Dear Reader,

Welcome to Hurst’s new catalogue on Middle East Studies and the Islamic World. We have been publishing in this field since 1969 and some of our backlist titles are considered classic texts, such as Globalized Islam (p. 9), The Infidel Within: Muslims in Britain since 1800 (p. 29) and Landscapes of the Jihad: Militancy, Morality and Modernity (p. 6). We are proud to include noteworthy commentators such as Olivier Roy (pp. 3, 9 & 30), Roger Hardy (p. 2) and Christopher Davidson (pp. 50, 51 & 52) among our authors.

Our list is a wide-ranging one, with books that consider the political landscape of the Middle East, the nature of Islamic identity today, the history of Middle Eastern countries and cities, the varied schools of Islamic thought (such as Shia, Salafi and Sufi), and much more besides. We also publish many books on Islamic studies beyond the Middle East and have a particularly strong list covering Afghanistan, Pakistan and Bangladesh. As well as the more recent books featured in this catalogue, we have an extensive backlist, which is searchable by subject on our website: www.hurstpub.co.uk. About the editorS:

Alex Strick vAn linSchoten and felix kuehn are researchers and writers permanently based in Kandahar. in 2006 they founded afghanWire.com, an organisation and website that pursues awareness of afghani issues and opinions largely unrecognised by the international media.

‘spies, generals and ambassadors will pounce on this book, poring over its pages for clues to a way out of the afghan morass.’ — Sunday Telegraph

‘a counternarrativve to much of what has been written about afghanistan since 1979 ... zaeef offers a particularly interesting discussion of the taliban’s origins and the group’s effectiveness in working with locals.’ — Foreign Affairs

‘just as afghanistan faces a crucial choice, we have a book that for the first time places readers at the heart of the taliban’s way of thinking’ — Ahmed Rashid in New York Review of Books

‘by revealing the inner workings of the taliban from its earliest days, zaeef challenges the accepted wisdom about the insurgency now facing interna-tional troops. by the time you finish, you might not sympathize with the taliban, but you will know them as people, not monsters.’ — Graeme Smith, Emmy-award winning Afghanistan-based reporter for the Globe and Mail, Toronto

‘reminded me how valuable it is to read about a movement like the taliban from its own perspec-tive … the real “intelligence” in the book lies not in its details but in the texture, perspective, assump-tions and narratives that it provides from inside the taliban leadership - a very rare perspective.’ — Steve Coll in The New Yorker

‘mullah abdul salam zaeef shines some much-needed light with his fascinating memoir as a taliban insider. by virtue of his role as the taliban ambassador to pakistan, zaeef was privy to the taliban’s decision making in the run up to 9/11 and thereafter. and his story has much to say about the nature of the gathering insurgency that nato and the united states presently face.’ — Peter Bergen, author of Holy War, Inc.

This is the autobiography of Abdul Salam Zaeef, a senior former member of the Taliban. His memoirs, translated from Pashto, are more than just the story of his extraordinary life: they offer a challenging counter-narrative to the standard accounts of Afghanistan since 1979.

Zaeef describes a childhood blighted by the poverty of rural Kandahar province. Both of his parents died at an early age, and the Russian invasion of 1979 forced him to fl ee to Pakistan. He joined the anti-Soviet jihad in 1983, during which time he was associated with many major fi gures in the resistance, including the current Taliban head, Mullah Mohammad Omar.

After the defeat and withdrawal of the Russians, Zaeef returned to a quiet life in his home village, with the aim of becom-ing a mullah, but chaos soon overwhelmed Afghanistan as factional fi ghting erupted. Disgusted by the lawlessness that ensued, Zaeef was one among the former mujahidin who were closely involved in the discus-sions that led to the emergence of the Taliban, in 1994.

Zaeef then details his Taliban career as civil servant and minister. He was ambas-sador to Pakistan at the time of the 9/11 attacks, and his account discusses the ‘phoney war’ before the US-led intervention toppled the Taliban regime. In early 2002 he was handed over to American forces, notwithstanding his diplomatic status, and spent four and a half years in prison (including several years in Guantanamo) before being released without having been tried or charged with any offence.

My Life with the Taliban offers a personal and privileged insight into the rural Pashtun village communities that are the Taliban’s bedrock and helps to explain what drives men like Zaeef to take up arms against the foreigners who are foolish enough to invade their homeland.

‘Not, perhaps, since the Khmer Rouge, has a movement emerged on the world stage about which so much is opaque to outsiders as the Taliban. Much of that opacity is, of course, intentional. Into this murk Mullah Abdul Salam Zaeef shines some much-needed light with his fascinating memoir as a Taliban insider. By virtue of his role as the Taliban ambassador to Pakistan, Zaeef was privy to the Taliban’s decision-making in the run up to 9/11 and thereafter. And his story has much to say about the nature of the gathering insurgency that NATO and the United States presently face. If President Obama wanted a window into the thinking of the Taliban today he couldn’t do better than this.’Peter Bergen, author of Holy War, Inc. and The Osama bin Laden I Know

‘The entire world wants to understand the Taliban these days, it seems, as the war in Afghanistan becomes the topic of the moment. Precious few people can tell the inside story of the shadowy movement, however, which makes Mullah Zaeef’s autobiography an incredibly important book. If your government sends soldiers to Afghanistan, you must read this. By revealing the inner workings of the Taliban from the early days of the movement, Zaeef challenges the accepted wisdom about the insurgency now facing international troops. By the time you’re fi nished reading, you might not sympathise with the Taliban –– but you will know them as people, not monsters.’ Graeme Smith, reporter for the Globe and Mail who made the Emmy-award winning documentary, Talking to the Taliban

‘Highly signifi cant...will be widely read ... and will greatly appeal to those want-ing an Islamist counter to orthodox accounts of the rise and fall of the Taliban.’Michael Semple, former EU representative in Afghanistan

‘presents a unique hindsight into the worldview of the Taliban. ... No other book published so far in English offers this. ... an important historical document and a captivating read.’ Dr Antonio Giustozzi, LSE, author of Koran, Kalashnikov and Laptop: The Neo-Taliban Insurgency In Afghanistan

‘the first book you should read if you want to discover and decipher the implications of political islam. roger Hardy’s firm grasp of history and his long experience on the ground in the middle east have given him the perspective essential to under- standing what is happening today and is likely to happen tomorrow. His clear, concise writing makes it possible for the layman or, indeed, the expert to better comprehend, analyse and even empathise with these complex societies.’ — Christopher Dickey Newsweek Paris Bureau Chief

‘Hardy ranges from egypt to indonesia and from the founders of islam to its interpreters today. everywhere he finds the right man or woman to interview, follows up with a crystal-clear summary of the relevant background and rounds off with a shrewd conclusion. the result is scholarly, but scholarship without obfuscation. The Muslim Revolt is a valuable handbook for anyone who seeks to understand the islamic World.’ — Peter Unwin, The Times

‘We fail to understand islam,’ writes roger Hardy in the introduction to this book, ‘and we are paying a high price for our failure.’ in setting out to demys-tify islamism and the forces that drive it, Hardy sug-gests that for the last two hundred years muslims have been in revolt against Western domination — and against the failures and disappointments of modernisation.

drawing on his travels and encounters as a journalist over the last thirty years, Hardy explains the political role of islam — in egypt, iran, pakistan, sudan, saudi arabia, turkey, south-east asia and europe — and traces the story of islamism from its origins in the era of european colonialism to the emergence of al-Qaeda and the global jihadists of today.

‘a concise and penetrating summation of the current scene … a fine primer for anyone trying to get a sense of just how chaotic the middle east is.’ — New York Times Book Review

‘olivier roy, perhaps france’s leading analyst of islamic political movements, has been a confi-dante of leading us neo-conservative strategists since his research on the afghan resistance in the 1980s, when these same thinkers were working in the administration of president ronald reagan to support the mujahidin and bring down the soviet union. He now delivers a lucid and decisive dismemberment of the actions of these same neo- conservatives (and their interventionist republican allies, such as donald rumsfeld and dick cheney) during the regime of George W. bush. roy calmly explains how their comprehensive misunderstand-ing of the threat posed by the attacks of september 11, combined with their reality-free conception of the capacities of the us government, have need-lessly created a disaster. His critique extends further, however, to include most of the shallow critiques deployed by the opposition to these policies. roy shows how many of the liberal and leftist ideas and programmes about promotion of democracy, civil society, or self-determination are based on kindred illusions.’ — Professor Barnett R. Rubin, New York University

’in this small but powerful book, olivier roy has discovered the archimedean point from which all existing narratives of muslim politics in the middle east may be overthrown, namely that the region has no political integrity of its own but is defined rather by its relationship with the West. this has allowed him to write what is perhaps the first combined history of political thought in the West and the middle east.’ — Faisal Devji, Oxford University

brynjAr liA is a research professor at the norwegian defence research establishment (ffi). He is the author of several books on islamism and terrorism, including Globalisation and the Future of Terrorism and Police Force without a State: A History of the Palestinian Security Forces in the West Bank and Gaza.

‘al-suri has been read at West point, profiled by Lawrence Wright in the New Yorker, heralded by newsweek as the “francis fukuyama of al Qaida” and by cnn as “the most dangerous terrorist you’ve never heard of”.’ — London Review of Books ‘this biography by brynjar Lia, a norwegian expert on the subject, is a welcome addition to books on islamist extremism. Ginger-haired and married to a spaniard, mr al-suri went by several aliases, including el español and el rubio (the blond one). He was little known outside islamist circles until the madrid train bombings in march 2004 when spanish investigators named him as a possible ideological influence, if not the actual master-mind.’ — The Economist

‘Architect of the Global Jihad is a compelling and meticulously researched biography of one of the most influential strategists and thinkers in islamist circles. abu mus’ab al-suri may not be a household name in the West, but his importance as a theorist, organizer and ideologue is difficult to overstate. for those seeking to understand al-Qaeda and its affiliates, author brynjar Lia’s work is critical reading and highly illuminating.’ — Craig Whitlock, Berlin Bureau Chief, The Washington Post

as a founding member of al-Qaeda, abu mus’ab al-suri remains the foremost theoretician in the global jihadist movement today. al-suri, whose real name is mustafa sethmarian nasar, trained a whole generation of young jihadis at camps in afghanistan. this biography includes a transla-tion of two key chapters from al-suri’s seminal work The Global Islamic Resistance Call.

fAiSAl devji is reader in the History of south asia, st antony’s college, oxford university.

