GENERAL INFORMATION

Cape Fear Community College & the Eastern Carolina Firefighters Association are pleased to announce the 28th Eastern Carolina Firefighter’s Association Public Safety College, October 8th – 13th, 2019.

The purpose of this Public Safety College is to deliver the best possible training with the best instructors available. Come prepared to learn! You are encouraged to preregister early to ensure your class choice. Registration forms received without payment will be returned to the sender. Should your first choice be filled, you will be assigned to your second or third choice noted on your registration form.

** Attendance at all scheduled class sessions is mandatory. Students who do not attend the first day of class will not be allowed to enter on the second day. **

Enrollment & Registration Registrations and payments should be received by SEPTEMBER 20, 2019. NO REGISTRATIONS WILL BE ACCEPTED OR RESERVED OVER THE PHONE OR BY FAX! Students should complete and return registration forms indicating 1st, 2nd, and 3rd choices of classes with the proper fees (no credit cards). Do not use White Out on registration forms. Every effort will be made to place you in the class of your choice. CLASSES WITH INSUFFICIENT REGISTRATION WILL BE CANCELLED ON SEPTEMBER 30TH, so please register as soon as possible. NO REFUNDS AFTER SEPTEMBER 27TH. Walk-in registrations will be accepted on site for classes with openings. CASH, CHECKS, OR CREDIT CARDS accepted for walk-in registration fees. Walk-in registrations will be accepted at the following times: Friday, October 11th, 5:30 PM - 7:00 PM and Saturday, October 12th, 7:00 AM-8:00 AM. FEES

The fee for North Carolina residents who are members of fire departments, EMS, rescue squads & law enforcement agencies is $35.00. Remember, all fees must accompany registration forms. Out-of-state students or those not affiliated with a NC Public Safety Agency will be required to pay $70.00 per class in addition to the $35.00. (If taking Fire Prevention Inspector I, HazMat Level I Responder, or Fire Officer I class the fee is $160.00.) This includes the public safety college fee as well as the tuition fee. Remember, all fees must accompany registration forms.

FIREFIGHTER CERTIFICATION CLASSES

Section 1 – Orientation & Safety FIP-3001 This class will enable the firefighter to become aware of the advanced operations of the department and understand their position in the organization from a more detailed perspective. Topics will include a review of safety regulations and firefighter’s responsibility to comply; departmental safety program; and the hazards related to fire protection. Full Turnout Gear and SCBA Required. 16 hours (Friday 7:00pm - 10:00pm, Saturday 8:00am - 5:00pm, Sunday 8:00am - 1:00pm). Instructor: Chris Hunt, CFCC Instructor, 28 years in the fire service, 18 years as fire, law and EMS instructor. Section 2 – Fire Behavior FIP-3004 This class will enable the firefighter to demonstrate their knowledge of terminology used in the area of fire behavior, the hazards of different fuels, and the types of heat sources. 12 hours (Saturday 8:00am - 5:00pm, Sunday 9:00am - 1:00pm). Instructor: Frank Meyer, Deputy Fire Chief New Hanover County Fire/Rescue Service, 20+ year’s fire department experience, 7 years industrial firefighting experience, NC Fire/Rescue Instructor Section 3 – Personal Protective Equipment FIP-3006. This class will present the firefighter candidate with the knowledge and skills necessary to comprehend the use of their personal protective equipment, including Self-Contained Breathing Apparatus (SCBA). Full Turnout Gear and SCBA required. 20 hours (Friday 2:00pm - 10:00pm, Saturday 8:00am - 5:00pm, Sunday 8:00am - 1:00pm). Instructor: Will Murray, 23 year veteran of the fire service, 18 years with New Hanover County Fire/Rescue Service. Section 4 – Ladders FIP-3010 This class is designed to teach the candidate all aspects of ladder safety, including carrying, raising, lowering, climbing and operating from fire service ladders. Full Turnout Gear Required. 16 hours (Friday 7:00pm - 10:00pm, Saturday 8:00am - 5:00pm, Sunday 8:00am - 1:00pm). Instructor: Adrian Mignone, Topsail Beach Volunteer Fire Department, NC Fire/Rescue Instructor.

