Starting a Child Care Business

Tammy loves children. She has a 15 year old daughter and a 10 month old son. After the birth of her son she decided she would like to leave her job and start a child care business in her home. Tammy will be able to stay home with her son and make money by caring for other peoples children.What are Tammys options for her home childcare business?

What is regulated child care?Regulated child care facilities and homes are expected to have a minimum set of standards. Home child care businesses in Wisconsin may be regulated by Certification (overseen by counties) or Licensing (overseen by the state).

What does being regulated mean to parents when they are looking for care? Background checks and checks for home safetyThe ability to pay for child care using the Wisconsin Shares subsidy program which is government funding that helps parents cover the cost of child careThe comfort of knowing that the provider has completed child care trainings

Licensed Child CareLicensing through the state is required if caring for 4 or more unrelated children under age 7.Licensed providers may care for a maximum of 8 children.Additional training and standards are required beyond what is required for certification.Examples of additional standards include creating program policies, enclosing your yard with a fence or landscaping, meeting square footage requirements, etc.Licensing involves a pre-licensing process and can take 6 months or more to complete. How many children am I allowed to care for if Im certified? Maximum Group Size: 6 children There are a variety of ways you can fill these 6 spots. Certified child care providers may care for 3 unrelated children under the age of 7. In other words, you cannot care for 4 or more children who are unrelated to you and are under age 7 at any given time.

How to Meet Training Requirements

You can always start off as PROVISIONAL and move up to REGULAR Certification.

What is the difference between an assistant, a substitute, and a volunteer?Substitutes: May be left in sole supervision of the children. Consider a substitute for times you would wish to go on vacation, youre ill, or have appointments.

Assistants and Volunteers: May have contact with your child care clients, however they may not be left alone with the children.

Can I provide care in my home or the childs home? YOUR HOMEIn rare cases, when the care is subsidized and pre-approved in writing by the county, care may be provided in the childs home.

If you register your business with the IRS, you will get an EIN (Employee Identification Number). Otherwise use your social security number.

You must have a TB test that has been administered in the last 12 months. You may complete this test at your regular doctor or at a local clinic, such as the Concentra Clinic. Background Checks The following background checks will be conducted: Department of Justice (DOJ) and CCAP (criminal information)DHS (Department of Human Services) and Social Services (abuse, neglect, etc. findings)SOR (Sex Offender Registry)

There are two reasons you may be fingerprinted:You have lived out of state within the past three years.You want to be eligible to receive WI Shares Subsidy payments.Who does this apply to?The certified child care providerAny residents in your home age 18 years and olderAny substitutes, assistants, volunteers, employees, etc.We will send you information about the fingerprinting process after your application has been turned in.

Wisconsin Caregiver Background Law

There are certain convictions that are considered serious crimes and that bar a person from being certified or from residing in and/or working in a certified home.There are crimes that:Permanently bar an individualBar an individual for 5 years Require a rehabilitation review to lift a barThere is a list of convictions available. We encourage you to enlist our help, please call with questions.

Application ProcessAll application materials must be submitted together to 4-C.

SIDS/SBS documentation may be submitted at a later time, but must be received before a home visit can be scheduled.

If your paperwork is incomplete, it will be sent back to you this will delay the process and could potentially cause your application to be denied.

You are welcome to bring your application in to 4-C when submitting it and have someone from the Certification Department look it over.

Application Process If you plan on moving within 3 months, please wait to submit your application materials until after you move.

After your application has been processed:If it is approved, you will be contacted to schedule a home visit. If it is denied, you will receive a letter in the mail detailing the reason for denial.

Certification applications typically take a few months to process. However it can take longer to determine if an applicant is fit (according to the Dept. of Children & Families standard).

What does fit mean?Fit includes consideration of:Abuse of alcohol or drugsA history of civil or criminal convictions or administrative rule violations that substantially relates to the caring for childrenExercise of unsound judgment A history of civil or criminal offenses or any other actions that demonstrate an inability to manage the activities of a child care programAfter determining if the applicant is fit, 4-C must approve or deny the applicant within 60 days.

