WELCOME

I want to welcome everybody to the 121st Adair County Fair July 19-23. As president of the fair board, I hope everyone enjoys the experience and makes memories this year and many more to come. We as board members look for-ward every year to seeing all the people and all the good times people have. We have been busy this year trying to keep our fairgrounds on the leading edge of greatness. There are multiple improvements being made and worked on for future fairs. This year will be no exception to the fair fun. Events will begin on July 13 at 5:00 pm with the 4-H County Fair Kickoff and introduc-tions of this year’s King and Queen candidates. Join us for the 4th annual free barbeque on Wednesday July 19th and listen to the sounds of the RBJ band starting at 5:00 pm followed by the crowning of our 2017 Adair County Fair Queen and King and our always cute Little Miss and Little Mister. We will cap off the night by bringing back the fireworks.

We are happy to see all of the 4-H and FFA youth bringing their exhibits that they have all worked hard to present. The livestock will begin to enter on the 19th along with all the fresh baked goodies and many other projects. Be sure to look at the schedule for times and locations. The rabbit, swine, cattle, horse, sheep, goats, poultry, dog, cat and pet shows will be taking place throughout the week. Don’t forget about the open shows from baked goods and quilts to antique cars and tractors. Entries from all southwest Iowa will be coming on Sunday afternoon for the Bill Riley Talent Show.

The fair takes many people and many hours along with many donations to put on a fun filled week for all. I would like to thank everyone who puts in so much time and effort for all that takes place during fair week. We thank all the clubs, organizers, businesses, parents, and county supervisors for their time and contributions to help create the fair.

Look forward to seeing everyone at the fair July 19th-23rd.

VENDOR FEES Adair County outdoor food vendors: $25 utility fee Out of County outdoor vendors: $75 Out of County indoor (Varied Industries Building) Vendors: $25 All vendors & vendor workers are expected and required to pay gate entry.

CAMPING $15 per night (if any electrical spots are available for individual nights). No camping except in designated camping areas. Previous years campers are given priority for the reserved electrical

spots. After the registered campers’ spots are confirmed, any available spots will be opened up to the waiting list. You will be notified if a spot is available once the registration process is complete, usually by early July.

Fee for full time electrical camping is $60 plus purchase of 2 packs of 5 one-day tickets at adult rate (used for gate admission) for a total cost of $120 for the entire fair. Pre-registration and pre-payment of campers is required.

Non-electrical camping will now be offered west of the electrical sites near the livestock trailer parking. Generators will be allowed. Fee will be $25 plus purchase of 2 packs of 5 one-day tickets at adult rate for a total of $85 total for full fair. Pre-registration and pre-payment is required.

Campers 17 years and younger must have parent or guardian sign camping slip and state number to be staying in camping spot.

Tents/no electricity $5/night

VEHICLES Golf carts, ATV’s or UTV’s are not recognized as state approved handi-

capped vehicles. Only ATV’s, UTV’s or golf carts used by grandstand personnel,

maintenance personnel and the Adair County Fair Board members will be allowed on the Adair County Fairgrounds.

CURFEW Approved by Adair County Fair Board; enforced by Adair Co. Sheriff and Reserves. The Sheriff shall have charge of the grounds under the control of the President, Directors and Reserves during the exhibition and it shall be their duty to reserve order throughout. No personal vehicles shall enter the fairgrounds from 12:00 midnight to 5:30 am, except in case of emergency. All vehicles on the fairgrounds shall remain parked during these same hours. No one will be allowed in or near the livestock barns and corrals from 12:00 midnight to 5:30 am. Those persons staying overnight must be in the designated camping area and display the appropriate permit. The week of the Adair County Fair alcoholic beverages are only allowed in the pit area and camp sites.

BYLAWS OF ADAIR COUNTY FAIR ASSOCIATION ARTICLE I – OFFICES AND REGISTERED AGENT

Section l.l. Principal Office. The location of the principal office of the corpo-ration in the State of Iowa will be identified in the Corporation’s biennial re-port filed with the Iowa Secretary of State. Section 1.2. Registered Office and Registered Agent. The initial registered agent and office of the corporation are set forth in the Articles of Incorpora-tion. The registered agent or registered office, or both, may be changed by resolution of the Board of Directors.

