5.5.3.1.1 2016 AM Period Key features of arterial performance in 2016 AM period include:
• WB Suitland Parkway is the most congested arterial corridor in the Study Area, operating at LOS F under all alternatives. Delays range between 23 and 28 minutes are predicted, with average speeds between 6-7 mph. The closely spaced intersections along Suitland Parkway at the two ramp terminals with I-295, Firth Sterling Ave, and Martin Luther King Jr. Ave operate poorly due to inadequate capacity of turning lanes, short weaving distances, and poor lane utilization. The Suitland Parkway/Stanton Rd intersection is also over capacity in all four alternatives and cause queues that extend beyond the upstream boundary of the Study Area at Naylor Rd. Long queues on Suitland Parkway cause the Suitland Parkway/13th St Extension intersection in Build Alternative2 to operate poorly.
• Martin Luther King Jr. Ave in the NB direction operates the worst in Build Alternative 1 compared to the other three alternatives, due to higher traffic volume demand. The 13th St Extension in Build Alternative 2 provides a parallel route for NB trips to divert away from Martin Luther King Jr. Ave. South Capitol Street operates poorly in Build Alternative 1 and the No Action Alternative compared to the other two alternatives. Build Alternative 1 operates at LOS E and LOS D in the northbound and southbound directions, respectively, due to congested conditions at the South Capitol Street/Firth Sterling Ave intersection. In the No Action Alternative both northbound and southbound South Capitol Street operates at LOS F due to congestion conditions. A comparison between the No Action Alternative and Build Alternative 1 shows traffic volumes heading towards the West Access Road are much higher in the No Action Alternative, thus resulting in the LOS F conditions along South. Capitol Street. Conditions along Firth Sterling Ave deteriorate in both Build Alternative and the No Action Alternative compared to the No Build Alternative. This is due to the increase in traffic volumes related to the St. Elizabeths campus redevelopment. Firth Sterling Avenue experiences the highest delay in the No Action Alternative, followed by the Build Alternative 1 compared to the other two alternatives, due to the higher concentration of St. Elizabeths campus trips using Firth Sterling Ave to access West Access Road (the result of no direct access from SB I-295 in both the No Action Alternative and Build Alternative 1, and no direction access from NB I-295 in the No Action Alternative). This congestion causes queues on Firth Sterling Ave to spill back onto South Capitol Street and Suitland Parkway, affecting the proposed traffic circle intersection.
• Operations along West Access Road near the Gate 4 entrance are congested under both Build Alternatives due to queues forming at the Gate 4 inbound turnstiles. This condition does not occur in the No Action Alternative. In this alternative, vehicle demand accessing the St. Elizabeths campus is constrained at the intersections of Firth Sterling Avenue/West Access Road and Firth Sterling Avenue/South Capitol Street. Significant queuing occurs at these intersections, upstream of the Gate 4 entrance.
• Malcolm X Ave operates at LOS B or LOS C in the eastbound and westbound directions under all four alternatives. The I-295/Malcolm X Ave ramp terminal intersection operates at LOS F under the No Build Alternative and at LOS E under the No Action

