4Definition of
an Active Shooter
“An armed person who has used deadly physical force on other persons and
continues to do so while having unrestricted access to additional
victims.”

4There is no profile of an Active Shooter
• Nature of Violence– Not a single variable capable of predicting
violence– Best predictor of future behavior is past behavior– Violence often results from frustration– Violence, many times results from lack of
communication– Conflicted individuals often feel threatened and
compelled to protect their position at a cost5
4Five Characteristics of a Mass Killer
1. Long history of frustration, failure, and diminished ability to cope with life’s disappointments
2. Externalized blame
3. Lack of emotional support from family and friends
4. Suffer a precipitating event they view as catastrophic
5. Access to weapons powerful enough to satisfy need for revenge

4Study of active shooter incidents
• Single male shooter with more than one firearm
• Daylight hours• In a building• Well populated location• Shooting over 2-3 minutes

44Mentality of Active Shooter
• Desire is to kill and seriously injure without concern for his safety or threat of capture
• Normally has intended victims and will search them out
• Accepts targets of opportunity while searching for or after finding intended victims
• Will continue to move throughout building/area until stopped by law enforcement, suicide, or other intervention

As a last resort, FIGHT. Swarm shooter together, use whatever if available as a makeshift weapon to protect yourself and disable the subject. Make sure he’s down for the count!

4Group Scenario Solving
1. General. You are a new SAI or AI at the Junior ROTC Department, located here in Richmond, VA in a school classroom and have been given the responsibility to protect your students . As a result you are required to update the Active Shooter plan.
2. Task. Your task is to develop an active shooter plan for following
scenarios; Active Shooter is on your school grounds, Active Shooter is outside your building, and an Active Shooter is entering your classroom.
Your group has 15 minutes to come up with a plan.

• An Active Shooter is Inside Our Building (front entrance of the hotel area)

• Injured persons– Initial responding officers will not treat the injured or
begin evacuation until the threat is neutralized– You may need to explain this to others in an attempt
to calm them– Once the shooter is contained, officers will begin
treatment and evacuation• Evacuation
– Safety corridors will be established. This may be time consuming
– Remain in secure areas until instructed otherwise– You may be instructed to keep your hands on your
head – You may be searched– You will be escorted out of the building by law
enforcement personnel
