    THEWINNIPEGGENERALSTRIKE

    Lasted43days May1919,Winnipegsmetalandbuildingworkerswalkedofftheirjobs Theywantedhigherwages,ashorterworkingweekandtherighttocollectivebargaining Collectivebargaining:Allowstheunionleadershiptonegotiatewithemployersonbehalfof

    unionmembers 30000peoplewentonstrike,eventhoughhalfwerentunionized CitizensCommitteeofOneThousand:Formedbybusinessleaders,politiciansand

    industrialists.Theysawtheunionleadersaspartofacommunistconspiracytooverthrowthegovernment.

    BloodySaturday:OnJune21st,strikersheldaparadetoprotestthemayorsactions.TheRoyalNorthWestMountedPolice/specialpolicechargedintothecrowdwithclubsandpistols,makingtheaffairviolent.Onestrikerdied,30wereinjuredandmanyothersarrested.Thestrikersthenreturnedtowork.

    TheRoyalCommissionexaminedthestrikeandfoundthegrievancestobevalid J.SWoodsworth,whowasarrestedduringthestrikewentontofoundtheCooperative

    CommonwealthFederation(CCF)whichlaterbecametheNewDemocraticParty(NDP)CHALLENGESTOFEDERALISM Regionalism:theconcernoflocalproblemswithinaregion,whichincreasedafterthewar.

    MaritimeRightsMovement:Abriefmovementformedbyprominentbusinessandpoliticalleaders,urgingallpoliticiansseekingofficetomakepoliciesthatbenefittheMaritimes.Thismovementdiedquicklywithoutaccomplishingmuch.NationalPolicy:Inplacesince1878,placingtariffsanddutiesonforeigngoodsimportedintoCanada.ThiswasimplementedsothatCanadiansboughtmoreCanadiangoods,strengtheningtheeconomy.Farmerswerefrustratedastheyfeltalienatedbythispolicy.Farmerswantedfreetrade(nomoretariffs,allowingfarmerstobuycheaper,USmademachinery). UnitedFarmersParties:Farmersmadetheirownpoliticalparties.Bytheearly1920s,

    Ontarioandtheprairieselectedthesepartieswhichformedthegovernment. FederalProgressivePartyCreatedbyThomasCrerar,aformerministerofagriculturein

    Bordensuniongovernment.ItwantedanewNationalPolicybasedonfreetradeandpublicownershipofrailways.Theycontestedthe1921election.

    CANADIANSCHOOSEANEWGOVERNMENT

    1919WilliamLyonMackenzieKingwaschosentoleadtheLiberals WilliamLyonMackenzieKing:Reputationofareformer,anauthorityonsocialand

    economicissues.Hewasconciliatory,alwayslookingforthemiddlepaththatoffendedtheleastamountofpeople.

    ArthurMeighen:chosentoreplaceBordenastheleaderoftheConservatives.Hewasabrilliantdebaterandalongstandingmemberofparliament.Hebelievedinprinciplesovercompromiseanddidntcarewhoheoffended.

    KingandMeighenhatedeachother;haddifferentapproachestopolitics.(KingwithnotwantingtooffendpeopleandMeighennotcaringifhedid)

    Inthe1921FederalElection,Liberalshad117members,Conservativeshad50membersandtheProgressiveshad64.

    TheLiberalshadelectedaminoritygovernment(neededthesupportofoppositionmemberstopasslegislation).

    TheProgressivePartydidntlastlong;butbroughtalongchanges:o TheOldPensionAct:passedin1927,grantingbasicpension($240peryear)to

    Canadiancitizens.

    CANADASGROWINGINDEPENDENCE BordenhadraisedCanadasprofileinternationallyandMackenzieKingcontinuedtopush

    Hightariffsonforeigngoods:TheUSimplementedhightariffsonforeigngoods,aimingimprovetheUSsowneconomy.Thiswasaformofprotectionism.Thesetariffssloweddownworldtrade.