‘faisal devji finds room for the terrorist inside a paradoxical analysis of the new global politics made possible by spectacular events and shared concerns. His book is destined to become one of the most influential works on the meaning of islamic global militancy.’ — E. Roger Owen, A.J. Meyer Professor of Middle East History, Harvard University

‘this brilliantly provocative book upsets many of the conventional understandings of “islamic terrorism’” which pervade the Western academy and public life.’ — Sir Christopher Bayly, Vere Harmsworth Professor of Imperial and Naval History, University of Cambridge

‘faisal devji has, as usual, written a fascinating book. starting with an apparent paradox (terror-ists as humanitarians), he explores in depth the modernity of al-Qaeda and the real nature of hu-manitarian concerns. He has provided us with a profound philosophical analysis of globalization.’ — Professor Olivier Roy

‘an original, timely and extremely impressive contribution to the scholarship on militant islam and contemporary global politics...devji’s analytical focus is the moral economy of militant islam’s struggle against the West. While, for those operating within it, this struggle contains the potential for a new global politics, he shows how islamic mil itancy suffers from de-politicisation as a consequence of its global diffusion, lack of political instrumentality and institutional realisa- tion. the result of this is an ‘existential dimension’ to militant ideas and practices which devji ela- borates upon while also offering substantive his-torical and conceptual engagement with their separate themes.’ — Shane Brighton, Birkbeck College, University of London

‘Landscapes of the Jihad is, in its unconventional thinking, an oasis in the wearisome desert of al-Qaeda studies. it is, in the best possible sense, subversive.’ — The Economist

‘a brilliant long essay on the ethical underpinnings of modern jihad. . . .martyrdom, observes devji rightly, ‘’only achieves meaning by being witnessed by the media.’’ it is, in short, a horrendous form of advertising.’ — New York Review of Books

‘one of the most intelligent analyses of the world - view of the militant islamist.’ — The New Statesman

‘devji’s very original book analyses al Qaeda and jihad in metaphysical terms, discarding geostrategic and cultural factors, hence the West is presented as a metaphysical entity.... His original analysis of the writings of osama bin Laden and ayman al-zawahiri is very illuminating and substantiates his iconoclastic approach.’ — Professor Olivier Roy

al Qaeda and its jihad, devji suggests, are only the most visible manifestations of wider changes in the muslim world. such changes include the fragmen-tation of traditional as well as fundamentalist forms of authority. in the author’s view, al Qaeda repre-sents a new way of organising muslim belief and practise within a global landscape and does not require ideological or institutional unity.

offering a compelling explanation for the central purpose of al Qaeda’s jihad against the West, the meaning of its strategies and tactics, and its moral and aesthetic dimensions, Landscapes of the Jihad is at once a sophisticated work of historical and cultural analysis and an invaluable guide to the world’s most prominent terrorist movement.

‘this book brings to the table a completely differ-ent set of analytical tools and source materials which will supplement existing theories and thus greatly enrich our understanding of jihadism.’ — Dr Thomas Hegghammer, Associate, Initiative on Religion in International Affairs, Belfer Centre for Science and International Affairs, Harvard Kennedy School

are violent jihadis an enduring feature of modern international affairs, or do they hold in their own doctrines the seeds of self-destruction? Historical precedent suggests the latter.

jihadi ideologues have formulated an individu-alist centered islam to mobilise muslims far and wide, youths above all, to join a global jihad. by appealing to the classical defensive legal doctrine of jihad, they argue that jihad today is the indivi- dual duty of every muslim, thereby transcending and indeed undermining both the authority of the state and that of parents. However, the duty and right to an individually initiated jihad constitutes just one side of this do-it-yourself islam; the other is the duty to protect the purity of doctrinal beliefs against any perceived devia-tion by even their fellow jihadis. concerns over doctrinal purity have led some jihadis to resort to takfir, a pronouncement declaring fellow muslims to be unbelievers; for some, takfir makes it lawful to shed the blood of the accused.

this book explores the religious philosophy un-derlying jihadism, as set against the background of the Kharijites, the first counter-establishment movement in islam, whose idealistic and individu-alistic practice of islam inevitably led them to deploy takfir against each other and thereby to self-destruct. by investigating the links between Kharijism and jihadism, Lahoud argues that the same doctrinal beliefs that appear to unite today’s jihadis will also be the cause of their downfall.

‘a thoughtful and compelling book on why it is that some muslims in the West feel disenchanted and angry and others do not. Gest offers a subtle account based on both new theoretical work and original case studies. a major contribution.’ — Professor David Held, LSE

‘justin Gest’s carefully researched and well argued book brings a fresh perspective on the question of muslim alienation in europe. His valuable methodological insights and judicious conclusions have a wide application.’ — Lord Bhikhu Parekh, author, Rethinking Multiculturalism: Cultural Diversity and Political Theory

muslim minorities comprise an ever-increasing proportion of europe’s population, but are official strategies to thwart home-grown terrorism forcing muslims further to the fringe of our societies? for every terror suspect we see handcuffed in a televised trial, thousands of young muslims outside the courtroom live an alienated existence in the boroughs and barrios of the Western world. Apart explores the nature of their disaffection and attraction to groups that undermine the system that remains their primary means of inclusion in society. based on research conducted in London’s east end and madrid’s Lavapiés district, and drawing on over one hundred interviews with extremists, gangsters, imams, elders, politicians, and those just trying to get by, justin Gest explores young muslims’ daily realities. taking issue with conventional interpretations of inequality, discrimination and religion, he argues that alienated behaviour is distinguished not by structural factors, but by the expectations and perceptions of social agents. contrary to conventional wisdom, Gest argues, attempts at assimilation are often unconnected with an individual’s sense of inclusion.

Widespread confusion over the use of the terms islamism or political islam often obscures the fact that these are not new phenomenona and can be traced back more than a century. but like all utopian beliefs cannot entirely resist the broader currents of political and social change that confront it today, especially globalisation.

through meticulous on the ground and theoretical research into the trajectories of current and former islamists, the contributors to this book seek to understand what has become of political islam. While many scholars have focused on the drift to violence of historical islamism with its own ideology.

political islam remains relevant to a new generation of militants but the channels through which it is expressed have changed. jihad is often conducted electronically, via membership of islamist email list-servers; islamist activism has been personalized, domesticated even, through lifestyle choices; and the street protests that characterised the islamist struggle in its heyday face competition from islamic rap stars concerts. these are among the issues addressed in this innovative volume.

gAry r. bunt is senior Lecturer in islamic studies, and director of ma islamic studies, at the university of Wales, Lampeter. His publications include Virtually Islamic and Islam in the Digital Age. He maintains a website and blog on islam and the internet at www.virtuallyislamic.com

‘the internet has rewired islam. the web is now at the core of all muslim communities and performs a central role in islamic expression. it is being used to reinterpret islam; and muslims themselves are being transformed. the “i” in imuslims, says Gary bunt in this fascinating study, is not simply the internet. it also represents repacking of informa-tion on islam, new pathways of interactivity and interconnection among muslims, and an innova-tive online universe. a plethora of travellers on the religious path are developing new affinities that go far beyond traditional boundaries. cyber islam is challenging and mutating a conventional under-standing of muslim identity.’ — Ziauddin Sardar, The Independent

‘Gary bunt confirms his pre-eminence in the study of islam and new information technologies with his incisive and timely i-Muslims. He offers a lucid and subtle guide to the bewildering proliferation of media and information in cyberspace and indicates how the conceptualisation of islam and even forms of religious experience may be altered as muslims gain and exchange ideas online. He aptly shows the power of “jihadi cyberspace”, but makes the larger point that there are other, less negative uses of the internet. this work expertly examines how muslim digitisation and “wiring” are likely producing new transformations in the understanding and practice of islam, and, impor-tantly, in the religious authority to interpret it, which go to the heart of the current critical debate over who speaks for islam.’ — James Piscatori, Australian National University

discusses how, in some contexts, the application of the internet has had an overarching transfor-mational effect on how muslims practice islam, how forms of islam are represented to the wider world, and how muslim societies perceive themselves and their peers.

as late as the last quarter of the twentieth century there were expectations that islam’s political and cultural influence would dissipate as the advance of westernization brought modernization and secularization in its wake. not only has islam failed to follow the trajectory pursued by variants of christianity, namely confinement to the private sphere and depoliticisation, but it has also force-fully reasserted itself as mobilizations in its name challenge the global order in a series of geopoliti-cal, cultural and philosophical struggles. the continuing (if not growing) relevance of islam suggests that global history cannot simply be presented as a scaled up version of that of the West. Quests for muslim autonomy present themselves in several forms — local and global, extremist and moderate, conservative and revisionist — in the light of which the recycling of conventional narratives about islam becomes increasingly problematic. not only are these accounts inadequate for understanding muslim experiences, but by relying on them many Western governments pursue policies that are counter-productive and ultimately hazardous for muslims and non-muslims alike.

Recalling the Caliphate engages critically with the interaction between islam and the political in the context of a post colonial world that contin-ues to resist profound decolonization.

in the first part of this book sayyid focuses on how demands for muslim autonomy are debated in terms such as democracy, cultural relativism, secularism and liberalism. each chapter analyzes the displacements and evasions by which the decolonization of the muslim world continues to be deflected and deferred, while the latter part of the book builds on this critique, exploring and attempts to accelerate the decolonization of the muslim Ummah.

since 9/11 the term ‘islamophobia’ has entered common parlance across the globe. Widely used but diversely and inconsistently defined and deployed, islamophobia remains hotly disputed and frequently disavowed both as word and concept. to its supporters it names a defining feature of our times and is an important tool to highlight injustices faced by and specific to muslims, but its effectiveness is weakened by lack of agreed meaning and of clarity in relation to such terms as racism and orientalism. to its detractors islamophobia is either a fundamentally flawed category or, worse, a communitarian fig leaf behind which ‘backward’ social practices and totalitarian political ambitions are covered up. the backdrop to these debates and more generally to the mobilizations and contestations to which they give expression is a succession of ‘moral panics’ centred on the figure of the muslim.

international in scope, this collection of essays by twenty-six authors from diverse disciplinary backgrounds, investigates the concept of islamophobia as a global phenomenon and rigorously analyses its many meanings across four contexts: ‘muslimistan’ (broadly the oic member countries); states in which muslims either form a minority or hold a socio-economically subaltern position but in which the muslim minority cannot be easily dismissed as recent arrivals (such as india, russia and china as well as thailand); lands in which muslims are represented as newly arrived immigrants (Western plutocracies); and the regions in which the muslim presence is minimal or virtual and the problematization of muslim identity is vicarious.

rejecting both uncritical transhistorical uses of the term islamophobia and no less uncritical dismissals of the term, the collection navigates a course between these two extremes to provide a nuanced picture of contemporary islamaphobia and muslim agency.

