Chairperson's Opinion

As a not-for-profit national level non-government organization, FSCN has been serving Nepalese

people for more than twenty years with unflinching commitment and solidarity for social change. Its contribution especially to the areas such as drinking water, health and sanitation, capacity development, human rights, climate change and disaster risk management has been widely acknowledged by the stakeholders.

FSCN has worked with various partner organizations and communities since its inception. Based on the feedbacks provided by community people and also on the experiences of the organization, FSCN has been designing its strategies periodically and its activities have been determined accordingly.

We do believe that programs and activities guided by strategic plans are more sustainable and efficacious. Accordingly, we have projected some changes in organizational structure and administration during this strategic period with the view to implement programs and project further efficiently. We will receive supports from the concerned stakeholders in running our programs further effective. FSCN would like to thank HELVETAS Nepal, The Partnership for Transparency Fund (PTF), Caritas Nepal and Simavi, the Netherlands for their support in running our programs and projects. FSCN does hope that it will receive sustained support in the future too. Also, I would like to thank all the staff members for their dedication and expertise in accomplishing the projected activities of this reporting period.

Friends Service Council Nepal (FSCN) is a not-for-profit national level non-government organization working on socio-economic development

and human rights in Nepal. FSCN aims to fight against poverty and injustice through empowerment of the poor and marginalized people. Registered under Lalitpur District Administration Office in 1991, it has adopted “Solidarity and Commitment for Social Change” as its motto. FSCN is also registered at Social Welfare Council of Nepal besides being a member of various networks. Drinking water, health and sanitation, capacity development, human rights, development and empowerment of women, child and youth, gender equality and social inclusion (GESI), climate change, disaster risk management are its specific areas of intervention. Due attention has been given to various ethno-linguistic and marginalized communities of the country while working in the said fields. FSCN has been launching its program with due attention to Dalits, women, janajatis, the poor and disadvantaged groups.

FSCN's head office is based in Lalitpur district and a field office is located in Rupandehi district. The field office was established in the district with the view to effectively implement and closely monitor the programs and projects run in the western part of Nepal.

Working Modality

FSCN, primarily, has adopted bottom up approach and the Theory of Change (ToC) as its working modalities. Basically, the organization works in col-

laboration and coordination with local and central governments. However, it is flexible to utilize various other modalities connected one way or another with the organization’s programmatic priorities and other cross-cutting issues. FSCN works in partnership, linkage and coordination with related organizations.

Theory of Change (ToC)

To FSCN the TOC is a pathfinder to move ahead from needs to activities to impact. The organization has acknowledged this theory as a tool to appraise

whether or not the activities and programs of the organization make sense in re-lation to its goals including achievability of the planned activities and the impact measurement of the launched programs. Through ToC, FSCN intends to make sure that casual links, supports and viewpoints of concerned stakeholders are giv-en due attention instead of becoming rigid on what the organization has been currently doing. It has been acknowledged that ToC draws peoples' attention towards the plans and activities required to achieve goals.

Bottom-up-Approach

FSCN desires to involve local actors and stakeholders in selecting locals’ prior-ities that are pursued in the localities. The organization is with an unflinching

belief that interaction and interplay between the targeted locals and formulation and adaptation of plans and programs best serve the local communities. However, the fact that combined efforts of the top-down and bottom-up approaches yield better overall results of the programs and projects has been taken into account with due priority.

Under bottom-up approach, primarily, awareness raising, mobilization of the lo-cals, capacity development and drawing up strategies and actions (projects) for the locals in line with the participation or suggestions of concerned stakeholders have been emphasized.

New Project Signed

FSCN signed a tripartite agreement with Helvetas Nepal and The

Partnership for Transparency Fund to launch a new project on governance. The project titled “Strengthening Governance and Capacity Building of Community Organizations” was signed on 10th January, 2013. The project intends to strengthen the im-plementation of World Bank financed Poverty Alleviation Fund II (PAF-II). This project is financed by the Citizen Action for Results, Transparency and Accountability (CARTA) program being managed in Nepal by HELVETAS Nepal in partnership with the Partnership for Transparency Fund (PTF). The project which commenced from 10th January, 2013 and will last on 30th June, 2014, is under implementation in 10 districts of Nepal namely Ach-ham, Baitadi, Bajhang, Doti, Pyuthan, Mahottari, Ramechhap, Rasuwa, Rautahat and Siraha.

