World Press Freedom Day

• On 3 May, World Press Freedom Day (WPFD) celebrated in:

Tunisia (2012) - New voices: media freedom helping to transform societies

Costa Rica (2013) – Safe to speak: securing freedom of expression in all media

• The Guillermo Cano World Press Freedom Prize was awarded to Azerbaijani journalist and human rights activist Mr Eynulla Fatullayev (2012) and Ethiopian journalist Ms Reeyot Alemu (2013).

UN Plan of Action on the Safety of Journalists and the Issue of Impunity

• UNESCO Work Plan (2013) on the Safety of Journalists and the Issue of Impunity complements the Plan of Action.

• Pakistan, Nepal, South Sudan, and Iraq are the first countries to have begun developing a national plan with the support of UNESCO.

• UNESCO is helping with aspects of the Plan in Honduras, Guatemala and Brazil.

Freedom of Expression on the Internet

• UNESCO organized 20 events across the world to discuss Internet Governance including :

Internet Governance Forum (IGF), November 2012, Baku, Azerbaijan

World Summit on Information Society (WSIS) WSIS+10 Review meeting, February 2013, Paris, France

Internet Governance Forum (IGF), October 2013, Bali, Indonesia

• A UNESCO Series of normative publications on Internet Freedom was launched including :

Freedom of Connection - Freedom of Expression: The Changing Legal and Regulatory Ecology Shaping the Internet (2011)

Global Survey on Internet Privacy and Freedom of Expression (2012)

• UNESCO has started consultation on a new draft concept of “Internet Universality”

Post-Conflict and Post-Disaster (PCPD) Countries and Countries in Transition

• During the Arab Spring, UNESCO reinforced its field presence in support of democratic transition, development and sustainable peace.

Training in media coverage during elections in Egypt, Jordan, Tunisia

The monitoring of media output was ensured in 10 African countries and 6 Arab States

• Six roundtables with media were organized on online hate speech in South-East Europe and Turkey.

Media Development

• Empowerment through radio :

“Empowering local radios with ICTs” enabled 32 local radios in 7 African countries to include voices of women and youth

• Gender equality :

UNESCO developed Gender-Sensitive Indicators for Media which were piloted in more than 20 countries

The Global Alliance on Media and Gender will be launched during the Global Forum on Media and Gender, 2-4 December 2013, Bangkok

• Media and information Literacy (MIL)

The model MIL Curriculum was piloted in 10 countries and translated in 13 languages

The Global Alliance for Partnerships on MIL was launched in June 2013 and is now working with 200 partners from 80 countries

• The International Programme for the Development of Communication (IPDC)

US $3,222,336 received from donor countries to finance 148 projects in 75countries.

Particular focus on Africa, LDCs, PCPD, SIDS.

Knowledge-Driven Media Development Initiative

• “Knowledge-Driven Media Development: An initiative by IPDC Bureau to extract and share information in amongst media developers

• UNESCO/IPDC Media Development indicators (MDIs) were applied in 10 countries and the Initiative is ongoing in 18 other countries across all regions.

• MDIs played an important role in supporting the democratic transition process in Egypt, Jordan and Tunisia, following the Arab Spring

• UNESCO Model Curricula for Journalism supplemented with specialized syllabi”

Enhancing Shared Excellence in Journalism Education

• Strengthening journalism education is the purpose of a new publication that is an update of the UNESCO Model Curricula for Journalism Education.

• Syllabi topics include reporting human trafficking, data journalism, media sustainability.

• We are exploring a Global Initiative for Excellence in Journalism Education, with Orbicom, the network of UNESCO chairs in communication, and fostering international collaboration between journalism educators

• Soon to be launched is a publication titled Reporting Climate Change in Africa: A Practical Guide for Journalists.

Strengthening Diverse, Independent and Pluralistic Media

• A survey of community broadcasting regulation in 33 countries has been completed.

• The survey can strengthen:

linkages between international standards and national policies.

legislative recognition and regulatory provisions in Member States.

• Member States can adapt, translate and draw from the report based on their respective needs (national policy, operational strategy, operational plans, guidelines etc.)