‘Political Islam Observed turns the debate about islam and politics on its head. by drawing our attention to the impact of disciplinary lenses on the production of knowledge about politics in muslim societies, frédéric Volpi teaches us how to ask better questions about the nature and future of political islam. this book will be essential reading for students and scholars of contemporary islam and social science method-ologists alike.’ — Peter Mandaville, Director, Center for Global Studies, George Mason University and author of Global Political Islam

‘if the maturity of a discipline is determined by the quality of its secondary literature, then Volpi’s book signals the coming of age of islamism studies. He provides a multidisciplinary critique that is epistemologically rich and fruitful. by bringing together in one volume the major attempts to comprehend political islam, this book demonstrates how complex a phenom-enon it is and how radical is its challenge to conventional eurocentric social sciences. His book is a must-read for all interested in political islam and its place in the world.’ — S. Sayyid, author of A Fundamental Fear.

‘Volpi digs deeper than any other work to date into the myriad latent issues behind the category of ‘political islam’ and offers us nothing less than the best available map to navigate the political tensions and conceptual ambiguities.’ — Arman-do Salvatore, author of The Public Sphere: Liberal Modernity, Catholicism, Islam

‘an exemplary political primer on the islamist party’s evolution, structure and thought.’ — New York Review of Books

‘this thoughtful book deserves a wide readership.’ — Times Literary Supplement

‘this in-depth analysis offers rich and multidi- mensional insights into the movement, based on jeroen Gunning’s theoretical acuity, prolonged field work, and interviews conducted with Hamas cadres in the Gaza strip. the result is an eye-open-ing study that gets inside the movement and its authority structures, transcending conventional or simplistic explanations.’ — Menachem Klein, Bar Ilan University, and author of A Possible Peace Between Israel and Palestine

in january 2006 Hamas, an organisation classified by Western governments as terrorist, was demo-cratically elected to govern the palestinian territo-ries. the inherent contradictions in this situation have left many analysts at a loss. Hamas uses terror tactics against israel, yet runs on a law and order ticket in palestinian elections; it pursues an islamic state, yet holds internal elections; it campaigns for shar’iah law, yet its leaders are pre- dominantly secular professionals; it calls for the destruction of israel, yet has reluctantly agreed to honour previous peace agreements.

in Hamas in Politics jeroen Gunning challenges the assumption that religion, violence and de-mocracy are inherently incompatible and shows how many of these apparent contradictions flow from the interaction between Hamas’ ideology, its local constituency and the nature of politics in israel / palestine.

lAurence louër is a researcher at the centre d’etudes et de recherches internationales (ceri) in paris. she is an arabist who specialises in middle east studies and is author of To Be An Arab in Israel (Hurst, 2006).

‘this remarkably nuanced study of shiite politics in the Gulf region looks at the increasing visibility of shiism there beyond the stereotyped narratives of sectarian conflict, minority identity and iranian policy that are generally invoked to describe the character of arab shiism. Louer gives us a fascinat-ing account of the related yet different historical processes that define shiite politics and identity in bahrain, Kuwait, saudi arabia and iraq.’ — Faisal Devji, Oxford University

Laurence Louër, author of Hurst’s critically acclaimed To Be an Arab in Israel, brings her extensive knowl-edge of the middle east to an analysis of the historical origins and present situation of militant shia transnational networks. she focuses on three key countries in the gulf — Kuwait, bahrain, and saudi arabia — whose shia islamic groups are the offspring of various iraqi movements that have surfaced over recent decades. Louër explains how these groups first penetrated local societies by espousing the networks of shiite clergy men. she then describes the role of factional quarrels and the iranian revolution of 1979 in defining the present landscape of shiite islamic activism in the Gulf monarchies.

the reshaping of geopolitics after the Gulf War and the fall of saddam Hussein in april 2003 had a profound impact on transnational shiite networks. new political opportunities encouraged these groups to concentrate on national issues, such as becoming fierce opponents of the saudi monarchy. Yet the question still remains: how deeply have these new beliefs taken root in islamic society? are shiites saudi or bahraini patriots?

Louër’s book also considers the transformation of shia movements in relation to central religious authority. she argues that the shia will one day achieve political autonomy, especially since, in order to retain transnational religious authority, the marja’ needs to avoid meddling in the domestic political affairs of other countries.

‘most of us acknowledge the importance of how we define what we do with society’s miscreants, yet few of us have the intellectual imagination or personal fortitude to examine the questions closely. this eye-opening collection offers new insights into the exercise and experience of power in the recent and contemporary middle east on virtually every page. from nomads who transgress state borders to political activists who contest political limits, this book explores who drew those lines, who enforces them, and what happens to those who cross them. it is a fascin-ating, provocative and sobering treatment, and it merits the attention of anyone concerned with the intersection of political authority and daily life in the middle east.’ — Professor Lisa Anderson, Provost, American University in Cairo

the emergence of the modern middle east has been accompanied by a concentration of coercive power in the state. although the region has encompassed numerous mukhabarat (secret police) states, extensive policing and carceral regimes, and widespread use of torture and spectacular punishments, and although its prisons and policing practices are regularly condemned by human rights organisations, surprisingly few analyses explore the emergence of these grim institutions.

this volume is the first to examine systemati-cally practices of policing and incarceration in the modern middle east, the emergence of modern policing and prisons and their continued pre-dominance. it offers a useful lens through which the complexity of state power and the contours of popular contentious politics can be read.

‘this conceptually brilliant book serves as a detailed survey of various “frontier states” likely to be involved in any future clash of civilizations. it does not dwell on the “usual suspects” of the middle east. instead, it focuses on other states with either large muslim populations or fragmented religious communities, particularly those suffering from such destabilizing forces as weak economies or significant external penetration.’ — Christopher Davidson, author of Dubai: The Vulnerability of Success

this specially commissioned set of essays sets out to critically examine the border zones of islamic civilisation, be they geographical, cultural or virtual. the contributors explore the local dy-namics in these zones to test whether or not they support or contradict samuel Huntington’s ‘clash of civilisations’ thesis of an emerging global con-frontation between islamic civilisation and its neighbours, be they christian, Hindu, buddhist or godless.

‘eloquent, powerful, incisive and impressive in its range, A Metahistory of the Clash of Civilisations is a masterly work of critical deconstruction in the finest tradition of michel foucault and edward said. for anyone wishing to better understand the current state of international politics, this book is absolutely essential.’ — Richard Jackson, Secretary of the British International Studies Association (BISA)

this book seeks to dispel the myth that we have ever been embroiled in some ‘clash of civilisations’. adib-moghaddam traverses various intellectual disciplines in order to find a pathway through the conceptual maze that has habituated us to think in ‘tribal’ categories. accompanying the reader on this journey from the wars between ancient persia and Greece, the crusades, colonialism and the enlightenment to the contemporary ‘wars on terror’ are thinkers from ‘east’ and ‘West’: adorno, derrida, farabi, foucault, Hegel, Khayyam, marcuse, marx, said, ibn sina, Weber. in asking where ideas such as the ‘clash of civilisations’ come from, and by whom they are perpetuated, adib-moghaddam engages with both western and islamic represen-tations of the ‘other’. He demonstrates a) the dis- continuities between ‘islamism’ and the canon of classical islamic philosophy distinguishing be-tween ‘avicennian’ and ‘Qutbian’ discourses of islam, and b) how the violence inscribed in the idea of the ‘West’, especially during the period of the enlightenment, continues to cast a shadow on world politics today.

expanding the geography of critical theory to include the canons of islamic philosophy and poetry, A Metahistory of the Clash of Civilisations refuses to divorce muslims from europeans, americans from arabs, the orient from the occi-dent. as such, it presents a frontal attack on our current cultural reality and islamist-Western agitation against each other.

‘far removed from the usual clichés and hasty generalisations, Decoding the New Taliban offers the reader a keen, first-hand sense of field re-search in afghanistan, with all its uncertainties and contradictions. this book is an important step in understanding our failure in the current war.’ — Gilles Dorronsoro, Carnegie Endowment for International Peace and author of Revolution Unending: Afghanistan 1979 to the Present

‘… an outstanding and important collection — just the sort of locally specific, openly debatable, schol-arly analysis … that will be required more and more if the international community is ever to understand the insurgents … as up-to-date as scholarship can be.’ — Pullitzer Prize-winning journalist Steve Coll in The New Yorker.

While the ‘new taliban’ looms large in the global media, little is known about how it functions as an organisation. this book provides answers to many of the key questions: How united is the taliban and how does it maintain whatever degree of unity it has? How strong are its structures? are personal relations and networks based on tradi-tional ties of kin and ethnicity the sum total of its organisational capabilities, or are there more in-stitutionalised chains of command? and to what extent is its leadership able to impose switches in strategy among the rank-and- file?

With contributions from a renowned cast of practitioners, journalists and academics, all of whom have long field experience of the latest phase of the new taliban’s insurgency in afghani- stan, Decoding the New Taliban includes both detailed studies of specific regions or provinces, and thematic analyses on subjects such as negotiating with the taliban, the propaganda effort and its strategic vision.

eMPires of MudWArs And WArlords in AfghAnisTAn

Antonio giuStoZZi

‘the first book to provide a political sociology of warlordism in afghanistan; its purpose is to understand in detail how warlord polities work, expand and disintegrate. Empires of Mud will become required reading, both for academics and policy-makers studying the phenomenon of warlordism, and for those with a specialist interest in afghanistan.’ — Dr Jonathan Goodhand, School of Oriental and African Studies

Warlords, namely charismatic military leaders who exploit the weakness of central authorities to seize control of and autonomously rule a sub- national area, have earned much notoriety in recent years on account of the excesses of civil wars in Liberia, somalia and afghanistan.

but notwithstanding their bad reputation, war - lords have often participated in state formation. in Empires of Mud Giustozzi analyses the dynamics of warlordism in afghanistan within the context of such debates.

the lion’s share of the book consists of an in- depth analysis of the systems of rule — political, economic, military — which developed under afghanistan’s two foremost warlords, ismail Khan and abdul rashid dostum, both of whom still wield considerable power even after the intervention of allied forces in afghanistan since 2001. their two systems are compared, highlighting convergences and divergences, in order to explain how warlords administer the areas that they control within so-called ‘failed states’, in the process challeng ing much of the received wisdom in scholarly and policy circles about warlordism. the author also discusses ahmad shah massoud, whose ‘system’ incorporated elements of rule not dissimilar from that of the warlords.