ARTICLE II – BOARD OF DIRECTORS Section 2.1. General Powers, Number, Tenure and Qualifications. The affairs of the Corporation shall be managed by its Board of Directors. The Board of Directors of the Association shall be elected by ballot in the annual meeting. Any member of the Board of Directors may vote at any meeting of the Associ-ation duly called on reasonable notice given. The elected directors shall then serve for one (1) year and until their successors are elected and qualified. The Board shall be composed of one (1) person representing each of the following townships in Adair County, Iowa: Lee, Grand River, Grove, Harrison, Lincoln, Prussia, Richland, Union, Jefferson, Summit, Summerset, Eureka, Jackson, Washington, Orient and Walnut; and seven (7) elected at-large from Adair County, Iowa. Section 2.2. Regular and Annual Meetings. The regular meetings of the Board of Directors shall be held on such dates as the Board of Directors shall by resolution specify. The Board of Directors may provide by resolution the time for the holding of additional regular meetings of the Board without other notice than the resolution. The annual meeting of the Board of Directors shall be held on the 1st Wednesday of November of each year. It shall be incumbent upon the Board of Directors to settle and close up all the business of the year for which they were elected by the 1st Wednesday of November of the following year at which time their successors in office shall assume their duties. Section 2.3. Special Meetings. Special meetings of the Board of Directors may be called by or at the request of the President or any three directors. Section 2.4. Notice. Notice of any special meeting of the Board of Directors shall be given at least two days previously by written notice delivered personally or sent by mail, fax or other electronic means to each director at the director’s address as shown by the records of the corporation. If mailed, such notice shall be deemed to be delivered when deposited in the United States mail in a sealed envelope so addressed, with postage prepaid. If notice is given by fax or other electronic means, it shall be deemed to be delivered when successfully transmitted to the recipient. Any director may waive notice of any meeting. The attendance of a director at any meeting shall constitute a waiver of notice of such meeting, except where a director attends a meeting for the express purpose of objecting to the transaction of any business because the meeting is not lawfully called or convened. Neither the business to be transacted at, or the purpose of, any regular or special meeting of the

Board need be specified in the notice or waiver of notice of such meeting, unless specifically required by law or by these bylaws. Section 2.5. Place of Meetings, etc. The Board of Directors shall hold all meetings at the Adair County Fairgrounds in Greenfield, Iowa. A director may participate in any meeting by any means of communication, including but not limited to telephone conference call, by which all directors participating may simultaneously hear each other during the meeting. A director participating in a meeting by this means is deemed to be present in person at the meeting. Section 2.6. Manner of Acting. The act of a majority of the Directors present at a meeting shall be the act of the Board of Directors, unless the act of a greater number is required by law or by these bylaws. Section 2.7. Resignation. Any Director of the Corporation may resign at any time by delivering written notice to the President, the Board of Directors or the Corporation. A resignation is effective when the notice is delivered unless the notice specifies a later effective date. Section 2.8. Vacancies. Any vacancy occurring in the Board of Directors shall be filled by the remaining members of the Board of Directors. A director elected to fill a vacancy shall be elected for the unexpired term of the director’s predecessor in office. Section 2.9. Compensation. Directors shall not receive any stated salaries for their services, but by resolution of the Board of Directors, a fixed sum and expenses of attendance, if any, may be allowed for attendance at each regular or special meeting of the Board; but nothing contained here shall be construed to preclude any director from serving the Corporation in any other capacity and receiving compensation for such services. Section 2.10. Informal Action by Directors. Any action required by law to be taken at a meeting of Directors, or any action which may be taken at a meeting of Directors, may be taken without a meeting if a consent in writing, setting out the action so taken, shall be signed by all the directors. The director consent may be transmitted electronically in accordance with Section 2.4 of these bylaws. A director’s consent may be withdrawn by a revocation signed by the director and delivered to the corporation prior to the delivery to the corporation of unrevoked written consents signed by all of the directors.

ARTICLE III – OFFICERS Section 3.1. Officers. The officers of the Corporation shall be a president, vice-president, treasurer and secretary. The Board of Directors may elect or appoint other officers as it deems desirable, to have the authority to perform the duties prescribed by the Board of Directors. Any two or more offices may be held by the same person. Section 3.2. Election and Term of Office. The officers of the corporation shall be elected annually by the Board of Directors at the regular annual meeting of the Board of Directors. If the election of officers shall not be held at such meeting, it shall be held as soon thereafter as is convenient. New offices may be created and filled at any meeting of the Board of Directors. Each officer shall hold office until their successor shall have been elected and shall have qualified.

