USHERING INTO NEW ERA

BIS as a national standards body is involved in the activity of standardisation both at the national andinternational level. At the national level it formulates standards, interacts with various stakeholders for itsimplementation. At the international level, the Bureau represents India in the various international technicalcommittees. On the consumer front to safeguard India’s viewpoint, BIS represents India at the ISO/IECcommittee on consumer policy after looking into various aspects through inputs of the national mirrorcommittee.

In order to achieve these objectives and to also provide standards and conformity assessment proceduresthat are relevant and user friendly for the various stakeholders who include the licensees, Chambers ofCommerce and Industry, consumer and consumer organisations, educational institutions, individuals andorganisations interested in Standardisation, the Bureau has taken a number of initiatives under the fold of aprogramme termed “i-Care Programme”.

The i-Care programme was launched by the Hon’ble minister on 19 February 2014 to synergize all stakeholders contribution who otherwise were though working and contributing to the cause of standardisation attheir own levels and domains. This programme would ensure that they complement each other to enablesustainable and tangible benefits to one and all and the nation at large.

To meet this end/aim the formation of a department christened as ‘i-Care’ has been conceived. Thedepartment through the i-Care programme for the industry, consumer and consumer organisations, educationalinstitutions Sales and the government focuses on monitoring the various activities and networking them foroverall benefits. The programmes include the State level committee meets with governmental agencies,licensees and industry meets, consumer awareness meets, educational utilisation of standards awarenessprogrammes.

BIS has simultaneously taken various steps to improve its interaction with various stakeholders which includenewly launched Reward and Public Testing of Sample Schemes are expected to enhance the consumerprotection activity by incentivising the involvement of many a dormant stakeholder. Concerted efforts toencourage and invigorate consumer organisations and students consumer forum would augur well for the futureby making industry more consumer oriented and students more ready for standardisation activities in theindustry.

The implementation of the i-Care programme would enhance the communication amongst all stakeholdersthereby enabling the standards to remain dynamic and at the same time lead to better understanding andimplementation of the Indian Standards and prepare the future generation for a more Standards Aware Era.

i-Care Initiatives of BISShri H L Upender

Introduction

Standardization is sine-qua-non for development of thenational economy all over the world. The goals of qualityare set by standardization. Generally the activity consistsof the process of formulating, issuing and implementingstandards. Standards have always been closelyconnected with exchange of goods and services betweensuppliers and consumers. Bureau of Indian Standardshas provided traceable and tangible benefits to economyin a number of ways by providing safe, reliable, qualitygoods; minimizing health hazards to consumers;promoting exports and import substitutes; control overproliferation of varieties etc.

BIS gives utmost thrust for safeguarding and protectingconsumer interest. To further this, it has taken a numberof initiatives in its various activities. To synchronizethese activities and bring in a harmonious and symbioticeffect, a new department, christened ‘i-Care’ has beenformed which could initiate all round action in a focusedmanner and bring together the various stakeholders viz.Industry, Government, Educational Institutions and theConsumer.

i-Care Initiatives

In order to safeguard and protect consumer interest andto enhance the standards culture throughout the nation,BIS has recently initiated an i-Care Programme. Anoverview of the i-Care Programme, its policy objectivesframework and its implementation is elucidated hereunder:

i-Care Policy

Through its activities, BIS endeavours to provide thebenefits of standardization and certification to allstakeholders which include the Industry, Consumers, StateGovernments., other Govt. Departments, EducationalInstitutions etc. and to provide BIS services in time boundmanner and to the satisfaction of BIS customers.

i-Care Policy is supported by the i-Care Objectives andi-Care Programme.

Objectives of i-Care Programme

The primary objectives of the i-Care Programme wouldinclude the following:

– To ensure that consumer interest is wellrepresented in standards development activity ofBIS so as to enable them to actively voice theconcern of the consumer

– To satisfy the customer’s need for quality andsafety of goods and services through operationof Certification Schemes

– To generate awareness on standards, standardmark, and safety and quality of products throughseminars, awareness programmes and publicitycampaigns

– To provide effective and timely service for grantof licence; suitable modifications in the standardsto meet industry needs; keep the systemindustry friendly

– To work towards wider adoption of IndianStandards by the industry, organized purchasers,statutory bodies and universities

– To ensure greater implementation of IndianStandards by regular meetings of State LevelCommittees on Standardization and QualityControl

– To strengthen BIS licensees by taking actionagainst unscrupulous manufacturers who aremisusing the ISI mark

– To promote the sale and use of Indian Standardsby various stakeholders as well as the technologyrelated educational institutions

i-Care Programme at BIS HQs

Efforts are also being made to make BIS a citizen andpeople friendly organization. To deal with consumerrelated activities in a more focused manner and forcreating greater impact, Departments of BIS having direct

interface with the public and consumers, which areConsumer Affairs Department, Enforcement Department,Public relations Department and Sales department atBIS Head Quarters have been placed under the commonumbrella and overall supervision of DDG (i-Care). Besides,the activities of Standards Promotion, Consumer Affairs,Enforcement, Rajiv Gandhi National Quality Award andother such awards have been placed in the newlycreated i-Care Department by merging the existingConsumer Affairs and Enforcement Department andtransferring work related to Rajiv Gandhi National QualityAward and other Awards to i-Care Department.

Standards India, the official journal of BIS has beenredesigned in line with the International journals. Thecontents have become more informative and educativeso as to create interest among the stakeholders. Theelectronic version of the same is also hosted on BISwebsite.

BIS is also intensifying use of media to create awarenessregarding standards and certified products. Forpopularizing various activities of BIS for the benefit ofindustry and consumers, new publicity guidelines havebeen prepared for implementation by Regional and BranchOffices of BIS.

For facilitating the purchase of Indian Standards by thecustomers, the Sale of Indian Standards is now beingdone from all Branch Offices of BIS. With a view tobring out uniformity in the sale of Indian Standards, newGuidelines have been brought out for operation of SalesCounters.