‘the taliban were routed but not defeated in the dying days of 2001. this detailed study chronicles the rise of what Giustozzi labels “the neo-taliban”. separate chapters treat how and why the neo-taliban were recruited, their organization, their tactics and strategy, and the counterinsurgency efforts of the afghan govern-ment and its outside supporters. With copious cross-referencing, he works in such subjects as the continued involvement of pakistan, the drug trade, neo-taliban relations with al Qaeda, and the rural-versus-urban dimension of this struggle. Giustozzi’s main argument is that the neo-taliban would have been no more than a nuisance but for their ability to exploit the weakness of the afghan state, “both as it was originally conceived and as it was ‘rebuilt’ from 2001.” He concludes that reining in the neo-taliban by arms or diplomacy will be more difficult now than reining in the original was five years ago. He also sees the group’s strategy as having shifted in its new form from national resistance to global jihad.’ — Foreign Affairs

despite the long and intimate history of engage-ment along the border between afghanistan and pakistan’s north-West, this area and its relation-ship to the world remains poorly understood in the West’s popular imagination.

through the construction of a collage of historical narratives and intense ethnographic encounters, marsden and Hopkins argue that the simplistic stereotypes and tropes that all too often masquer-ade as knowledge about the frontier not only conceal a more complex reality, but are also a source of the problems that local and international actors alike face there.

not some simple isolated depot of radical terrorists or instrumental tribesmen, the frontier is a space of richly textured meaning, constructed through a history of movement of its inhabitants and their understanding of the world beyond.

Fragments of the Afghan Frontier offers a correc-tive to simplistic understanding both of the re-gion’s history and its current realities, leaving the reader with a deeper appreciation of the ever-evolving complexity of this globally significant region.

‘Haroon offers a fascinating street-level view of frontier life and politics.’ — Basharat Peer, The Nation

Frontier of Faith examines the history of islam —especially that of local mullahs—in the north- West frontier. a largely autonomous zone strad-dling the boundary of pakistan and afghanistan, the tribal areas was established as a strategic buffer zone for british india, and the resulting autonomy allowed local mullahs to assume roles of tremen- dous power. after partition in 1947, the tribal areas maintained its status as an autonomous region, and for the next fifty years the mullahs supported armed mobilizations in exchange for protection of their vested interests in regional freedom. consequently the frontier has become the hinter-land of successive, contradictory jihads in support of pashtun ethnicism, anti-colonial nationalism, pakistani territorialism, religious revivalism, afghan anti-soviet resistance, and anti-americanism. considering this territory is said to be the current hiding place of osama bin Laden, there couldn’t be a better time for a sourcebook detailing the intricacies of the pakistan-afghanistan border-lands today and the function of the mullahs and their allies.

afghanistan and its people, whether in afghanistan or in its global diaspora, have generated substan-tial interest in recent years and the desire to under- stand more about the country is widely felt. international organisations, non-governmental organisations and journalists are key sources of information on contemporary afghanistan, but their ability to undertake research is often limited by their mandate.

this volume, edited by ceri oeppen and angela schlenkhoff , brings together the work of some of the leading european specialists studying afghanistan and its diaspora. it collates work that contributes to our understanding of modern afghanistan, and moves beyond the caricatures of the country and its people that have their roots in european imperial texts of the nineteenth and early twentieth centuries. Beyond the ‘Wild Tribes’ contains chapters on a wide range of issues, which all contribute to our understanding of modern afghanistan. topics range from the features of protracted conflict to the future of afghan music.

dAvid lewiS served as director of the interna-tional crisis Group’s central asia project from 2001 to 2005. He is a long-term observer of politics in the former soviet union and obtained his phd in political science from the London school of eco-nomics. He lectures in politics at the university of bradford.

‘david Lewis has provided an accessible account of a very complicated area. His careful presenta-tion of islam, geo-politics and the political cultures of central asia is refreshing. based on years of research experience in the region, Lewis offers an insightful and balanced narrative that is a must- read.’ — Professor Shahram Akbarzadeh, National Centre of Excellence for Islamic Studies, The University of Melbourne

‘the author’s first-hand experience of the region is evident from the text, which intersperses a pacey narrative with anecdotal evidence. deep under-standing of the region is worn lightly in the text, which makes the book both highly readable, but also informative.’ — Michael Denison, University of Leeds

after the toppling of the taliban in afghanistan, the important but overlooked ex-soviet states of central asia-tajikistan, Kazakhstan, uzbekistan, Kyrgyzstan, and turkmenistan briefly became key players in the war on terror. military and economic aid from america and other Western countries poured into the region on the assumption that stability and greater democratization would be the result. only a few years later, however, the West’s strategy to exert geopolitical influence in the region is in chaos and autocracy seems to be as entrenched as ever.

david Lewis’s provocative book investigates why the u.s. alliance with uzbekistan failed to produce reform and instead ended with the massacre of hundreds of civilians in andijan. it provides the first detailed account of the 2005 revolution in Kyrgyzstan, explores political transition in turkmenistan following the death of its eccentric former leader, saparmurat niyazov, and examines the islamic militant groups that are believed to be threatening stability in the ferghana basin.

mAtthew cArr is a writer, broadcaster, and journalist and the author of The Infernal Machine: A History of Terrorism (Hurst, 2010).

‘matthew carr’s well-balanced and comprehensive book brings the story of the moriscos tragic fate to a wider public. … a splendid work of synthesis. … it is impossible to read this book without sensing its resonance in our own time.’ — The New York Times

‘in this first comprehensive appreciation in many decades of the muslim expulsion from spain, Blood and Faith meticulously recaptures the fateful self- mutilation of a society that might have become europe’s first multicultural nation and offers a grim lesson about religious and racial repression in our contemporary age of contested faiths.’ — Professor David Levering Lewis, author of God’s Crucible: Islam and the Making of Europe, 570–1215

in 1609, King philip iii signed an edict denouncing the muslim inhabitants of spain as heretics, traitors, and apostates. Later that year, the entire muslim population was given three days to leave spanish territory, on threat of death. in a brutal and trau-matic exodus, entire families and communities were obliged to abandon homes and villages where they had lived for generations. in aragon and catalonia, muslims were escorted by government commis-sioners who forced them to pay whenever they drank water from a river or took refuge in the shade. for five years the expulsion ground on, until some 300,000 muslims were expelled from spanish terri-tory. by 1614 muslim spain had effectively ceased to exist.

Blood and Faith is matthew carr’s riveting chroni-cle of this virtually unknown episode, set against the vivid historical backdrop of the history of muslim spain.

‘readers of this book will get a surprisingly frank view of the inner workings of the former british imperial bureaucracy, and, even more important, they will be rewarded with a number of unexpected insights into how to conduct di-plomacy when relations with potentially disruptive religious movements are at stake. Van Grondelle has made an important contribution to islamogra-phy.’ — Johannes J. G. Jansen, Houtsma Professor of Islamic Thought, University of Utrecht

from the early nineteenth century onwards the nizari ismailis were transformed from a minor and obscure sect surrounded by ill-informed historical legend, into a small but highly organised temporal and religious movement with global political and economic influence. much of this remarkable change in fortune can be traced to the hitherto little known diplomatic interaction between the british empire, and later the british common-wealth, and the nizari ismailis, from 1839 to 1969.

marc van Grondelle’s book, based on painstak-ing archival research, examines the processes and interactions which led to the modernisation and successful co-optation by the british government of this comparatively small branch of shi’a islam. the author poses several key questions regarding the wider developing relationship between move-ments in contemporary islam and ‘the West’. in these increasingly polarised times, his analysis is timely and suggestive. He investigates the processes and actions that shaped the ismailis’ relationship with London, and the social and political conditions that shaped this realignment.

mArc vAn grondelle (phd, university of utrecht) works for a major international oil company. He has written this book entirely in a personal capacity.

He is co-author of Managing Cultural Diversity at Work. in 2002 he was awarded the obe for his work in race relations.

‘striking diversity is the most distinctive feature of the muslim community in britain. Yet, as ansari argues in this history of islam in britain, british muslims have consistently been portrayed as denizens of a monolithic and undifferentiated world, ill at ease with modernity, secularism and democracy. through painstaking research, and an inspired exploration of the issues of identity, ansari sets out to dispel this absurd, but widely held, myth.’ — The Independent

‘Humayun ansari does an excellent job of provid-ing a historical and country-wide account which is not only descriptive but analytical. it is fluently written and easily accessible to a wide range of readers and has the potential of becoming the initial reference text for people starting research in the area as well as a required text for university courses.’ — Jorgen S. Nielsen, Professor of Islamic Studies, University of Birmingham

there has been an explosion of research into the experiences of british muslims, but what has been conspicuous by its absence is a proper historical treatment of the phenomenon. this book aims to address this issue. reissued with a new cover in 2009, The Infidel Within remains one of the most important books on the history of british muslims.

olivier roy is one of the most distinguished analysts of and commentators on political islam in the muslim middle east and central asia. the author of several highly acclaimed books, two of which are published by Hurst (Globalised Islam and Islamist Networks), he is research professor at the european university in florence

‘roy’s central thesis about the way religion is going in today’s world (a breathtakingly ambitious exercise to be sure) could, and deserves to, “reset” debates about secularization and secularism, and give birth to creative new departures in theory and research.’ — David Lehmann, Cambridge University

‘Holy Ignorance is in a way a synthesis of all roy’s previous work on the sociology of religion. it formulates forcefully the thesis that has been taking shape throughout his previous works: in a globalized world, religion thrives to the extent that it has severed its ties with culture. this “de-culturation” of religions explains their revival, and much of our difficulties in understanding them. … it is certainly an important book that is written in an easy, accessible language fit for a wide audience … roy’s erudition is simply flabbergasting, and it has the merit of making his book very concrete, very vivid.’ — Nicholas Guilhot, New York University

olivier roy, a world renowned authority on islam and politics, explores the modern disconnection between faith communities and socio-cultural identities and how this allows a fertile space for fundamentalism to grow. instead of freeing the world from religion, secularization has encour-aged a kind of ‘holy ignorance’ to take root, an anti-intellectualism that promises imme-diate, emotional access to the sacred and positions itself in direct opposition to contempo-rary irreligious culture. the secularization of society was supposed to free people from religion, yet individuals are converting en masse to fundamentalist faiths, such as protestant evangelicalism, islamic salafism, and Haredi judaism, a phenomenon explored in this significant exploration of contemporary global religious practice.

nAthAlie clAyer is a specialist on albanian islam, and a senior researcher at the centre for turkish studies at eHess in paris.

eric germAin is a researcher at the institut d´etudes de l´islam et des sociétés du monde musulman (iismm).

in the enormous literature on the muslim world, one of the few gaps in our knowledge is the status of islam in inter-war europe, an imbalance this book aims to address.

the muslim population of europe in the period from 1918-1939 was not one of isolated islands of belief and practice. rather, there was far more interaction between muslim communities than had hitherto been imagined. for example, there was much correspondence and exchange of ideas between the ahmadi-Lahori missions of berlin and Woking, near London, and albanian religious leaders.

other topics discussed in this book include the earlier than imagined emergence of notions of a distinctly ‘european’ islam, the fraught interplay of politics and islam, especially the development by some governments of muslim ‘agendas’, the richness and importance of debates within europe’s muslim community, the attempts by the nazis to foment ‘jihad’ and the modus operandi of transnational networks.

