The recent to declare are all in Davao de Oro. The Army’s 71st Infantry Battalion (IB) Civil Military Operations (CMO) head Lieutenant Kim Carlos told the Mirror that the barangays belong to the municipalities of Mabini, Mawab, and Pantukan. Carlos said each municipality is composed of 11 barangays. He said the declaration is part of government’s intensified “whole-of-nation approach” to end local armed conflict. Carlos said all village chiefs of the barangays handed over their barangay resolutions declaring the Reds as persona non grata to their respective municipal mayors on separate occasions last week. In a statement, 71st IB commander Lieutenant Colonel Sonny Gonzalez said the declaration of the CPP-NPA as persona of non grata “adheres to the call of President Rodrigo Duterte to end local armed conflict through the whole of nation and whole of government approach.” Mawab Mayor Ruperto Gonzaga lll said this is now the time to end the insurgency that has existed for almost 51 years. “Let us extend it no more. Everyone's pledge and determination in ending such will be our jumping board towards genuine peace and development,” Gonzaga said in a statement. Mabini Mayor Reynaldo Dayanghirang, for his part, urged everyone to be committed and sincere in not welcoming the rebels. Pantukan Mayor Roberto Yugo, meanwhile, called for unity to stand with the President’s call to end armed local conflict. “Each and every one of us should have a part in attaining lasting peace, and that is the whole nation’s approach. Gone are the days that we leave the work on ending insurgency to the uniformed men. It is our duty as public servants and as residents of Pantukan to end insurgency,” Yugo said. Abdusakur Tan and Parang Mayor Alkhadar Loong led the covenant meeting, where key officials denounced the ASG and proposed initiatives to strengthen and institutionalize public safety, security, and well-being in the municipality. The other stakeholders and officials who signed and took part in the commitment are the following: Colonel Ignatius Patrimonio, 1102nd Infantry Brigade commander; Colonel Taharudin Ampatuan, Patrimonio’s deputy; Lieutenant Colonel Jooney Jay Businos, 2nd Special Forces Battalion commander; Imam Kahal Tiplahan, Muslim religious leader; Lieutenant Colonel Jeff Uy, OIC-Sulu Police Provincial director; Captain Rico Tagure, 4th Special Forces Company commander; Major Moh’d Hussin Tapsi, Parang police chief; Councilor Awaljaman Tahil, Parang Liga ng mga Barangay president; and the 24 barangay chairpersons of Parang. Vinluan said the covenant meeting also empowered the religious sector to promote mutual respect and peaceful coexistence. He said the municipal and military officials have activated the Municipal Task Force in Ending Local Armed Conflict (MTF-ELAC) during the signing of the covenant. “The activation of the MTF-ELAC substantially proves that the government is serious in accelerating the peace process in Parang, Sulu. It shows that the different sectors are also working together to sustain security and normalcy in the area,” he said. He said key officials also activated the Municipal Peace Action Operations and Monitoring Center (MPAOMC) and the Islamic Religious Council of Parang to address the socio-cultural, security, development issues, and to sustain and tap the development potentials of the town. Leonard Alcala, Technical Working Group (TWG) head of the Local Transport Route Plan (LTRP), said the implementation of the scheme will reduce the number of vehicles in the street daily by 20 percent, minimizing traffic congestion. Alcala said the traffic scheme would also encourage owners of private vehicles to patronize the modern buses that will soon ply the main thoroughfares. “The rationale of the PUV (Public Utility Vehicle) modernization is to encourage private car users to shift to public transport,” Alcala said. Noel Noche, city district head of the Land Transportation Office (LTO), said the number of new vehicles has been increasing yearly by 6 percent. Noche said the 2019 data showed that there are 100,534 vehicles plying the thoroughfares. “Unless the city government will do something on its traffic route plan, traffic will be chaotic in the years ahead,” he said. Meanwhile, Alcala said the local government has prepared a program for the PUV operators and drivers who will be affected by the modernization program. This includes scholarship grants for children and livelihood training to the affected drivers and operators. By RUTH PALODAVAO CITY — A total of 33 barangays in three towns of Davao de Oro have declared the Communist Party of the Philippines-New People’s Army (CPP-NPA) and militant organizations as persona non grata.

The recent to declare are all in Davao de Oro.

The Army’s 71st Infantry Battalion (IB) Civil Military Operations (CMO) head Lieutenant Kim Carlos told the Mirror that the barangays belong to the municipalities of Mabini, Mawab, and Pantukan.

Carlos said each municipality is composed of 11 barangays.