Section 5 – Rescue FIP-3017 This class will present the firefighter candidate with techniques and safety procedures to be used during a number of rescue activities and will include the proper use of rescue tools and the extrication of entrapped victims from motor vehicles. Full Turnout Gear or attire suitable for rescue work required. SCBA is also required. 20 hours (Friday 2:00pm - 10:00pm, Saturday 8:00am - 5:00pm, Sunday 8:00am - 1:00pm). Instructor: Gene Holland, City of Wilmington Master Firefighter, Hazardous Materials Technician. Section 6 – Loss Control FIP-3014 This class covers both Salvage and Overhaul and is designed to cover indicators of structural instability while finding areas of hidden fires. Scene preservation and property loss techniques will also be discussed. Full Turnout Gear Required. 16 hours (Friday 7:00pm - 10:00pm, Saturday 8:00am - 5:00pm, Sunday 8:00am - 1:00pm). Instructor: Scott Wyland, Captain New Hanover County Fire/Rescue Service. Section 7 – Alarms & Communications FIP-3003 This class is designed to teach candidates the policies and procedures concerning the ordering and transmitting of emergency alarms and the actions to be taken upon receipt of the alarms. This class will travel off site to the 911 center, transportation not provided. 16 hours (Friday 7:00pm - 10:00pm, Saturday 8:00am - 5:00pm, Sunday 8:00am - 1:00pm). Instructor: Louis Blanchard, Town of Southern Pines Fire/Rescue, Deputy Fire Marshall, NC Fire/Rescue Instructor. Section 8 – Ropes FIP-3009 This course focuses on the basic knowledge of fire service ropes, including types, usages, knots, and maintenance of rope. Full Turnout Gear Required. 12 hours (Saturday 8:00am - 5:00pm, Sunday 9:00am - 1:00pm). Instructor: John Feeley, Wilmington Fire Department, NC Fire/Rescue Instructor.

Section 9 – Sprinklers FIP-3019 This class covers the various types of sprinkler systems, as well as their components and the reliability of automatic sprinkler systems. Full Turnout Gear Required. 16 hours (Friday 7:00pm - 10:00pm, Saturday 8:00am - 5:00pm, Sunday 8:00am - 1:00pm). Instructor: Frank Sasser, Assistant Chief, Goldsboro Fire Department, 40 year veteran with the fire service. Section 10 – Mayday FIP-3026 Using simulated situations, this class focuses on identifying parameters that constitute a mayday call. A student will also receive NFA Mayday certification. Full Turnout Gear and SCBA Required. 8 hours (Friday 8:00am - 5:00pm). Instructors: Chris Stenerson, Captain/Safety Division Wilmington Fire Department, Shift Safety Officer, 20 years fire service experience, NC Fire/Rescue Instructor II; Donald Burns, Captain, Wilmington Fire Department, 14 years fire service experience, NC Fire/Rescue Instructor II. Section 11 – Safety & Survival FIP-3025 This class focuses on firefighter survival techniques and on identifying factors that place firefighters in dangerous situations. Full Turnout Gear and SCBA Required. 16 hours (Friday 7:00pm - 10:00pm, Saturday 8:00am - 5:00pm, Sunday 8:00am - 1:00pm). Instructors: Chris Stenerson, Captain/Safety Division Wilmington Fire Department, Shift Safety Officer, 20 years fire service experience, NC Fire/Rescue Instructor II; Donald Burns, Captain, Wilmington Fire Department, 14 years fire service experience, NC Fire/Rescue Instructor II.