For speedy recording and simplification of procedures,online or across the counter recording of applicationshas been introduced.

A new i-Care website is proposed to be launched shortlyby providing a link from BIS website.

i-Care Programme at Regional Offices of BIS

An i-Care Programme is also being launched across thecountry for the important stakeholders of BIS whichinclude industry, consumers, State Governments.,educational institutions etc. The programme will belaunched with the help of the 5 Regional Offices of BISat Delhi, Chennai, Kolkata, Mumbai and Chandigarh and34 Branch Offices of BIS which are at 24 locations inthe country. A dedicated i-Care Programme Officer hasbeen nominated in each regional office of BIS to dealwith matters related to Consumers, Standards Promotionand Industry meets, Enforcement redressal of PublicComplaints, Publicity and Sales activity by all theBranches under the region. For carrying out this work,

the i-Care Programme Officer receives support of anotherofficer DDPR under DDG of the respective region. TheBranch Offices and all the Inspecting Officers shall beactively involved in this programme. The role of the i-Care Officer shall be to co-ordinate all such efforts. Thefunctions and responsibilities of i-Care Programme Officerhave been well defined so as to make the programmeeffective

i-Care Progamme for various Stakeholders

The i-Care Programme envisages to pass on the benefitsof standardization to the stakeholders of BIS whichinclude Industry, Consumers, Regulators, State Govts.,other Govt. Deptts and Educational Institutions. Themain features of the i-Care programme for differentstakeholders are as follows:

i-Care Programme for Industry

i) Organize minimum one State level Committee(SLC) meeting in each State every year forbetter implementation of standardization andquality control orders.

ii) Organize licensees meets to solve the problemsfaced by the manufacturers, industry, chambersof commerce etc. to encourage more industriesto come forward for taking licence. It is proposedto hold at least 4 such meetings in each stateevery year. Such meetings could be held atdifferent industrial pockets in a state to facilitatebetter industry participation.

iii) Interact with specific Industry Associations atthe national level and other such bodies forbetter coordination regarding matters related toindustry. Organize at least one such meetingwith such bodies per year at the national level.

iv) Promoting licensees of products granted on new/uncovered Indian Standards and thereafter ensuringpublicity of All India First Licence granted by BISthrough press and BIS website so as to attractmore manufacturers of the same product to startmanufacturing quality products.

v) Organize Seminars on important standardspublished by BIS for awareness of the concernedindustries, with concerned technical departmentof BIS.

vi) Organize awareness campaign for the industry toapprise about the requirements and privileges ofRajiv Gandhi National Quality Award. Organizeminimum one Seminar and three AwarenessProgrammes in each of the States under jurisdiction.

vii) Have effective networking with industry, marketand consumer for collection of informationregarding misuse of BIS Standard Mark andawareness campaigns.

viii) Strengthen BIS licensees by launchingprosecution against unscrupulous manufacturersmisusing BIS Standard Mark.

ix) Celebrating World Standards Day and organizingtechnical seminars on important issues ofconcern to industry and other stakeholders.

i–Care Programme for Consumers

For Consumer Awareness

i) Recognizing Consumer Organizations who wouldwork in the interest of consumers and on behalfof BIS.

ii) Enhancing interaction with consumerorganizations of each state by organizing atleast four such meetings every year.

iii) Ensure aggressive consumer awarenesscampaign to provide information to the consumersabout activities of BIS and welfare of consumersat regional, state and district levels as well asin rural areas. Conduct at least one suchawareness programme in each district of everystate under its jurisdiction.

iv) Participation in Exhibitions to reach to thecommon consumer for providing information aboutBIS and its services.

v) Making all Brochures available to commonconsumers in English as well as in regionallanguages and on BIS website. Bringing outnew brochures as per needs of the consumer.

vi) Making the consumer aware of cancelled/expiredlicences through publicity of same & throughBIS website.

vii) Making the Indian Standards available for saleto common consumer at the reception countersof all the regional and branch offices of BIS.

viii) Making the consumer organizations partners incelebration of World Standards Day, NationalStandards Day and Rajiv Gandhi National QualityAward.

ix) Providing the latest information about variousactivities and important events of BIS through“Standards India”, a bi-monthly journal availableon BIS website.

For Consumer Protection

i) Training the representatives of consumerorganizations of the region on “Consumerprotection activities of BIS” by organizingminimum two such programmes every year.

ii) Providing financial support to the trainedrepresentatives, for organizing similar programmesfor other Consumer Associations and consumers.

iii) Empowering consumer to know about theimportant Search and Seizures conducted byBIS and the punishments imposed by Courtson such offenders by giving news in the localnewspapers and hosting such information onBIS website.

iv) Redressal of consumer complaints (online andoffline) about misuse of Standard Mark, qualityof W mark product, hallmarked jewellery andservices of BIS, in a time bound manner.

v) Empowering consumer to get the W markedproduct tested from BIS recognized labs andhallmarked jewellery from BIS referral lab toprotect them from being cheated.

vi) Helping consumers to get compensatory in casethe quality of W marked product/purity ofhallmarked jewellery found to be lower than thatdeclared/marked on the product/jewellery.

vii) To take action against the unscrupulousmanufacturers misusing W mark/hallmark.Rewarding the informers as per the provisionscontained in the ‘’BIS Reward Scheme’’, forproviding genuine information to BIS.

viii) Encouraging more consumer organizations torepresent on policy making.

ix) Delivery of important services of BIS to allcustomers, as per time norms stipulated in theCitizen Charter hosted on BIS website.

i- Care Programme for Educational Institutions

i) Conducting Educational Utilization of Standards(EUS) Programmes to educate students aboutthe standardization and use of related standardsin their curriculum by organizing suchprogrammes in each of the Educational Institutionof the region.

ii) Providing discipline-wise material of EUS to thestudents. Developing material for those disciplineswhere such material does not exist.

iii) Improving interaction with Standard forums ofengineering/other colleges of the regionfor awareness of students and providing grant tosuch forums for promoting Indian Standards.Organizing minimum of one such interactionswith such forum every year.

i-Care Programme for Sale of Indian Standards

i) For facilitating the purchase of Indian Standardsby the customers, the Sale of Indian Standardsis now being done from all Regional and

Branch Offices of BIS through the ReceptionCounters.

ii) With a view to bring out uniformity in the saleof Indian Standards, new Guidelines have beenbrought out for operation of Sales Counters.