‘as a historian, clarence-smith has certainly made his case. Islam and the Abolition of Slavery is a tour de force.’ — Times Literary Supplement

‘Islam and the Abolition of Slavery is a tour de force which ranges over the entire islamic world, from the Hijrah to the present, and for good measure includes comparisons with the attitudes and practice of other major world religions towards the “embarrassing institution”.’ —Journal of the Royal Asiatic Society

‘an impressive survey...and objective analysis.’ — Frankfurter Allgemeine Zeitung

in this important book, clarence-smith provides the first general survey of the islamic debate on slavery. sweeping away entrenched myths, he hopes to stimulate more research on this neglected topic. He draws on examples from the “abode of islam”, from the philippines to sengal and from the caucasus to south africa, paying particular atten-tion to the period from the late eighteenth century to the present. once slavery had disappeared, it was the sufi mystics who did most to integrate former slaves socially and religiously, avoiding the deep social divisions that have plagued Western societies in the aftermath of abolition.

john cAlvert is associate professor of History at creighton university, usa. His research focuses on social protest and political resistance movements in the modern middle east; egyptian nationalism; and the ideological origins of al Qaeda. He is co-editor and translator of sayyid Qutb’s A Child from the Village.

‘[the book] not only constitutes what is likely to re-main the definitive biography of sayyid Qutb, it also offers crucial new insights on the post-1954 history of the egyptian muslim brotherhood, another gap-ing hole in the literature. We are dealing here with a rare book that is likely to become a classic in the field of political islam. … outstanding.’ — Thomas Hegghammer, Associate, Initiative on Religion in In-ternational Affairs, Belfer Centre for Science and Inter-national Affairs, Harvard Kennedy School

‘calvert’s book will become the standard intellec-tual biography of the most influential muslim thinker of the twentieth century. demonstrating a deep engagement with contemporary history, reli-gious thought, and social theory, calvert eschews the sensationalism that too often posits Qutb as the ideological “godfather” of global jihad. an erudite and engaging writer, calvert situates Qutb in time and place, tracing his political evolution, and ex-ploringg the power of his words, personality, and, ultimately, his divergent legacies. neither hagiog-raphy, nor exposé, Qutb finally gets his due.’ — Joel Gordon, author of Nasser: Hero of the Arab Nation

sayyid Qutb (1906-1966) was an influential egyptian ideologue credited with establishing the theoretical basis for radical islamism in the post colonial sunni muslim world. Lacking a pure under-standing of the leader’s life and work, the popular media has conflated Qutb’s moral purpose with the aims of bin Laden and al-Qaeda. this book rescues Qutb from misrepresentation, tracing the evolu-tion of his thought within the context of his time.

calvert recounts Qutb’s life from the small village in which he was raised to his execution at the behest of abd al-nasser’s regime, remaining sensitive to the cultural, political, social, and economic circumstances that shaped Qutb’s thought.

‘Global Mufti has the potential to become a modern classic in the study of contemporary islam.’ — Göran Larsson, University of Gothenburg

‘a fascinating collection of essays covering all the main dimensions of Yusuf al-Qaradawi. the editors provide well-documented and carefully considered evaluations of key dimensions of Qaradawi’s activities and thinking as well as the more theoretical dimension of his methodology.’ — Jorgen S. Nielsen, University of Birmingham

a widely respected religious scholar, islamist activist, and host of al-jazeera’s Sharia and Life, Yusuf al-Qaradawi is without doubt one of the most important sunni religious figures in the world today. Global Mufti is the first book-length treat-ment of Qaradawi in english, and introduces readers to his immensely influential ideas, analys-ing his work in context and examining the various dimensions of the man and his success.

after joining the muslim brotherhood as a teenager, Qaradawi studied theology at al-azhar university in cairo, and later settled in Qatar, where he played a pivotal role in establishing a system of islamic higher education. When the brotherhood was forced underground in the 1960s, Qaradawi eschewed a formal position with the movement, opting instead to pursue a career as a writer and ideologist of contemporary islamist thought. beginning in the mid-1970s, Qaradawi became one of a handful of islamist ulama (muslim scholars) to be accepted as an authority on doctrinal and political matters, both by islamists and within the wider islamic resurgence. since the 1990s, Qaradawi has cleverly exploited new media to reach a global audience. He was one of the first sunni scholars to launch his own Website and is heavily involved with islamonline.

‘Valentine’s work may be considered the most reliable introduction to the ahmadiyya currently available . . . Highly recommended.’ — Choice

‘a a very personal book, written from the position of a participant observer. this is the first access-ible study of this muslim community and is comprehensive in its coverage of their history, beliefs, and current existence. simon ross Valentine offers an inside view that will be of value to non-muslims working with muslims, and it is a view given with great respect.’ — Professor Francis Robinson, CBE, Professor of the History of South Asia, Royal Holloway, University of London

simon ross Valentine has written the first schol-arly evaluation of the teachings, beliefs, and lifestyle of the Ahmaddiya Jama’at, an islamic reform group founded in nineteenth-century india that currently boasts millions of followers worldwide. to the great aggravation of other muslims, the ahmadis assert that prophets ex-isted after muhammad, a controversial belief that has led to fierce persecution, especially in south asia, where the government has declared the ahmadis to be non-muslims.

Valentine explores other major claims made by the ahmadis, including their assertion that jesus, instead of dying on the cross (as christians believe) or ascending to heaven after the crucifixion (as mainstream muslims teach), in fact escaped from the romans and settled in srinagar, the capital of Kashmir and the alleged location of christ’s tomb. after an account of the life of the movement’s founder, Ghulam mirza ahmad, Valentine discusses the history of the ahmadis, their proselytization strategies, the role of mosques and madrasas, the position of women within the religion, and the ahmadis’ doctrine of a peaceful jihad.

AbdulkAder tAyob is professor of islamic studies at the university of cape town, south africa. He has held visiting professorships at isim, nijmegen and at the universities of Virginia and Hamburg. His previous books include Islam: A Short Introduction.

‘this is one of those rare studies of modern islam that is not confined to a survey of key thinkers or a list of key issues but that deals with its subject thematically. …the argument is fresh and even unique in the literature, attaching the modernity of islam to the development of the idea of religion itself among muslims. at one stroke, the reader is liberated from the tedious and well-worn theme in the scholarship of the inseparability of religion and politics in islam.’ — Faisal Devji, Oxford University

the objective of this book is to identify and examine the place of religion as an abstract category in modern islamic discussions, from the nineteenth century to the present. abdulkader tayob shows how ideas of religion facilitated the transformation of islamic discourses, both when accepting and resisting modernity. His central focus is on the intellectuals who grappled with reconciling islam with successive waves of modernization.

Religion in Modern Islamic Discourse begins with early discussions in egypt and colonial india on the essence of religion and its social value in the light of modern challenges posed by science and politics. it then explores key contributions by twentieth-century muslim intellectuals on the meaning of identity, state, law, and gender. above all, abdulkader tayob offers the reader a creative way of understanding modern islamic discourse, uncovering the deep structural foundations of its approach to religion, religious values and spirituality.

roel meijer trained as an arabist and is senior Lecturer in the History of the middle east, rad-boud university, netherlands. He also heads a team at the international institute for social History, amsterdam, that is building an archive on social movements in the middle east and islamist publications on the internet.

‘Given the salience of the terms “salafism” or “jihadi-salafism”, not only in specialist analyses but also in the media, the currents of islamic thought grouped under these terms are poised to become more widely known. Yet much west-ern analysis suffers from a lack of sophistication and discernment on this important doctrinal trend in contemporary islamic thought, so that “salafism” is somewhat liberally employed to denote, with far too much specificity, a phenom-enon that is only opaquely defined to the west-ern reader. the contributors to Global Salafism are careful to map out not only the differences in the salafist schools, but also to underscore the fluidity of this broad doctrinal tendency.

they examine the phenomenon both in its regional manifestations — which demonstrate surprising diversities, ambivalences and contra-dictions — and in its shared essential doctrines. in so doing they highlight the ambivalences in-herent in salafism itself, and the salafist believ-ers’ claim to be reviving islamic thought for the modern age — albeit through the paradox of “out-antiquing the antique” by appealing to a greater, older, purer authenticity. With consider-able subtlety the tensions between the local and the global aspirations of exponents and claimants to the ”salafist method” are explored and the parallels and divergences weighed.

this is a unique book that can justifiably claim to be pioneering, as it is the first of its kind to take the phenomenon of salafism as a whole, and address the task of defining what is, despite its crucial importance, a relatively neglected field.’ — Stephen Ulph, Senior Fellow, the Jamestown Foundation, Washington, DC.

jAmil m. Abun-nASr is emeritus professor of islamic studies at the university of bayreuth, Germany and author of many works including A History of North Africa in the Islamic Period and The Tijaniyya: A Sufi Order in the Modern World.