Section 3.3. Removal. Any officer elected or appointed by the Board of Directors may be removed by the Board of Directors whenever in its judgment the best interests of the corporation would be served by such director’s removal, but such removal shall be without prejudice to the contract rights, if any, of the officer removed. Section 3.4. Vacancies. A vacancy in any office because of death, resignation, removal, disqualification or otherwise, may be filled by the Board of Directors for the unexpired portion of the term. Section 3.5. President. The president shall be the principal executive officer of the corporation and shall in general supervise and control all of the busi-ness and affairs of the corporation. The president shall preside at all meetings of the Board of Directors. The president may sign, with the secretary or any other proper officer of the corporation authorized by the Board of Directors, any deeds, mortgage, bonds, contracts, or other instruments which the Board of Directors has authorized to be executed, except in cases where the signing and execution shall be expressly delegated by the Board of Directors or by these bylaws or by statute to some other officer or agent of the corporation; and in general the president shall perform all duties incident to the office of president and such other duties as may be prescribed by the Board of Directors. The President shall be the General Superintendent of the Fair and shall appoint department superintendents, whose duties shall be to oversee the arrangement of exhibits in their several departments, appoint awarding committees for same and have charge and supervision of their departments during the fair. The superintendents shall exercise great care in preserving entry books and returning the same to the Secretary as soon as the awarding committees have completed their work. The President, or in case of the President’s inability, some other Board member elected by the Executive committee, shall represent the Association at the annual meeting of the Association of County Fairs and Exhibits. Section 3.6. Vice-President. In the absence of the president or in event of the president’s inability or refusal to act, the vice-president shall perform the duties of the president, and when so acting, shall have all the powers of and be subject to all the restrictions upon the president. The vice-president shall perform such other duties as may be assigned by the president or by the Board of Directors. Section 3.7. Treasurer. If required by the Board of Directors, the treasurer shall give a bond for the faithful discharge of the treasurer’s duties in such sum and with such surety as the Board of Directors shall determine. The treasurer shall have charge and custody of and be responsible for all funds and securities of the corporation; receive and give receipts for money due and payable to the corporation from any source and deposit all such moneys in the name of the corporation in such banks, trust companies or other depositories as shall be selected in accordance with the provisions of these bylaws; and in general perform all the duties incident to the office of treasurer and such other duties as may be assigned to the treasurer by the president or by the Board of Directors.

Section 3.8. Secretary. The secretary shall keep the minutes of the meetings of the Board of Directors in books provided for that purpose; see that all notices are given in accordance with the provisions of these bylaws or as required by law; be custodian of the corporate records; keep a register of the post office address of each member of the Board of Directors, which shall be furnished to the secretary by that member; and in general perform all duties incident to the office of secretary and such other duties as may be assigned by the President or by the Board of Directors.

ARTICLE IV – COMMITTEES Section 4.1. Committees of Directors. The Board of Directors, by resolution adopted by a majority of the directors in office, may designate and appoint one or more committees, each of which shall consist of two or more directors, which committees, to the extent provided in the resolution, shall have and exercise the authority of the Board of Directors in the management of the corporation; provided, however, that no such committee shall have the authority of the Board of Directors in reference to authorized distributions; approve or recommend dissolution, merger, or sale, pledge or transfer of all or substantially all of the corporation’s assets; elect, appoint or remove directors or fill vacancies on the board or any of its committees; or adopt, amend, or repeal the articles or bylaws. The appointment of any such committee and the delegation of authority shall not operate to relieve the Board of Directors of any responsibility imposed upon it by law. There shall be an Executive committee consisting of the President, Vice-President and Treasurer. The Secretary shall be an ex-officio member of the Executive Committee. The Executive Committee shall have the power to transact any necessary business arising that may occur in the office of the Association during the intervals of the meetings of the Board of Directors, but their action shall be subject to the approval of the Board. There shall be a Nominating committee appointed by the Executive Committee, and this Committee shall meet prior to the annual meeting of the Association and present a slate of nominees for the purpose of the annual election. Vacancies may be filled by the Board of Directors at any regular or special meeting. Section 4.2. Other Committees. Other committees not having and exercising the authority of the Board of Directors in the management of the corporation may be designated by a resolution adopted by a majority of the directors present at a meeting at which a quorum is present. Except as otherwise provided in the resolution, members of each such committee shall be members of the corporation, and the President of the corporation shall appoint the members of the committees. Any member may be removed by the persons authorized to appoint such member whenever in their judgment the best interests of the corporation shall be served by such removal. Section 4.3. Term of Office. Each member of a committee shall continue as a member until the next annual meeting of the members of the corporation and until the member’s successor is appointed, unless the committee shall be terminated sooner, or unless the member be removed from the committee,

