PROCLAMATION 13y His Excellency the Right Honorable Henry Stafford, Baron Northcote, Knight Grand Cross of the Most Dis- tinguished Order of Saint Michael and Saint George, Knight Grand Com- mander of the Most Eminent Order of the Indian Empire, Companion of the Most Honorable Order of the Bath, Governor - General and Comman- der -in -Chief in and over the Com- monwealth of Australia. M TEREAS by the Commonwealth Electoral Act I902 it is enacted that a new Electoral Roll for any Division, or new Electoral Rolls for all Divisions in a State, shall be prepared whenever directed by proclamation and in the manner therein specified : And whereas by a proclamation published in the Gazette on the 4th day of February, 1905, it was proclaimed and directed that new Electoral Rolls should forthwith be prepared for all Com- monwealth Electoral Divisions in all the States of the Commonwealth, and that such new Rolls should be pre- pared in the manner therein directed : And whereas by the said Proclamation it was directed that the Commonwealth Electoral Officer for each State should forthwith prepare lists of all persons qualified and entitled to have their naines placed on the Electoral Roll for a Division, specify- ing in such lists the particulars required to be specified in the Roll, and so that there should be a separate list for each Division, ;and that each list should be divided accord- ing to the polling- places for the Division; and that the lists so prepared should be exhibited and revised in the C.3G68. manner specified in the said Proclamation ; and that when the revision of a list for a Division was complete the list should, on a day to be fixed by Proclamation, be the new Electoral Roll for the Division : And whereas in accordance with the said Proclamation lists of all persons qualified and entitled to have their names placed on the Electoral Rolls for the several Electoral Divisions in the States of New South \Vales, Victoria, and Queensland have been prepared and exhibited, and the revision of those lists has now been completed : Now therefore, I, Henry Stafford, Baron Northcote, the Governor- General aforesaid, acting with the advice of the Federal Executive Council, do here- by proclaim and declare that the lists of all persons quali- fied and entitled to have their names placed on the Elec- toral Rolls for the several Electoral Divisions of the States of New South Wales, Victoria, and Queensland, which have been prepared and exhibited, and the revision of which has been completed in accordance with the said Proclama- tion, shall, from and after, the 6th day of May, igos, be the new Electoral Rolls for the several Electoral Divisions to which they respectively relate. MTEREAS by the Commonwealth Electoral Act I902

it is enacted that a new Electoral Roll for anyDivision, or new Electoral Rolls for all Divisions in aState, shall be prepared whenever directed by proclamation

and in the manner therein specified : And whereas by aproclamation published in the Gazette on the 4th day ofFebruary, 1905, it was proclaimed and directed that newElectoral Rolls should forthwith be prepared for all Com-monwealth Electoral Divisions in all the States of theCommonwealth, and that such new Rolls should be pre-pared in the manner therein directed : And whereas by thesaid Proclamation it was directed that the CommonwealthElectoral Officer for each State should forthwith preparelists of all persons qualified and entitled to have theirnaines placed on the Electoral Roll for a Division, specify-ing in such lists the particulars required to be specifiedin the Roll, and so that there should be a separate list foreach Division, ;and that each list should be divided accord-ing to the polling- places for the Division; and that thelists so prepared should be exhibited and revised in the

T is hereby notified that an Examination will be heldon the loth June and 1st July, 1905, to enable officers,

in the State of Victoria, who are classified as performingGeneral Division work, to qualify for appointment to theposition of Telegraphist in the said State.

Candidates will be required to submit themselves to testsin Practical Telegraphy on the loth June, which will com-prise Sending and Receiving, for io minutes each way, atthe rate of 25 words a minute (5 letters to count as one word),special attention being given, in Sending, to the firmness,regularity, proper formation and spacing of signals, as wellas immunity from " breaks " ; and, in Receiving, to accuratetranscription, legible penmanship, and the absence of" breaks." Only those who pass in such tests will be eligibleto sit for examination in the Educational subjects on the 1stJuly.

The Education Examination will comprise Handwriting,Dictation, English, Arithmetic, and Geography, as specifiedin Regulation 193. Candidates who, though performingGeneral Division work, are themselves classified as officersof the Clerical Division, will not be required to sit forexamination in the Educational subjects, but must, in orderto become eligible for appointment as Telegraphist, passthe Telegraphic tests above specified.

whether their telegraphic efficiency is such as to war-rant promotion beyond the Fourth Subdivision of theFifth Class in the Clerical Division, an examination ofofficers who are classified as Telegraphists or Clerical As-sistants, and whose salary under classification does not ex-ceed £120 per annum, will be held on Saturday, the lothJune, 1905 ; provided, however, that Clerical Assistantsmay be exempted from examination on satisfying the Com-missioner that telegraphic skill is not requisite in the per-formance of their duties.

Candidates will be tested in Sending and Receiving, for rominutes each way, at the rate of 25 words a minute (5 let-ters to count as one word), special attention being given,in Sending, to the firmness, regularity, proper formationand spacing of signals, as well as immunity from" breaks "; and, in Receiving, to accurate transcription,legible penmanship, and the absence of " breaks."

TENDERS will be received at the Office of the DeputyPostmaster - General, Adelaide, up to noon on Wednes-

day, 3ist May, 1905, for the supply and delivery of Twohundred and fifty (250), more or less, Round Native Pine(Frenella Robusta) Telegraph Poles along the telegraphline between Morgan and New South Wales boundary.

Tenders sent through the post should be registered.Tenders must be on the proper forms, and accompanied

by a deposit of five (5) per cent. of the total amount of thetender, in accordance with clause 5 in the General Conditiens.

The rate of wages paid by the contractor and the work.ing conditions shall be those recognised in the locality inwhich the work is performed.

ENDERS will be received st the Office of the DeputyPostmaster - General, Sydney, up to half -past Two

p.m. on Wednesday, the 24th proximo, from persons de-sirous of contracting for the erection of about it miles ofnew wooden pole line complete, between Lismore andDunoon.

Specifications and general conditions may be seen, andtender forms obtained, at the Office of the Electrical En-gineer, General Post Office, Sydney, and at the PostOffices, Lismore, Dunoon, Casino, South Woodburn, Mur-willumbah, Ballina, Byron Bay, Climes, and Mulluinbimby.

Tenders, which must state a price per mile, must be ad-dressed to the Deputy Postmaster - General, Sydney, andindorsed " Tender for erection of Telephone Line, Lismoreto Dunoon." The class of timber it is intended to supply, the time inwhich the work would be completed, and the amount ofroyalty per pole, if any, included in price must also bestated.

The tender must, as a guarantee of good faith, be ac-companied by a deposit of ¿5 per centum on the amountof the tender, such deposit to be in the form of a chequeindorsed by the manager of the bank upon which it isdrawn, or a bank draft made payable to the Receiver,General Post Office, Sydney.

Any tender which may be received without the requireddeposit will be liable to be deemed informal, and rejectedaccordingly.

In submitting a tender, the full christian name, sur-name, and address of the tenderer must be given, or,when the offer is in the name of a firm, the names infull of each member thereof. The omission of this informa-tion will render the tender liable to be declared informal.

The Postmaster- General does not bind himself to acceptthe lowest or any tender.

The accepted tender will be notified in the Common -wealth Gazette, and such notice will be considered as anintimation to unsuccessful tenderers that their tenders havebeen declined.