Alternative due to the stop controlled southbound off-ramp movement. The stop sign causes the off-ramp movement to queue back to the I-295 mainline lines, while also constraining the amount of traffic that can reach Malcolm X Ave.
• Operations along Alabama Ave are consistent between all four alternatives.
5.5.3.1.2 2016 PM Period Key features of arterial performance in 2016 PM period include:
• When comparing the two Build Alternatives against each other, arterial conditions are similar within the Study Area. Two arterial segments that have noticeable differences in travel time and delay are Alabama Ave WB (near the Suitland Parkway interchange) and Suitland Parkway WB (near the Firth Sterling Ave intersection). In both cases, Build Alternative 1 has slightly less delay than Build Alternative 2.
• Malcolm X Avenue between South Capitol Street and I-295 operates best in the Build Alternative 2, with all ramp terminal intersections operating at LOS C or better. In the No Build Alternative, the I-295 NB/Malcolm X Ave ramp terminal intersection operates at LOS E due to the stop-controlled off-ramp movement. In the Build Alternative 1, the South Capitol Street SB Ramps/Malcolm X Ave intersection operates at LOS F due to the high WB left-turn volume. The Build Alternative 2 provides a direct movement from the DHS campus to I-295 SB that avoids this interchange.
• WB Suitland Parkway experiences the highest increase in delay between the No Build and Build alternatives. Under the No Build Alternative, WB Suitland Parkway between the Frederick Douglass Bridge and Alabama Ave experiences 1.6 minutes of delay, compared to 6.4 and 8.9 minutes of delay in the Build Alternatives 1 and 2, respectively. Arterial LOS degrades from LOS B in the No Build Alternative to LOS D and E with the Build Alternatives 1 and 2, respectively. In the No Action Alternative, congestion spills back from the Martin Luther King Jr. Avenue off-ramp and significantly degrades vehicle operations along westbound Suitland Parkway. Although the EB direction of Suitland Parkway is the peak direction for traffic volumes during the PM period, the WB direction experiences increased delay under the Build Alternatives because of the increases in turning movement volumes at the Suitland Parkway/Firth Sterling and Suitland Parkway/I-295 NB Ramps intersections.
• EB Suitland Parkway also experiences increases in delay in the Build Alternatives and the No Action Alternative compared to the No Build Alternative. The differences in delay between the No Build, No Action, and Build Alternatives on eastbound Suitland Parkway are minimal because all three alternatives experience heavy congestion between the Frederick Douglass Bridge and Martin Luther King Jr. Ave. Approximately 75% of eastbound demand at the Suitland Parkway/Firth Sterling Ave intersection is being served in the No Build Alternative and two Build Alternatives. In the No Action Alternative, traffic congestion is severe along the Firth Sterling Avenue and Martin Luther King Jr. Avenue corridors and is limiting the throughput at Suitland Parkway/Firth Sterling Ave to 58% of vehicle demand.
• Congestion on EB Suitland Parkway between the Fredrick Douglass Bridge and Martin Luther King Jr. Ave is caused by a combination of factors that are common to all four alternatives:

o High volume of through traffic on EB Suitland Parkway
o High volume of SB left-turn traffic from the I-295 SB Off-ramp
o Three closely spaced intersections with high conflicting turn movement volumes along Suitland Parkway at the I-295 NB and SB Ramp terminals and Firth Sterling Ave
o The at-grade pedestrian crosswalk on the southeast leg of the Suitland Parkway/Firth Sterling Ave intersection is approximately 125’ long, requiring a long split time for the EB Firth Sterling through movement that is longer than needed to serve vehicle traffic. The long split time for EB takes time away from the critical EB Suitland Parkway through movement.
o The left-most through lane on EB Suitland Parkway drops as an exit-only lane to the Martin Luther King Jr. Ave intersection, causing a three-to-two lane reduction only 300’ downstream of the Firth Sterling Ave intersection. This lane drop causes inefficient lane utilization for EB Suitland Parkway through vehicles at the Suitland Parkway/Firth Sterling intersection.
• Conditions on Firth Sterling Ave deteriorate in the No Action Alternative and the two Build Alternatives compared to the No Build Alternative. In the No Build Alternative, four of the six intersections along Firth Sterling Ave are LOS D or better. In the No Action Alternative and both of the Build Alternatives, all intersections along Firth Sterling Ave are either LOS E or F. Queue spillback originating at the Suitland Parkway/Firth Sterling Ave and South Capitol Street/Firth Sterling Ave intersections cause blockages and lack of gaps at the Sumner Rd, Eaton Rd, and Stevens/West Access Rd intersections.
• Arterial LOS on South Capitol Street degrade slightly in the two Build Alternatives (LOS C) compared to the No Build Alternative (LOS B). The arterial LOS on South Capitol Street in the No Action Alternative is LOS E due to traffic congestion along Firth Sterling Avenue spilling back onto South Capitol Street.
5.5.3.2 2030 Design Year
Table 5-9 summarizes travel time and delay (in minutes), average speed, and LOS for the key arterial corridors in the Study Area. Table 5-10 summarizes individual intersection traffic control type, control delay (in seconds/vehicle) and LOS. Intersection queuing is summarized in Appendix A. 5.5.3.2.1 2030 AM Period Key features of arterial performance in 2030 AM peak hour include:
• WB Suitland Parkway is the most congested arterial corridor in the Study Area, operating at LOS F under all alternatives. Delays ranging between 22 and 33 minutes are predicted, with average vehicle speeds between 5-7 mph. The closely spaced intersections along Suitland Parkway at the two ramp terminals with I-295, Firth Sterling Ave, and Martin Luther King Jr. Ave operate poorly due to inadequate capacity of turning lanes, short weaving distances, and poor lane utilization. The Suitland Parkway/Stanton Rd intersection is also over capacity in all four alternatives and cause queues that extend beyond the upstream boundary of the Study Area at Naylor Rd. Similar to the 2016 AM peak hour, high volumes along westbound Suitland Parkway and the additional left side merge at the 13th Street interchange in Build Alternative 2 contributes to this corridor operating worse than the other three alternatives. The queuing along Suitland Parkway spills back into the Suitland Parkway/13th St. Extension, causing this intersection in Build Alternative 2 to operate poorly.
• Martin Luther King Jr. Ave in the NB direction operates the worst in Build Alternative 1 compared to the No Build and Build Alternative 2 Alternatives, due to higher traffic volume demand along the corridor due to the St. Elizabeths development. The 13th St Extension in Build Alternative 2 provides a parallel route for NB trips to divert away from Martin Luther King Jr. Ave.; therefore, Build Alternative 2 generally operates better then Build Alternative 1.
• Conditions along Firth Sterling Ave deteriorate in the No Action Alternative and both Build Alternatives compared to the No Build Alternative. This is due to the increase in traffic volumes related to the St. Elizabeths campus redevelopment. The No Action scenario experiences the highest delays along Firth Sterling Avenue compared with the other three alternatives. Two key intersections are operating over-capacity at Firth Sterling Avenue/West Access Road and Firth Sterling Avenue/South Capitol Street and are contributing to the poor operations in the No Action Alternative. Both Build Alternatives and the No Action Alternative operate poorly compared to the 2030 No Build Alternative.
• Operations along the West Access Road near the Gate 4 entrance are congested under both Build Alternatives due to queues forming at the Gate 4 inbound turnstiles. Delays at Gate 4 are incrementally worse compared to the 2016 Build scenarios.
• Malcolm X Ave experiences LOS E operations WB directions under the Build Alternative 1 scenario. Queues propagate from the Malcolm X Ave/South Capitol Street intersection, spilling back into upstream intersections along Malcolm X Ave in Build Alternative1. The other three alternatives operate at LOS C.
• Operations along Alabama Ave are consistent between all four alternatives.
5.5.3.2.2 2030 PM Period Key features of arterial performance in 2030 PM period include:
• The highest increase in arterial delay between the No Build and the three other alternatives occurs on Suitland Parkway westbound. Under the No Build Alternative, WB Suitland