Staff Induction and Detail Planning Workshop

FSCN organized a one day workshop for staff induction and detail planning un-der the project “Strengthening Governance and Capacity Building of Commu-

nity Organizations” on 17th February, 2013. Mr. Surya Bahadur Thapa, Chairperson of FSCN inaugurated the orientation program and briefly introduced FSCN to the participants of the workshop. Similarly, Mr. Shingha Bahadur Khadka, Project Co-ordinator explained about the project in detail while Ms. Esha Singtan, Administra-tive and Account officer highlighted the financial aspects of the FSCN as well as the project. The workshop was organized to introduce the newly recruited project staff with FSCN, to orient them about the project, its objectives, action plan and budget and familiarize about the working approach. A total of 16 persons participated in the program. The participants included Chairperson and the General Secretary of FSCN, Project coordinator, Project officer, Admin and finance officer, and District coordinators.

This workshop made newly recruited project staff familiar with the FSCN and its vision, mission, goal, objectives and its working approach and imparted knowledge on the objectives, action plan, budget, reporting format and reporting channel of the project. Training on Organizational Capacity Assessment of Communi-ty Organizations

FSCN organized a 3-day training on organizational capacity assessment of com-munity organizations under the project “Strengthening Governance and Ca-

pacity Building of Community Organizations” from 18th-20th February, 2013. The program was facilitated by Mr. Prakash Kumar Pokhrel, an independent consul-tant. Representatives from Poverty Alleviation Fund Mr. Kamal Bahadur Thing and HELVETAS Nepal, Mr. Jyoti Ram Mishra presented about PAF-II project and CARTA program respectively. The training aimed to provide knowledge and skills on the concept, indicators and process of organizational capacity assessment, ren-der insight on the concept, steps and tools of capacity building and introduce the concept of third party monitoring to the participants. A total of 29 persons includ-ing Executive President and the General Secretary of FSCN, Project coordinator, Project officer, Admin and finance officer and District coordinators as well as field support staff participated in the program.

This workshop capacitated the participants to assess the organizational capacity of organizations and they acquired knowledge on the capacity building and how to build capacity building strategies of the organizations.

District Level Project Orientation

Friends Service Council Nepal (FSCN) is implementing a proj-

ect named “Strengthening governance and capacity building of community organizations” from 15th January 2013 till 30th June 2014 under the CARTA (Citizen Action for Results, Trans-parency and Accountability) program. This project intends to strengthen the implementation of the World Bank fi-nanced Poverty Alleviation Fund (PAF II). This project is financed by the CARTA program being managed in Nepal by Helvetas Nepal in partnership with the Part-nership for Transparency Fund (PTF). This is a pilot project being implemented in 10 districts of Nepal (Achham, Baitadi, Bajhang, Doti, Mahottari, Pyuthan, Rasuwa, Rautahat, Ramechhap and Siraha). 10 District level orientation programs were con-ducted between 11th March, 2013 and 2nd April of the year at the district headquar-ters of the respective project districts.

The objective of the program was to disseminate information to all the district level stakeholders about the project, make proper coordination and build rapport with all the stakeholders within the districts and collect advice and suggestions from all the concerned stakeholders for the effective implementation, transparency and account-ability of the project.

Revised OCAT Orientation and Experience Sharing WorkshopFSCN organized a 2 day workshop on Revised OCAT and Experience Sharing on 22nd and 23rd May, in Butwal, Rupandehi. Based on the field level experiences shared by district coordinators and also on the suggestions after monitoring and evaluation visit, it was felt necessary to simplify the OCAT used by the organization to match the level of community organizations. Since views especially by the district coordinators were put forth that it did not perfectly suit the level of community organization, simplifying the OCAT by incorporating the experiences in the presence of the district coordinators was the main reason for organizing this workshop.

