Dickerson, Commissioners Michael S. Schriver, David T. Bunn, Mark Speed,

Cedric K. Jones and Harry L. Foy, Jr.

Chairman Dunston called the meeting to order and asked the Board to consider amending the

agenda to include the following item on the consent agenda.

Commissioner Foy made a motion to approve the addendum, seconded by Commissioner Bunn.

community partners. Her goal is to have the proposed budget completed early, similar to last year, in order to allow for extra time for the Board to conduct budget workshops. Mrs. Harris noted additional estimated tax revenues are expected to be approximately $1.6 million. Mrs. Harris anticipates an update on the budget in May. Budget information will be placed online, similarly to the previous year. Opportunities for the public to provide comment will be provided as well. No action was requested or taken. 5. LIBRARY COMPREHENSIVE DEVELOPMENT PLAN Kim Denton, Assistant County Manager, introduced Karen Dash of Karen Dash Consulting LLC to present a summary of the Franklin County Library Systemwide Comprehensive Development Plan. The plan covers a time period of ten years (2019-2029). Citizens, commissioners and staff contributed input to the plan which is a comprehensive review of library resources and recommendations for future library activities and facilities. Ms. Dash’s presentation follows.

No appointments/reappointments were made. 7. OTHER BUSINESS No additional business was discussed. 8. BOARD, MANAGER AND CLERK’S COMMENTS This was the time set aside for the Board of County Commissioners, the County Manager, and the Clerk to the Board to report on various activities. The Board may also discuss other items of interest. County Clerk Kristen G. King: Ms. King reminded the Board of the need to select a date in

order to meet as the Board of Equalization & Review. The Board selected April 29, 2019.

Commissioner Foy: Commissioner Foy asked the Board to consider Logan Harrison’s request to create a Youth Advisory Board. Commissioner Foy made a motion to add the request for a Youth Advisory Board to the Board’s April 15, 2019 agenda. A second to the motion was not received and the motion failed. Commissioner Bunn: No comments were offered.

Commissioner Dunston: Commissioner Dunston commented on a presentation made recently

to the Kerr-Tar Regional Council of Government’s Board by NCDOT Division Engineer Joey

Hopkins. The presentation highlighted highway projects in the region. Commissioner Dunston

said he was excited that Franklin County was a major part of the report. He said as soon as

Section C of Highway 401’s widening project is complete, meetings will begin regarding Section

D that would widen the highway into Louisburg. That section is expected to connect two

sections of Bickett Boulevard that will eventually extend to Franklin Oaks Nursing Home.

Commissioner Dunston said exciting things are happening in Franklin County and said it is

imperative the Board stay focused on growth and the infrastructure needed to support future

growth.

Commissioner Schriver: Commissioner Schriver spoke to a group of Early College students

who were recently inducted into the National Honor Society.

Commissioner Dickerson: Commissioner Dickerson suggested Logan Harrison connect with

Meg Wyatt, 4-H Agent in order to get involved in leadership opportunities already offered by

the county. Her comments are relative to Mr. Harrison’s request of the Board to create a Youth

Advisory Council.

Commissioner Speed: No comments were offered.

County Manager Angela L. Harris: Mrs. Harris shared a slideshow of photos highlighting

events during the month of March.

Kevin Leonard, Executive Director of the North Carolina Association of County

Commissioners, recently visited Franklin County and was updated on recent projects in

Franklin.

County Manager Harris and Assistant County Manager Kim Denton attended the annual

Legislative Conference in Washington, DC sponsored by the National Association of

Counties.

Mrs. Harris, Sheriff Kent Winstead and Economic Development Commission Director

Richie Duncan met with consultants and provided input in the accreditation process of

the Franklin County school system. She said the meeting allowed the opportunity to talk

about all of the positive things that are occurring.

Mrs. Harris attended a recent Community Engagement Night where community

members visited Vance Granville Community College. College staff are interested in

hearing from citizens served at each of their campuses.

Assistant County Manager Kim Denton organized a session entitled “Government 101”

for members of the current Leadership Franklin class.

Mrs. Harris hosted a Town Manager’s Luncheon meeting. Similar meetings are expected

to be held the third Tuesday of each month.

Mrs. Harris recently attended a Business After Hours event at Loft on Main, a new

wedding venue in downtown Louisburg.

A kick-off meeting for the steering committee of the Comprehensive Land Use Plan was

held March 26, 2019.

Mrs. Harris and Mrs. Denton attended workshops at the General Assembly on March 26,

2019 and met with Representative Lisa Barnes and Senator John Alexander. She said

good discussion was had about Franklin County’s needs as well as discussion about

Senate Bill 235 that would affect the Town of Franklinton.

Mrs. Harris recently attended a Women’s History Month event held at the North

Carolina Museum of Art.

Mrs. Harris attended Maude Fest, an event held recently in Louisburg to raise money to

assist with the restoration of an antique fire truck known as Maude.

Mrs. Harris participated in a discussion regarding legislation known as “Raise the Age”

which examines alternatives for youth that have been involved in misconduct at school.

Mrs. Harris noted 14 budget meetings (with department heads) had been conducted in

the month of March.

9. CLOSED SESSION The Board was asked to conduct a closed session pursuant to the following North Carolina General Statutes:

A. NCGS 143-318.11 (a)(4) Industry/Economic Development. B. NCGS 143-318.11 (a)(3) Attorney-Client Privileged Communication

At approximately 7:53 P.M., Commissioner Speed made a motion to enter into closed session. The motion was seconded by Commissioner Schriver and was approved 6 to 1 with Commissioner Foy voting “NO.” At approximately 9:51 P.M., Commissioner Speed made a motion to enter back into open session, seconded by Commissioner Foy. The motion duly carried approval with all present voting “AYE.” No action was taken as a result of closed session.

At approximately 9:51 P.M., Commissioner Speed then made a motion to adjourn, seconded by

Commissioner Foy. The motion duly carried approval with all present voting “AYE.”