The above initiatives and their consistent and focusedimplementation at all levels over the next few years isexpected to bring about a standards culture and itsconsequent benefits for all stakeholders of Standardizationactivity.

BIS PREPARES ROAD MAP FOR CONSUMER PROTECTION

With a view to make BIS people friendly organization and for safeguarding Consumer interest, Prof. K.V.Thomas, Hon’ble Minister for Consumer Affairs (Independent Charge) launched an i-Care Programme on19 February 2014.

While launching the logo of theprogramme, Hon’ble Ministersaid that the main aim of BISwas to engage all stakeholders,including Industry, market andconsumers effectively. He furtheradded that the i-Care activitiesincluded Consumer awarenessand protection besides complaintredressal, industry awareness,promotion of standardsandeducating students.

Under the programme, the BIShas also launched the schemefor recognition of consumerorganizations. The scheme willempower consumers to get theW Marked Products tested fromthe BIS recognized Labs andHallmarked Jewellery from the BISreferral Lab to protect them frombeing cheated.

Shri Sunil Soni, IAS, DirectorGeneral, BIS informed that over26500 licences covering more than900 products had already beenunder the BIS Product CertificationScheme and making concerted

efforts for bringing more industry under the BIS umbrella. Also, he added that efforts are intensified for creatingawareness of quality products among the Industry and also educating consumers to exercise their rights.

Shri Soni stated that to further strengthen consumer protection, reward scheme has been introduced tosuitablyreward those giving genuine information regarding misuse of W Mark/Hallmark to the maximum ofRs 5,000.00.

DIVISION COUNCIL

Electronics and Information Technology

The thirteenth meeting of Electronics andTelecommunication (LITD) Division Council meeting washeld on 6 February 2014 at BIS Auditorium.

During the meting LITDC formed a new technicalcommittee on Alarm and Electronic Security Systemsfor formulating standards to meet the ever increasingdemand of security threats being faced in India. Thiscommittee would deal with all issues related to equipmentand systems, either used by ordinary persons or bytrained people in the residential and non-residentialapplications, such as, Access control systems, Alarmtransmission systems, Video surveillance systems, etc.The meeting of the Council was addressed by Shri SunilSoni, Director General (DG), BIS. Shri Soni in his remarksexpressed that IT sector is a very important area wherethe work on standardization should be taken up in rightearnest. India is a recognized technical power house inIT sector and a major share of the export earning of ourcountry comes from this sector which is crucial forIndian economy. Therefore, India must play vital role inleading the activity in standard formulation in this sector.He also briefed the members regarding various initiativestaken by BIS in providing necessary thrust to theformulation of standard at the national level.

Smt Parminder Bajaj, Sc-G and Chief (Standardization)informed the Council about the new initiatives taken byBIS in meeting the expectation of stakeholders byexpediting process of printing of standards. She alsomentioned about a few policy decisions, such as,

increasing frequency of stakeholders’ consultation,provision for funding in participation at national andinternational level standardization work. Dr M D Tiwari,Chairman in his opening remarks expressed satisfactionat the progress of work of this Council and hoped thatthe work on software would be expedited.

The Council also decided to reorganize the work of theconcerned committee related to e-Governance consideringthat it has high importance in the national level forimplementation.

SECTIONAL COMMITTEE

CED 29 Construction Management (IncludingSafety)

The Eleventh Meeting of the Construction Management(Including Safety) Sectional Committee, CED 29 of BISwas held on 18 February 2014 under the Chairmanshipof Shri P. Krishnan, Former Director General, CPWD.

In his opening remarks, the Chairman informed that, aspart of the project, the first standard covering generalguidelines had already been published as IS 15883(Part 1), and thereafter Part 2 Time Management andPart 5 Health & Safety Management had beenpublished. He further informed about the work done bythe Conveners and members of the concerned Working

Groups by bringing within reasonabletime the further draft standardson Cost Management, QualityManagement, Scope Managementand Risk Management, coming upfor finalization in this meeting alongwith the recommendations of thePanel for Construction ProjectManagement, CED 29/P1. With this,he said, standards/drafts were nowavailable on most of the importantaspects of Construction ProjectManagement. He mentioned that thiswould be followed by work on otherareas like Procurement Managementand Human Resource Management.He also expressed happiness thatwork on project formulation and

appraisal, which was pending for quite some time,had also been initiated by the newly constitutedWorking Group, work under which was progressingsteadily. Explaining the overall plan of action forconstruction management standards, the Chairman

mentioned that, based on the experience in use of thestandards, it could be considered at appropriate stageto review and if possible, elevate these as codes ofpractices. He added that apart from this project, theSectional Committee had embarked upon an importanttask of regular revision of safety codes, with four suchrevisions already published, work on more suchstandards should be taken up so as to slowly review/revise all these.

During the meeting, the Committee considered thefollowing draft Indian Standards and finalized the samefor adoption and publication:

1) Construction Project Management — Guidelines:Part 7 Procurement Management [IS 15883(Part 7)]

2) Construction Project Management — Guidelines:Part 9 Communication Management [IS 15883(Part 9)]

The Committee also reviewed the work being done bythe concerned expert Working Group for development ofa separate Indian Standard Guidelines onConstruction Project Formulation and Appraisal. Itwas noted that an initial draft on the subject had sincebeen attempted and was under further consideration ofthe Working Group for updating the same beforecirculation of the same.

