It is a great pleasure to invite you, your colleagues, invited guests and partners to attend the 7th Austroads Bridge Conference, 26-29 May 2009 in Auckland, New Zealand.

This four day conference creates a number of exciting ‘firsts’. The NZ Transport Agency (NZTA), as a new Crown Entity since 1 August 2008, is the organiser and host for the event; it’s the first time the conference has been held in New Zealand and it precedes the celebrations of the 50th Anniversary of the Auckland Harbour Bridge on the weekend of 30 May 2009. Certainly plenty of reasons to attend this unique event!

The future depends on the current bridge engineers inspiring the next generation of potential graduates to choose bridge engineering as a career and ensure the future we need to create for our communities is achieved. Therefore the conference is an ideal opportunity to share information, explore opportunities, and investigate progress and future directions in bridge engineering and management, both nationally and internationally.

The conference programme includes top international speakers, challenging topics and workshops complimented by a variety of exciting social events and ending with a technical tour on Saturday 30 May.

The conference venue, Skycity Auckland Convention Centre, is the newest and most technically advanced convention centre in New Zealand. In the heart of the Auckland central business district opposite the world renowned Sky Tower and only a short walk from the waterfront, main shopping area, tourist spots and transport. It offers delegates top class accommodation at either the Skycity Grand or the Skycity Hotel during the conference as well as extended time for extra sightseeing or holiday travel.

Theme & Objectives

The theme of the conference ‘Bridges Linking Communities’ focuses on the important role of bridges within the transport network. Bridges form an integral and vital part of linking communities through efficient and effective transportation systems and networks. These communities have ever increasing expectations in respect of the impact of engineering solutions on their environment. Integration of structures in the environment in which communities live is fundamental in achieving engineering excellence and social acceptance. Achieving these optimal solutions requires specialist knowledge, technology, research and development as well as effective asset management.

The 2009 conference will provide a stimulating program that aims to: * Promote discussion on contemporary bridge engineering and management issues and initiatives; * Showcase innovation, progress and new directions in bridge engineering, management, research and training; * Facilitate collaboration and information sharing by bringing together bridge engineering and management practitioners. * Encourage young engineers to participate in the conference through attendance as well as presenting papers.

Keynote Speakers

Michel VirlogeuxMichel Virlogeux is much in demand as an international, world class speaker and is the main keynote for this conference. Michel will deliver more than one keynote address.

Michel Virlogeux graduated from the École Polytechnique in 1967 and from the École Nationale des Ponts et Chaussées in 1970. In 1980 he became Head of the Large Concrete Bridge Division of the French Highway Administration and in 1987 of the Large Bridge Division, Steel and Concrete. During 20 years he designed more than 100 bridges, including the Normandy Bridge which, for four years, held the world record for the longest cable-stayed bridge. Since 1995, as an independent consulting engineer, his major achievements include participation in the construction of the “Second Tagus Crossing” in Lisbon and the design of the Millau Viaduct in France. Several of his bridges have received architectural awards.

Michel himself has also received many awards, including:

the inaugural IABSE Prize in Venice (1983)ν the Award of Excellence ofν the Engineering News Record (1995) the Gold Medal of the Institution ofν Structural Engineers (1979) the Gold Medal of the Institution of Civilν Engineers (2005) the 2003 IABSE Award of Merit in Structural Engineering inν recognition of "his major contributions leading to very significant progress in the field of civil engineering, in particular through the development of external prestressing, landmark cable-stayed bridges and composite structures".

Campbell R. MiddletonDr Campbell Middleton is a Senior Lecturer in Structural Engineering at Cambridge University. He joined the staff in 1989 after nearly ten years experience in bridge construction and design in Australia and with Arup in London. He is Chairman of the UK Bridge Owners Forum, established in 2000 by representatives of the major bridge owning organisations in the UK to identify research needs and priorities for the bridge infrastructure. He was elected Fellow of the Transport Research Foundation in 2005 and acts as a specialist consultant on bridge assessment to clients in the UK and abroad. He is also involved in the development of codes of practice for the assessment and management of concrete bridges.