Following the revision, the tool has become simpler to use at the community level for the purpose of assessing the community organizations. Since the OCAT was postponed for making it simpler, the district coordinators were advised to make a new action plan for each of their district by taking the period of postponement into consideration.

The workshop also reviewed the project progress, shared the field level experiences, oriented the district coordinators about the revised OCAT and before incorporating the suggestions and finalizing the future course of action of the project.

Organizational Capacity Assessment Workshops

Organizational Capacity Asses-sement Workshops was com-

pleted in all districts by July 2013. Through 2-day workshops, a total of 120 COs were assessed. Basical-ly, satisfaction scorecard (developed by PAF), Organizational Capacity Assessment Tool, discussions, group works and observations were used as tool and methodology while carrying out this activity. All reports after OCAT were analyzed by an independent con-sultant. The analysis includes the issues such as reporting of grievances by the CO regarding PAF programs, satisfaction level of the CO towards the service provided by POs, affiliation in networks, determination of organizational development phase of the COs. Similarly, based on the analysis by the consultant, each organization will be provided with two types of capacity development trainings.

FSCN started “IPM Program for Landless

and Small Farmers” from 2009 with the support from Caritas Nepal, Climate Change Agriculture and Food Security, University of Oxford and  University of Adelaide. Under the program, targeted farmers are grouped and then trained. So far, 16 groups have been formed, however, currently only nine IPM groups are functional. Out of nine groups, one of them i.e. Behora IPM group is working in the VDC as supported by Climate Change, Agriculture and Food Security, University of Oxford and University of Adelaide.

This program covers 3 VDCs of Rupandehi district namely Makrahar, Saufarsatikar and Karahiya. FSCN supports the target groups by providing them with various supports such as support for land, seeds, biological pesticides, irrigation, vitamins, etc. The groups divide themselves into sub-groups based on the nature of cultivation practices required for particular crops. These groups are currently involved in vegetable cultivation and rice farming using IPM technology. To support the groups, FSCN has managed a permanent technician and he/she even conducts classes as Farmers’ Field School (FFS) once a week.

1. District Level Project Orientation Program

District level project orientation of People’s Campaign for Water, Sanitation and Health III phase was organized on December 27, 2012. The workshop was

chaired by FSCN Chairperson Surya Bahadur Thapa whereas Local Development Officer Narayan Prasad Acharya was the Chief Guest and Nanda Lal Banjade, Di-rector General of Drinking Water and Sanitation Sub Division Office and Secretary of D-WASH-CC in Rupandehi District was the Special Guest of the workshop. A total of 34 individuals representing various government offices, Red Cross and the NGOs working on WASH participated in the workshop. Madhavee Pradhan, Gen-eral Secretary of FSCN briefed the participants about the goal, objectives, operating modality, strategy and activities as well as budget of the project. She also highlighted the necessity of forming WASH Cooperatives in the district.

Peoples' Campaign for Water Sanitation and Health – III phase was launched in Rupandehi district as the modified project of phase I and II of the same project, which is under in the district for 5 years. This project was launched to begin WASH activities from the grassroots level. The program was a step towards coordinating the WASH sector mechanism. Similarly through the orientation, FSCN was formal-ly recognized as a potential WASH stakeholder and D-WASH-CC committed to invite FSCN during regular WASH meetings. FSCN was acknowledged as a lead organization for Siktahan, Kerwani VDCs and Butwal Municipality (at least two wards) whereas in Makrahar VDC, will play the role of supporting organization

2. VDCs and Municipality Level Project Orientation Workshop

VDC and Municipality Level Project Orientation of Peoples' Campaign for Water, Sanitation and Health III phase was organized between 17th January

and 2nd February in Makrahar, Devdaha, Karahiya, Kerbani and Siktahan VDCs of Rupandehi district. The phase of the project has aimed to promote sustainable institutional situation of the Community Organizations through formation of WASH cooperatives. The workshops were accomplished under the chairpersonship of VDC Secretaries in the Makrahar, Devdaha, Karahiya, Kerbani and Siktahan VDCs whereas municipal level program was chaired by Senior Social Develop-ment Officer of Butwal Municipality. The program was attended by the members of