Transport Engineering

TED 16 Bicycles

The eighteenth meeting of Bicycles Sectional Committee,TED 16 was held on 22 February 2014 at M/s HeroCycles Ltd, G.T. Road, Heronagar, Ludhiana under thechairmanship of Shri Paramjeeth Singh, Ex GeneralManager, R&D Centre, Ludhiana.

a) During the meeting the Committee finalized thefollowing draft Indian Standards for printing as IndianStandards

Seminars and Conferences

Bicycle and its Components — Standardization

A one day Interactive Seminar on Bicycle and itsComponents — Standardization on 22 February 2014 atM/s Hero cycles Ltd, Hero Nagar, G T Road Ludhiana(Punjab) was organized by the Transport EngineeringDepartment (TED) of the Bureau of Indian Standards.The seminar was attended by participants from all majorbicycle manufactures of India, components manufacturers,officers of R&D centre for bicycle and sewing machine,Ludhiana, BIS licensees of bicycle components andsenior officers of B1S.

Main objective/aim of this interactive seminar was:

(i) to creat awareness among the industry aboutIndian Standards on bicycle and its componentsbrought out by the Bicycle Sectional Committee,TED 16 of the Bureau of Indian Standards.

(ii) need to share the latest developments whichtook place recently after the decision ofGovernment Regulatory Authorities for consideringmandatory compliance (Mandatory RegistrationScheme) to the requirement of Retro ReflectiveTapes/Devices through relevant BIS standardsfor bicycles, to increase awareness and to getfeedback for amendments, if any in the presentstatus of relevant standards, that is, IS 10613 :2004/ISO 4210 : 1996 ‘Cycles — Safetyrequirement for bicycles’ and IS/ISO 6742-2 :1985 ‘Requirement of retro-reflective devices’, ifbrought under certification scheme to meet thesafety requirements as specified in the abovestandards.

(iii) to know the status of implementation of IndianStandards published by the Bureau of IndianStandards for bicycle and its components.

(iv) to update the standardization work being doneat National and International level. India being asignatory to WTO and a large exporter of bicycleand its components, need to harmonize NationalStandards with International Standards. Todiscuss and initiate action to increase theparticipation in the formulation of InternationalStandards so as to adopt them as NationalStandard without any problem.

(v) to know the problems faced by the industry inimplementation of these standards, to identifynew areas for standardization and to appraisebicycle and its component manufacturers aboutthe developments/changes in the operation ofBIS Certification Schemes.

INAUGURAL SESSION

Shri O P Munjal, Chairman, M/s Hero Cycles Ltd wasthe chief guest and inaugurated this seminar. In hisinaugural address he highlighted the need of conductingsuch a seminar, and he emphasized on the need formore interaction between industry representatives andBIS. He emphasised the delegates on quality of thebicycles and parts to be taken on serious note asbicycles from other countries are having a high standardand quality. Indian industry has to take the challenge tomeet them.

Shri P C Joshi, Sc-F and Head (TED) formally welcomedall the delegates attending the seminar and highlightedthe objectives of the programme. India being a signatoryto WTO and a large exporter of bicycles and itscomponents, he also stressed on the need for increasein participation in the formulation of InternationalStandards so as to adopt them as National Standardswithout any problem. He hoped that all the participantswill actively participate in the deliberations and givetheir views so that useful recommendations emergedfrom this Seminar.

Shri Paramjeet Singh, Chairman of Bicycle SectionalCommittee, TED 16 and who has also served asGeneral Manager, in his keynote address highlightedthe work done at National and International level in thearea of bicycle and its components. He also appreciatedthe efforts made by BIS in organizing this seminarto create awareness among Industry about thestandardization work done at National and Internationallevel and stressed the need for active participation ofindustry representatives in these meetings for formulationof International Standards so as to put forth India’sview point while formulating ISO standards. He requestedBIS to organize such seminars with the involvementof industry, Regulatory and R&D Centres which willgive more fruitful results for progress in the work ofstandardization.

TECHNICAL SESSIONS

In the Technical Session which was chaired byShri Paramjeet Singh, Chairman of Bicycle SectionalCommittee, TED 16, six technical papers were presentedby officers from BIS, R&D center for bicycle and sewingmachine and representatives of industry.

Shri B K Murthy, Sc-E, Member Secretary, SectionalCommittee TED 16, BIS, in his presentation apprisedthe participants on Standardization in the field of Bicycleand its components, the aims, level and benefitsof standardization (to consumers, manufacturers,technologists and traders, etc). He informed about the

various activities of BIS including the process offormulation of standards at National and Internationallevel. He highlighted the standards formulated by BicycleSectional Committee, TED 16 and ISO Standards ofISO/TC 149 and its subcommittee SC 1. He informedthe delegates about the revision of ISO standards onsafety requirements of bicycle and participation byIndian Experts in the process of revision of thesestandards. As these standards are adopted as Nationalstandards, he requested the industry representative togo through the draft International standards and sendtheir comments so that India’s viewpoint can be takeninto account while finalizing the draft revision of thesestandards. He further informed the house about theIndian Standards related to bicycle components undercertification.

Shri Bernard WU Kweng Mun, Sr Executive, Shimano(Singapore) PTE. Ltd, highlighted on recent designs/technical changes in the modern cycles for variousapplications. He stressed that the quality of the bodyframe in the bicycle is very important as if plays amajor role in heavy duty and mountaineering bicycleswhere strength is very important. He explained, abouttheir parts of the bicycle and design to be controlled asper their requirement to get best performance out ofthem.