The main areas of interest for his research group in Cambridge are computational collapse analysis, risk and reliability analysis, computer vision for bridge evaluation, non-destructive testing and inspection and wireless sensor networks for structural health monitoring of bridge performance.

Peter BalfePeter Balfe has a broad level of knowledge and experience across road engineering technologies. Having joined Sinclair Knight Merz in 2004, he is currently leading the Independent Reviewer team for the EastLink Project, which is Victoria’s largest privately financed public infrastructure project comprising 45 km toll road with a value of AS$2.6 billion.

In his current role he has developed more systematic processes of independent verification that focus on making the D&C Contractor’s Quality Assurance more accountable, and provide clients with a more transparent and responsive independent verification service. He has also established more effective monitoring and reporting systems that can be readily transferred to other projects. He has also overseen the verification of the Tolling System and traffic management and control systems for the EastLink project.

Prior to his current appointment Peter had a distinguished career with VicRoads, including six years as Deputy Chief Executive, and twelve years in other executive management roles including Director of Major Projects and General Manager Road System Management. During this period he gained experience in the management of bridge design, construction as well as geotechnical engineering.

He played a leading role with Austroads as Program Manager for the Road System Management Program and the Technology Program and was a Director of ARRB Transport Research for 5 years until taking up his current appointment. In 2004 he was received the Australian Road Forum’s John Shaw Award for his contributions to the road transport industry.

Nigel PriestleyNigel Priestley is Emeritus Professor of Structural Engineering at the University of California at San Diego and co-director of the Rose School in Pavia, Italy. His research is focused on the seismic design of concrete and masonry structures and on seismic design philosophy. He has published more than 650 books, technical papers and reports, mainly related to seismic design and has received more than 30 international awards for his research.

At present he is actively developing and promoting displacement-based seismic design methods for structures including bridges. He is a fellow of ACI, IPENZ, NZ Society for Earthquake Engineering, NZ Concrete Society, and Honorary Fellow of the Royal Society of New Zealand.

He has received Honorary Doctorates from: Swiss Federal Institute (ETH)ν Zurich, 2004 National University of Argentina, Cujo, Mendoza, 2003ν

Judging CriteriaA panel of four experienced bridge engineers/architects, selected by the Austroads conference organising committee, will consider all submissions. Eligibility of StructuresStructures must be road, railway or pedestrian bridges, tunnels (only structural aspects, not operation or management) or other associated structures that have been designed and constructed, or undergone maintenance/rehabilitation, in Australia or New Zealand. They must have reached completion and put into service during the period 1 September 2006 to 31 March 2009.

Entry Requirements Entries must include: 1. Four spiral bound hardcopies and one electronic copy of the submission. 2. The submission is limited to a maximum of ten single-sided bound A4 pages including: • Descriptive text (the requirements for this text is explained in the Awards Registration Form) • Ten colour photographs (two of which must be 250x200mm and also supplied electronically in high resolution – 600dpi) • Two drawings • An A2 laminated poster of the project highlighting up to four images of the project, and including the project name and location must also be supplied with the entry

Conference AwardsYoung Author Awards The Organising Committee would like to encourage papers from young authors and invite them to enter the Young Authors Award.Two awards will be presented at the conference dinner, 28 May 2009:• 1st prize of $1200 and an award certificate • 2nd prize of $800 and an award certificate

Judging Criteria 1. To be eligible young authors must be 35 years or less as at 31 March 2009. A weighting in the assessment will be given in favour of younger authors.2. Papers may be co-authored with older people but must be entirely presented by the young author at the conference. A weighting in the assessment will be given in favour of single authors or young co-authors, and the presentation itself will also be assessed.3. Papers co-authored by young authors may receive only one award, to be shared equally by the co- authors, who may choose to co-present. 4. Papers may be on any topic relevant to the conference, and will be assessed on value of the content to Bridge Engineering. Travel and Health InsuranceThe conference organisers strongly recommend that delegates purchase travel and health insurance. Travel and health insurance must be purchased in the country of residence. Visitors bringing in a quantity of medication are advised to carry a doctor’s certificate to avoid possible problems with New Zealand Customs. Doctor’s prescriptions are needed to obtain certain drugs in New Zealand.