or unless the member shall cease to qualify as a member of the committee. Section 4.4. Chair. One member of each committee shall be appointed chair by the person or persons authorized to appoint the members of the committee. Section 4.5. Vacancies. Vacancies in the membership of any committee may be filled by appointments made in the same manner as provided in the case of the original appointments. Section 4.6. Quorum. Unless otherwise provided in the resolution of the Board of Directors designating a committee, a majority of the whole committee shall constitute a quorum and the act of a majority of the members present at a meeting at which a quorum is present shall be the act of the committee.

ACTICLE V – CONTRACTS, CHECKS, DEPOSITS AND GIFTS Section 5.1. Contracts. The Board of Directors may authorize any officer or officers, agent or agents of the corporation, in addition to the officers so authorized by these bylaws, to enter into any contract or execute and deliver any instrument in the name of and on behalf of the corporation, and such authority may be general or confined to specific instances. Section 5.2. Checks, Drafts, etc. All checks, drafts or orders for the payment of money, or other evidences of indebtedness issued in the name of the corporation, shall be signed by those officers or agents of the corporation and in the manner as shall be determined by resolution of the Board of Directors. In the absence of this determination by the Board of Directors, the instruments shall be signed by the treasurer and countersigned by the President or Vice-president of the corporation. Section 5.3. Deposits. All funds of the corporation shall be deposited to the credit of the corporation in the banks, trust companies or other depositories as the Board of Directors may select. Section 5.4. Gifts. The Board of Directors may accept on behalf of the corporation any contribution, gift, bequest or devise for the general purpose or for any special purpose of the corporation. Section 5.5. Premiums. The premium list and rules of exhibition shall be determined and published by the Board of Directors prior to June 15 in each year. All premiums not called for by January 1 after the annual fair shall be forfeited to the Association.

ARTICLE VI – BOOKS AND RECORDS Section 6.1. Books and Records. The corporation shall keep correct and complete books and records of account and shall also keep minutes of the proceedings of its Board of Directors and committees having any of the authority of the Board of Directors as well as other documents required to be maintained pursuant to the Revised Iowa Nonprofit Corporation Act. Section 6.2. Director’s Access to Records. A director is entitled to inspect and copy the books, records and documents of the corporation at any reasonable time to the extent reasonably related to the performance of the director’s duties as a director, including any duties as a member of a committee, but not for any other purpose or in any manner that would violate any duty to the corporation.

ARTICLE VII – FISCAL YEAR The fiscal year of the corporation shall begin on the first day of October and end on the last day of September in each year.

ARTICLE VIII – ELECTRONIC TRANSMISSION “Electronic Transmission” or “electronically transmitted” means any process of communication not directly involving the physical transfer of paper that is suitable for the retention, retrieval and reproduction of information by the recipient. Notice by electric transmission is written notice. Notices and written consents may be given by electric transmission. Each written consent given by electronic transmission shall contain an electronic signature of the person giving such written consent.

ARTICLE IX – AMENDMENTS TO BYLAWS These bylaws may be altered, amended or repealed and new bylaws may be adopted by a majority of the directors present at any regular meeting or at any special meeting, if at least two days written notice is given of the intention to alter, amend or repeal or to adopt new bylaws at the meeting. The Adair County Fair Association will carefully guard against extortion in

any form practiced on the patrons of the fair. A violation of this rule to cause the forfeiture of contract, money paid and expulsion from the grounds as the Fair Association may direct.

2. The Association authorizes the letting of only such privileges as are required to supply the necessary wants of the people or that may add to their comfort, convenience and pleasure, but under no circumstances will privileges of a questionable nature be let or in any manner tolerated upon the grounds or in the buildings, nor will any privilege be sold or permitted where the business is conducted in other than legitimate and trade-like manner.