Shri R S Bains, Manager (Design and Development)from the R&D centre for bicycle and sewing machine,Ludhiana highlighted about the various activities of R&Dcentre and developments made in the field of bicycleand its components. In his presentation he informed thehouse about the various testing facilities available forbicycle and its components and accreditation of theirlaboratory by NABL and approval from BIS for testing ofbicycle and its components for getting BIS StandardMark. He informed the house about the design of variousfixtures by their centre for testing of bicycle and itscomponents. Also appraised the delegates on testingmethods of all the components of Bicycle and its safetyrequirements. Three methods mainly Static Testing,Dynamic Testing and Brake Performance Testing.Presentation was given to highlight the importance oftesting for the safety and reliability of the product. Thegrowing importance of quality management has asubstantial role for the good brand manufacturers tomake their product competent in the high-end marketsegment, he said. So keeping in view all these factors,it was stressed that every manufacturer should havetesting facility at their door step.

Shri S K Rai, Managing Director, of Hero Cycles Ltdpresented the scenario of the Indian Industry vs GlobalCycle Industry. He appraised the delegates that India is

topping the list of exports and shares a major revenuefrom exports and emphasized on the importance ofNational and International Standards and theirimplementation for the safety of consumer and nationaleconomy. He also highlighted the challenges ahead withthe industry and the role of National Standards in theirorganizations. He explained that if we cannot wake upand improve the performance of Indian bicycles as perthe international quality, the Indian industry will collapsewithout sufficient international demand.

Shri Sharva, Manager from M/s Hero Cycles Ltd,Ludhiana presented the technical differences amongvarious international (global) standards (ISO, US, EN,CPSC, etc) for all components of Bicycles and theirtest methods. He emphasised that India can easilyqualify when standards are followed.

Shri Arivalzhan, Northern Regional Office of BIS, presenteda paper on Product Certification Scheme of BIS. In hispresentation, he appraised the audience about the detailedprocedures for applying for grant of BIS license. Heinformed the list of documents required to be submittedalong with the application. In case of simplified procedurethe additional formalities required to be done whileapplying was also informed to the delegates. After grantof license the detailed procedure during the operation oflicense was also intimated.

Shri D K Singla, Transpoft Engineering Department, BISpresented details regarding overview of various BISactivities. He further enlightened the delegates with thedetails of various new initiatives — like Registrationscheme for electronic and Information Technologyproducts, collection of Indian Standards, Introduction ofgrades in Indian Standards for categorization of licencesbased on past performance, reward scheme for informersregarding misuse of BIS standard mark, launching ofAndroid mobile applications to get licensee information,creation of i-care departments etc.

Seminar on Hydrometry

Water Resources Department (WRD), BIS organized aseminar on the subject of Hydrometry on 13-14thFebruary 2014 in collaboration with Central Water andPower Research Station (under Ministry of WaterResources, Government of India) at their campus inKhadakwasla, Pune. It was envisaged that the seminarwould provide an opportunity not only for disseminationof information about existing Indian Standards and alsoISO standards on the subject but also for seekingideas about standardization of the best practices andnew developments in the field of hydrometricdeterminations.

The seminar was attended by delegates hailing fromdifferent organizations like Central Water Commission,National Institute of Hydrology, Central Water and PowerResearch Station (CWPRS), Bhakra Beas ManagementBoard, Chandigarh, Irrigation departments from variousstates, National Water Academy, PWD, Indian Instituteof Tropical Meteorology, etc.

Shri S Govindan, Director, CWPRS also welcomed thedelegates and emphasized on therole of his organization in offering awide range of R&D services relatedto water and energy resourcesdevelopment, river engineeringproblems and the coastaldevelopment projects. Whilestressing on the active contributionof CWPRS in the process ofpreparation and updation of variousIndian and International standards,he reiterated on the institute’scommitment in contributing to thedevelopment of need basedstandards in future too. He hopedthat the seminar will give ample

opportunity to the delegates to exchange ideas anddiscuss engineering problems of mutual interest.

Dr (Mrs) V V Bhosekar, Joint Director, CWPRS welcomedthe delegates to the seminar. In her address sheemphasized on the important role ofmethods of measurement of data,equipment, instruments and datatransmission and management inhydrometry. She also highlighted therole played by CWPRS in developingand revising the standards in thisfield.

Shri J C Arora, Sc. F and Head(WRD), BIS informed the delegatesabout the objectives behind holdingof this seminar. He also stressedthat the key objectives for holding ofthe seminar is to assess the gap instandardization on the subject andalso to assess the need for updation of some of theexisting standards based on the field experiences of thedelegates. He emphasized on how a proper assessmentof water resources potential is a pre-requisite withoutwhich it is impossible to plan, design, construct, operateand maintain water resource projects catering tocompeting demands of irrigation, domestic and industrialwater supply, generation of electrical energy etc. Heemphasized on the work done by BIS in the area ofHydrometry through its Sectional Committee, WRD 01.He reiterated the Bureau’s commitment for providing thestakeholders with appropriate codification that supportsand facilitates them in their pursuit of a sustainablewater infrastructure in India. Delegates were also informed

The Chief Guest for the occasion was, Shri K N Keshri,Member (River Management), Central Water Commission.In his inaugural address he highlighted the reason forsound hydrometric data being indispensable clarifyingthat it helps to avoid costly and risky errors in thelayout of water-related engineering works. He stated thatreal-time hydrometric data offers instant benefits in theoperation and control of water systems or as inputs toflood-forecasting models. While stressing that themanagement of river basins and groundwater resourcescannot be achieved at the geographical or political levelalone, he reiterated the role played by internationallyaccepted standards in stream flow measurements andwater sharing. In his speech, Shri Keshri also highlighted

the role played by Central Water Commission and CentralWater and Power Research Station (CWPRS) inhydrometrical determinations in India. He concluded byappreciating the efforts of BIS in standardization oftechnical information at National and International levelsand for organizing the seminar, which he felt wouldserve as a good forum for advancing innovation and forcommunication of best practices regarding hydrometricaldetermination in India.