Home Safety

Home SafetyYour home should be safe for all ages.Check all rooms used for care. Look high. Get down low. What do you see? What looks enticing to touch, climb, or pull?Hazardous items need to be locked or be high enough to be inaccessible to all children.Lock or use a doorknob cover for any rooms/doors that children should not have access to, including bedrooms, basements, etc.You may need to use baby gates in certain areas.

Safety in the Living Room and Play AreasBlind cords should be up high and separated.Outlets need to be covered.Secure cords that can be pulled or cause tripping. Keep small objects that can be swallowed out of reach of young children.Look at desk areas for scissors, staplers, letter openers, etc. and lock up these items. Air freshener, hand sanitizer, other items labeled KEEP OUT OF REACH OF CHILDREN need to be inaccessible to children.

Outlets should be covered.

Best practice is to remove all of these items from the bathroom.

Providing Care in the BasementTwo exits are required.

If 2nd exit is a window, it must meet certain specifications.If this applies to you, see the handout Providing Care in a Basement found in your folder.

Infant CareToys and activities that are safe and developmentally appropriate for infants must be available.

Safe crib or pack n play for each child under one year of age must be available.

Cribs must meet federal standards. Cribs made prior to June 28, 2011 require a Certificate of Compliance from manufacturer. Documentation is required before crib will be approved.

What about pets?Proof of current rabies vaccinations are required for dogs, cats, ferrets. Food and water cannot be accessible to children.Your yard must be free of animal waste.

Phones and Emergency #sA working phone is required.Cell phones are okay.Posting emergency phone numbers including rescue squad, police, fire station, emergency medical care, and poison control is required.A handout with these phone numbers will be provided for you at the first home visit. Report ANY changes in your phone number to 4-C immediately.

Toys must be accessible to children.

Not having enough toys causes boredom and can lead to behavioral issues. Too many toys can be overwhelming. Try to find a balance.

The best practice is to have additional toys that can be rotated to keep things interesting.

Provide an environment where children can learn.

Brain DevelopmentThe birth-to-three period is the fastest rate of brain development across the entire human life span.90% of a childs brain development happens before age 5. ALL caregivers who are a part of a childs life impact his/her brain development.A 3-year-olds brain is twice as active as an adults brain.Babies whose parents and caregivers frequently talk to them know 300 more words by age 2 than babies who are rarely spoken to.Talking, singing, playing and reading are some of the key activities that help a childs brain develop. Child care providers make a big difference!

Help children learn!Plan activities. Use resources available to you in order to help children learn and grow.

The Business of Child Care

Enrollment Forms There are forms that are required to be on file for each child enrolled in your care. This includes children who drop-in, have limited attendance, etc.Children who live in the home only need a health report and an immunization record.Parents should complete the forms and turn in to you before the childs first day. Forms are available on the 4-C website.Consider creating folders with blank enrollment packets.

A Signed Contract with ParentsCertification rules require a written contract between provider and parent.Contract disputes often lead to complaints.A contract can protect your business. Ensure the contract accurately reflects services provided and your programs policies. Be sure to review the contract with parents prior to enrollment.

What items should you include on the contract? Days and times of careFees for carePolicies you wishes to use as part of your business such as: child guidance practices, illness policy, vacation, termination policy, etc.Signature of both parent and provider and date

Travel TimeThe Authorization to Transport form must be on file for each child, even for walks around the neighborhood. If children are transported in a vehicle:The driver needs a valid drivers license.The vehicle must be registered in Wisconsin and be insured.If the vehicle has a seating capacity of 6 or more passengers in addition to the driver, Wisconsin law requires that your vehicle have a safety alarm. (Information about the vehicle safety alarm is in your folder.)

Attendance RecordsDocumenting attendance is required for every child present during your hours of operation (including your own children).You may use the DCF form or you can create your own. A copy of the DCF form is in your folder.List each child separately.Write actual arrival and departure times.Keep on file for 3 years.