ClimateMarch to May are New Zealand’s autumn months. While temperatures are cooler than summer, the weather can be excellent. While New Zealand’s native fauna is evergreen, there are many introduced deciduous trees. Colourful leaves make autumn a scenic delight, especially in regions such as Central Otago and Hawke’s Bay, which are known for their autumn splendour. A light jacket or sweater should be included in your luggage should the weather turn cooler. Some rain can be expected, so include a waterproof jacket or sweater.

CurrencyNew Zealand’s unit of currency is the New Zealand Dollar (NZ Dollar). Foreign currency can easily be exchanged at banks, some hotels and Bureau de Change kiosks, which are found at international airports and most city centres. All major credit cards can be used in New Zealand. Travellers Cheques are accepted at hotels, banks and some stores. Banks are open from 9.00am to 4.30pm Monday to Friday. Automated Teller Machines (ATM) are widely available at banks, along main shopping streets and in malls. International credit cards and ATM cards will work as long as they have a four-digit PIN encoded. Visitors should check with their local bank before leaving home. All goods and services are subject to a 12.5% Goods and Services Tax (GST) included in the displayed price. Visitors cannot claim this tax back, however when a supplier ships a major purchase to a visitor’s home address the GST will not be charged.

DressSmart casual attire is appropriate for conference sessions. Dress for the Opening Ceremony and Welcome Reception is smart casual and the Conference Dinner is lounge suit. A jacket may be required for air conditioned conference session rooms.

LanguageThe official language of New Zealand is English. All conference sessions will be held in English.

Electricity/Computer Hook UpElectricity is supplied throughout New Zealand at 230/240 volts (50 hertz), although most hotels and motels provide 110 volt AC sockets (rated at 20 watts) for electric razors/hair dryers only. For all other equipment, an adapter/converter is necessary, unless the item has a multi-voltage option. Please note that power outlets only accept flat three or two-pin plugs, depending on whether an earth connection is fitted. Visitors will need a RJ45 type plug to be able to connect your laptop into a computer socket in New Zealand.

Mobile PhonesMobile telephones in New Zealand operate on the digital system; therefore mobile telephones from countries that operate on the analogue system, unless the phone is tri-band GSM, will not work.

SmokingTo protect people from the health effects of second-hand smoke, smoking in all hospitality venues, including bars, restaurants, cafes, and casinos, is prohibited in New Zealand.

Tipping and Service ChargesNew Zealanders do not expect tips for normal service – even in restaurants and bars. However, tipping for extra special service or kindness is at the discretion of the visitor. Hotels and restaurants in New Zealand do not add service charges to their bills.

Registration Cancellation Policy• Registration cancellations will not be accepted unless made in writing to the Conference Managers.

• Cancellations received in writing before 14th April 2009 will receive a full refund, less an administrative fee of NZ$50.00.

• Cancellations received after the 14th April 2009 will not receive a refund, but substitute delegates are welcome without penalty

The information you supply on the registration form will be shared and used between the organising committee of the AUSTROADS Conference 2009 for the purposes of this event and for notification of subsequent events. You are entitled to ask Convention Management for access to, and to correct, your personal information. Unless you request otherwise, your name will be included in the list of participants, which will be distributed to those attending the conference, including sponsors and exhibitors.

Any amendments and/or cancellations must be notified in writing to the Conference Secretariat, Convention Management. Cancellations received in writing before 16th April 2009 will be refunded in full less an administrative fee of $50.00.

Cancellations received after that date will not receive refunds unless exceptional circumstances prevail. Substitute delegates are welcome without penalty, but please advise the Conference Secretariat of any name changes. In the event that the conference is cancelled by the organisers or CM, or by any reason of any factor outside the control of the Organisers or CM, the conference cannot take place; the amount of the Registration Fee shall be refunded. The liability of the Organisers and CM shall be limited to that refund and neither shall be liable for any other loss, cost or expense, however caused, incurred or arising. In particular, neither the Organisers nor CM shall be liable to refund any travel or hotel costs incurred by delegates or their organisations. It follows that delegates and accompanying partners are advised to take out comprehensive insurance, including travel insurance.
