Richard A. Asper, J.D., Chairman, Aviation Professionals Group

Since Rick Asper graduated from law school with a juris doctor degree in 1976 his

professional experience has been exclusively related to aviation, with an emphasis in aviation

regulatory expertise. He has traveled to over fifty countries during the last thirty years,

representing airlines, government civil aviation bodies, airports, aircraft lenders and lessors,

and private aviation interests worldwide.

One of Rick’s primary areas of expertise is in the field of aviation regulatory affairs and

aircraft security matters, both in the USA and abroad. He has represented several

governments as their designated representative to the International Civil Aviation Organization (ICAO), particularly in the field of compliance with ICAO annex requirements

and treaty implications, and with the USA’s Code of Federal Regulations. One of Rick’s sub-specialties is aircraft repossession, particularly in “challenging” jurisdictions. At latest

count Rick has successfully orchestrated aircraft and aviation asset retrievals in 33 countries.

Rick serves on several international regulatory boards and committees, and is a frequent

speaker at aviation conventions and functions worldwide. He has been the chairman of the

Bahamas Aviation Council, a parastatal organization of government and private aviation

interests within the Commonwealth of the Bahamas, for the last ten years.

Rick is the chairman of the Aviation Professionals Group (APG) in Fort Lauderdale, Florida,

USA. The APG is made up of aviation professionals in the fields of aviation law, regulatory

affairs, aviation accounting and tax support, and aviation technical experts. The APG was formed in 1996, and he has served as its chairman for the last 15 years.

Rick lives in Fort Lauderdale with his wife Carol. He is a licensed private pilot with nearly 5000 hours of flying during the last 35 years. He is the vice chairman of HOMES, a Florida

charity that provides low cost housing for the poor in Fort Lauderdale.

David Louzado, Sales Director, Risk & Asset Management, Airclaims David Louzado joined Airclaims in 2012 as Sales Director of the Risk & Asset Management

Services division. Prior to joining Airclaims David worked for Falko Regional Aircraft

(previously BAE Systems Regional Aircraft - Asset Management) as Vice President of Fleet

Services (Technical Operations). David brought to Airclaims a depth of experience and

expertise in aviation that ranged from managing major aircraft leasing, deliveries,

refurbishments and repossession/recovery projects, to sales and business development. His

career has included time at Thomson Fly as Group Leader - Engineering Leasing and similar

roles at both Britannia Airways and Easyjet.

Wes Parfitt, CEO, EnvelopeAPM Wes Parfitt, PMP® is CEO and founder of EnvelopeAPM Inc. and Global Aviation Audits.

He has over 10 years' experience in aerospace project management, audits, MRO software implementation - Having inducted over

30 MRO M&E systems in 20+ countries in the past decade, as well as broad aviation software and technical records specialties. Based first in Australia, and now Canada, Wesley

holds a (PMP)® Project Management Professional credential from (PMI) - Project Management Institute who has worked with high-profile, fixed-wing and helicopter operators

and MROs in North America, Europe, Southeast Asia and Australasia. This wide variety of

experience, along with a dedication to close customer relationships, have seen his companies

excel and grow. Wesley focuses on using the combination of his project management skills

and in-depth aerospace knowledge to provide clients with innovative and efficient solutions,

tailored to their needs.

Gary Weissel, Vice President co-Managing Officer Aviation & Aerospace, ICF SH&E

Mr. Weissel is the Vice President and co-Managing Officer of SH&E’s Commercial and

Business Aviation Practice. He is also a Managing Director with ICF-Skyworks, SH&E’s

partnership with Skyworks Capital. Mr. Weissel specializes in asset management, aircraft

specification development, BFE and interior sourcing and program management, aircraft

brokering, bankruptcy support, engineering and maintenance. Prior to joining SH&E in

2000, Mr. Weissel was a Senior Program Manager with B/E Aerospace’s Seating Products Group and he began his aviation career with nine years at Delta Air Lines in various positions

within their engineering and technical specification departments. Mr. Weissel has a total of 22 years in the aviation industry, has been a frequent speaker on the aviation conference

circuit and has appeared on CNN as an aviation consulting expert. He holds a Bachelors Degree in Aerospace Engineering from the Georgia Institute of Technology.
