I. Current Situation

1. Overview on implemented activities of VTCB

• 2003: VTCB established based on the need of

implementing the Tourism Training Project funded by

Luxembourg.

• 2007 – 2010: Focus on supporting HRDT Project funded by

EU to develop and operate the VTOS system.

• 2011- present: continue to support the ESRT programme

to maintain and expand the VTOS system.

I. Background

2. Legal Position

• Under the Decision number 23/QĐ/TTg, issued on

13/3/2014 by Vietnam Government Prime Minister about the

functions, tasks, powers and organisational structure of

VNAT, VNAT submitted to Minister of Culture, Sports and

Tourism the decision on appointing VNAT to be “Vietnam

Tourism Certification Standing Board according to the

ASEAN Mutual Recognition Arrangement on Tourism

Professionals (MRA-TP)”

• The Leaders of MCST have agreed to assign VTCB to take

over the function of 2 boards: NTPB and TPCB as required

in MRA-TP. 4

II. Roles and Responsibilities of VTCB

in the implementation of MRA-TP

VTCB will take the role of NTPB and TPCB in

implementing MRA-TP

• NTPB: Supervises the quality and integrity of national

tourism certification system

• TPCB: Based on national competency standards to

assess, verify qualification and award certificates to

tourism professionals. These certificates are recognised

and can be used to register on ASEAN Tourism

II. Roles and Responsibilities of VTCB

o National Tourism Professional Board (NTPB):

• Create awareness raising and MRA-TP dissemination

activities in Vietnam

• To be a focal point of Vietnam to exchange information on

procedure, criteria, assessment system and assessment

documents/publications related to MRA-TP with other

NTPBs in ASEAN region;

• Supervise and update the application of ASEAN Common

Competency Standard for Tourism Professionals and

Common ASEAN Tourism Curriculum in Vietnam

II. Roles and Responsibilities of VTCB

o National Tourism Professional Board (NTPB):

• Identify and update necessary mechanism to implement

MRA-TP in Vietnam

• Successful experience exchange on tourism development

situation of Vietnam to support the process of updating

and mapping competency standards and training

programme against among each member’s in the region

• Report to MCST and VNAT on the progress of

implemented activities relating to the ASEAN Tourism

o Tourism Professional Certification Board (TPCB):

• Conduct the assessment activities and assess the

competencies of Vietnam’s tourism labour according to the

requirement of ASEAN common Competency Standards

for Tourism Professionals (ACCSTP)

• Issue certificates to tourism professionals whose

qualifications/ competencies have met the standards

specified in ACCSTP

• Recognise and certify for tourism professionals having prior

professional knowledge and competencies based on

ACCSTP

o Tourism Professional Certification Board (TPCB):

• Develop, process and manage a registry of certified

tourism professionals and job opportunities on the ATPRS

• Notify promptly to relevant organisations the event that

foreign tourism professionals are no longer qualified to

provide a particular service or have violated technical,

professional or the ethical standards.