V/M-WASH-CC and the members NGOs working on WASH at the concerned VDC and Municipality level. A total of 208 indi-viduals participated in the workshops which were facilitated by Dev Kala Dumre, Butwal Office Coordinator of FSCN whereas Niraj Lakoul, Field Coordinator of the project had briefed the participants about the project goal, objectives, operating modality, strategy and activities as well as the budget.

This program added to the frequency of meetings of the stakeholders on mobilization of V-WASH-CC and other WASH stakeholders, helped in building transparency and accountability among the stakeholders about the organization and PCWASH project 3rd phase besides disseminating knowledge among the participants on the concept of WASH cooperatives.

was also meant to orient the project staff about administrative and financial policies of FSCN. The program which focused on WASH Cooperatives was facilitated by Surya Bahadur Thapa, FSCN Chairperson, Madhavee Pradhan, General Secretary of the organization and Esha Singtan, Administrative and Account Officer. A total of 16 individuals including board members of the organization participated in the program.

Similarly, a Project Review and Planning workshop was also organized on 20th and 21nd May 2013. The workshop was centered on project progress, achievement and also on the steps to be adopted for the formation of WASH Cooperatives. A total of 13 individuals participated in the workshop.

The program increased awareness among the FSCN members and staff about project objectives, modality and sprit of the project as well WASH cooperatives, introduced the staff of PCWaSH project about the new project and helped to plan project im-plementation in a participatory way.

4. Interactive Coaching and Counseling to Cooperative Members

To promote and establish WASH cooperatives in the community for WASH campaign, regular coaching and counseling were taken targeting the commu-

nity groups covered by the project. The classes basically discussed the role of the groups for community development, and the necessity of forming WASH cooper-atives. By the end of March, 2013 a total of 586 female and 151 male community members from Siktahan, Devdaha, Kerwani, Karahiya and Makrahar participated in such classes.

The participants were informed of the importance of WASH cooperatives for WASH. Hence, these classes added to the capacity of local community people in understanding WASH program facilitation and planning along with the importance of forming WASH cooperatives.

5.Workshop on Role of Cooperatives on Sanitation

A Workshop titled Role of Cooperatives on Total Sanitation Campaign was held on 20th January 2013 in Butwal. The program was held by FSCN jointly with

D-WASH-CC Rupandehi and District Water and Sanitation Sub Division. The workshop which had aimed to encourage various organizations working in Ru-pandehi district to support WASH campaign in line with the National Sanitation and Hygiene Master Plan, was chaired by Nandalal Banjade, Division Engineer of District Drinking Water and Sanitation Sub Division Office and Bhim Tulachan, District Cooperatives Association was the Chief Guest of the program. Er. Banjade discussed the poissible areas of sanitation in which the stakeholders could support. Similarly, Niraj Lakaul, District Coordinator of FSCN presented a paper on the necessity of forming WASH Cooperatives in the district for the sustainability of WASH Campaign. pandehi expressed his commitment to allocate amounts to work for WASH besides underscoring the need to provide the cooperative members with training on WASH. Likewise, Toya Narayan Pant, Chair of Dairy Production Cooperatives thanked the organizer for encouraging Cooperatives to work on sanitation and expressed his commitment to provide support as far as possible. Views had converged during the that WASH being a sensitive sector, it was indispensable for all the stakeholders to work together. A total of 57 persons from 34 cooperatives of the district participated in the program.

The workshop helped to increase WASH sector coordination with local devel-opment and disseminate the need of WASH cooperatives in the community for sustainability of WASH campaign while different cooperatives within the district showed their commitment to support the campaign. District Cooperative Associ-ation, Rupandehi even became ready to make an agreement with D-WASH-CC for supporting the ODF campaign as well as funding the WASH sector. And also, cooperative representatives vowed to pass the proposal to invest in Total sanitation in their board meetings.