Section 12 – Traffic Incident Management FIP-7000 This class is designed to build teams of well-trained responders who can work together in a coordinated manner, from the moment the first emergency call is made. First Responders learn the correct deployment of response vehicles and equipment, how to create a safe work area using traffic control devices, and techniques to speed up accident clearance. 4 hours (Friday 6:00pm – 10:00pm). Instructor: Herman Born, Battalion Chief/Training Division Wilmington Fire Department, 30+ year’s fire service experience, 25 years as a NC Fire/Rescue Instructor

DRIVER/OPERATOR CERTIFICATION CLASSES

Section 13 – Driver Operator: Emergency Vehicle Driver FIP-3601 This class deals with the safe operation of emergency vehicles, driving skills, legal implications of emergency driving and departmental standard operating procedures. Saturday afternoon and Sunday class will meet outside for hands-on training, rain or shine. Please dress appropriately. Appropriate PPE required. Requires Chief’s signature on registration.

20 hours (Friday 2:00pm - 10:00pm, Saturday 8:00am - 5:00pm, Sunday 8:00am - 1:00pm). Instructors: Lewis Smith, Retired Fire Captain City of Rocky Mount Fire Department, NC DO Pumps, Aerials, EVD, EVDT, and Fire/Rescue Instructor; Mike Cross, Captain, New Hanover County Fire Rescue. Section 14 – Driver Operator: Pumps Basic Operations FIP- 3631 This class will review and explain basic elements of pump operations including priming, lift, drafting, pumping from a hydrant, setting engine pressure and calculating friction loss. Full Turnout Gear Required. 24 hours (Thursday 7:00pm - 10:00pm, Friday 8:00am - 5:00pm, Saturday 8:00am - 5:00pm, Sunday 8:00am - 1:00pm). Instructor: Ashlin Bass, Master Firefighter Wilmington Fire Department. 16 years fire service. NC DO Pumps, EVD, and NC Fire/Rescue Instructor;

Section 15 – Driver Operator: Water Supply FIP- 3635 This course will review and discuss the methods by which water supply is obtained and maintained during an emergency operation. It will detail water main systems and will describe how to identify and determine flow in such systems. It will also detail mobile water supply systems and how they operate. It will describe and explain quick dump mobile water supply operations and detail methods for relaying water to a pumper. This course is part of the Pumps Certification Program. Full Turnout Gear Required. 15 hours (Friday 7:00pm - 10:00pm, Saturday 8:00am - 5:00pm, Sunday 9:00am - 1:00pm). Instructor: William Kraus, Captain Wilmington Fire Department Section 16 – Driver Operator: Aerials Introduction FIP-3640 This course is designed to introduce personnel to various types of aerial fire apparatus and their applications to emergency operations. It will include job and individual performance issues; how to identify various types of aerial apparatus, features of the design and application of aerials and elevating platforms. It will also review unsafe acts as it relates to weather and terrain in placement and use of aerials. It will also review unsafe acts as it relates to driver operator errors. Full Turn Out Gear Required. 15 hours (Friday 7:00pm - 10:00pm, Saturday 8:00am - 5:00pm, Sunday 9:00am - 1:00pm). Instructor: Gary Reagan, Huntersville Fire Department

HAZARDOUS MATERIALS CERTIFICATION CLASSES

Section 17 – HazMat Level One Responder FIP-3351 This class includes lecture and practice activities needed to safely and effectively meet the training requirements for Hazardous Materials Level One Responder credential. Full Turnout Gear and SCBA Required. 36 hours (Wednesday, Thursday, Friday & Saturday 8:00am - 5:00pm, Sunday 9:00am - 1:00pm). Instructor: Justin Karlson, City of Wilmington Fire Captain, Hazardous Materials Technician.

Section 18 – HazMat Refresher The HAZMAT Refresher course is designed for individuals who are trained as Hazardous Materials Level One Responder and require an annual refresher. The course provides training for identifying hazardous materials, utilizing the U.S. Department of Transportation’s Emergency Response Guidebook to identify hazardous materials risks and protective actions, utilizing hazard communication documents to identify hazardous materials risks protective actions, and determining personal and public protective actions. Full Turnout Gear and SCBA Required. 8 hours (Friday 1:00pm - 10:00pm). Instructor: Ron Little, City of Wilmington Fire Captain (RET), Hazardous Materials Technician.