3. Concessions must be substantial in structure and neat in appearance. They must be supplied with wholesome food, pure, honest goods and sold at reasonable prices.

4. All concessions shall have posted, in a conspicuous manner, at the front or entrance of place of business, a sign showing the price to be charged for meals, lunches, drinks or other articles for food offered for sale. They shall also keep displayed in plain view of the public their concession contract number.

5. The Association shall reserve the right to accept or reject any application for concession stand set-up on the grounds. It also will be the privilege (right) of the Association to charge any set-up fee as deemed appropriate. The Association may request proof of liability insurance and the necessary state inspection and permits.

The following are rules set forth by the Food Division of the Iowa Department of Agriculture and shall be followed in food concessions at fairs and carnivals. 1. Concessions serving food or beverages, which are not located in perma-

nent buildings and not connected with water and sewage or proper dish washing facilities, would be required to use single service paper with exception of silverware. Also that all silverware, utensils, such as pots and pans must be thoroughly sanitized with hot water and an approved chemical solution.

2. All bulk beverage containers shall have tight fitting covers and spigot Installed for the dispensing of beverage.

3. Food must be at all times adequately protected from insects, dirt and contamination from any source. Meat, fish and fowl shall be kept hot (on grill, stove or steam table) or cold (under proper refrigeration).

4. All employees shall comply with State Health requirements, female employees are to wear Hair Net and male employees are to wear Caps, eliminating the possibility of hair getting into food or beverages.

IOWA YOUTH CODE OF ETHICS Youth are expected to be sincere, honest and act in sportsmanlike ways at all times. Youth represent the entire program and their behavior reflects on their parents, leaders, club, and the entire youth program. All adults involved with the youth program, leaders as well as parents, are expected to set positive examples and serve as positive role models by what they say and do. Any youth who breaks the Code of Ethics or allows another person (adult or peer) to talk them into violating the Code of Ethics agrees to forfeit all prizes, awards and premiums. The youth may also be prohibited from exhibiting at this and future exhibitions including the Iowa State Fair and other county, state or regional exhibitions. Youth agree to follow these guidelines: 1. I will do my own work, appropriate for my age and physical and mental

development. This includes research and writing of exhibit explanations, preparing exhibits (such as sewing, cooking, refinishing, etc), care and grooming of animals, etc. Adult assistance should help guide and support me, not do it for me.

2. All exhibits will be a true representation of my work. Any attempt to take credit for other’s work, alter the conformation of animals, or alter their performance is prohibited. Copyright violation or allowing others to complete your exhibit is considered misrepresentation and is prohibited.

3. I will treat all people and animals with respect. I will provide appropriate care for animals.

4. I will present exhibits that are safe for consumption. All food exhibits will be safe to exhibit and for judges to evaluate. Other exhibits will be safe for judges to evaluate and for exhibition.

5. All food animals that may be harvested immediately following the show shall be safe for consumers, and shall have met all withdrawal times for all medications and be free of violative drug residue.

6. If any animal requires medical treatment while at the fair or exhibition, only a licensed veterinarian may administer the treatment. All medications that are administered shall be done according to the label instructions of the medication used.

7. My animal’s appearance or performance shall not be altered by any means, including medications, external applications and surgical procedures. Any animal that is found to have changed its appearance or its performance shall be disqualified from the show, and have penalties assessed against the exhibitor, parent and/or guardian by the manage-ment of the fair or exhibition.

8. I will follow all ownership and possession rules and, if requested, will provide the necessary documentation.

9. I will follow all livestock health requirements for this fair or exhibition, according to the state health requirements as printed in the premium book of the fair or exhibition. I will provide animal health certificates from a licensed veterinarian upon request from the management of the fair or exhibition.

10. By my entering an animal in this fair or exhibition, I am giving consent to the management of the fair or exhibition to obtain any specimens of urine, saliva, blood, or other substances from the animal to be used in testing. If the laboratory report on the analysis of any sample indicates a presence of forbidden drugs, this shall be evidence such substance has been administered to the animal either internally or externally. It is presumed that the sample tested by the laboratory to which it is sent is the one taken from the animal in question, its integrity is preserved and all procedures of said collection and preservation, transfer to the laboratory and analysis of the sample are correct and accurate and the report received from the laboratory pertains to the sample taken from the animal in question and correctly reflects the condition of the animal at the time the sample was taken, with the burden on the exhibitor, parent and/or guardian to prove otherwise.