‘presents an overview of the development of sufism from its earliest beginnings following the death of the prophet until the present day.the author traces this history from what he calls the sufi tradition of piety, practised largely by isolated individuals, through the appearance of a variety of different forms of religious practice which eventually develop into increasingly structured religious brotherhoods with formal-ised sets of religious “rules” and hierarchies of authority.’ — Professor Louis Brenner, SOAS

the sufi brotherhoods are distinct religious com-munities within the general community of islam. their members are muslims who entrust their salvation and wellbeing in this world to the spir-itual guardianship of their brotherhoods’ founders and the redemptive efficacy of the mystical rites they set for them. since the eighteenth century this form of islamic religious communalism has become a dominant aspect of muslims’ religious life, and the sufi brotherhoods’ shaykhs often command much social and political influence. abun-nasr’s Muslim Communities of Grace is a reconstruction of the development of this sufi tradition, guided by insights from the original sources, intended primarily to explain the emer-gence of the sufi brotherhoods’ form of islamic communalism and its perennial appeal.

also discussed is the clash between salafi and sufi ideals in the twentieth century, which led the sufi shaykhs to find themselves in the incon-gruous position of being promoted by secular modernizing nationalists in order to counteract the hostility of salafis and, from the 1970s, of mainstream islamists too.

iraQ

recent outbursts of sectarian and ethnic violence in iraq have made many observers question the viability of the state itself. it is said that due to the artificiality of the state and a lack of deep-seated political institutions, iraqi politics is doomed to endlessly revert back to primordialism. political parties are mere facades for the real intention of pursuing ethno-sectarian interests, the argument goes. but the present situation has largely been caused by saddam Hussein’s infamous rule over the past three decades, combined with the plight of international sanctions.

before saddam’s ascent to power in the late 1970s, however, the iraqi political spectrum was full of political parties operating from ideological platforms. the largest, and arguably most important of these groups, was the iraqi communist party (icp). the icp stands out as the only true cross-sectarian party in iraqi history, drawing support from all of iraq’s diverse communities. from its inception in 1934, it continuously fought the various regimes in power and endeavoured to spread communist ideology throughout iraq. at times the party achieved considerable success in this regard, although ultimately never able to seize power. Red Star over Iraq analyses the twists and turns of the icp from its inception until its ultimate demise as a significant political force at the hands of saddam in 1979.

eric herring is a senior lecturer in international politics at the university of bristol. He is the author of Danger and Opportunity: Explaining International Crisis Outcomes.

glen rAngwAlA is a lecturer in politics at the university of cambridge.

‘this volume provides a compelling analysis of the consequences of the us-led invasion of iraq. it is a first rate account of the underlying problems of the processes of state-building in post-saddam iraq which Herring and rangwala suggest has been undermined more by us attempts to control that process rather than by pre-existing weaknesses in the iraqi state.’ — Gulf Research Centre Bulletin

‘this is a first-rate study of the consequences for iraq of the us-led invasion and occupation of the country and of the kind of politics that has devel-oped there. the authors use state-building theory and the insights of international political economy to throw light on the processes which have been set in motion and which are going to shape iraqi politics for years to come. at the same time, their narrative is a lively one, packed with detail and informed by a real understanding of the fears and ambitions of many of the iraqi political actors. this complex story of idealism, greed and violence, woven through social formations and the pale institutions of the emerging iraqi state, produces a compelling account - the clearest yet available of the “new iraq”.’ — Charles Tripp, SOAS, author of A History of Iraq

‘Iraq in Fragments stands out as an admirably sober and powerful analysis of one of the most complicated and emotionally charged issues in today’s world politics. With its lucid account, impressive research, and extensive documenta-tion, the book is challenging and compelling. it should be a must-read for all iraq specialists, foreign policy experts, and policy- and opinion-makers. students of international relations, as well as general readers, will also benefit greatly from this up-to-date work.’ — Professor Tareq Y. Ismael, University of Calgary.

Ahmed S. hAShim is professor of strategic studies at the us naval War college. His previous books include Iran: Dilemmas of Dual Containment and Iraq: Sanctions and Beyond, both written with anthony H. cordesman.

‘Who are we fighting in iraq? ahmed s. Hashim attempts to answer that question in his excellent Insurgency and Counter-Insurgency in Iraq. the result is probably the best book to appear so far on the us occupation — a genuine insider’s account arguing that the us mission is failing and is likely doomed.’ — Washington Post

‘ahmed Hashim is well-placed to study the iraqi insurgents and their opponents. an american of turkish-egyptian origin, he is a professor at the naval War college in newport, rhode island, and was an adviser to the american authorities follow-ing saddam Hussein’s fall, both in baghdad and in hotbeds of violence such as tel afar, near the syrian border. … his bleak appraisal … may well be the most detailed analysis yet of the insurgency and america’s efforts to squash it.’ — The Economist

‘Hashim has served three tours advising the us command in iraq. His analysis of the battle from the frontline diverges sharply from the official line given by Time and similar publications, and by the BBC, and illustrates the deadly game of war and truth now being played in iraq, with the latter usually coming off worse.’ — Robert Fox, Times Literary Supplement

‘the most authoritative account yet of the insur-gency in iraq. in this persuasive study, Hashim brings a clear, dispassionate analysis to bear on its component parts, the forces that keep it going and the strategies that have provoked it.’ — Charles Tripp, SOAS, author, A History of Iraq

after the us invasion of iraq, a loosely organized insurgency continues to target american and coalition soldiers, as well as iraqi security forces and civilians, with devastating results. this book reveals the insurgents behind the widespread revolt, their motives, and their tactics.

mArk etherington, cbe, was brought up in Kuwait and Qatar and educated at York and cambridge universities and sandhurst. He served six years in the british army’s parachute regiment. during the 1992–1995 war he was seconded to the european community’s monitor mission in former Yugoslavia and has worked in croatia, bosnia, serbia, Kosovo, iraq, and afghanistan.

‘this is an extraordinary story, brilliantly told. etherington’s courage, intelligence, empathy, intellectual rigour, scepticism and even idealism shine through. His understanding of the region, the reconstruction process and — crucially — the uses and limitations of military power, make him a superb guide through the complexities of occupied iraq. His account should be required reading for anyone who wants to understand the iraq the headlines never cover.’ — Dominick Donald, The Guardian

a former paratrooper in the british army with extensive experience of conflict and post-conflict management in the countries of former Yugoslavia, mark etherington had just completed a degree in international relations at cambridge university in 2003 when the british foreign office asked him to assume the administration of Wasit province in southern iraq on behalf of the coalition provi-sional authority or cpa. He established a small team in the provincial capital of al Kut on the banks of the tigris in order to begin the process of re- construction — both political and physical — of a province with a predominantly shia population of 900,000 and a long border with iran. the prov-ince was plagued by poverty and beset by social paralysis. a demoralized and sometimes corrupt police force was incapable of imposing the rule of law. ba’ath party functionaries had been purged, local municipal authority was weak, and basic services were lacking. more challenging still was an escalating armed insurgency by the followers of moqtada al-sadr that culminated in a sixteen- hour firefight for control of the cpa’s base in Kut.

this gritty and compelling first hand account of post-conflict iraq describes the turmoil visited on the country by outside intervention and the dif- ficulties faced by the coalition in fashioning a new political and civil apparatus.

‘a very timely, well conceived and expertly devel-oped volume on a matter that, in the growing furore over the bush administration’s war in iraq, has become a topic of intense debate.’ — Joost Hiltermann, International Crisis Group

the fall of saddam Hussein’s regime may have marked a watershed in iraqi history, but to the majority of iraq’s eighteen governorates, the most dramatic challenges may lie ahead. With the formation of federal entities south of Kurdistan enabled from 2008, fundamental changes to iraq’s state structure can be expected over the coming decade. the parameters of this open-ended proc-ess are poorly understood in the West. there seems to be a widespread belief among commentators that the federalisation of iraq will lead, more or less automatically, to the creation of three large regions based on iraq’s dominant ethno-religious communities, the shiite arabs, the sunni arabs and the Kurds. However, if the iraqi constitution is adhered to, such an outcome is actually quite unlikely. according to the iraqi charter, ethnicity has no role to play in the delineation of iraq’s federal map. instead regions — geographically defined by the conversion or amalgamation of existing governorates — will form the building blocks of the new iraq, as has already been exemplified in 2009 and again in early 2010 by attempts to create a separate federal region in basra. this volume is the first to offer a compre-hensive overview of regionalism as a political force in contemporary iraq.

toby dodge is reader in politics at Queen mary, university of London, where he specialises in middle east politics and the evolution of the postcolonial state.

‘a superb recent book on the mandate.’ — Time

‘as postwar iraq struggles forward, toby dodge’s book has many lessons. Inventing Iraq is primarily a cold-eye analysis of britain’s failures as an occu-pying power after the first world war … dodge’s book is a powerful warning to look at countries in their own cultural and historical context.’ — Jonathan Steele, The Guardian

‘a very good piece of work in every respect: extensive research, familiarity and mastery of the secondary literature, well organised and lucid, conceptually sophisticated, with theoretical themes woven into the fabric of the substantive analysis.’ — Sami Zubeida, Birkbeck College, University of London

‘this fine, lucid book is absolutely essential reading for anyone desiring to understand how profoundly history shapes the current disastrous situation in iraq, and it shows how terrible is the price for ignoring it.’ — Professor Rashid Khalidi, Columbia University

examining the construction of the modern state of iraq under the auspices of the british empire — the first attempt by a Western power to remake mesopotamia in its own image — renowned iraq expert toby dodge uncovers a series of shocking parallels between the policies of a declining british empire and those of coalition forces in iraq since the invasion of iraq in march 2003. dodge shows that the state created by the british held all the seeds of a violent, corrupt, and relentlessly oppressive future for the iraqi people, one that has continued to unfold. Like the british empire eight decades before, the united states and britain took upon themselves today the grand task of transforming iraq and, by extension, the political landscape of the middle east.

ArShin Adib-moghAddAm is Letcurer in the politics of the middle east at the school of oriental and african studies, university of London. previously, he held the jarvis doctorow junior research fellowship at oxford university, and is the author of The International Politics of the Persian Gulf.

How has the islamic republic developed ideologi-cally since the revolution of 1979? What are the best ways of comprehending the country at this critical juncture in its history? in his book, arshin adib-moghaddam combines theory and lived experience to explain the foreign relations and domestic politics of post-revolutionary iran. He guides the reader through the country’s complex identity and actions, from the nuclear issue to iran’s perpetual political standoff with the united states, from the future of iranian democracy to iranian-arab relations, from american neocon-servatism to islamic utopian-romanticism, and from avicenna to ayatollah Khomeini.

an iranian born in turkey but educated in Germany and england, adib-moghaddam shows a unique empathy towards the understanding of both eastern and Western cultures. His thought-ful analysis engages the existing literature on iran and islam and exposes the limitations of main-stream representations of the country and the wider muslim world. He addresses not only what caused the war between iran and iraq but also its dangerous consequences; the impact of neo- conservative policy on iranian political rhetoric; and the pluralism of iran’s civil society, in which factionalism among the ruling class and periph-eral representation in government have encour-aged free discourse among its people.

mArk hubAnd is an award-winning journalist who was formerly middle east correspondent for the Financial Times. He is the author of several books including Warriors of the Prophet: The Struggle for Islam.