Hours of OperationYou may provide up to 16 hours of care in a 24 hour period. Report any changes in hours of operation immediately to 4-C. Overnight care:You must provide something substantial to sleep on.You need to be awake when children are awake.Activities & toys must still be accessible and certification rules need to be met.

Do you have to buy child care liability insurance? It is not required for Certification, but regular homeowners insurance or renters insurance will not cover accidents that occur during child care hours.Certified providers are required to inform parents of their liability insurance coverage in writing (the contract is a good place for this).If your landlord is hesitant about signing the landlord permission form, purchasing business liability insurance and naming him/her as co-insured may help.

What business costs do you need to consider? Application fees to 4-CHealth and safety items- gates, outlet plugs, safety locks, carbon monoxide detectors, etc.Equipment - nap mats, high chairs, dishes for children, bottles, pack n play, child-sized chairs/tableBusiness supplies - folders, binders, receipt book, etc.Toys, activities, bins, shelvesFood

How much should you charge families for child care? You should set your own rates by considering the following:What items would you provide and what do you expect parents to provide? For example: food or diapersHow extensive is your education background? Experience?Will you offer unique or special perks such as field trips, a specialized curriculum, etc.There is a sheet of average rates available.

How will you be paid?Families usually pay providers in two different ways: Private pay (families pay directly)Wisconsin Shares Child Care SubsidyThe amount of subsidy a provider receives is not intended to be the full payment for care. You may decide to charge the parent a co-pay (extra money beyond subsidy payments in order for your childcare rates to be met).

How does the Wisconsin Shares Child Care Subsidy work?Parents apply and have prior approval for a provider to receive payments from Wisconsin Shares. You will receive written authorization from Wisconsin Shares confirming approved hours/rates for each child.Counties will not pay providers for caring for children who live in their homes including relatives. 4-C does not manage Wisconsin Shares. Please direct your questions to the county.

Marketing IdeasCreate business cards with your business name, your name and always have them ready to hand out. Advertise in local and free newspapersHang flyers at local businesses, libraries, churches, schools, community centers or other places where parents may be.Put a sign in your yard, on a door or in a window. YoungStar Summary

YoungStar is a quality improvement and rating program using a 2-5 star system.Star rating is determined by training, experience, environment set up, etc. You must be certified or licensed before participating.A professional consultant comes to your home to go over how the program works and to help with an aspect of your child care program that you would like to improve. If caring for children who receive Wisconsin Shares subsidy, you are required to be a part of YoungStar.You are able to get money (microgrants) to put towards materials for your child care program or classes for you.

If you decide to be a YoungStar rated provider

You will not receive Shares subsidy payments until you have submitted a completed YoungStar application.The higher the star level your program obtains, the higher the Shares subsidy reimbursement rate.

Food ProgramAll children ages 0 through 12 years in child care are eligible to participate in Child and Adult Care Food Program (CACFP) program. Each child can be paid for either two meals and one snack or two snacks and one meal per day.Providers need to follow the same nutritional requirements regardless of participating in the food program.The food program will provide you with recipes, nutritional information, meal plans and ideas, free nutrition training, newsletters, a calendar keeper, etc.Food program consultants will come to your home and work with you.On average providers receive $250 a month depending on the number of children in care and the amount of meals/snacks being served.

How will your taxes be affected by opening a child care business? All child care providers are required by law to file taxes with the IRS.If you are paid with Wisconsin Shares payments, you will receive a 1099 tax form from the county showing the amount were paid. 4-C Family Support Services

4-C receives about 200 calls each month from parents who are searching for child care options. About 75% are looking for infant care.

4-C referral department maintains a database of all regulated programs (certified family child care, licensed family child care, group centers) in Columbia, Dane, Dodge, Jefferson, Green, Rock, Sauk, and Walworth counties.

Providers location, hours, ages, and days willing to do care are matched with parents calling 4-C. The parent is responsible for contacting providers regarding current openings.

Providers should not rely solely on 4-C to obtain new clients. Providers should also advertise on their own.

It is the providers responsibility to keep referral up to date regarding their program.