Parkway between the Frederick Douglass Bridge and Alabama Ave experiences 1.7 minutes of delay, compared to 7.0 and 9.8 minutes of delay in the Build Alternatives 1 and 2, respectively. The No Action alternative has a total of 13.9 minutes of delay. Similar to the 2016 No Action PM peak period, the delay in the No Action Alternative is attributed to queues spilling back from the Martin Luther King Jr. Avenue off-ramp. Arterial LOS degrades from LOS B in the No Build Alternative to LOS E under both Build Alternatives and LOS F in the No Action Alternative. Although the eastbound direction of Suitland Parkway is the peak direction for traffic volumes during the PM period, the westbound direction experiences increased delay under the Build Alternatives because of the increases in turning movement volumes at the Suitland Parkway/Firth Sterling and Suitland Parkway/I-295 NB Ramps intersections.
• Eastbound Suitland Parkway also experiences increases in delay and degradation in LOS in the No Action and Build Alternatives compared to the No Build Alternative. Under the No Build Alternative, EB Suitland Parkway operates at LOS C with 3.3 minutes of delay, compared to LOS D and approximately 5 minutes of delay in the other three Alternatives.
• Conditions on Firth Sterling Ave deteriorate in the two Build Alternatives and No Action Alternative compared to the No Build Alternative. In the No Build Alternative, five of the six intersections along Firth Sterling Ave are LOS C or better, with the South Capitol Street/Firth Sterling Ave intersection at LOS D. In the No Action Alternative and Build Alternative 1, all six intersections along Firth Sterling Ave are LOS F. In the Build Alternative 2, five of the six intersections are LOS E or F. Queue spillback originating at the Suitland Parkway/Firth Sterling Ave and South Capitol Street/Firth Sterling Ave intersections cause blockages and lack of gaps at the Sumner Rd, Eaton Rd, and Stevens/West Access Rd intersections. Congestion at the Firth Sterling Avenue/West Access Road is much worse in the No Action Alternative compared to the other two build alternatives since all vehicular trips coming from Gate 4 must pass through this intersection.
• Along Malcolm X Ave WB, the highest delay occurs in the Build Alternative 1 due to higher turning conflicts at the South Capitol Street/Malcolm X Ave interchange. The Build Alternative 1 experiences LOS E conditions because of high delay approaching the South Capitol Street intersection, compared to LOS C in the Build Alternative 2. Conversely, delay along Malcolm X Ave EB is highest in the Build Alternative 2. This can be attributed to higher EB through trips from Bolling AFB being served at the South Capitol Street/Malcolm X Ave interchange under the Build Alternative 2, causing higher delays at the Martin Luther King Jr. Ave/Malcolm X Ave intersection.
• Alabama Ave WB experiences the highest travel time delay in the Build Alternative 2, due to higher WB left-turn demand at the Alabama Ave/Suitland Parkway interchange. Eastbound and westbound Alabama Ave operates at LOS C in the other three alternatives.
• Along Martin Luther King Jr. Ave NB, higher delay occurs in the Build Alternative 1 compared to the other alternatives due to congestion at the Good Hope Rd intersection.
• There is higher delay on South Capitol Street SB in the Build Alternative 1 (3.4 minutes of delay) compared to the Build Alternative 2 (2.2 minutes). This is caused by increased SB left-turn demand at the Firth Sterling Ave intersection in the Build Alternative 1.

• South Capitol Street NB operates at LOS D in the No Action Alternative compared to LOS B and C in the other three alternatives due to congestion at the Firth Sterling Avenue/South Capitol Street intersection.
5.5.4 Transit
One of the objectives of this analysis is to develop a basic operations plan for the DHS Shuttle system that will provide access between employee entrance gates and Metrorail stations. As described in the TMP, employees will arrive at the St. Elizabeths campus via modes as shown in Table 5-11. Thirty percent of employees will arrive at their entry gate via a shuttle from either Anacostia or Congress Heights Metrorail station.
Table 5-12 shows how this arrival distribution translates to arrivals by employment group. The table shows that on a daily basis, 4757 employees will arrive via an SOV or HOV in a parking garage, 1,414 employees are not expected to be on-site, either absent or working via telecommute or telework center, 280 employees will be dropped off via kiss-and-ride and walk onto campus, 1,390 employees will arrive by foot or bicycle, 1,959 will be dropped off by commuter bus or Metrobus and walk onto campus, and 4,200 will arrive via a DHS shuttle from one of two Metrorail stations. The remainder of this section outlines the assumptions that went into developing a DHS shuttle operations plan, and describes the details of the plan.

• Shuttle service will be provided from Congress Heights Metrorail station to the FEMA building on Pecan Street and to West Campus at Gate 4
• Employees will choose a destination gate based on their location within the campus, the walking distance at the end of their shuttle trip, and the most convenient Metrorail station.
• Assumptions on preferred arrival gate are shown in Table 3. It is estimated that two-thirds of the employees to Gate 4 will arrive via the Anacostia Metrorail station. One-third will arrive via the Congress Heights Metrorail Station.
• Shuttle frequency should accommodate Metrorail frequency during the peak period (maximum 6 minute headway between shuttle bus platoons).

• Shuttle service from Congress Heights to Gate 4 will consist of 1 bus leaving the station every 6 minutes. There will be 10 trips per hour on 10 shuttle buses, expected to carry up to 400 employees.
• Estimated travel time for a complete circuit to Gate 4 (pick up passengers; leave Metrorail station; arrive at Gate 4; discharge passengers; leave Gate 4; arrive at Metrorail station) is 30 minutes. This provides time for each shuttle bus to make 2 circuits in an hour. 5.5.4.2.3 Off-Peak Periods • Shuttle operations will transition into off-peak operations by removing buses from service as demand decreases at the end of the peak. Shuttle operations will transition back to peak operations by adding shuttles as demand increases.
• Shuttle travel times during off-peak periods will be reduced, probably to about 20 minutes for routes to Gate 4 and 15 minutes for route to Pecan Street.

