percent from fourth quarter 2008 and up 0.3 percent from first quarter 2008 (see
Table 1 for current data by industry).
Unemployment Rate
1st Qtr: stands at 6.2 percent; 1.6 percentage points higher than fourth quarter
2008 and 2.3 percentage points higher than first quarter 2008.

Industry News
The first phase of the Wichita Public Schools $370 million bond issue will begin
with the following projects: a new $35.7 million high school and a $20.3 million
K-8 school in northeast Wichita, a $15 million addition to Wichita Heights High
School, a $7.8 million addition to Wichita East High School, a $6.1 million
addition to Spaght Elementary School, and a total of $6.2 million additions to six
other elementary schools.
Construction Activity
1st Qtr: value of construction permits for new residential totaled $15.6 million;
down 20.1 percent from fourth quarter 2008; down 76 percent from first quarter
2008.
1st Qtr: value of construction permits for new non-residential totaled $157.4
million; up 422.7 percent from fourth quarter 2008; up 391.1 percent from first
quarter 2008. These increases are related to the INTRUST Arena. Building
permits for this project were originally issued as “conditional” permits (without
valuation). The finalized permits, with values, were issued in March 2009.
1st Qtr: value of construction permits for remodels, repairs and additions totaled
$29.8 million; up 34.4 percent from fourth quarter 2008; down 9.1 percent from
first quarter 2008.

down 3.3 percent from first quarter 2008.

Industry News
Bombardier Learjet has contracted with Wichita State University’s National
Institute for Aviation Research to form a partnership in developing its new all-
composite Learjet 85 business jet.
Due to the economic downturn, Cessna Aircraft announced in April that it would
lay off an additional 1,300 Wichita employees in addition to the previously
announced cuts of 4,000. In addition, some salaried employees will be laid off by
mid-June. At the end of June, a four-week furlough will take place. Also, the
Cessna Columbus project will be suspended until the market improves.
In April, Bombardier Learjet announced a second round of layoffs in Wichita,
bringing the total number of expected job reductions to 820.
Hawker Beechcraft announced layoffs of 2,300 employees for 2009.
Boeing Wichita has announced a local work force reduction of 800 jobs.
In response to the current aircraft manufacturing environment, Spirit Aerosystems
will cut about 75 independent contractors in the Wichita area.

Aviation Deliveries
Despite the worldwide economic downturn, the General Aviation Manufacturers
Association President and CEO, Pete Bunce, stated in GAMA’s first quarter
report, “The reality is that the U.S. general aviation industry leads the world in
innovation and remains one of the few American industries with a positive
balance of trade. We will continue to work with governments around the world to
recognize that general aviation can play a key role in propelling the economic
recovery.” Below is a comparison of first quarter 2009 shipments to first quarter
2008.

4th Qtr 2008: nominal taxable retail sales stand at $2.23 billion; down 0.5 percent

percent from fourth quarter 2008; down 10.9 percent from first quarter 2008.
According to Wichita Festivals Inc. an estimated 305,000 people attended the
2008 Wichita River Festival.