11. I am responsible for my exhibit and I will not allow others to violate this Code on my behalf. By my entering an exhibit in this fair or exhibition I will accept any disciplinary action taken by the management of this fair or exhibition for any violation of this Code of Ethics and any other rules of competition of the fair or exhibition without recourse against the fair or exhibition.

12. I want my exhibit to be an example of how to accept what life has to offer both, good and not so good, and how to live with and learn from the outcome.

13. I will not be involved in any illegal activities while participating in 4-H and FFA events, including but not limited to alcohol, tobacco or drug use.

I agree to conduct myself in an honest, ethical, and upstanding manner and I understand that disciplinary actions will result if these rules are violated. I understand that I am expected to represent the program in a positive manner. I have read, understand and agree to follow this Code of Ethics, and any other rules of competition of the fair or exhibition as printed in its premium book.

GENERAL RULES FOR EXHIBITORS 1. The Association desires to encourage all worthy exhibits, we will furnish

space for all desirable exhibits and use all diligence to insure the safety of all exhibits after their arrival and arrangement.

2. Exhibitors must see to the delivery of their exhibits, their arrangement upon the grounds and give personal attention to their property during the fair.

3. Entries must be the property of the exhibitor at least 30 days prior to the opening of the fair.

4. The President of the Association shall be the head of all departments, superintendents and exhibitors.

5. Each superintendent is expected to: be on the grounds each day of the fair; attend to the reception and arrangement of articles or animals in their division; have charge of same during fair; exercise great care in preserving and returning entry books to the Secretary.

6. Exhibitors will show their exhibits at such time and place as may be directed and shall furnish such information concerning their exhibit as may be required by the superintendent. In case of refusal to obey this rule, any or all premiums will be forfeited and exhibitor barred from showing.

7. Exhibitors who do not leave their exhibit on display for the entire time, specified by the entry and release times within their division or department, and/or who do not clean their stalls will forfeit all recognition including ribbons, trophies, opportunity to represent the county at the Iowa State Fair, and premium money.

8. The Association will pay cash premiums as enumerated in this premium list and reserve the right to prorate the premiums in case receipts shall not be sufficient to pay both expenses and premiums.

9. Blue is first premium, red is second; white is third. 10. When there are exhibits entered not deserving a premium the judge shall

make no award and so report. 11. Should special premiums be offered, exhibitors must state at entry time

which special premium they desire to compete for. 12. Each judge will be careful to put ribbons denoting first, second and third

premiums and make sure the ribbons and their reports agree. When judging is completed the judge shall hand their report to the superintendent of the department and assist in making a correct copy so there will be no mistakes as to the meaning and intention of the judge. Premium checks will be drawn only according to this correct copy.

13. In case of protest, notice must be given to the superintendent of the open class department during the day of judging of the article or animal protested. A written protest giving the reasons for protest; verified by affidavit and $10 deposit with the names of witnesses, must be filed with the Secretary on the same day such notice is given.

14. “Cervidae” (species name for whitetail deer, blacktail deer, mule deer, red deer, and elk) are not allowed to be displayed or exhibited on the fairgrounds.

15. The Adair County Fair Association will not be held responsible in case of accidents, breakage, theft, fire, etc. on any exhibit entered at the Adair County Fair.

2. Contestant must reside in Adair County or an adjoining county as long as the majority of her activities are in Adair County.

3. Contestant must be an active member of at least one community service organization, such as: a church group, Girl Scouts, 4-H, etc. (Eligibility not limited to 4-H members.) 4. Contestant must never have been married or had children. 5. Professional models may not compete. 6. Any one who has competed at a State Fair Finals may not compete. 7. Judging based on the following: (total 100 points) 1) beauty, charm, poise – 20 2) personality, attitude, appearance, awareness – 20 3) leadership, citizenship (contribution to community) – 20 4) talent (on questionnaire) – 20 5) over-all appearance – 20 8. If the Queen relinquishes her crown, the 1st runner-up shall assume the duties of Queen from that point on, until the new Queen for the following year is crowned. As set forth by State Fair Rules, the 1st runner-up shall be entitled to the honors of the Queen, and keep the sash, crown, and other property intended for the Queen title.