‘The Kingdom is unlike any other book on saudi arabia. a collection of fascinating essays by distin-guished academics and newspapermen takes the reader on a journey through identity, society, and the politics of one of the world’s powerful surviv-ing traditional monarchies. Wonderfully uncon-ventional in places, the essays move the debate on saudi arabia away from the dry, laborious, and often impersonal political economy studies of recent years, allowing for a new understanding of this enigmatic state through a multi-faceted lens of literature, poetry, political theory, and very high quality journalism.’ — Dr Christopher Davidson, University of Durham

the prominence of saudi arabia in international relations today is undisputed. bringing together contributors from the worlds of business, politics, journalism and academia, The Kingdom provides a much-needed context to the role that saudi ara-bia plays today. in so doing, it unravels the contra-dictions and complexities of the relationship between saudi arabia and the West.

the contributors to The Kingdom include a fascin- ating and diverse group of authors, including such established figures as madawi al-rasheed, Khalid al-dakhil, badriyyah al-bishr, saad sowayan and mona eltahawy. the chapters range widely in their subject matter, from reformism under King abdullah to saudi arabia’s role as a regional power broker, thereby revealing the great breadth of issues pre-occupying saudis and others as they seek to build a modern state without compromising their pow-erful attachment to the religious, cultural and his-torical traditions which are the bedrock of saudi society. the book is divided into four sections: saudi domestic political issues, the Kingdom’s role in regional affairs, studies of saudi society, and cultural and religious life in the Kingdom.

‘Saudi Arabia in the Balance is far and away the best book on the politics of contemporary saudi arabia. the contributors are serious, long-time students of the country; many have spent considerable time there. they engage the issues roiling saudi politics with depth, sophistication and an attention to detail that is commendable. they represent a spectrum of views on the country, but grind no ideological axes. in all, it is the perfect antidote to the rash of shallow and sensationalist books on saudi arabia in recent years. it should be in the library of everyone interested in saudi arabia; it will certainly be in mine.’ — F. Gregory Gause, University of Vermont

‘With contributions on saudi arabia by fifteen different authors — natives of or based in almost as many different countries and representing a mix of old middle east hands and relative new-comers — this book achieves its own weighty balance. the result is a successful venture in international scholarship and a coherent book.’ — Foreign Affairs

mAdAwi Al-rASheed is professor of social anthropology at King’s college London and author of, inter alia, A History of Saudi Arabia (cambridge university press, 2002).

‘madawi al-rasheed has assembled and edited a wide-ranging collection of essays on the recent history and politics of saudi arabia, and on the activities of the agencies of the state and some of its more notorious subjects in the wider world. the editor’s own contributions add further to her distinguished reputation as the leading con-temporary historian, commentator and critic of the saudi regime.’ — Peter Sluglett, Professor of Middle Eastern History, University of Utah

this volume brings together established scholars from europe, the us, the middle east and asia to map the historical roots and contemporary mani-festations of saudi expansionism. combining both top-down and grass roots analysis, contributors interrogate the reality and impact of saudi tran-snational connections on local politics, religious affiliation and media genres. this exploration leads to a reassessment of the changing nature of state and society in saudi arabia in an age of globalisa-tion. it highlights contradictions within saudi arabia with the emergence of multiple actors in the state and the consolidation of new non-state actors who, thanks to a second oil boom, may either consolidate or subvert the state. contribu-tors also trace the impact of saudi religious, finan-cial and political influence on receiving societies, — including Yemen, the usa and Lebanon — their objective being to move the discussion away from accusations and counter accusations about sup-port for terrorism to offer a nuanced approach to how local contexts are shaped by external actors in a globalised world.

‘… a timely and thoughtful contribution to the thus-far scanty literature on the emirate, discussing its “dramatic trajectory” over the past two centuries. it does this well. … carefully and in great detail, the author traces its history from the emergence of a viable desert sheikhdom at the beginning of the nineteenth century to the emirate’s current position as the dominant centralising and wealth-creating force of the united arab emirates. specialists and non-specialists will be treated to a critical yet deeply sympathetic account of the raison d’etre and very identity of the emirate, past and present. … as this highly enjoyable book demonstrates, with the world watching and its people asking questions, abu dhabi has everything to play for.’ — Times Higher Education

abu dhabi is a new economic power that will soon wield enormous influence across both develop-ing and developed worlds. the principal emirate of the united arab emirates federation commands over 8 per cent of global oil reserves, has nearly $1 trillion in sovereign wealth funds to invest and is busily implementing a thoughtful economic master plan. it has also pumped huge amounts of money into culture, sport and infrastructural development in an attempt to eclipse even its uae partner — dubai — as an international household name.

christopher davidson’s book charts the emirate’s remarkable rise, offering a frank portrayal of a dynasty’s dramatic survival, the newfound resil-ience of a traditional monarchy in the twenty-first century and its efforts to create a system of ‘tribal capitalism’ that incorporates old political allegiances into modern engines of growth.

finally, he examines a number of problems that may in the future impede economic development and undermine political stability.

‘it is no surprise a book that analyses dubai’s weak-nesses, as well as its virtues, provoked nervousness in the emirate. … davidson’s book should be seen in dubai as an important contribution. … it charts a fascinating history of an obscure part of the Gulf, explaining the ability of the emirate to pursue eco-nomic liberalisation without political reform. …but davidson sends warning shots that signal the concerns of local citizens. strains in the ruling bar-gain have emerged, he argues, as nationals find themselves a small minority in an unrecognisable city. … perhaps most irritating to the dubai authori-ties is davidson’s depiction of the more seedy side of the city, where he says smuggling, arms trading and prostitution are rife. … there is much in this book that dubai prefers to ignore.’ — Financial Times

‘a plethora of economic, diplomatic, cultural, and other highly pragmatic linkages are making the “asianization” of asia a reality.’ davidson, dem-onstrates in this book how the powerful connec-tions that are being forged by the very eastern and western extremities of the continent are poised to become a central pillar of this process. most notably, an important new relationship is devel-oping between the six monarchies of the persian Gulf and the three most industrialized asian econ-omies. What began as a simple, twentieth century marriage of convenience based on hydrocarbon imports and exports has now evolved into a comprehensive, long-term mutual commitment that will not only continue to capitalize on the persian Gulf’s rich energy resources and pacific asia’s massive energy needs, but will also seek to develop strong non-hydrocarbon bilateral trade, will facilitate sovereign wealth investments in both directions, and will provide lucrative oppor-tunities for experienced pacific asian construc-tion companies, and — in china’s case — its vast labour force.

the persian (or arab) Gulf countries produce about 30 per cent of the planet’s oil, and keep in the ground around 55 per cent of its crude oil reserves, hence the stability of the region’s auto-cratic regimes is vital to the world’s economic and political future. Yet paradoxically, despite its reputation as the most traditional of regions, the persian Gulf holds out great promise to those who support political liberalization. but is political liberalization in the region part of an inexorable drive toward democratization — or simply a means for autocratic regimes to consolidate and legiti-mize their rule?

this book sheds new light on this fascinating trend, revealing varying levels of commitment to reform across eight Gulf states as they respond to the challenges of increased wealth and education levels, a developing middle class, external actors, and competing social and political groups.

jAne briStol-rhyS is an arabic-speaking cultural anthropologist who has lived in the middle east for twenty years and has taught at zayed university abu dhabi since 2001, having formerly taught in egypt for many years. she is the author of many articles on the uae.

‘Emirati Women is a very welcome addition to our knowledge of the people of the arab Gulf and fills a large void in an area where women’s voices, are, in general, still marginalised. Little that is pub-lished on the area offers readers the local inhabit-ants’ viewpoint which is why the oral narratives and interviews presented in this book illustrate so tellingly the lives of those who are otherwise marginalised and ignored, thereby revealing a fascinating world that is usually obscured in conventional accounts.’ — Dr Wanda Krause, School of Oriental and African Studies, University of London

the discovery of oil in the late 1960s catapulted the people of abu dhabi out of the isolating poverty into which it had plunged in the 1930s and onto the global stage. massive construction projects built the city and infrastructural developments altered the physical and cultural landscape; in a few breathtaking decades, the lives of emiratis were transformed by new opportunities and a social welfare system that offered free education, medical treatment, generous pensions, subsidies to families, and government incentives offered to citi-zens to participate in all sectors of the economy. oil wealth also brought new expectations and new life- styles that are often sophisticated and lavish yet just as often criticized for being conspicuous displays of unbridled consumerism.

Emirati Women offers a rare view into the lives of emirati women and how they percieve the changes that have made poverty a dim and almost forgot-ten memory. bristol-rhys weaves together eight years of conversations and interviews with three generations of women, her observations of emirati society in abu dhabi, the unflattering stereotypes commonly heard in the extensive expatriate communities, and discussions with her emirati university students on topics ranging from marriage, independence, freedom, and the future.

‘this is without question the best book avail- able on the contemporary politics of oman. it is based on extensive local research, ties in fully to the other relevant work on the subject, and tells a compelling story in a way that combines lucid thematic analysis with accessible language.’ —Professor Gerd Nonneman, University of Exeter

When sultan Qaboos overthrew his father as ruler of the persian Gulf state of oman in 1970, with the help of british advisers, few expected him to survive long. He was unknown to his own population, and the country was poor and plagued by civil wars. Yet he has built his regime’s legitimacy on a policy of national unification, the assimilation of all of oman to the oil rentier state framework, and of his state to the person of the sultan, the incarnation of the country’s ‘renaissance’. this book seeks to understand the mechanisms of social and political perpetuation of authoritarianism in post-colonial states such as oman. it shows how one monarchical power has built and constantly renewed its basis to meet the internal and external challenges threatening its stability. Yet Valeri also raises the question of what happens when one part of this model, namely an oil-rent economy, falters, with half the population under fifteen years of age and when the privileges enjoyed till recently may no longer be tenable. Valeri also sheds light on the strategies adopted and challenges faced by other arab monarchies in the persian Gulf, morocco and jordan.

menAchem klein is a senior lecturer in political science at bar-ilan university, and was a team member of the Geneva initiative negotiations of 2003. He has advised both the israeli government and the israeli delegation for peace talks with the pLo (2000), and was a fellow at oxford university and a visiting professor at mit. Klein is the author of A Possible Peace Between Israel and Palestine: An Insider’s Account of the Geneva Initiative (columbia university press).

