In Sullivan County RSVP Is…?

5 volunteers between the ages of 55-59 25 volunteers between the ages of 60-64 119 volunteers between the ages of 65-74 100 volunteers between the ages of 75-84 34 volunteers that are over 85 years old And our oldest volunteer Marie Zalesky is…105 years old.

40+ non- profit sites that our RSVP volunteers serve in. 202 female volunteers and 81 male volunteers. 12 Volunteers assisted in serving 84,000 meals to the homeless. 50 volunteer medical drivers, with over 3,587 hours, they travelled over 66,000 miles. There were 2,132 requests for medical transportation. The RSVP Department in collaboration with the Sullivan County Transportation Department provided close to 1,690 trips to the elderly of Sullivan County. Our senior volunteers served 387 elderly, assisted in delivering 51,273 homebound meals. They also served 13,780 congregate meals to 300 clients. 16 volunteer tutors with over 1,035 hours that serve at the Literacy program were instrumental in teaching many Sullivan County adults to read, opening doors to a new future for them. Many of our homebound elderly were the recipients of our telephone reassurance program and continue to boast of long-lasting friendships. There are currently 283 active volunteers who served over 55,583 hours in 2012 at

$22.50 per hour (per Corporation for National & Community Services) the value of their hours of service to Sullivan County is $1,195,034.50!

HISTORY OF RSVP

RSVP nationally is an outgrowth of efforts by private groups,

gerontologists, and government agencies over the past decades to address the needs of retired persons in America. The White House Conference on Aging in 1961 called

attention to the continuing need of older people for useful activity. One of the outcomes of the conference was the passage of the Older Americans Act of 1965. The

proven value of the services of older volunteers, led to an amendment to the Older Americans Act, essentially creating the Retired and Senior Volunteer Program

RSVP in 1969.

RSVP was officially launched in spring of 1971 under the auspices of the Administration of Aging (AoA). In July of the same year, RSVP was transferred

from AoA to the federal agency, ACTION, which had oversight of federal domestic volunteer programs. Eleven projects were started in the summer of 1971.

The initial success of RSVP caused Congress to increase the appropriation to RSVP in 1972, expanding RSVP nationally with the program growing to 590 projects.

The period of greatest growth for RSVP occurred in the years 1972 through 1974. By June 30, 1974, there were 666 projects nationwide (Sullivan County’s RSVP began during that era in 1973). In 1988, the RSVP had grown to 750 projects. In addition, there were six RSVP projects entirely supported by non-CNS funds. Approximately 400,000 senior volunteers served in 1988.

In 1993, the Corporation for National Service came into being

when the National and Community Service Trust Act of 1993 was signed. This new Act lowered the age for participation in RSVP from 60 to 55 and eliminated a

requirement that volunteers no longer be in the work force. Congress stated its expectations for the Corporation through a statement of purpose:

The operations of three entities came together to form The Corporation for National Service

“The Retired and Senior Volunteer Program became one of three Existing volunteer programs for older adults to be administered by The Corporation under the banner of

“National Senior Service Corps.”

PURPOSE AND GOALS OF RSVP Purpose: Under the Retired and Senior Volunteer Program (RSVP) the

Corporation for National & Community Service provides grants to qualified agencies and organizations for the dual purpose of engaging persons 55 and older in volunteer service to meet critical community

needs; and to provide a high quality experience that will enrich the lives of volunteers.

Goals: RSVP promotes the engagement of older persons as community resources in planning for community improvement and in delivery of volunteer services. Achievement of RSVP’s purpose is facilitated by coordination of the resources of CNCS, the RSVP sponsor, and the

community to fulfill the goals of RSVP:

• Develop a variety of opportunities for community service for older people willing to share their experience, abilities, and skills for the betterment of their community and themselves. • Ensure that volunteer assignments are made consistent with the interests and abilities of the volunteers and the needs of the community served. • Ensure that volunteers are provided needed orientation, in-service instruction, individual support and supervision, and recognition for their volunteer service. • Provide reasonable opportunity for community and volunteer involvement and support in development, operation, and appraisal of the RSVP project. • Develop local support to supplement available federal sources and insure that program expenditures are incurred at the lowest possible cost consistent with the effective operation of the project, as required by CNS legislation. • Cooperate with agencies and organizations involved in the fields of aging and voluntarism. • Develop a sound, locally controlled senior volunteer program with continuing community support. HISTORY OF RSVP IN SULLIVAN COUNTY

In 1973, the Sullivan County Board of Supervisors approved a resolution establishing the Retired Senior Volunteer Program (RSVP). The County’s Office for

the Aging became the local sponsor. RSVP had a home in Sullivan County.

In 40 years since its inception the program grew from three volunteers performing 10 hours of service to one that 40 years later has over 300+ volunteers and 55,583

hours of service in just 2012 alone. Since our 30th anniversary in 2003 we have served Sullivan County with 623,595.00 hours of service.

In the early years of RSVP services consisted of: visiting hospital patients and nursing homes. Peer visits and friendly visiting were the most popular. As the

program grew the talent of our seniors began to shine and a needlework program began. Today we serve thousands of individuals at 40+ non- profit station in our county making a measurable difference in their lives with quantifiable statistics attesting to the impact of our RSVP seniors on the Sullivan County community

As we begin our 41st year, we face many new challenges ahead. More than ever before, our non-profit agencies are in need of our volunteers to keep in pace with the continued demand to provide needed services as well as making due with less fiscal resources from year to year. Our Sullivan County Legislature and Local Community Leaders continue to be steadfast and confident in our RSVP project. Their support and continued financial commitment helps our volunteers carry on the dedicated service provided to our community. Our volunteers are generous, knowledgeable, vigilant, understanding, compassionate, creative, and most of all dedicated in their commitment to civic duty with pride in Sullivan County and the United States of America. As the RSVP Project Director… I want to say Thank You which is certainly not enough to fully express the admiration I have for you all and the incredible community spirit and fellowship you embody. I am honored to be a part of such a wonderful program with the opportunity to work with a remarkable group of people: Our Sullivan County Legislature, OFA staff, all of our community partners and most of all the RSVP volunteers! Congratulations on 40 years and many more to come!