The Inaugural session followed by two technicalsessions over a period of two days were chaired byDr R G Patil, Chief Research Officer, CWPRS andDr (Mrs) V V Bhosekar, Joint Director, CWPRS whois also the chairman ISO/TC 113/SC 6, the ISO sub-committee on Sediment Transport. Thirteen technicalpapers were selected for this seminar, out of whichnine presentations were delivered in person. Thetechnical papers were incorporated in the seminarproceedings which were distributed to delegates inCD format on the occasion.

The above papers stressed the necessity for codificationof proper guidelines in hydrometric determinations, sothat there is uniformity of practices leading to an easierand practical review of the findings to reach a definitivetechnical conclusion. While highlighting the existingstandards and areas covered therein, they delineatedthe increasing importance of good quality hydrometricdata and the International and National Standardizationefforts in the areas of hydrometric determinations.

Delegates discussed a number of issues to assess andascertain the feasibility of formulation/updation ofstandards in the areas covered by the seminar.

The technical sessions were followed by a visit to someof the physical models in CWPRS, such as, MumbaiPort including the Panvel International Airport, TeestaStage-IV Spillway, Reservoir Flushing and Desilting Basinof Mangdechu Hydroelectric Project, Canal Automation,etc. The laboratory visit included a visit to the currentmeter rating setup, volumetric and gravimetric flowmeasurement facilities, etc. The delegates also visitedthe exhibition hall at CWPRS wherein exhibits andworking table models were displayed including modelsshowing breakwaters, desilting mechanism forhydropower projects, penstock bifurcation at NatphaJhakri Hydroelectric Project, in situ strain and vibrationmeasurement at Sileru Hydroelectric Project, two tierspillway and energy dissipator, etc.

Explore the possibility of standards addressing:

a) Non-contact devices such as radar and watervelocity measurement by image processingtechniques.

b) Design of very small (1.5 to 3 m height) anicuts,check dams/grade walls including stabilityanalysis

e) Rehabilitation of embankment dams

f) Sediment flushing techniques

g) Snow hydrometry

f) Communication equipment for hydrometry data

g) Guideline for canal and dam gate regulation

h) Physical modelling methods

Feedback was also received regarding updation of existingstandards such as;

A licensees meet was conducted by Dehradun BranchOffice on 6 February 2014 at Dehradun. The programmewas attended by members from different industries locatedat or around Dehradun.

informed that both a sale counter (with effect from15 September 2013) and an application counter (witheffect from 1 November 2013) have been established atDHBO for visitors. He also informed that DHBO issetting up a facility for online access for the visitors withregard to latest development and information relatedto BIS.

In the opening remarks, Shri. Sudheer Bishnoi, Sc-D,BIS extended a hearty welcome to the participants andinformed about the objectives for organizing the programmein the scenario of latest developments in BIS andSchemes of BIS. He also informed that this is the firstlicensee meet organized by Dehradun Branch Officeafter its establishment.

In his presentation, Shri Dileep Kumar, Head, DehradunBranch Office (DHBO) explained about the growth of BISlicences at DHBO that is 60 percent approximately inthe last five years, District wise and discipline wiseallocation of licences, new procedure for Grant of Licence(GOL), modified procedure for recording of applicationacross the counter as well as inclusion of new varieties,certification charges including lot inspection charges,revised SIC, processing fee for inclusion of new varietyper endorsement etc., Changes in renewal criteria incase of continuation of stoppage of marking, calibrationcriteria for lab equipment from National AcereditationBoard for Lab(NABL) accredited labs or with traceabilityto National/International Standards. With the growingpopularity of BIS standard mark and Hallmark, the caseswith respect to misuse are also increasing. In thiscontext, the details with respect to the existing provisionsof penalty in BIS Act was informed. In order to havestrict control and monitoring over such misuse, he briefedthe latest Rewards Scheme for informers of all suchcases of misuse, as recently launched by BIS. He also

Shri A K Saini, Deputy Director General, (DDG NorthernRegion) informed about various activities of BIS includingstandardization, product certification, system certification,laboratory services, Hallmarking certification and foreignmanufacturing schemes. He informed that schemes aredeveloped and upgraded based on experiences andfeedbacks from industries/consumers that product withoptimum quality reaches to common consumers. Heinformed that product manuals are under developmentso that uniformity in product certification in differentbranches can be ensured.

Shri H S Sidhu, Sc-E informed that BIS homepage hasbeen upgraded and online access of BIS intranet hasbeen made available for use by Public/Industry so as tohave direct access to the latest development in the areaof standardization/Schemed Testing and Inspection (STI)/policy matter etc. He also informed about the variousManagement Certification Schemes like QMS, EMS,HACCP, OHSAS, SQMS being run by BIS and therelated incentives schemes.

This was followed by an open house discussion whereinthe licensees participated actively and most of thequeries raised by them were resolved to theirsatisfaction by the officers present. Summary of themajor issues discussed are listed below. In hisconcluding remarks, while thanking all the participants,Shri A K Saini, DDGN summarized the issues and

Q.1 : Cylinder manufacturers submitted that therehave been significant developments in themanufacturing of LPG Cylinders including the steelcoils used. However, the batch criteria for AT/BT asmentioned in IS 3196 : (Part 1) : 2006 Title fortesting has not been relaxed. They proposed torevise the batch size for AT /BT based on eachsteel coil of one cast rolled at one time havinghomogeneous chemical and mechanical properties.

DHBO : It was informed that amendments in ISS aredone by respective Sectional Committee (ME 16) at HQ.However, the matter will be taken up by DHBO to CMD.

Q.2 : The Lot Inspection Charges may be relaxed.

DHBO : Matter will be taken up with CMD subject tofeasibility.

Q.3 : The frequency of Verification of MalfunctioningTemperature test in Scheme of Testing & Inspection(Ref: STI/15778/1, September 2009) CPVC Pipes forPotable Hot and Cold Water Distribution Supplies,IS 15778 : 2007) should be increased from eachconsignment to once in six month.