6. Bulletin Publication

FSCN has been publishing bulletin titled Friends Bulletin consisting of infor-mation and articles regarding WASH some important part of national policy

of Water and Sanitation and FSCN’s various activities under the PCWaSH project. During this reporting period, a total of three issues of the bulletin were published. Through the bulletin, FSCN shares information of FSCN and PCWaSH project. In the mean time, this publication has contributed to further establish transparency and accountability of FSCN run projects and programs.

7.ODF Declaration Day Celebration

After the continuous efforts of various stakeholders, commu-

nity members along with FSCN, on 16th February 2013, declared Kara-hiya VDC as an Open Defecation Free Zone. On the occasion, Karahiya VDC honored FSCN for its contri-bution in ODF and WASH sector. A huge mass of community people with traditional music and dances marked the day. More than 3500 people par-ticipated in the program including D-WASH-CC members, V-WASH-CC mem-bers, representatives from political parties, teachers, students, community based or-ganization, VDC secretaries from neighboring VDCs and community people.

Before the ODF declaration, monitoring and evaluation of toilet construction in each household was carried out. FSCN also actively participated in the monitoring and evaluation.

8. Workshop on World Water Day

A one day workshop on “Water, Sanitation and Hygiene” on the

occasion of World Water day was jointly organized by D-WASH-CC Rupandehi, Butwal Municipality, Wa-ter and Sanitation Sub-Division Of-fice Rupandehi and FSCN in Butwal Municipality. The slogan of the World Water day was ‘Water Cooperation Building Partnership’ and it was chaired by Mr. Khemraj Rayamajhi, Executive Of-ficer of Butwal Municipality while Local Development Officer Mr. Peshal Kumar Pokharel was the Chief Guest.

Three papers were presented in the workshop on water and sanitation issues. Mr. Nanda Lal Banjade, Chief of Water and Sanitation Sub-Division Office Rupande-hi presented a paper on Current scenario of Water Supply and Sanitation and the efforts made to declare ODF: Achievements made and obstacles faced so far in rela-tion to the campaign. Likewise, Divisional Engineer Mr. Dhruba Dhital highlighted the importance of safe drinking water in human life on his paper while Project Co-ordinator of FSCN Ms. Madhavee Pradhan provided a brief report on the project and its objectives along with activities, achievements and challenges of the project.

Paper presenters also disclosed the fact that Rupandehi district held 43rd position in terms of sanitation ranking. According to them, only 59% of households had access to toilet. Out of 66 thousand hand pumps in the district, about 65% of them pumped polluted water, their presentation stated.

Referring to the harm of polluted water and lack of proper sanitation habit, Presi-dent of FSCN linked disaster with water and sanitation during the workshop. He also urged the concerned stakeholders to acknowledge their duty regarding health and sanitation and to adopt precautionary measures accordingly. He further said, "Issues of disaster management, water and sanitation are inter-related with human rights and development. So, people as well as the government should be responsible and accountable".

The participant of the workshop discussed and finally converged that proper budget management, maximum utilization of internal resources and unanimity and coordi-nation on squatters' problem, could resolve the WASH related problems of district. They also urged all the concerned stakeholders to work effectively and without delay towards declaring Rupandehi an ODF district.

9.ToT on Community Based Total Sanitation ( CLTS)

A 3-day ToT on “Community Based Total Sanitation” was jointly organized by FSCN and D-WASH-CC, Rupandehi from 4th to 6th February, 2013 in Butwal

for the V-WASH-CC/M-WASH-CC members.  The major objectives of the train-ing were to aware the participants on methodology of community based total san-itation and Total Sanitation Campaign in Nepal and to capacitate the participants in facilitating the Total Sanitation Campaign at the community level by providing theoretical and practical knowledge on the use of tools  to improve the sanitation status of community.