TECHNICAL RESCUER CERTIFICATION CLASSES

Topics included in this course are vehicle construction, crumple zones, bumper systems, air bags, side-impact protection systems, new vehicle innovations, propulsion systems, passive safety systems, and active safety systems. Section 25 – Chief 101 FIP-3714 This class will offer insight into paperwork and other issues facing today’s fire departments. There will be a heavy emphasis on benefits from the State Firemen’s Association, the Firemen’s and Rescue Squad Workers’ Pension Fund, the PSOB, Workers’ Compensation and the State of North Carolina. Packets outlining the procedure to follow in case of a line-of-duty death will be provided as well. The class is designed to benefit all firefighters and is packed with useful information. Section 27 – NFA Incident Safety Officer This class is designed to provide First Responders with the ability to identify and analyze safety concerns as they relate to all hazard scene evaluations, and communicate recommended solutions to the command authority. This class examines the safety officer’s role at emergency response situations. A specific focus on operations within an incident command system as a safety officer is a main theme.

The class will cover introduction for first responder, fire behavior, fire scene examination, fire causes, vehicle fires, and fire cause determination.

Section 29 − NFA Leadership in Supervision: Creating Environments for Professional Growth This two-day course presents the supervisor with the basic leadership skills and tools needed to perform effectively in the fire and EMS environment. The course includes concepts related to a successful transition to supervisory and leadership roles, including concepts of adaptive leadership; change management; active followership; effective communication, including difficult conversations and advocacy-inquiry based dialogue; ethics; authority; power; decision-making; and active engagement through development of a personal plan. 14 hours (Tuesday 9:00am - 5:00pm, Wednesday 9:00am - 5:00pm).

Section 30 − NFA Leadership in Supervision: Perspectives in Thinking This two-day course provides the supervisor with the conceptual foundation and framework for success in leadership roles by exploring creative, analytical, political and critical thinking perspectives. Saturday students will be in the classroom and Sunday will be hands on covering hose-line stretches including courtyard, stairwells, and standpipe operations. Section 36 – Incident Utilities Management New! – This class you will learn to manage and mitigate utilities for commercial and residential incidents with a focus on Electrical Systems. Section 39 – Fire Prevention Inspection Level I This class is designed for the education and training of code enforcement officials who have the responsibility of inspecting existing buildings. Participants will gain understanding of the NC Fire Prevention Code and will be able to apply the Code in the inspection field. Book Required – 2018 NC Fire Code, Adopted from the 2015 International Fire Code. 32 hours (Wednesday 7:00pm - 10:00pm, Thursday, Friday, Saturday 8:00am – 5:00pm, Sunday 8:00am – 1:00pm).

List and describe at least three styles of leadership. Define and describe three purposes of agency vision and mission statements. List three key principles for leading and following organizational change. Describe your role in customer service with regard to your coworkers in your organization. Instructor: Tim Fuss, 21 year veteran of law enforcement, previously serving as a lieutenant with the Henderson County Sheriff’s Office. Section 46 – Advanced Topics of Fire Investigations This class focuses on topics above and beyond the NFA Arson Detection for Fire Responders. Topics will include, but not be limited to, Legal Updates, Origin and Cause Determination, Fire Fatalities & the use of K-9s in Fire Investigations. The class is designed for personnel who are or hope to become fire investigators within their jurisdictions. Pre-requisites: NFA Arson/Fire Detection, Arson/Fire Detection for First Responders or Equivalent. Section 47 – Introduction to Incident Management Team Concept This class serves as a basic introduction, taught at the basic level to emergency responders on the activities and processes of an Incident Management Team. Topics included will be IMT Positions, Local Utilization, Regional/State utilization and the Concept of IMT work. Prerequisites: ICS-100, ICS-200, and ICS-700.