‘a brilliant and compelling account of the hard ground truths that now shape the israeli-palestin-ian struggle and seem to preclude a happy outcome. ... if you still believe in the possibility of israeli-palestinian peace, and especially if you don’t, this book is for you.’ — Aaron David Miller, author of The Much Too Promised Land: America’s Elusive Search for Arab-Israeli Peace

the size and intensity of the israeli army’s opera-tions since 2000, as well as the pace of settlement construction, brought about a qualitative change in the relationship between palestinians and israelis. Klein argues that they turned the confron-tation from a border conflict into an ethnic struggle, and that israel now enforces an ethno-security regime over the entire area from the jordan river to the mediterranean.

arguing against the prevailing wisdom, which describes israel’s control system as one of ‘occu-pation’, menachem Klein contends that it is based on twin ethnic and security pillars. israel rules over a large palestinian population that includes both its own arab citizens and the palestinians of the West bank and Gaza. His book examines how a shrinking jewish majority controls a palestinian population that will soon equal it numerically by state supervision of different groups: palestin-ian citizens of israel, residents of jerusalem, West bank palestinians who live on each side of the separation, barrier, and those under siege in Gaza. Klein maintains that a two-state solution, while more difficult to achieve in light of recent events, remains the only viable and realistic pathway to peace. His account brings together vivid first-hand description with primary sources, offering readers a comprehensive portrayal of the on-the-ground realities and providing a new framework for un-derstanding the seemingly unending israeli-palestinian conflict.

‘the arabs of israel are more than ever a major political issue, at a time when many want to re- draw the map of the middle east [. . .] at the mercy of israel’s political elites, some of whom want to integrate the arabs yet further while others want to expel them, their fate will be a major indicator of the balance of power and the fault lines in the region.’ — Gilles Kepel, London School of Economics

‘behind the increasing shrillness of jewish-arab relations within israel lie deep ambiguities, and it is these which render Louer’s imaginative and elegantly written book so important.’ — Times Literary Supplement

Laurence Louër’s book treats an enigmatic, little known, but highly important people: israel’s arab citizens. as she points out, their political influence appears destined to grow, heightening tension with those jewish israelis who question their right to full citizenship. arab political leaders were initially courted by israeli politicians, especially the Labour party, which was keen to attract arab support, and many arab intellectuals were drawn towards Left politics. in the 1990s israel’s arabs began to abandon socialism in favour of an accommodation with islamist parties. Louër also offers a detailed discussion of the islamist phenomenon in israel, with its personalities and politics, at a time when muslim arabs are finding their voice politically.

‘this is an important and exceptionally well re-searched book, one that, despite being complete-ly non-political, will immediately become part of the contemporary discourse about israel/arab relations.’ — Deborah Lipstadt, Professor of Modern Jewish and Holocaust Studies at Emory University and author of History on Trial: My Day in Court with David Irving

‘Litvak and Webman’s work constitutes a huge step forward in scholarship on arab attitudes vis-à-vis the Holocaust. it fills a major gap in our knowledge by providing a detailed survey and systematic anal-ysis of the key themes on the issue, in a detached, scholarly manner. … in a sweep of research that covers the sixty-plus year period from the end of the second World War to the present-day, Litvak and Webman thoroughly mine arab public com-mentary on the Holocaust in books, journals, mag-azines and newspapers to present a clear, compel-ling yet nuanced portrait of the various strands of arab attitudes on the issue and how they devel-oped over the decades, especially in reaction to critical milestones in the arab-israeli conflict. indeed, their principal finding “that arab attitudes keep pace with the evolution of that conflict” un-derscores the organic connection between history and politics that continues to dominate the middle east today.’ — Robert Satloff, Director, The Washing-ton Institute, author, Among the Righteous: Lost Stories of the Holocaust’s Long Reach into Arab Lands

following the establishment of the state of israel, arab attitudes toward the Holocaust became en-tangled with broader anti-zionist and anti-semitic sentiments. this book tracks the evolution of post-World War ii perceptions of the Holocaust and their parallel emergence in the wake of the arab-israeli conflict of 1948.

for many years john wright was chief political commentator and analyst at the bbc arabic service, specialising in Libya, the sahara and the international oil industry. besides many articles, papers and talks, he has completed a phd thesis and written or edited six books on Libya, saharan travel and exploration and the saharan slave trade.

‘this book is in many important ways the culmina-tion of the author’s long involvement with Libya, tracing in an admirable fashion its history from pre- historic times through the revolutionary Qadhafi regime that consolidated its rule after 1969. me-ticulously researched, with a breadth and with insights that only a long-term observer can muster, the different chapters provide wonderfully concise, analytic summaries of each distinctive historical period.

What has always made Wright’s writing attractive, and particularly in this volume, is his direct and engaging prose, providing clear and accessible writing rather than much of the jargon that has be- deviled other treatments of Libya. the result is a wonderfully succinct but highly insightful recall of the country’s past and present that does not in any way sacrifice clarity for detail.

this book is not only a “good read” for a non- specialist audience, but will be much appreciated by Libya observers as well since there is no current up-to-date comprehensive history of the country available. the crowning achievement of a highly respected Libya observer.’ — Professor Dirk Vandewalle, Dartmouth College, author of A History of Modern Libya

john Wright’s absorbing history of Libya begins with early hunter-gatherers; recounts successive invaders: the phoenicians, Greeks, romans, Vandals, byzantines, muslim arabs, Genoans, normans, spaniards, Knights of malta, ottoman turks, Kara-manlis, and italians; recast Libya’s largely passive role in the second World War; 1951’s fairly smooth transition to an internationally brokered independ-ence; the sanussi monarchy, which reigned for eighteen years; the discovery and exploitation of oil in the 1950s and 1960s; and, the post-1969 Gadafi phenomenon.

profeSSor Abdul Sheriff is the director of the zanzibar indian ocean research institute and the author of three key books on the history of maritime east africa.

‘sheriff is widely acknowledged to be the great authority on dhows and their role in the indian ocean. this book has been long awaited, and it fully meets our expectations. it is a work of impec-cable scholarship and erudition. sheriff has con-structed a fascinating account of the history of the indian ocean and the role of the dhow in creating the ties that made this arguably an integrated “world”.’ — Professor Michael Pearson, University of Sydney

the wooden dhow, with its characteristic lateen sail, is an appropriate icon for the early trading world of the indian ocean. it was based on free trade unhindered by monopolies and pre-dated ‘globalisation’ by thousands of years. it carried a motley crew of sailors, traders and passengers, and many commodities, but the dhow was not merely an inanimate transporter of goods and people; it was also an animated means of social interaction. the dhow was at the mercy of the seasonal monsoons, yet this very fact multiplied opportunities for social interaction between the sailors and traders with their hosts around the coastlines of the indian ocean, giving birth to cosmopolitan populations and cultures. the dhow was thus a vehicle for a genuine dialogue between civilisations.

the global world of the indian ocean had matured by the fifteenth century and islam was the most widespread religion along its rim. the heroes of this integrated tradng system were not the continental empires but a string of small port city-states, from Kilwa in east africa to melaka in malaysia.

this sweeping and vividly written popular history of the dhow cultures contains dozens of colour illustrations and many maps and is set to become the benchmark history of the early indian ocean.

‘Struggling with History is a major and very timely addition to scholarship both on a theoretical and on an empirical level. it engages with the much debated and often abused concept of cosmopoli-tanism, drawing on a wealth of anthropological and historical studies from the Western indian ocean rim. incidentally, this demonstrates the importance of non-Western studies to the devel-opment of global historical concepts. in their own right, the case-studies contribute greatly to our understanding of the differences and com-monalities of urban centres from east africa to india which were linked to the indian ocean. this highly readable book ought to become a standard work of reference.’ — Ulrike Freitag, Free University and Zentrum Moderner Orient, Berlin

’this volume represents the latest phase of the effort of thinking through what constitutes the indian ocean as a region and how to characterise the fluency of its inhabitants. the chapters offer a fascinating repertoire of muslim politics and history. as the contributors to this exciting book show, even as the horizons of ”cosmopolitan” knowledge and sophistication expand from local and regional to national, transnational, and global levels, this civility comes under increasing challenge.’ — Michael Lambek, University of Toronto and LSE

this volume compares and contrasts anthropo-logical and historical approaches to the study of the indian ocean by focusing on the vexed nature of ‘cosmopolitanism’. the chapters contribute to current debates on the nature of cosmopolitanism, the comparative study of muslim societies, and the study of colonial and post-colonial contexts. there are few books on the market that combine serious interdisciplinary scholarship and regional ethnographic expertise with comparable ambition.

‘nelson’s book, which is the outcome of unprecedented research at the local level in pakistan, represents a step-change in under-standing of pakistan’s politics. it should be required reading for all those who ponder on their present nature and likely future develop-ment.’ — Professor Francis Robinson, CBE, Professor of the History of South Asia, Royal Holloway, University of London

recent events in pakistan and more widely in the islamic world have sparked an unprecedented level of interest in the relationship between islam and democracy. studies of islamic law (shari’ah) lie at the very centre of this trend, but carefully researched studies of islamic law as it actually un-folds ‘on the ground’ remain extremely rare.

this book promises to fill this gap, using a detailed study of islamic law in pakistan to show exactly how the relationship between islam, islamic law, and democracy is understood, acted upon, and potentially transformed in different cultural contexts.

In the Shadow of Shari‘ah reveals that islam and democracy are neither compatible nor incompat-ible in any permanent sense; they simply become more or less compatible owing to the historically embedded choices of individual muslims regard-ing specific approaches to the terms of islamic law.

ekmeleddin ihSAnoglu is the ninth secretary General of the organization of the islamic confer-ence. He is the founding director General of the research centre for islamic History, culture and arts, based in istanbul and a past president of the international union for the History and philoso-phy of science. He is also the author of Science, Technology and Learning in the Ottoman Empire.

‘despite its significance in the muslim world and in the field of nGos, there is practically no serious and reliable book on the oic, its mission, history and activities.’ — Ibrahim Kalin, Center for Muslim–Christian Understanding, Georgetown University.

these are challenging times for the world’s fifty- seven muslim countries and their relationship with the West. the organization of the islamic confer-ence (oic) is the muslim world’s intergovernmen-tal body — the largest such organisation outside of the united nations system and is based in jeddah, saudi arabia.

in 2005, oic countries elected ekmeleddin ihsanoglu of turkey with a mandate to transform the forty-year-old organisation. created to respond to the palestinian crisis, it has since branched out into economic development, education, culture, science, technology, conflict resolution and islamo-phobia. this book tells the oic story, how and why it was formed; its achievements, successes and failures, and why modernisation is needed.

the book tackles urgent problems of the muslim world from poverty and illiteracy to economic un-der development and ethnic and sectarian conflict. it contains an important chapter on islamophobia, its impact on islam-West relations and the oic’s efforts to confront it as a form of racism and xeno-phobia. ihsanoglu explains why international in-stitutions need to work together to combat violent extremism; why representative government, free speech, and equal rights for all citizens, are critical for muslim societies.

its core argument about the need to reform oic is also a call for reform and renewal in muslim societies.