V-WASH-CC and M-WASH-CC members from Makrahar, Devdaha, Kerwani, Karahiya, Sikhtahan, Motipur, Chililya, Pharsatikar VDC’s and Butwal Municipali-ty and FSCN staff participated in the training. The training was meaningful in terms of improving knowledge and inquiries on WASH issues and behavior changes in WASH sector, develop local level trainer on WASH, develop community based two days CLTS training manual.

 10. Community Level Training on CLTS

After the TOT on CLTS, Community Led Total Sanitation training was conducted in six places

of the project areas. The main objective of this train-ing was to sensitize and aware community people on the WASH issues in the community and ultimately to support WASH campaign.

The training focused on present situation of WASH in the community, importance of WASH and toilet construction for healthy life, WASH cooperative establishment and mobilization for sustainability of WASH development programs. Altogether 198 V-WASH-CC members and community people participated in the training. Among them, 104 were female and 94 were male.

11. VDC Level WASH Strategy and Planning Workshop

The Government of Nepal came up with the National Sanitation and Hygiene Master Plan-2011 with the view to achieve the target of total access for wa-

ter and sanitation by 2017. To support the national target by achieving remarkable progress in WASH sector of Rupandehi district, a two-day VDC and Municipality Level WASH Strategic Planning Workshop was conducted in five project VDCs and Butwal Municipality.

The Chairpersons of V/M-WASH-CC, representatives of various political parties, civil society, health organizations and schools participated in the workshops. The workshop was facilitated by advocate Mr. Bishnu Prasad Timilsina and Mr. Ishwori Prasad Acharya, Technical Officer from Water Supply and Sanitation Sub-Division Office, Rupandehi.

During the workshop in Butwal Municipality, Mr. Khim Bahadur Rayamaji, Execu-tive Officer of Butwal Municipality opined that the Municipality was yet to do a lot on WASH sector. However, he added that the Municipality had been progressing in WASH sector over years and the WASH strategy formed by the workshop would provide support for the systematic improvement in the WASH sector of the Mu-nicipality. The stakeholders expressed their commitment to approve and implement the WASH Strategy in order to have the WASH Campaign passed from the Village Council.

12. Organizational Review and Strategy Planning Workshop

Given the changing socio-political and economic situation of the country, it was realized that reviewing earlier five year organizational strategic plan was

important in order to reset newer vision, mission, goal and objectives and proper working modality. Therefore FSCN organized a two day Organizational Strategy Planning workshop on 9th to 10th February 2013.

During the workshop, SWOT analysis was carried out intensively before resetting goals and objectives of the organization and the prioritized strategic activities. The planning workshop which was actively participated by FSCN board members, cen-tral and field level staff incorporated a number of aspects such as experience, working capabilities, human and material resources available in the organization.

13. Community Level WASH Group Formation Meeting

To promote WASH program in the community and to speed up activism towards WASH cooperatives, FSCN organized a WASH Group Formation Meeting in

the project areas. The issues such as the importance of forming WASH group, role of the group for community development were the major agendas of the meeting. A total of eight groups were formed as of March of this reporting year in which 67 female and 94 male were directly benefited. Two groups were formed in Siktahan VDC, one was in Kerwani VDC and 5 groups were formed in Butwal Municipality

14. Local NGOs Network Formation & Policy Making Meeting

A one day Network Formation Meeting was organized on 2nd March, 2013 in Kathmandu with the objective to garner to collective efforts on WASH Cam-

paign in different districts. The meeting discussed the concepts of network, its im-portance and priorities in relation promoting WASH activities. The meeting con-cluded that the issues such as WASH, Disaster Risk Management, Governance & accountability, Capacity building, Food security & Nutrition, Agriculture & liveli-hood were interrelated when it comes to succeed WASH campaign.

Representatives from nine NGOs from Udayapur (Eastern region), Arghakhanchi, Baglung, Pyuthan, Rupandehi (Western region), Lalitpur (Center region) and Kan-chanpur, Achham, Jumla ( Far-western region) participated in the meeting.
