The week that went by: After the action packed end to the week, the markets opened on a soft note to settle down from the bloodbath and beating that stocks had taken across the board. The Europe rally lifted the sentiments and approached the positive zone in midweek trade. With the global rally, the Indian bourses also ended in the green owing to the buying built up by the participants. Domestic sentiment was also buoyed as the Union Cabinet has approved a proposal to revise upwards salaries and pensions for government employees. Furthermore, with the June derivatives expiry firming global cues added to the positivity.

Rallis India Limited: AGM update

There is no doubt; agricultural growth in the last two years has slowed down. Despite drought like conditions in India, the company managed to report good set of numbers for the quarter ending March 2016. The company has been reducing its debt burden and is virtually debt free. Management was contemplating at a long term sustainability plan which involved nearly 50% power generation using renewable source of energy. In view of the same, the company has set up a 4.4 MWp Solar Power plant at Dahej on Gujarat. The same established connectivity with the National Grid on 24th December, 2015. The set up should be used for captive consumption at Ankleshwar and Dahej. The per-hectare usage of agrochemicals is barely 0.6 kg in India which can be a trigger for growth as compared to other developed nations. Metahelix is now a wholly owned subsidiary of your Company. Business in Brazil was under stress during the year; however Management is seeing things to change here. During the year, the company had its focus on Fruits & Vegetables (F&V), where the resources were utilized to scale up the business. The R&D department is associated with Rallis Innovation Chemistry Hub which is also known as RICH. This segment is related to new product launches as well as contract manufacturing. Any development in CRAMs will be a great booster in time to come, however the development in this segment will take time. Some of the new products introduced during the year included a new variety of insecticide. The company is also focusing on the herbicides segment. The company had introduced two new Herbicides during the year. The company is continuously striving to establish its own seed brands in various segments including cotton, rice, maize, millet, wheat, mustard etc.; some of these were displayed at the AGM as well. Moreover, the company has been increasing its focus on plant growth nutrients. The company is also contemplating to launch a new product in the multi micro nutrient liquid segment.

Our comments: The expectation of better rainfall this year will be a major trigger for the company’ business in the agrochemical space. Rallis is aptly placed to benefit from the growth expected going forward. We had initiated a BUY call on the stock with a target price of Rs260 and we maintain the same.

Positives for the company

ECONOMY:

Govt plans to take up strategic sale of at least one PSU this fiscal The government is preparing the ground for at least one strategic stake sale in a public sector unit this fiscal. The Department of Investment and Public Asset Management (DIPAM) is finalising a model of strategic disinvestment. DIPAM is working out procedures and timelines for strategic sale of government equity. There has not been any strategic disinvestment in over a decade and all policies have to be laid down afresh.

Our Comments: For loss making PSUs such as BSNL, it has suggested the government could consider selling it off. But, it could face challenges, especially labour issues. For strategic sale it has suggested Cement Corporation, Tyre Corporation of India Ltd, and Central Electronics Ltd.

INDUSTRY:

Tepid response to auction for solar projects in Gujarat Winning bids for solar projects in Gujarat remained stuck at Rs4.43 per unit, the reserve price set for most of the recent auctions in India, suggesting that prices may have bottomed out. The contracts were awarded on the basis of the least subsidy sought. With all bids quoting the same tariff, the winners were decided on the basis of the least subsidy or viability gap funding. The Ministry of New and Renewable Energy provides VGF up to Rs1cr per MW to solar developers.

Our Comments: No other offers this year have gone below Rs4.43 per kwH, probably indicating that that solar tariffs, after a steep fall in 2015, have temporarily bottomed out.

USFDA nods to Indian drugs up 84% in 1 year Drug approvals given by the USFDA to Indian companies nearly doubled year-on-year, with little known firms including MSN Lab, Shasun Pharma, Granules India, Ajanta Pharma and Gland Pharma making a foray into the world's biggest and most lucrative market. Over the last couple of years, companies have faced intense regulatory glare from the US, with nearly all the top pharma players having been issued warning letters over manufacturing violations at their plants. This led some to believe that they were being singled out for action -most of this was triggered after the erstwhile Ranbaxy (now part of Sun Pharma) faced regulatory woes.

Our Comments: The increase in number of approvals is partly due to GDUFA (Generic Drug User Fee Act) under which the FDA had agreed to expedite the processing of ANDAs, and partly due to the importance of drugs and inadequate competition.

Government asks LIC to fund road expansion projects The Indian government will be leaning on the state owned Life Insurance Corporation of India (LIC), India's largest insurer, to fund its ambitious road expansion plans and the insurer is set to open its purse strings for highways development, boosting the government's aim to step up road construction to 40kms a day. The road transport and highways ministry hopes to sign an agreement with LIC for the purchase of annual bonds issued by the National Highways Authority of India (NHAI). The road transport and highways ministry hopes to sign an agreement with LIC for the purchase of annual bonds issued by the National Highways Authority of India (NHAI).

Our Comments: In the current financial year, LIC is likely to subscribe NHAI bonds worth at least Rs10,000cr and an agreement to the effect is expected to be signed soon. The ministry will use the money raised through LIC for four-laning of highway projects.

Telcos may seek withdrawal of Trai’s paper on free data Phone companies may seek the withdrawal of a consultation paper issued by the telecom regulator on free data on the grounds that it is too vague and ad hoc in the absence of net neutrality rules that should first be laid down to give clarity to the industry. The Cellular Operators Association of India (COAI) will also seek "an extremely light-touch approach" from the Telecom Regulatory Authority of India (Trai) while "formulating the guidelines of net neutrality," amid rapid developments in internet technology. Trai issued a consultation paper on May 19 exploring ways of providing mobile internet access to consumers for free, without violating a ban on discriminatory pricing of data services.

Our Comments: Paper(s) of discriminatory pricing and free data are so vague that it (free data) can only receive clarification as a result of the responses.