• Regular overnight shuttle operations will not be provided. On-call service can be provided via DHS van or other means. Alternatively, regular service could be provided via DHS van leaving Pecan Street at the top of each hour and Gate 4 at the bottom of each hour.
• Additional evaluation on work schedules will be needed once the campus is fully populated to determine transition hours and number of buses needed to operate between peak periods. In order to minimize employee frustration as the campus is opened, it is recommended to start service at the high end of the operations plan for a longer peak period, and adjust downward based on actual usage.
5.5.4.3 Shuttle Bus Capacity Summary
Based on this operations plan, expected number of shuttles and total carrying capacity are shown in Table 5-13. This capacity is based on the assumption that the shuttle buses will average 40 passengers per trip over the peak period.

Seven shuttle bus bays are recommended along the West Access Road between Gate 4 and Gate 5 to accommodate two platoons of shuttles (two groups of two shuttles) from Anacostia and two shuttles from Congress Heights, with room for one additional shuttle. Three additional bus bays will be required north of Gate 5 to accommodate over-the-road coaches for park-&-ride employees (reference Section 5.5.4.5).
Additional coordination with WMATA will be required to ensure that there is space for shuttle bus pick-up and drop-off at Anacostia and Congress Heights stations. Four spaces should be provided at Anacostia to allow for two sets of shuttles. Six spaces should be provided at Congress Heights to allow for two sets of shuttles from each route.

5.5.4.4 Other Shuttle Considerations
Based on the operations plan outlined here, a total of 23 shuttle buses will need to be in operation during the peak period to meet employee demand. Additional shuttle buses should be available to provide service during unforeseen spikes in demand, to replace buses that break down during operation, and to provide a maintenance reserve. A minimum of three additional buses should be retained (one for each route) for the sole use of DHS to provide alternative service in the event of mechanical failure or unusual peak demands. Additional buses may be needed to allow for regular fleet rotation and for regular vehicular maintenance. However, given that the service will likely be contracted, this cost should be included with and negotiated as part of the contractor service agreement.
5.5.4.5 Commuter Bus Operations
Bus bays north of Gate 5 will need to accommodate three over-the-road coaches (commuter buses) at a time. There are 560 employees anticipated to arrive and depart by commuter bus (50% of whom use a regional transit agency service, and 50% who use DHS employee park-&-ride shuttle buses) during the peak hour (1120 arriving or departing during the peak AM and PM periods respectively). Based on the mode split goals established between DHS and NCPC, with 50% of the commuter bus employees arriving/departing by park-&-ride shuttle buses, an average of 6-7 fully-loaded buses per hour will be required. The remaining 50% employees arriving/departing by commuter bus will utilize regional commuter transit service passing through St. Elizabeths between origin and destination points, so those buses will not be fully loaded with DHS employees. Assuming that those commuter buses may be capable of carrying 50% their capacity for DHS employees, 10-12 regional commuter buses are assumed. Therefore, the total commuter bus demand will coincide with 16-19 coaches per hour using the three commuter bus bays. This configuration and operational scenario will provide each park-and-ride coach up to 10 minutes of dwell time at the bay in the afternoon, which should be sufficient time to load departing passengers queued up or arriving adjacent to the bus bay.
5.5.5 Bicycle and Pedestrian
A detailed description of existing pedestrian and bicycle facilities’ conditions can be found in Section 3.4 of this report. Primary pedestrian routes in the vicinity of the St. Elizabeths campus include Martin Luther King Jr. Avenue, Firth Sterling Avenue, and Howard Road. Pedestrian access to the campus is provided via sidewalks on each roadway. Peak pedestrian flow could be expected to reach approximately four persons per minute. Sidewalks are generally adequate to