Awareness Programme on Hallmarking

Nagpur Branch of the Bureau of Indian Standards heldan Awareness Programme on the BIS HallmarkingScheme at Puglia Nagar, Civil Lines, Chandrapur onFriday, 14 February 2014 in association with ChandrapurSarafa Association. The programme was attended bymost of the jewellers of Chandrapur district.

BIS officials explained in detail the hallmarking schemeof BIS and also explained the assaying and hallmarkingof gold. Shri G M Kohad, Section Officer, informedabout the other consumer welfare schemes of BIS.

Information about the reward scheme for the informerwho gives information about misuse of W mark wasexplained to the delegates. Information regarding recentlylaunched TATKAL scheme of BIS for grant of licence formandatory products was also informed to the delegates.The president of Chandrapur Sarafa Association ShriSatyam Soni also spoke on the occasion.

Nukkad Natak ProgrammesOrganized by WesternRegional Office, MumbaiOffice

In order to popularize the HallmarkingScheme, several Nukkad Natak

Programmes were organized from 1 to 10 of January2014 covering areas under the jurisdiction of WROMumbai Office. The programmes were organized atMumbai, Thane, Alibaug, Panvel, Pune, Ratnagiri, Nashikand Dadra and Nagar Haveli. Nukkad Nataks wereorganized through troops empanelled with Song andDrama Division, New Delhi.

Each Programme was scripted to focus on givinginformation about Hallmark Scheme for Gold and SilverJewellery, the relevance of importance of PurchasingJewellery with BIS Hallmark, five Marks of Hallmark tobe checked before purchasing Hallmarked Gold Jewellery,Complaint Redressal Mechanism etc. The Programmewas of approximately 20 to 25 Minutes duration each.

Chandigarh

Rotary Club of Chandigarh Shivalik in association withNRO, Chandigarh organized awareness programme on18 February 2014. Shri H S Pasricha, Scientist-E, NROChandigarh addressed group of 50 members and informedin details about Hallmarking scheme of BIS. They wereeducated about 5 marks on Hallmarked Gold Jewellery.Details of testing of gold for purity and marking of goldat the Hallmarking Centre was also explained. Theywere also informed about affirming the 5 marks on

jewellery through magnifying glass which can bedemanded at the Hallmarked jewellery shop. The benefitsto the consumer accruing through the Hallmarkingscheme were also explained to them. Shri Pasrichaurged the members to ensure the hallmark on everyarticle before purchasing to get value for their money.

Village Boriya Vecharaj, Tal Talod, Distt Sabarkantha on7 February 2014. The programme was attended byvillagers of the same and nearby villages. In theprogramme, a lecture on ‘Activities of BIS’ was deliveredin Hindi. The same was also translated in Gujarati bythe representative of the Consumer Organisation.

In the above programme, the participants were informedabout the following activities related to BIS:

– Product Certification Scheme with special emphasison products used in agricultural sector (Pesticides,Agricultural Machinery, Irrigation Equipment,Submersible Pumps and Motors, Domestic Cablesetc.);

– Hallmarking Scheme of BIS for Gold Jewellery;

– Enforcement Activities of BIS; and

– Complaint Redressal Mechanism for BIS certifiedproducts and role of BIS in consumer protection.

During the programme, the queries raised by theparticipants related to above subject were also addressedin Hindi as well as in Gujarati language.

Dehradun

During a programme organised by Khadi and VillageIndustries Commision, Dehradun at Dehradun on8 March 2014, a session on ‘Consumer Awareness’ wasconducted.

The programme was attended by members from differentconsumers at or around Dehradun. In the opening remarks,Shri Sudipt Kumar extended a hearty welcome to theparticipants and informed about the objectives for organisingthe programme in the scenario of latest developments inBIS and schemes of BIS. Various activities of BIS includingstandardization, product certfication, system certification,laboratory services, Hallmarkingcertification and foreign manufacturingschemes were elaborated. It wasifnormed that schemes are developedand upgraded based on experiencesand feedbacks from industries/consumers so that product withoptimum quality reaches commonconsumers.

It was emphasized that with thegrowing popularity of BIS standardmark and Hallmark, the cases withrespect to misuse are also increasing.In this context the details withrespect to the existing provisions of

penalty in BIS Act were informed. In order to have strictcontrol and monitoring over such misuse, latest RewardsScheme for informers was communicated.

The major issues involved in product certification schemerun by BIS including monitoring of licences throughperiodic inspection, drawing of factory and market samplesfor Independent testing, complaint and feedbackinvestigation etc. were also informed including the newschemes of BIS like that, Tatkal Scheme, setting up ofApplication Counter and Sales counter at DHBO etc. Itwas further elaborated about the various ManagementCertification Schemes like QMS, EMS, HACCP, OHSAS,SQMS being run by BIS and the related incentivesschemes. The details of the Standard Mark wascommunicated.

Participants were informed about the details of HallMark certification scheme including marking being givenon the jewellery comprising of BIS logo, Fineness,Hallmarking Centre’s identification mark, Jeweller’sidentification mark and Year code letter. Nominal chargeof hallmarking was also informed. Consumers wereencouraged to purchase Standard Mark items and HallMark Jewelleries and submit their feedback to BIS.

This was followed by an open house discussion whereinthe consumers particiated actively and the queries raisedby them were resolved to their satisfaction.

Dehradun, BhimtalDuring antother programme organized by MSMEDevelopment Institute, Haldwani at Bhimtal, Distt. Nainital,Uttarakhand on 20 March 2014, a session on ‘ConsumerAwareness’ was conducted by Shri Sudipt Kumar,Sc-B, BISs, DHBO.

He also informedabout the Reward scheme launched recently for detectingthe misuse of W mark and also described the complaintredressal mechanism of BIS.

The consumer activists were requested to apply forrecognition of their respective organisations by BIS.