9. The fair queen is expected to attend daily fair activities. A listing of highly suggested appearances during the Adair County Fair will be given to the candidates when entries are received.

10. County Fair Royalty are expected to represent the Adair County Fair in Adair County community celebration parades following the fair (September – Orient Pumpkin Days; June – Stuart Good Egg Days; July – Casey Fun Days; Adair Jesse James Days.)

11. The county fair queen will be the guest of the Iowa State Fair Tuesday, August 8th through the time of the crowning on Saturday evening, August 12th, 2017. It is the responsibility of the contestant to make ar-rangements for transportation to and from Des Moines. The Adair County Fair Board will pay the $350 entry fee for the Iowa State Fair contest. The fee includes four nights lodging for the queen only, admission fees, meals, local transportation, programs and the crown, sash and a keep-sake for the queen. Additional expenses will be the queen’s responsibility.

12. As an Adair County Fair Queen candidate, we expect you to be fully com-mitted to the competition. You will be asked during judging if you will be

able to fully commit to the responsibilities of being the County Fair Queen, including full participation in the Iowa State Fair Queen Competition. Approval for schedule change requests at the state fair will be very limited. In order for a queen to get the most out of the experience at the state fair competition, they must be there to attend all aspects of the competition. The State Fair Queen Competition can be a very meaningful experience, but only if the queen can fully participate!

13. Application forms available at the Adair County Extension Office and on the county fair website www.adaircountyfair.org must be completed and returned to the Extension office or Shirley Meisenheimer by July 1.

Judging based on the following: (total 100 points) 1) overall appearance, charm, – 25 2) personality, attitude, awareness – 25 3) leadership, citizenship (contribution to community) – 25 4) ability to discuss openly, honestly, extemporaneously – 25 7. The king shall reign over the Adair County Fair festivities for that year. 8. King duties include, but are not limited to, escorting Adair County Fair

queen candidates at 4-H County Fair Kick-off. A listing of highly suggested appearances during the Adair County Fair will be given to the candidates when entries are received.

All entrants are subject to the following rules and regulations in the inter-est of safety and equal competition. The Adair County Fair does not imply or guarantee safety. Total responsibility for the inspection of the car and rule compliance is by the owner/driver, not the Adair County Fair. Two large balloons will be attached to the power wheels by a fair representa-tive. The object is to pop the balloons on other cars. The last one left with an un-popped balloon is the winner and will be awarded a trophy.

Driver’s Rules 1. This is supposed to be FUN for the kids, parents PLEASE don’t ruin it for

them! Judges can rule that children won’t participate if there are modifications to the car more than those allowed in the rules below!

2. Kids 3-10 years of age may participate. Two age groups: 3-5 and 6-10 years. ALL kids must be accompanied by an adult.

3. All drivers must supply their own car and set it up according to the rules. 4. When choosing Power Wheels for your child, please keep in mind these

vehicles will be running into each other (like bumper cars or derby cars). The Power Wheels need to be the kind the child sits IN, not ON. No 4-WHEELERS, TRACTORS, MOTORCYCLES … must be RIDE IN, not RIDE ON.

5. Driver only, NO passengers. 6. Derby is limited to 6 to 12-volt power wheels ONLY. No connecting

multiple batteries together. (This makes the power wheel move too fast, and makes it unsafe.)

7. Helmets are mandatory; bicycle helmets are OK. A seatbelt is recommend-ed but not required.

8. All doors and tailgates must be strapped shut. No sharp edges. Use zip ties or duct tape (or other flexible products) to make them stay shut.

9. Stock tires only. No screws in tires, no chains, etc. Vehicles may NOT be raised or lowered. They must be the stock height that came from the store.

10. Decorative changes can be made to the Power Wheels to make it look like a derby car; however, there can be no reinforcement or modifications for strength to the Power Wheels. Changes and additions can ONLY be deco-rative. i.e.: header pipes sticking up, painting the car, etc.

11. Shoes or sneakers required. NO sandals. Any situation that arises, Chairman has the power to add or change rules

as required. If it isn’t in the rules, it doesn’t make it legal. All entries must be on the Adair County Fairgrounds by 6:30 pm for

inspection. All Children must have a signed consent form from a parent or guardian

and will be available at registration.