• UNESCO hosted the first WSIS+10 Review event “Towards Knowledge Societies, for peace and sustainable development”, in Paris from 25-27 February 2013

Memory of the World (MoW)

• In 2012, MoW celebrated its 20th Anniversary with a series of activities, including :

pictorial exhibition of items listed on a Memory of the World Register on the railings of UNESCO fence

the “Memory of the World in the Digital age: Digitization and Preservation” Conference held in September 2012, in Vancouver, Canada.

The publication of the book, Memory of the World: The Treasures that Record Our History From 1700 BC to the Present Day.

• 56 new inscriptions accepted in 2013 bringing number of inscriptions in the Memory of the World international register to 301.

• Development of strategic roadmap on solutions and policies for long-term

access and trustworthy preservation;

Multilingualism in Cyberspace

• World Reports on the IDN deployment were

edited in 2012 and 2013 in cooperation

with EURid.

• UNESCO provided support to ICANN for the

development of concrete tools such as

preliminary typology on the country and

territory names.

Promotion of Access to Information and Knowledge for Persons with Disabilities

• To implement the 2006 UN Convention on the Rights of Persons with Disabilities, several activities were carried out, including through multi-stakeholder mechanism such as the WSIS and the IGF

• Collection of data from 5 regions on the application of ICTs by persons with disabilities was organized by UNESCO in order to prepare concrete recommendations for Member States to be incorporated in the World Report 2013.

• UNESCO developed a Model Policy for Inclusive ICTs in Education.

• During the World OER Congress in June 2012, the Paris OER Declaration was adopted by over 400 delegates - government leaders, representatives from universities, teacher and student organizations and other NGOs.

• UNESCO OER Policy was translated into French, Chinese, Portuguese, Russian, Spanish and Vietnamese

• The online OER community counts more than 3,500 active members

• The UNESCO OER Platform makes available more than 150 openly-licensed UNESCO publications for free adaptation and re-use. http://www.oerplatform.org/

• 2 New OER Chairs were appointed (New Zealand and Brazil)

• New partnerships were created to implement national-level OER policies

in 5 members states in 2014.

• OA Strategy adopted during the 36th General Conference

• 7% increase of OA journals and repositories world-wide - beyond expectations

• UNESCO’s guideline on Open Access for Scientific Research published

• UNESCO has started to work with the Mexican Senate to support development of a National Policy.

• UNESCO is the first UN agency to adopt OA policy for its publications. Over 120 existing UNESCO publications will be re-released with the new open-licenses.

UNESCO ICT Competency Framework for Teachers (ICT-CFT)

• The ICT CFT is a joint CI/ED sectors initiative in partnership with Cisco, Intel and Microsoft

• UNESCO has launched a strategy for the roll out of the ICT CFT in 3 countries covering three regions (Indonesia, Kenya and Oman) based on the ICT CFT Toolkit.

• To provide greater global visibility and to promote the importance of open, distance, flexible and online (e-learning) learning UNESCO has worked on the development of a partnership strategy with IGO/NGO and academic institutions, entitled the “Global Outlook on Open, Distance and Online Education”.

Information for All Programme (IFAP)

• Numerous international and regional conferences, WIS +10 Review, WSIS Forum and IGF events attracted experts from over 120 countries. Declarations of these events have supported Member States responses to contemporary challenges for example the Riga Guidelines on Ethics in the Information Society, Moscow Declaration on Media and Information Literacy

• Targeted capacity-building programmes in Latin America & the Caribbean, Africa, Asia, benefited over 500 policy-makers and youth

• 8 newly formed National IFAP Committees. IFAP Committees are prominent in the national policy dialogues and/or developing innovative initiatives. 19 Member States also nominated a total of 48 national experts to strengthen the IFAP Working Groups cover the priorities of the programmme.

• IFAP’s Information Society Observatory – published 6 newsletters, 2

annual information society policy trends reports and added over 1800 new subscribers during the biennium.

• IFAP continues to develop with NGOs and IGO’s partners, recommendations such as the IFLA Media and Information Literacy Recommendations (37th General Conference).

• IFAP’s work in Information Ethics also led to the adoption of a framework for UNESCO’s activities in this area – UNESCO and the ethical dimensions of the Information Society (190 EX/Decision 5, Part 3).