MSME XPO 2014

Renuka B. Salwan, Dy Director (Public Relations andConsumer Affairs) in her address as a special speaker,gave details about various activities of BIS with specialemphasis on difference between right and wrong W

Mark and urged the participants to be cautious aboutvarious imitations of W Mark being used by variousmanufacturers on products by giving various examples.It was demonstrated with the help of coloured printouts. The participants were also apprised about thebenefits of BIS Hallmarking Scheme in detail for theconsumers with stress on affirming five marks on thehallmarked jewellery which were shown to them with thehelp of colourful print-out.

MSME Development Institute, Nagpur organised a National LevelVendor Development Programme cum Industrial Exhibition atAmaravati on 26-27 February 2014. NBO participated in theexhibition by putting up a stall on 26 February 2014 depicting theIndian Standards and W marked goods.

Consumers Association Chandigarh organized consumerawareness camp on role of standards and Hallmarkingfor Senior citizens on 7 March 2014 at CommunityCentre, Sector 21, Chandigarh.

Educational Utilization Programme

An Educational Awareness Programme was organizedby BIS Dehradun at Devbhoomi Institute of Technology,Dehradun on 31 January 2014 for the student of B.TechFinal year and Pre-Final year-Mechanical Engineering.The programme was attended by students and 14 facultymembers. During the programme, presentation were madeby Shri Dileep Kumar (Sc.F and Head, DHBO) andShri Kush Sharma (Sc-B).

Shri Dileep Kumar (Sc.F and Head)explained about various activities ofBIS including Standardization, ProductCertification, System Certification,Laboratory Services, Training includingrole of BIS as WTO-TBT enquirypoint, Hallmarking certification andForeign Manufacturer Certification.

He spoke in brief about BIS startingfrom its establishment as ISI,transformation to BIS through an actof parliament that is BIS Act, 1986and its role in the development of

standardization in the country. He briefed about theorganizational structure of BIS along with Ministry underthe aegis of which BIS functions.

He emphasized on the role of standards in day-to-daylife, informed about various Division Councils of BISresponsible for standard formulation and about theimportant standard published by BIS in various areas.He informed that BIS is a founder member of ISO.

Under product certification, various activities of BISincluding BIS procedure for grant of licence and how itis regulated via surveillance visit alongwith drawing ofsample from market and factory to ensure compliancewere explained. He also briefed about special lotinspection of LPG Cylinder, Value and Regulator. Healso explained about mandatory certification and othercertification activities like QMS, EMS, HACCP, OHSAS,SQMS and Hallmarking. He also informed that aboutmore than 30 000 licences have been granted by BIS forover 1 000 products. With the growing popularity of BISstandard mark and Hallmark, the cases with respect tomisuse are also increasing and the details with respectto the provision of penalty in BIS Act was informedalong with the latest rewards schemes for informers ofall such cases of misuse.

He informed about laboratory services of BIS includingBIS approved OSL. He also informed that more that25 000 samples are being tested by BIS lab per year.

He briefed about Management Certification like IS 9001,IS 14001, IS 18001 etc.

He also informed about various activities of NationalInstitute of Training in Standardization (NITS) Noida inimparting training for example, Lead auditor course,inhouse training, Training for developing countries andspecialized training as well as the annual training calendarof NITS. He also explained WTO-TBT and their role inpromoting trade in country.

Shri Kush Sharma, Sc.B presented work of BIS in thefield of Mechanical Engineering discipline at length. Healso explained various sectional committees under MTDand briefed the scope of work of all sectional committeestherein along with different products under them andnumber of licence granted for various products.

He explained the various provisions which are takencare of while formulating the standards starting from thescope, raw material selction and tests. Same waselaborated by using an example of Welded low carbonsteel cylinder as per IS 3196 (Part 1) : 2006. He also

explained about number of standard published by BIStill date under MTD.

He informed various mechanical items like LPG Cylinders,regulators, valves, oil pressure stoves, LPG containers forautomotive use, which comes under mandatory certificationand their reasons for which these product have been keptunder mandatory certification by regulating bodies.

An open house discussion was held wherein most of thequeries raised by the student and the faculty memberswere resolved to their satisfaction.

BIS Launches i-Care Programme forEffective Stakeholder Engagement

For effective networking and engaging all stake holdersespecially industry, market and consumers, Bureau ofIndian Standards launched i-Care programme on February15, 2014 at Chandigarh. Mr.Sunil Soni, IAS, DirectorGeneral, BIS while launching the logo of the i-Careprogramme said that BIS wants to give utmost thrust for

safeguarding and protecting consumer interest. He addedthat In order to make BIS a people friendly organizationand for creating better impact for consumer protection

from being cheated while purchasingISI marked products and Hallmarkedjewelry, effective interaction withconsumers and industry has beenintensified.

Mr.Soni informed that i-Care activitiesof BIS included consumer awarenessand education, consumer protectionand complaint redressal, industryawareness and industry meets,standards promotion, educatingstudents, publicity with wideroutreach. Under the i-Care programmeBIS has launched a scheme forrecognition of consumer organizationswho would work in the interest ofconsumers and on behalf of BIS.Anewly launched scheme for testing of

public samples will empower consumers to get the ISImarked product tested from BIS recognized labs andhallmarked jewelry from BIS referral lab to protect themfor being cheated.Also,a reward scheme has beenlaunched to take action against the unscrupulousmanufacturers misusing the ISI marks/Hallmark. Thoseproviding information about misuse to BIS will be eligible

for reward of maximum Rs.5000 onsuccessful search and seizure.

He further informed that BIS ProductCertification Scheme for use ofstandard mark on the products isone of the largest in the world withover 26,500 licences covering morethan 900 products. Awarenesscampaigns have been initiated for i-Care programme for industry forimplementation of Indian Standardsand quality control orders.

Mr.Soni on his two day visit toChandigarh also interacted with theindustry and the consumerorganizations of the region forfeedback on improving the system inthe interest of the consumers.
