Section 3 – Consortium and Stakeholders River Connections projects are expected to be implemented through the collaborative efforts of a group of organisations (a consortium). Consortium partners can help leverage time, expertise, material, resources, and reduce duplication. They must be actively involved in designing your project, and have, and can show, the requisite capabilities and responsibilities to help to deliver your project. Your project must have all relevant consortium partners on board to effectively trial and achieve integrated river management outcomes.

3.2 Consortium establishmentProvide a brief summary of the process conducted to identify and engage relevant consortium partners and the proposed governance model. Refer to the expression of interest assessment criteria at Appendix A. You should include all stakeholders who are required to effectively deliver an integrated approach to improved river health.     

3.3 Internal communication and decision makingDescribe the expected channels and frequency of communication between the consortium partners throughout the project. Describe the decision-making processes and procedures that will be adopted by the consortium for this project.

     

3.4 Core businessExplain why this project is not the core business of any of the consortium partner organisations. You should also demonstrate the project is neither cost-shifting (using Trust funds to pay for activities which are the legal or obligated responsibility of another organisation) nor replacement funding (using Trust funds to pay for activities which have previously been funded but had that funding removed).

3.5 Conflicts of interestDetail any real or perceived conflicts of interest that may relate to your project or consortium partners. Failure to declare a conflict of interest may result in your grant being revoked.

     

3.6 Ethical behaviour

Proposed projects must comply with the requirements of the Office of Environment and Heritage (OEH) Statement of Business Ethics. Applicants must disclose any conflicts of interests above. Applicants must provide information in this EOI concerning any findings of dishonest, unfair, unconscionable, corrupt or illegal conduct against the organisation. If an applicant, or any of its employees, agents, subcontractors or consortium partners are found to have:

a) offered any inducement or reward to any public servant or employee, agent or subcontractor of the OEH or the NSW Government in connection with this EOI or project proposal;

b) committed corrupt conduct in the meaning of the Independent Commission Against Corruption Act 1988;

c) committed dishonest, unfair, unconscionable, corrupt or illegal conduct; ord) a record or alleged record of unethical behaviour; or not complied with the requirements of the

AgencyThe Trust may, in its discretion, invite the relevant applicant to provide written comments within a specified time before the Trust excludes the applicant on this basis. If the Trust becomes aware of improper conflict of interests by a successful applicant, after a grant agreement has been executed, then the Trust reserves the right to terminate the grant agreement, including any orders placed under that grant agreement.