carry the existing relatively low levels of pedestrian traffic adjacent to the campus. Platooning (grouping) of pedestrians may occur along Martin Luther King Jr. Avenue, and increased crossings from the West to East Campus because of potential commercial and retail development may change pedestrian needs within the vicinity of the campus. Figure 5-50 shows pedestrian walking times and distances from Metrorail to the Campus gates along Martin Luther King Jr. Avenue.
According to the District of Columbia Bicycle Master Plan, there are currently several bikeways within the Study Area. Approximately one percent of the DHS employee population would be expected to ride a bicycle to work. Planned DDOT bicycle improvements in the area would help to facilitate bicycle access to the campus. The District Department of Transportation Bicycle Master Plan (April 2005) Map shows several improvements including continuous proposed bike and/or multipurpose trail running the length of Martin Luther King Jr., and proposed multi-use trails along South Capitol Street. Also shown in the plan, South Capitol Street, Martin Luther King Jr. Avenue, Howard Road, Good Hope Road, and Alabama Avenue within the Study Area are signed bicycle routes. Additional information is available in the Master Plan and the DC 2010 Bike Map produced by DDOT.

5.5.6 West Access Road Configuration and Capacity Issues
Because the proposed West Access Road alignment passes through Shepherd Parkway, a Section 4(f) property, and also through St. Elizabeths West Campus, a National Historical Landmark, particular attention was given to the capacity needs and configuration of this facility with respect to the corresponding impacts for a particular roadway cross section and width. Throughout the transportation alternatives development process, and the during capacity analysis of the transportation components of the proposed network, consideration for minimization strategies were explored. The methodology for determination of the absolute minimum capacity requirements for the West Access road encompassed utilization of a traffic simulation modeling, whereby queuing and spillback issues were identified. As with the Level of Service and capacity analysis performed for the various study alternatives, VISSIM traffic software was utilized as a tool to assess queuing and congestion along the West Access Road.
The West Access Road was initially evaluated for a two-lane roadway as well as a three-lane cross-section, with the center lane acting as a reversible lane that was oriented towards Gate 4 in the morning peak and conversely away from Gate 4 in the afternoon /evening peak period. [The reversible lane configuration was carried forth from the original Preferred Alternative identified in the EIS for the original Master Plan.] In the morning peak period, for example, the center lane would act as a second southbound lane between Firth Sterling Avenue and Gate 4, and as a second northbound lane between Malcolm X Avenue and Gate 4. However, the volume demand in the afternoon and evening is not high enough that a full second lane is needed for traffic turning out of Gate 4, mainly due to the fact that the security gate acts as regulator to constrain or “meter” the volume of traffic exiting from the parking garage facilities connecting with Gate 4. At the same time, the left-turning vehicles turning into Gates 4 and 6, as well as the DHS shuttles heading pulling into bus bays between Gate 4 and Gate 6, still require a turn storage lane at Gates 4 and 6.
A preliminary sensitivity analysis of queuing at intersections along the West Access Road was performed early on during the study process to rule unneeded capacity configurations. The conflicting traffic flows coming in and out of Gates 4 and 6, as well as the interaction of the transit vehicles loading and unloading at the bus bays, result in queues that are extend for the length of the access roadway in either direction under a two-lane scenario. As such, the configuration of the roadway is proposed as 3 lanes, with 2 lanes headed southbound from Firth Sterling Avenue to Gate 4 and 2 lanes headed northbound between Malcolm X Avenue and Gate 4. The left-most of these lanes in the southbound direction will serve as turn lane at Gates 4 and 6, as well as a storage lane for transit vehicles attempting to make left at the Gate 4 turnaround to head into the bus bays along the right side of the northbound lane. South of Gate 5, the right-most lane in the northbound direction serves as a queuing lane for vehicles turning into the West Campus parking garage facilities in an effort to reduce the queues spilling back from Gate 4. This is especially critical for the integrity of the shuttle operations between Congress Heights Station and Gate 4, because without the 2nd lane heading northbound, transit vehicles would no longer be able to complete a full loop in the amount of time necessary to make the route viable.
Results from the VISSIM traffic simulation and sensitivity analysis on the West Access Road, as highlighted in Tables 5-15 and 5-16below for the 2016 AM peak hour conditions (worse than PM peak hour), show that queues will still continue to form and extend for considerable distances back from the intersections at Gate 4 and Firth Sterling Avenue, even with a three-lane cross

section. However, the potential for major spillback on local roads and into adjacent neighborhoods is reduced by providing the additional lane for storage of queued vehicles and transit shuttles.
